The Concept of Ubiquitous Society and Government Programs of the Information and Post-Information Society Building in Japan

The article presents the results of the study, the subject matter of which are the public programs of building Information and Post-information society in Japan. The purpose of the study is to identify the real vector of social development of one of the most developed countries of the world - Japan, in order to formulate a possible development landmark for the foreseeable future for Russia. The study reveals the influence of improving information and building post-information society on the process of Japan’s transition to the paradigm of sustainable development; examines the specificity of building the information and post-information society in Japan; analyses the most important factors and strategies of joint efforts of the government and business aimed at the country’s sustainable development. The author cames to the conclusion that the informational society as a society based on information and communication technologies (ICT) and knowledge, represents a real vector of social development for the foreseeable future and presupposes a corresponding state policy.

Information technology is changing the role of government, its functions, and its power. The long process of transformation of public sector organizations and the applications of computer technologies have started the talk about electronic government. In the last ten years, the debate concerning e-government has been the subject of various studies, promoting analyses, research approaches, and empirical surveys. Even so, there is still much confusion about the meaning of this term and the word e-government is often used in reference to e-voting, e-democracy, or e-administration. Therefore here we intend to provide the reader with some guidelines, trying to explain a concept that, although little more than ten years old, finds its roots in the ancient idea of the information society. We can start by saying that e-government represents just a single fragment of the broad discourse about the impact of information technologies on society. It is not an administrative experiment but a permanent part of the governmental process. According to Jane Fountain’s (2004) idea, we can define e-government as “the production and delivery of information and services inside government and between government and the public using a range of information and communication technologies” (para. 2). In this prospective, the Internet can be considered as a variable, which has been grafted onto the wider ground of factors leading to the transformation of government roles. Moving from this point, e-government will be analyzed as an intersection of two main trends. The first of these is the overall transformation of public sector organization. In this respect, the Internet variable has to be considered in the entire process of the government reinvention that made scholars talk about a major new revolution after the industrial one. The second trend is the information society development, a process that started since the 50s catching very soon the interest of governments.

The Scandinavian countries are among of the most successful countries in terms of development, implementation and using information and communication technologies (ICT), which is confirmed by a number of global ratings in digitalization of national economies. This study aims to identify factors that allowed these countries to have held leading positions in three global indexes: the E-government Development Index, the Digital Evolution Index and the Global Connectivity Index. This study found that the main factor which lead to the success of the development of the ICT sector in the Scandinavian countries is the government programs and strategies in the field of digitalization the national economy, aimed at digitalizing of the government sector, supporting private companies in the construction of infrastructure and increasing penetration of innovative standards of mobile-cellular and fixed-broadband services. In conclusion, this study notes that the successful experience of the Scandinavian countries in the development and use of ICT can be used in the Russian economy and the others developed countries.

The object of the paper is peculiarities of digital economy development in the framework of informatization of socio-economic, socio-cultural relations. It contributes to the in-depth development of the noosphere, the emergence of new industries and a qualitative transformation of production and distribution relations. The paper examines the impact of digitalization on transformational changes in the economy. As noted at the 14th G20 Summit, the main goals of digitalization are the development of innovations, focused on the development of society 5.0, ensuring the free flow of data and at the same time solving problems, related to information security and the protection of intellectual property rights, as well as bridging the digital gap and promoting the digitalization of micro, small and medium-sized enterprises and the development of smart cities. The research methodology is based on theoretical and methodological analysis of the literature, statistical, comparative analysis, as well as synthesis, generalization and systems analysis. The study has revealed differences between the national approach and world experience in the interpretation of digitalization. For instance, in Ukraine the phenomenon involves, first of all, «digitization» in the field of data collection and analysis. At the same time, the concept of digitalization in developed countries is considered as the modernization of the manufacturing sector based on the implementation of information and communication technologies in order to reduce the capital and material intensity of products to increase competitiveness. In addition, the level of development of central bank digital currencies (CBDC) as one of the indicators of the information society has been analyzed. As a result, it was found, that about 80 % of all central banks in the world have been working on projects to issue their own digital currency. The basic requirements for national CBDC have been systematized. The practical significance, presented in the paper, lies in making recommendations for policy implementation of national economy digitalization. It is important, first of all, to «digitize» the real manufacturing sector, but not only create all sorts of «remote access services», clearly define the government position on cryptocurrencies and continue to implement the project of e-hryvnia (digital currency of National Bank of Ukraine) introduction.

