Information Expertise and the Vision of Future Library Institutions and User Environments

This is the Information Age, and that epicenter is information flow and content control. This is the one occupation that is best suited to benefit from this still evolving epoch of human history. In fact, any organization that fundamentally relies on information dissemination as a core resource to their production would seek out information experts as the de facto experts in this field for consultation on how best to handle their large volumes of information. Today, companies are searching for these very professionals and will pay extraordinarily well to have such expertise in their organizations. As long as they change their mindset, evolve from conservative ideologies of what a library professional is, and retain and improve upon the traditional library services while seeking to develop techniques and technologies that effectively handle the workflow of the information dissemination process in a Digital Age—adapting technologies such as the KATIE Index, the MEL System, and the LISA Informationbase for the physical and virtual collection management requirements—most library professionals will be able to focus on becoming information experts and establish their relevance at the very epicenter of business and education. Evolving into the information expert and leveraging new information technologies is where the future of library studies lays in this digital segment of the Information Age. This chapter concludes the first section of the book.

The article deals with the use of the Internet in teaching a foreign language. With the advent of the information age, both the scheme of knowledge transfer and the model of the learning process are changing sharply, which requires the improvement of professional training from the position of activation of cognitive processes.


A grid (electrical) that is capable of being electronically controlled and that grid is used for connecting transmission, power generation, distribution (of electricity) as well as consumers using communication and or along with information technologies is called Smart Grid. Information flow that is Bi-directional in nature between the one that provide utility and the one that consumes electricity is one the key feature characteristic of the smart grid. This interaction that is two way in nature permits real time generation of electricity orin real-real--time period based on the demands of the consumer and requirement requests for power. The result of which is, privacy of the client becomes a vital importance and concern, when the usage data that is related to energy is collected with adoption as well as the deployment of smart grid technologies. For the protection of such sensitive data and information (related to consumer), it makes the use of mechanism that are used for privacy protection very much imperative or important for the protection the of smart grid user’s privacy. This paper proposes an analysis related to the privacy mechanisms and solutions of the smart grid that are recently proposed and intern identifying their weaknesses as well as strengths in terms of their efficiency, complexity of implementation, simplicity and robustness.

In November 2012, the fourth edition of the official Danish orthographic dictionary, Retskrivningsordbogen, was published by the Danish Language Board which, according to national law, is authorised to establish the official Danish orthography and publish its decisions in the form of a dictionary, now available in both a printed and an electronic version. In order to be high quality, a work of this sort requires knowledge of language policy and linguistics, on the one hand, and lexicography, on the other hand. The article analyses the Retskrivningsordbogen exclusively from the point of view of lexicographic theory and practice, based upon a similar analysis of the previous edition (cf. Tarp 2002). It registers a number of improvements but also some stagnation and new problems in other aspects. The general conclusion is that the Danish Language Board could benefit from lexicographic knowhow as well as the new information technologies, especially with a view to developing the electronic version which should no longer be conceived as a copy of its printed counterpart but as a user-friendly extension with more lemmata and additional data.

We examine whether exogenous and extremely negative events, such as terrorist attacks and mass shootings, influence the sentiment and forecasts of sell-side equity analysts. We find that analysts who are local to these attacks issue forecasts that are relatively more pessimistic than the consensus forecast. This effect is stronger when the analyst is closer to the event and located in a low-crime region. Impacted analysts are also relatively more pessimistic around the one- and two-year anniversaries of the attacks. Collectively, these findings indicate that exposure to extreme negative events affects the behavior of information intermediaries and the information dissemination process in financial markets. In recent years, significant transformations have been taking place in the preschool education system, caused by changes in the scientific, methodological and material base of education and upbringing of children. One of the important conditions for updating is the use of new information technologies, primarily computer technologies. This allows, on the one hand, to increase the effectiveness of the educational process, on the other hand, to a greater extent to apply an individual approach in the process of teaching and upbringing of both normally developing children and children with various developmental disabilities, including speech. The article examines the actual problem of realizing the pedagogical potential of using assistive technology devices, such as multimedia correction tools, in the inclusive education of preschool children with severe speech pathologies. The article analyzes domestic and foreign experience of using multimedia technologies in correctional practice. A study was carried out using various available multimedia tools for speech correction; both positive and negative aspects were identified. Based on the results obtained, the author’s method was proposed in the form of a software and hardware complex with biofeedback, which can be effectively used in institutions implementing inclusive education.

