On a global scale, limited financing for the development and operation of infrastructure projects has pushed authorities to encourage private investors to enter public-private partnerships (PPPs). In this respect, procurement of infrastructure projects such as bridges, water plants, airports, and roads has been adopted through PPPs. This has also applied to the oil-rich country of Libya which experienced severe economic and political problems in the past decade. This paper presents a systematic framework for risk assessment and appraisal of PPPs infrastructure projects. This framework is capable of identifying probable adverse effects that represent key influential factors on the private sector in a socio-economic environment and related to key performance indicators (KPIs) in order to assess the operational efficiency in developing and financing infrastructure projects. This framework proposes a new integrated system that comprises of the following: fault tree, artificial neural networks, and analytical network process. The aim of this system is to ensure sustainable availability of finances that are considered essential for the development of PPPs infrastructure projects in Libya. considering different alternative funding models, it suggests a means of auditing PPPs structure to carry out improved performance for PPPs projects in Libya.

Nowadays, it is obvious that creative tourism industry has become very essential for countries and societies; therefore, governments work on constituting policies in order to develop this industry. To be successful in improving creative tourism industry, governments should identify the influential factors and focus on ones that are more important rather than investing a bit on many different factors. Because of the interrelations among factors, this research is aiming to prioritize factors that influence strategic policies of creative tourism industry in Iran using analytic network process (ANP). Data were collected during the period of May 2017 to February 2018. Participants in this research are 13 tourism experts with more than 10 years' experience in the field. Results show that the most influential criterion is "business support" and the most influential subcriterion is "supporting midsize businesses." This study helps policy makers to improve creative tourism by emphasizing on those factors that have high priority from the viewpoint of strategic policy-making.

The rapidly increasing demand and the inefficacy of financing transportation infrastructure project investments have contributed to various challenges for Vietnam in recent decades. Since the country’s budget is inadequate for investing in all necessary infrastructure projects, the Vietnam government has been inviting other economic sectors, especially the private sector, to participate in infrastructure development. The cooperation between the government agencies and the private entities, called PublicPrivate Partnership (PPP), must encounter various challenges leading to difficulties in attracting private investors. A main reason is that private investors must deal with critical risks concerning PPP investment environment. It is a challenging task for the government to optimally manage such risks to enhance the attractiveness of PPP projects for private investors. This paper examines the critical risk factors that influence the private sector’s investment decisions on PPP transportation projects in Vietnam. Risk factors inherent in typical PPP projects were compiled by comprehensive literature review. To reflect unique characteristics of PPP projects in Vietnam, the compiled risk factors were reviewed by a group of PPP experts from both the public and private sectors in Vietnam through indepth interviews and questionnaire surveys. In addition, ten PPP project case studies in Vietnam were analyzed to derive the risk profile of PPP transportation projects of the nation. These risk factors were quantitatively assessed based on their probabilities and impact levels. We found that the critical risk factors of PPP infrastructure projects in Vietnam are acquisition/compensation problems, approvals and permits, inadequate feasibility studies, finance market issues, subjective evaluation methods, and change in laws and regulations. By performing factor analysis, these critical risk factors were grouped into four categories: (1) bidding process, (2) finance issues, (3) laws and regulations, and (4) project evaluation issues. These critical risk factors represent the obstacles that repel private investors from PPP transportation projects in Vietnam. Thus, the Vietnam government agencies should meticulously address these issues to attract both domestic and foreign private investors in PPP projects.

A high-quality infrastructure and technical base is a vital factor in the development of intermodal transport in transport systems. Intermodal transport terminals are the most important component of a combined transport infrastructure, providing an essential connection between different modes of transport. This article deals with the issue of where to locate intermodal transport terminals within a transport network. In reality, this decision comes down to the potential of a particular location (e.g., an industrial park) and the critical role of private investors. These are mostly subjective factors, whereby little or no consideration is given to objective criteria. Within this context, it is extremely important that decisions are taken with regards to the development and construction of public networks, and economically neutral intermodal transport terminals by independent subjects are based on a non-discriminatory approach. In other words, it is essential that such terminals are built in places that comply with the stated priorities of the transport policy of a specific state. In this article, the author puts forward a method for determining the location of terminals that are based on the optimisation of several influential factors. The specified methodology is applied to a case study in Slovakia. The theoretical part of the article deals with the nature of the method to be applied. The discussion part involves a case study concerning the (potential) location of intermodal transport terminals in the Slovak Republic.

BACKGROUND Well-annotated clinical samples are valuable resources for biomarker discovery and validation. Multiplex and integrated methods that simultaneously measure multiple analytes and generate integrated information about these analytes from a single measurement are desirable because these methods help conserve precious samples. We developed a magnetic bead–based system for multiplex and integrated glycoprotein quantification by immunoassays and glycan detection by lectin immunosorbent assays (LISAs). METHODS Magnetic beads coupled with antibodies were used for capturing proteins of interest. Biotinylated antibodies in combination with streptavidin-labeled phycoerythrin were used for protein quantification. In the LISAs, biotinylated detection antibodies were replaced by biotinylated lectins for glycan detection. RESULTS Using tissue inhibitor of metallopeptidase 1 (TIMP-1), tissue plasminogen activator, membrane metallo-endopeptidase, and dipeptidyl peptidase-IV (DPP-4) as models, we found that the multiplex integrated system was comparable to single immunoassays in protein quantification and LISAs in glycan detection. The merits of this system were demonstrated when applied to well-annotated prostate cancer tissues for validation of biomarkers in aggressive prostate cancer. Because of the system's multiplex ability, we used only 300 ng of tissue protein for the integrated detection of glycans in these proteins. Fucosylated TIMP-1 and DPP-4 offered improved performance over the proteins in distinguishing aggressive and nonaggressive prostate cancer. CONCLUSIONS The multiplex and integrated system conserves samples and is a useful tool for validation of glycoproteins and their glycoforms as biomarkers.

Islamic boarding school has the potential to develop the Islamic economy through the Islamic boarding school business unit. Optimizing business units can create Islamic boarding school economic independence. Even so, the fact is that there are still many Islamic boarding school that have not utilized their potential. One of the Islamic boarding school that has succeeded in achieving economic independence through business units is the Al-Ittifaq Boarding School in Bandung. The aim of this research is to analyze economic activities and factors that influence the economic independence of the Al-Ittifaq Islamic Boarding School. Using Analytical Network Process (ANP), the factors that influence the economic independence of the Al-Ittifaq Islamic Boarding School are divided into four aspects, namely institutional, production, stakeholder, and market aspects. The results show that market aspect has the biggest impact affecting the economic independence in Al-Ittifaq Islamic Boarding School and the four most influential factors are the kiai leadership and management, production information systems, capital, and market availability.
