Profiling Collaborating Partners in E-Learning in Developing Countries

When Information and Communication Technologies (ICTs) are rapidly revolutionizing, online learning is undergoing dramatic change as powerful new content types, technologies, and services are being adopted for education and training. Traditional learning needs to be supplemented by virtual learning to meet the rapid population growth and counter the lack of traditional higher education institutions. This is particularly true in least developed countries faces critical challenges to meet the new demands in higher education with its ever increasing population, remote and scattered areas, non-availability of resources (including infrastructure, few institutions, few experts or teachers, etc.), and limited funding. While it has been known that developed country are enjoying technology dance for so long time, least developing countries are either not or just joining the dance especially in e-learning. In other hand, there are enough literatures on the e-learning strategic alliances or collaborations/partnerships in developed countries for the purpose of dominating in Education delivery worldwide, and there is no or little literature about existence or non-existence of strategic alliances or collaboration on the e-learning development in the least developed countries. This is why this paper brought forward, enlightening the non-existence or existence of e-learning development strategic alliances, which has been sought to solve dual problem, scarcity of resources and increase the certification and recognition of online degrees in developed countries.

PurposeImports of cut roses increased after Norway implemented a preferential tariff scheme for the least developed countries in 2002. When the scheme was extended to more countries in 2008 – among them Kenya – imports exploded. This article studies the subsequent changes in supply channels, import costs and the way Norwegian firms imported.Design/methodology/approachQualitative data, obtained through interviews among five rose importers, are combined with quantitative data for all importing firms and transactions in Norway for the years 2003–2014. These data are analysed in light of recent economic theories on international trade.FindingsWhen Kenya was included in the scheme, imports from Europe and domestic production in Norway decreased substantially. Imports from some African countries with low income levels also declined. Importing under GSP involves high fixed import costs due to stringent procedures. Each firm's imports increased gradually, and over time learning may have facilitated importing. Direct trade with African producers and control over the logistics chain seem to have become more important.Research limitations/implicationsThe analysis builds mainly on data for Norwegian importers, not for African exporters.Practical implicationsSimplifying the GSP procedures could increase Norwegian imports from developing countries and induce establishment of new trade relationships, perhaps also for other products than roses.Originality/valueUsing a mixture of original qualitative data as well as unique, detailed and comprehensive quantitative data, the article provides new insights into how preferential tariff reductions for developing countries’ exports to a developed country affect trade and buyer–supplier relationships.

El desarrollo  de competencias para la investigación en estudiantes de Educación Superior es una tarea ardua. Sin embargo, la formación de recursos humanos en investigación debe ser una de las tareas permanentes de las Universidades, esto debido a que posibilita a los países en desarrollo el poder acceder a mejores niveles de bienestar social en materia de crecimiento económico, producción de ciencia, tecnología y mejora de la calidad educativa. El presente reporte muestra los resultados del esfuerzo de los últimos 12 años del Centro Universitario de los Lagos de la Universidad de Guadalajara, quien tiene como eje fundamental la investigación y como parte inherente el desarrollo de competencias en investigación en estudiantes universitarios. Esperando que dichos recursos humanos que han sido formados en la investigación en un mediano y/o largo plazo vengan a incrementar, enriquecer y realizar el relevo generacional de los investigadores en la región centro occidente de México. At the moment a great disparity exists where developed countries, are “the unique” producers of knowledge and the developing countries are only consumers. In this work, we present the results of the effort of the last 12 years in the University of Guadalajara at Lagos de Moreno, which its fundamental axis is the scientific research. Like inherent part of the formation of university students, they will increase, enrich and to became in to the generational relief of the researchers in Jalisco state and perhaps of the Mexican Republic. People’s mobility and international migration are quite interesting phenomena to discuss. Until now, there are still differences in views between industrialized countries and developing countries regarding the contribution of migration to development for both sending and receiving countries. This paper aims to analyze based on existing secondary data the linkage between migration and sustainable development. For analysis, this study uses a descriptive approach, with secondary data as the primary source. The analysis found that both sending and receiving countries - benefited from population mobility and international migration. The least developed countries in the economy and overall infrastructure are supplying countries for this migration process, and increasing remittances and skilled workers to help other countries. Although it is realized that this condition is the impact of the weak economic system of developing countries on the one hand and the demographic that occur in advanced industrialized countries on the other. To maintain the stability of the supply chain for economic development, international migration is included as one of the sustainable development programs that apply more humane values. Therefore, migrants should be seen as potential contributors to the growth of sending and receiving countries, and some even claim that they are heroes of foreign exchange. Keywords:  migration, remmitance, sustainable development Mobilitas masyarakat dan migrasi internasional merupakan fenomena yang cukup menarik untuk dibahas. sampai saat ini masih terdapat perbedaan pandangan antara negara industri dan negara berkembang, tentang  kontribusi migrasi terhadap  pembangunan, baik  bagi negara yang asal migrant maupun bagi negara penerima. Makalah ini bertujuan untuk menganalisis berdasarkan data sekunder yang ada mengenai keterkaitan antara migrasi dan pembangunan berkelanjutan. Untuk analisis, penelitian ini menggunakan pendekatan deskriptif, dengan data sekunder sebagai sumber primer. Hasil analisis menemukan bahwa kedua negara-negara pengirim dan penerima - mendapat manfaat dari mobilitas penduduk dan migrasi internasional. Negara-negara kurang berkembang dalam ekonomi dan infrastruktur secara keseluruhan menjadi negara pemasok untuk proses migrasi ini, dan meningkatkan pengiriman uang dan pekerja terampil untuk membantu negara lain. Meskipun disadari bahwa kondisi ini merupakan dampak dari lemahnya sistem perekonomian negara berkembang di satu sisi dan faktor demografi dan kesuburan yang terjadi di negara industri maju di sisi lain. Untuk menjaga stabilitas rantai pasokan pembangunan ekonomi, migrasi internasional dimasukkan sebagai salah satu program pembangunan berkelanjutan yang menerapkan nilai-nilai yang lebih manusiawi. Oleh karena itu, para migran harus dilihat sebagai kontributor potensial bagi pertumbuhan negara pengirim dan penerima,  bahkan ada yang mengklaim bahwa mereka adalah sebagai pahlawan devisa. This chapter highlights the current developments in the area of intellectual property having direct consequence for the prospects of Africa's knowledge society. Even though African countries, especially the Least Developed Countries (LDCs), have not yet faced pressure from the EU, US, and EFTA for higher intellectual property standards, the situation may change soon with the imminent deadline for conclusion of Economic Partnership Agreements in 2014, the lapse of Africa Growth and Opportunities Act in 2015, and the expiry of the Cotonou Agreement in 2020. African countries will be well advised to decouple trade and intellectual property issues by promoting interregional trade or trade with other developing countries that do not demand TRIPS-Plus protection. They must also negotiate intellectual property within the ambit of the WTO.