The article makes a comprehensive attempt to classify the cultural war as a semantic manipulative phenomenon in a new type of information society. The features and causes of development of identity crisis in the context of semantic manipulations of media reality are outlined. The urgency of the research is that a new information age is filled with insidious meanings that offers a system of the same insidious information procedural “performances”. In its turn they are embodied in long held images, forming an entirely new semantic system, and creating a space of permanent action, in which the choice remains for a person of a new information age, who reveals a considerable level of intellectual skill through dialogue or protest, or, on the contrary, acts according to normalized, “dictated”, imposed cult, from which the principles of whole culture are emerging. The result of individual outbreaks of resistance to “information performances” through the collective will of the nation, which seems to be a muscle, which is intensively practiced in the light of the Rusian-Ukrainian war, is justified by the need to preserve the skills of the society to create the nation, or the nation’s identity. One can concede that at the level of nation there is emergence of greatest amount of conflicts associated with the attempt to destroy the cultural core (the nucleus of the nation), which is formed from the norms, standards, values of a certain ethnic group. The main function of such a nucleus is providing for a system of formed cultural codes in order to preserve the nation’s identity. Summing up the results of the research, the author comes to the conclusion that the typology of the cultural war proposed is conditional, but it gives grounds to talk about the symptomatic appearance of semantic disorientation and the identity crisis. In this situation, understanding and differentiation on the basis of own “mental identifier” will become extremely important in order to consolidate the individuals in terms of new conditions.

Innovations change the world in all spheres of life, and education is not an exception. Modern requirements of time put us new challenges that require the use of new information technologies at all stages of the educational process in higher education institutions, in particular the use of the Internet. In addition, it has been noted that Internet resources increase motivation and contribute to the formation of a fully developed personality. Testing and evaluating students' knowledge and abilities is an integral part of the credit-module system. One of the forms of evaluation of the initial level of knowledge, consolidation and improvement of assimilation of information is testing. It should be noted that in a number of countries, testing has shifted traditional forms of control — oral and written exams and interviews. However, in Ukraine, educators remain adherents of a combination of testing and classical analysis of material. It allows the most efficient distribution of the training time of a practical class, 100% control of the knowledge and the effectiveness of mastering the material of all the students of the academic group. Technical progress stimulates the search for new variants and possibilities of testing, its various variations. One of the options that can help solve this problem was a smartphone. In order to facilitate the work of the teacher at the Department of Microbiology, an online testing system with the use of smartphones was introduced. Online testing is conducted among students with Ukrainian and English language training. With the Google Forms platform, the teacher creates a form which contains the student's records and tests. Students directly from the teacher get a link to fill out an online form directly at the lesson. For testing, a database containing standard KROK-1 licensed test tasks is used. The form can contain any number of test tasks that are in arbitrary order, as well as a changed order of distractors, which makes it impossible to write off. At the same time, all students are in the same conditions: all write one option. After submitting the form, the student receives a notification that his response is recorded. Re-linking is not possible. In turn, the teacher receives a message on the result of the test in the table — the ratio of correct answers to the total number of questions, as well as options for their answers. First and foremost, questions are displayed on which students gave the largest number of incorrect answers. This allows the topic to be considered in the process of discussion of the most difficult tasks from the students perspective, and in the future it will allow more efficiently to create forms for on-line tests and to focus on these issues.

The article discusses the possibilities of automation of legal activities. Special attention is paid to the new branch of the business LegalTech, which allows providing legal services using information technology. Some projects in this area are briefly described: FreshDoc document designer, VideoContract app, and electronic trading platforms such as Legal Space and Pravoved.Ru. Although the legal community is not quite ready to work in such conditions, higher education institutions are already reforming their curricula, developing disciplines that allow gaining professional competence in introducing technologies that automate legal work, and so on. The author, in turn, offers using chat bots in legal clinics, gives examples of new disciplines for master’s degree programs, considers the idea of passing final examinations outside universities in certification centers, etc. It is emphasized that in jurisprudence there are a lot of typical situations in which typical decisions need to be made, and here artificial intelligence will be a good helper, and scientists will have more time to undertake a comprehensive analysis of law. Thus, even with the advent of new technologies, the creative work of lawyers will always be in demand.
