As it is stated that the economy of a country can never be greater than the education of its people, today parents and several organizations are investing a lot of money in education to better the future of their children and also meet the demands of the several generations to come. Through this process, the level of competition among higher education institutions is too high for them to survive and continuously attract parents, citizens and funders to meet demands of both institutional and community challenges. The aim of this paper, therefore, is to explore the concept of decision making, factors that determine the decision making process, the effectiveness of decision making and problem solving in higher education institutions deemed to be largely chaotic and complex. World over, government and states are investing in higher education to transform their communities in terms of knowledge, skills, culture and economic development.

One of priority problems of modernization of system of the higher education in Russia is overcoming the disproportions revealed during different years of monitoring of activity of higher education institutions, reduction of the contents, structure of vocational training of shots, technologies of realization of educational programs in compliance with requirements of employers and also taking into account the forecast of labor market, welfare and economic development. All this is possible at the stage of development of the higher school on condition of introduction of new mechanisms of management of the higher educational institutions based on formation and increase of their reputation, care of higher education institutions of the reputation responsibility.

This study aimed to explore the employment status of women in the higher educational sector and to uphold women’s productivity and commitment in executive positions of responsibility. Management tended to show preferential treatment for men in top management positions; hence, women were less engaged in the decision-making process. Women possess the potential to be transformative leaders in higher education institutions (HEI). The research purpose of this study was to speculate that some Lebanese educational institutions still practice discrimination and prefer men over women in executive positions, as well as to show that excellence in educational institutions is linked to women being in these executive positions. Currently, the higher education sector in Lebanon is under development as numerous educational developments are being implemented. The problem is that a peculiar attitude toward women in the HEI sector and specifically in top management positions still exists. In this study, the author explored women’s engagement at the top levels of higher education management and found that only 15 out of 65 Dean’s positions were filled by women and aimed to discover the factors behind the misrepresentation of women within the higher education system in Lebanon. In addition, the study found a positive relationship between the presence of women and the performance of HEIs. In this study, I aimed to focus on women’s engagement at the top management level and to emphasize the advantages of their skills and expertise, as well as to enhance the presence of women. The findings were significant and clear: There was misrepresentation, bias and stereotyping in HEIs. A clear strategic plan is needed to engage women in the decision-making process along with a well-designed incentive plan to achieve the required purpose. The aim of this study was to highlight this matter and to accentuate the benefit of women’s leadership roles in higher education in Lebanon. A qualitative strategy was used: Primary information was obtained from interviews with 12 chairpersons at six different schools. Data were gathered and analyzed to provide insightful results and recommendations.

Abstract The aim of the study is to present the results of pilot study on academic staff direct participation (ASDP) in managing higher education institutions (HEI) (content, scope, intensity, practicality of impact), in key areas of its activity and its advantages and risks. The research was carried out under questionnaire survey method among academic staff of selected HEIs, in autumn 2018. It was found that ASDP applies to all areas of activity of these HEIs (content), primarily educating students; is full (academics participate in all stages of the decision-making process), has mainly operational scope (related to basic tasks in the position at work), less often strategic; it is perceived participation because the real impact of the respondents in managing HEIs is limited (passive form of participation dominates). The identified main benefits from participation indicate that ASDP can be an effective tool for creating commitment of academic staff in managing HEIs in handling their key areas of activity. The results presented are not representative (pilot study), but interesting. Therefore, the author is planning to carry out in-depth research on ASDP in managing HEI in the future.

This article evaluates the incentives to Mexico Innovation Program (PEI), from a regional perspective based on its contribution to the Regional Innovation System (RIS) of Baja California, between 2009 and 2013. Through the both additional behavioral and networks methodologies, the decision making process at companies, and the level of linkages among them, higher education institutions and governmental actors of the RIS is analyzed. The results show that by imposing the financing of innovation projects on the linking of business and scientific actors, PEI is helping to strengthen the RIS, encouraging 15% of its interactions.

Attracting and enrolling international students have become the primary concern of marketing efforts of higher education institutions. For this purpose, understanding the decision-making process of students is vital. This study examines the information sources, requirements, and choice factors of international students who study their higher education in an emerging higher education destination. This study is conducted through a quantitative approach, based on both exploratory factor analysis (EFA) and the analytic hierarchy process (AHP). A survey was conducted with students who enrolled at a state university for the first time. University websites are identified as the most used sources of information. According to the study’s findings, job and scholarship opportunities are identified as the first and most crucial concern of international students. This study is of particular significance for higher education institutions in emerging higher education destinations to better understand students’ decision-making process.


The article highlights the measures taken to improve the quality of higher education, which is one of the key drivers of economic development, and of Uzbekistan's higher education institutions to enter the global top 500 universities.

Myanmar is the developing country and its education system is not yet to international level. Hence, most of the young adults, who like to upgrade their knowledge global wide and to gain international recognized higher educational certificates, choose to study overseas rather than continuing higher education after their high education nowadays, that becomes the trend of young people to study overseas since the competency among the people is getting intense based on the education level in every industry. The purpose of this research is to understand that students’ decision making process of selecting university. The study will be conducted to see clear trend of Myanmar students’ decision making of studying in abroad. This research will cover the context of what is Myanmar students’ perception of abroad, how they consider among other countries and explaining those factors which determine Myanmar students’ choice and how they decide to study abroad.

AbstractThis essay examines the history of what is commonly called the town-gown relationship in American college towns in the six decades after the Second World War. A time of considerable expansion of higher education enrollment and function, the period also marks an increasing detachment of higher education institutions from their local communities. Once closely tied by university offices that advised the bulk of their students in off-campus housing, those bonds between town and gown began to come apart in the 1970s, due primarily to legal and economic factors that restricted higher education institutions’ outreach. Given the importance of off-campus life to college students, over half of whom have historically lived off campus, the essay argues for increased research on college towns in the history of higher education.