ResumoA preocupação com o desenvolvimento sustentável e a sustentabilidade vai muito além dos cuidados com o meio ambiente, além do contexto histórico do desenvolvimento sustentável, relata uma perspectiva social mais abrangente, direitos humanos, questões de desenvolvimento social. O tema sustentabilidade vem se destacando não somente pela escassez de matéria-prima, mas também pela cobrança dos diversos públicos envolvidos, sejam eles clientes, fornecedores, funcionários e até mesmo o próprio governo; estes diversos públicos querem organizações focadas no objetivo socioambiental e a sua transparência quanto a suas ações para com assunto. O objetivo do artigo é, a partir dos relatórios anuais de uma empresa de participações e investimentos no período de 2012 a 2017, analisar a evolução do quadro de funcionários, números de acidentes, tempo de treinamento e investimentos em programas socioambientais dentro do contexto do desenvolvimento sustentável e sustentabilidade. A metodologia adotada foi uma análise documental por meio de um estudo de caso, verificando 6 relatórios anuais de sustentabilidade da empresa objeto do estudo, mediante verificação dos dados divulgados no site da organização. Os achados apontaram que a organização realizou investimentos em treinamentos e na diminuição da relação do número de acidentes. AbstractThe concern for sustainable development and sustainability goes far beyond caring for the environment reports beyond the context of sustainable development history, a broader social perspective, human rights, social development issues. The sustainability theme has been highlighted not only by the scarcity of raw materials, but also by the collection of the various publics involved, whether they are customers, suppliers, employees and even the government itself, these various publics want organizations focused on the socio-environmental objective and also their transparency regarding their actions towards the subject. The objective of the article is, based on the annual reports of a participation and investment company from 2012 to 2017, to analyze the evolution of the staff, accident numbers, training time and investments in environmental partner programs within the context of sustainable development and sustainability.

Since the Second World War, what has been called the development economics, which made the developed countries seek to achieve this development and at all levels economically, politically, socially and humanly, these countries sought to achieve all this and already reached what they wanted without taking into account this nature or the environment and what will happen? And what will happen to future generations? The concept of sustainable development emerged at the end of the last decade of the twentieth century. This concept was similar to the previous developmental concepts. It is concerned with satisfying the needs of the present and achieving social welfare, but not at the expense of future generations. Through the conservation of all natural resources, taking into account the environment that must be maintained and integrated into the policies of economic and social development from here emerged the importance of sustainable development, which takes into account the economy and Leah and the community.

