This study concerns higher education in Greece, as applied today and in the forthcoming years and its aim is ternary; firstly, the study on the implementation of international innovation indicators in education, secondly the use of innovative teaching practices and finally the relationship between different organizations and its impact on innovative educational practices. The primary research contacted with the use of a questionnaire on a sample of 471 teachers all over Greece. The findings among others show that the higher the level of innovation regarding educational services, the higher also is the level of innovation on educational processes. Moreover, the higher the level of innovation regarding educational services, the higher also is the level of innovation on business organization, and the higher the level of innovation regarding educational processes, the higher also is the level of innovation on business organization. The importance of this work lies in its contribution to the description and definition of the concept, characteristics and operation of organizational innovation in the context of education, as well as the possibility of its use by the supervisors and teachers of the specific school level for better understanding and management of the culture of each school unit.

Instead of a common cultural perspective, university culture is experienced at three distinct levels: the enterprise, the profession and the cognate area. Each of them exerts a powerful influence on the ideology or systems of beliefs that characterize academics and academic institutions. Thus, many different dimensions should be assessed in order to indicate which of them can affect universities performance and decision-making regarding innovation. Аn in-depth theoretical study and a critical analysis of the main aspects and existing approaches to the definition of modern education management methods aimed at improving the quality of educational services was carried out. The necessity of using modern approaches to managing education as an integral element of the economy, which is the driver of professional growth and changes in society, is substantiated. The features and key aspects of the formation of the institutionalization of education management in a separate university with the aim of ensuring the quality of modern education and the effectiveness of its management are considered. An in-depth analysis of the quality of educational services; a conceptualized comparison of education level indices, ratings of national education systems and their effectiveness in countries of the world. Practical recommendations have been developed on adapting the management system of educational institutions in accordance with modern economic and social requirements for the quality of educational services, which will increase audience loyalty and increase the effectiveness of management processes.

The promise of Virtual Reality in design environments is to facilitate the interaction with digital models and to enhance the results of design activity. Design education is one of the most recent and interesting applications. Thanks to technological advances in human-computer interfaces, Virtual Reality represents a new way to stimulate design students and to develop innovative teaching methods. The paper explores the impact of Virtual Reality technologies on design learning, with particular attention to mechanical product design. It is focused on the analysis of cognitive and technical aspects of learning processes and the definition of a proper evaluation protocol. The protocol is based on the classification of the most meaningful activities in mechanical engineering teaching and the identification of a set of metrics that enable to objectively evaluate the learning process. Assessing how VR supports design education, an experimental study is proposed. It is based on the comparison of three different approaches performed by two-dimensional drawings, by 3D CAD models and, finally, by virtual reality technologies.

Collaboration for innovation is addressed in several texts, but few bring empirical evidence of the influence of collaboration on innovation. Thus, the aim of this research is to identify and analyze the degree of the influence of collaboration on the implementation of innovations in Brazilian industries. The theoretical basis used consisted of texts that approach with innovation in a more consistent way and that specifically address collaboration for innovation. For data collection, a structured questionnaire applied to the Brazilian extractive and processing industries was used. This resulted a sample of 254 valid questionnaires. The questionnaire measured the innovation (5 variables), the sources of collaboration (9 variables) and the motives for collaborating (9 variables). The analyzes were based on the Exploratory Factor Analysis for the Motives and Sources constructs and the Multiple Linear Regression Analysis to verify the influence of Motives and Sources on Innovation. The results indicate that collaboration with subsidiaries or group companies, suppliers, customers and competitors has a significant and higher impact in relation to the five types of innovation evaluated. In the cases of radical and incremental innovation in process and Organizational Innovation, besides the sources already mentioned, one of the motives factors (access to resources) was also significant, indicating their influence on the implementation of innovations. As a theoretical contribution, this study seeks empirical evidence on the impact of collaboration on innovation, which is still in its infancy. As a practical contribution, it provides subsidies for companies and for the definition of public policies.