This chapter reviews and investigates the models and acceptability of E-Learning to the emerging students markets for Higher Education Institutions (HEIs) from the More Developed Countries (MDCs) and seeks to evaluate the differing models of delivery from a practical and a socio-economic perspective. The research also investigates the impact of the shifts in population growth and the subsequent impact upon the levels of demand from students in Less Developed Countries (LDCs) for higher education. In addition, the logistical and quality factors affecting E-Learning are evaluated, looking at the aspects of academic rigour, plagiarism, and the methods of managing the originality and authenticity of student work. Similarly, the research looks at the viability of situations where the education provider may never physically meet the students through the exclusive use of VLEs, and the possible credibility issues that this may present to institutional and awarding body reputations.

Least developed countries (LDCs), have been struggling to find a workable strategy to adopt information and communication technology (ICT) and e-government in their public sector organizations. Despite a number of high-level initiatives at national and international levels, the progress is still unsatisfactory in this area. Consequently, the countries are failing to keep pace in the global e-government race, further increasing the digital divide. This chapter reports on an exploratory study in a least developed country, Bangladesh, involving a series of focus groups and interviews with key stakeholders. A lack of knowledge and entrenched attitudes and mindsets are seen as the key underlying contributors to the lack of progress. The analysis of the relationships among the major barriers to progress led to a process model, which suggests a pathway for e-government adoption in an LDC such as Bangladesh. The chapter introduces important directions for the formulation of long-term strategies for the successful adoption of ICT in the public sector of LDCs and provides a basis for further theoretical development.

This study investigates the relationship among tourism, poverty, and economic development in developing countries. The empirical model is set up using unbalanced panel observations for 69 developing countries for the period 1995–2012. The findings show that tourism has heterogeneous effects on the poverty ratio in terms of a country’s income per capita: the positive effect of tourism on poverty alleviation switches to being negative after a certain threshold of a country’s income level. The results of this study indicate that only the least developed countries (those with an income per capita below international dollar 3400) have benefited from the tourism industry in terms of reducing their poverty ratios.

Purpose The purpose of this paper is to examine the differential effects of national export promotion policies (EPPs) on firms’ early internationalization using the institution-based view (IBV) as our theoretical foundation. Early or speedy internationalization is an important topic for academics, executives and policy makers. However, the effect of the regulatory dimension of institutions incorporating governmental policies on firms’ early internationalization remains unexplored in the literature. Design/methodology/approach The study was survey-based and the authors engaged in quantitative analysis using data drawn from the apparel industry in a least-developed country (LDC), i.e. Bangladesh. The authors employed 174 valid questionnaires in the analysis. To test the proposed hypotheses, an ordered-logistic regression modeling technique was used. Findings The findings reveal a positive effect of those national policies focusing on market development, guarantee-related and technical support schemes. Two individual elements of direct finance-related assistance, namely, bank loans and cash subsidy are also found to be influential. Originality/value The study contributes to the literature and extends the IBV by establishing that the industry-specific regulatory policies designed by home country governments can play a critical role in international expansion of new ventures from an LDC. In particular, the study established the critical role of national EPPs in driving firms’ early internationalization and thereby, contributing to the international marketing and international entrepreneurship (IE) literature. Least-developed countries provide different institutional environments for entrepreneurship. They thus provide an atypical context within the field of IE. By incorporating sample firms from an LDC, the authors address the knowledge gap related to those countries. The implications of the authors’ findings for national and enterprise development policies are also considered.