The purpose of the paper is to analyze the successful experience of both developing and developed countries related to the resolution of environmental issues and implementation of the models of eco-development and provide recommendation for Ukraine regarding the ways to apply this experience in the country’s economy effectively. Methodology. The paper is based on the combination of qualitative and quantitative research and applies the dialectic perception method to analyze economic events and processes at the time of their development, interconnection, and interdependence. Results of the research demonstrate that successful sustainable transformation of the economy may take place not only in highly developed countries but also in the developing ones. Ukraine may consider the successful experience of the implementation of sustainable initiatives of such countries as Luxembourg, Denmark, Switzerland, Seychelles, and Morocco. The success of these countries is addressing environmental issues is related to their focus on establishing cooperation between the public and private sectors while promoting sustainable behavior among citizens. The government of Ukraine needs to prioritize sustainable transformation of the economy by improving the country’s business climate for innovative sustainable startups and by promoting the development and application by businesses of energy-efficient technologies. The main potential challenges that may be faced by Ukraine in its way towards sustainable development are corruption and ineffective use of financial resources, however, these issues may be addressed via the cooperation with international organizations. Sustainable transformation of the Ukrainian economy will not only improve the environmental situation in the country but will also create visible benefits for economic players and people. Practical implications. The environmental situation in Ukraine has been deteriorating for decades and the previously applied as well as existing measures implemented to address environmental issues in Ukraine do not provide desired outcomes. The country needs to apply new innovative instruments and measures to make it economy sustainable and, to this end, Ukraine should create the economic conditions in which sustainable development would be beneficial for all engaged parties. The practical experience of both developed and developing countries has the potential to be implemented in Ukraine in coming years in case the country’s authorities take appropriate and timely measures. Value/originality. The provided recommendations for Ukraine consider the modern trends and conditions existing in the global economy, have regard to the successful experience of sustainable transformation of the economy, in particular, of developed and developing countries, and may be used by the country’s government to develop effective sustainable development policy in the future.

Societal development in a sustainable way is always treated as a better goal than the economic and political development of the society. Rather, it would be pertinent to say that without social development we cannot attend to the economic and political development of mankind. Keeping this thought alive, policy makers in India since the beginning of policy implementation after independence focused more rigorously on strategizing programs and plans for achieving socially sustainable development. This article aims to discuss policies, programs, and strategies formulated and implemented by the Government of India, subjected to social development. It elaborates on the constitutional provisions, planning endeavors, trends and analysis of the attribute of sustainable development such as education, employment policies and strategies, and gender equality and women empowering policies of the government.