Concept of semiotics by Theodor Adorno is comprehended in two main areas: the discovery of philosophical correlations and significance for the assessment of educational processes in modern Ukraine. The essential link of criticism of Adorno “half-education” with an understanding of goals and means of proper education is pointed out. Proper education is analyzed as effective education, which is countered by imitations of education, which appears as half-life. If secondary education is a substitute for education by its ersatzes in the form of numerous its reifications in a mass society, then half-life also appears as a substitute for effective action by accentuation on its means, which is imperceptibly, but invariably, substituting its goals. In the field of education, such half-dwellers are provided with educational services that are supposedly intended to ensure the unbreakable functioning of educational institutions, but in practice displaced from education its orientation towards the education of a person. Setting up education, constantly overcoming the existing and directing to positive as counter-faculty in the semester is replaced by the systematic implementation of the norms of consumption of educational services. In the field of legislative support of the educational sphere of Ukraine, there is a return to the definition of its tasks in terms of “educational services” and the reduction of educational tasks of the individual and the orientation of educational institutions to meet the educational needs of the learner. These negative changes became noticeable in comparison with the progressive Law of Ukraine “On Higher Education” in 2014 compared to the ambiguous Law of Ukraine “On Education” in 2017. The necessity of corresponding corrections of educational strategies, which should orient the person to effective education as the education of higher achievements rather than the fulfillment of norms, is grounded on the return of the elitist essence of education in opposition to its egalitarian character, which is taking place during the last decade.

Sources of revenue and expenditure of APBD (regional budget) can be allocated to finance the compulsory affairs and optional affairs in the form of programs and activities related to the improvement of public services, job creation, poverty alleviation, improvement of environmental quality, and regional economic growth. The implications of these policies is the need for funds to finance the implementation of the functions, that have become regional authority, is also increasing. In practice, regional financial management still poses a complicated issue because the regional head are reluctant to release pro-people regional budget policy, even implication of regional autonomy is likely to give birth to little kings in region causing losses to state finance and most end up in legal proceedings. This paper discusses the loss of state finance and forms of liability for losses to the state finance. The result of the study can be concluded firstly,  there are still many differences in giving meaning and definition of the loss of state finace and no standard definition of state losses, can cause difficulties. The difficulty there is in an effort to determine the amount of the state finance losses. The calculation of state/regions losses that occur today is simply assessing the suitability of the size of the budget and expenditure without considering profits earned by the community and the impact of the use of budget to the community. Secondly, the liability for losses to the state finance is the fulfillment of the consequences for a person to give or to do something in the regional financial management by giving birth to three forms of liability, namely the Criminal liability, Civil liability, and Administrative liability.Keywords: state finance losses, liability, regional finance.

Intellectual capital can generate value for organizations and improve organizational innovation. This study aims to investigate the effects of intellectual capital on corporate innovation. Mixed research methodology approach has been used by combining both qualitative and quantitative analysis to explore and empirical examine the research model. The targeted population of interest is the licensed pharmaceutical manufactures, 90 organizations in the Egyptian pharmaceutical industry throughout its three main sectors (11 public, 70 local private and 9 MNCs). Statistical analyses are employed based on the questionnaires gathered from 39 pharmaceutical manufactures’ companies (44% response rate). In addition, sixty-three “63” in depth interviews have been conducted with both top and middle managers. The research findings indicate that all dimensions of intellectual capital (human, structural, and relational capital) have positive significant effects on organizational innovation of pharmaceutical manufactures’ companies. The study clarifies that the most dominant dimension is structural capital, which provides the largest and strongest support to pharmaceutical manufactures’ companies. The deep realization of the importance intellectual capital and its impact on innovation helps leaders to adopt accurate system to run organizational innovation in a better way, which lead to sustainable competitive advantage for organizations.

Women’s empowerment has been at the centre of research focus for many decades. Extant literature examined the process, outcome and various challenges. Some claimed substantial success, while others contradicted with evidence of failure. But the success remains a matter of debate due to lack of empirical evidence of actual empowerment of women around the world. The current study aimed to address this gap by taking a case study method. The study critically evaluates 20 cases carefully sampled to include representatives from the entire country of Bangladesh. The study demonstrates popular beliefs about microfinance often misguide even the borrowers and they start living in a fabricated feeling of empowerment, facing real challenges to achieve true empowerment in their lives. The impact of this finding is twofold; firstly there is a theoretical contribution, where the definition of women’s empowerment is proposed to be revisited considering findings from these cases. And lastly, the policy makers at governmental and non-governmental organisations, and multinational donor agencies need to revise their assessment tools for funding.