Problem setting. The progressive digitalization of all spheres of life and their confident transition to fundamentally new forms of functioning and interaction between economic entities, public administration and international relations is based on digital tools that allow using digital technologies in the digitalization of the national economy. However, the experience of their application and effective use is insufficient in comparison with developed countries, so to ensure sustainable development of society, it is necessary to thoroughly and comprehensively study the features of digital tools and their use in government and to objectively assess the prospects of digitalization in all spheres of life in modern Ukraine.Recent research and publications analysis. The issue of digitalization and the increasing use of digital technologies is present in the research of many specialists. In particular, it is necessary to note significant achievements in this field of such scientists as V. Apalkova, O. Bernaziuk, S. Vereteniuk, N. Hrytsiak, N. Deieva, A. Dobrynin, N. Drahomyretska, O. Yemelyanenko, T. Kaminska, A. Kaminskyi, G. Karcheva, O. Kachnyi , S. Koliadenko, N. Kraus, V. Kuibida, S. Kutsenko, D. Layon, I. Lopushynskyi, V. Liashenko, A. Maslov, V. Nikolaev, V. Pysarenko, A. Semenchenko, K. Semiachkov, S. Chukut and many others. However, there is a necessity for complex research, which concern the use of digital tools for ensuring sustainable development.Previously unsettled parts of the general problem. The article aimed at substantiating the directions of intensification of the use of digital tools for ensuring sustainable development in Ukraine basing on the studies of features of the usage of digital tools, the analysis of its use in various fields at the present stage of the development of our state. Paper main body. The conceptual approach to understanding the essence of sustainable development makes it possible to consider this concept as “development that meets the needs of the current generation without compromising the ability of future generations to meet their own needs.” The answer to public demands is given by the Sustainable Development Goals, offering a new vision of economic growth of states and new values.In the context of the needs of today’s development and the implications for future generations, we need to look at the digital economy and the increasing use of digital tools. Digitalization can not only solve today’s problems but also generate new ones, the consequences of which may be felt by the next generation in the case of inefficient use of digital technologies. In the world, digitalization processes have significantly accelerated after quarantine and affected not only developed countries but also Ukraine and other developing countries. They relate to all spheres of public life, in particular, to the interaction of citizens with public authorities.In Ukraine, the introduction of digital tools in the work of state and municipal authorities has not become as widespread as abroad, but it is worth noting some steps in this direction. The following digital tools for interaction between the government and communities are already in force or will be implemented in the nearest future: for the government – feedback from the community population; involvement of people into the managerial process. For adult residents of communities – Centres for providing administrative services, which work as centres of “Action”; consulting zones for entrepreneurs; online population survey; local chatbots. For students and schoolchildren – the opportunity to get an IT profession online; career guidance online courses; electronic magazines.Along with public authorities, digitalization processes have confidently entered the business sphere, and this has become especially noticeable in the conditions of quarantine, according to which many employees were forced to switch to remote work. Digital tools allow businesses to adapt to new realities and build relationships between employees, customers and partners on a fundamentally new basis. They help to automate routine processes and business, and also to redirect free resources in the direction of finding new ideas for business development.Digitalization has also affected the scientific sphere – today it is difficult for the average scientist to imagine his work without the use of, for example, Google tools, in particular, such as Google Cloud Platform, Google Academy, etc. Thanks to them, it is possible to conduct comprehensive research and publish their results. And the use of such specialized digital tools for scientists as Google Public Data, Dataset Search and Google Data Studio makes it possible to work effectively with data sets.Along with the scientific sphere, digitalization is closely connected with the educational field. Responding to the quarantine requirements for distance learning, the State Education Quality Service of Ukraine has introduced the following distance forms: the study of practical experience of work of participants in the certification of pedagogical staff; conducting institutional audits of general secondary education institutions.Areas of intensification of the use of digital tools to ensure sustainable development are regulatory, organizational-managerial, labour, competency-based, project, infrastructure and international. The development of digitalization and the introduction of digital tools in social processes have become inevitable, so it is necessary to ensure the implementation of digitalization procedures with maximum effect.Conclusions and prospects for further studies. Digital tools can be defined as a tool, a mean to improve communication between individuals and legal entities and the state through digital technologies and online communications. In the direction for ensuring the sustainable development of society, digital tools are essential tools that minimize resource costs, which allows you to redirect their use in a more constructive direction and, if possible, to preserve the resource potential for future generations.

The purpose of the article is comprehensively study the impact of the effectiveness of government workers on the process of sustainable development of society and the state. Namely, it is about the importance of skillful use of human resources in the government service and the search for arguments in favor of the need to increase efficiency as a guarantee of increasing public confidence in all branches of government. Special attention is also paid to the issue of argumentation of the level of salary of a person who is a government worker or works in local self-government bodies. Empirical data were analyzed using quantitative and qualitative methods, which helped to assess the effectiveness of government workers in Ukraine and the level of public confidence in them, to establish the impact of their ineffective activities on the level of public confidence in government administration. A key aspect of improving the efficiency of government workers, as shown by theory and international practice, is the creation of an objective and comprehensive system of indicators that reflect the quality of performance of duties and the degree of achievement of goals to focus on the main priorities of public authorities. In many developed countries, "key performance indicators" (KPI), proposed by P. Drucker, are widely used for these purposes. However, there are other assessment methods such as BSC and PBSC. The scientific novelty of the article is an attempt to analyze an array of information on the issue of "efficiency of government workers", methods of its evaluation and to connect "efficiency" with the phenomenon of building confidence in politics or "political trust". The work is created to try to demonstrate the practical aspect of the need to measure the effectiveness of officials at all levels based on the position of "social dialogue" and "feedback", because the most important consumers of the results of officials - a society that in everyday life becomes a user and consumer of government services. And according to the results of interaction - form their opinion about the state apparatus of officials and the effectiveness of their work form their position, which later becomes a stereotype. Which will either help social progress and development, and create conditions for stability in the state, or, conversely, will be a catalyst for political instability.
