Broadcasting Policy in Botswana

The media has been considered an essential tool in propelling social change. Nonetheless, in Botswana, while the media is expected to play a role in the country's development, there exists a broadcasting policy vacuum in that there is no formal media policy to guide the operations of the media. A national television service, Botswana Television (Btv), is used as a case study in this chapter to demonstrate that the lack of media policy in Botswana and possibly other developing countries is generally responsible for poor performance of the broadcast media regarding its role in national development. Such poor performance of the media is reflected by domination of government originated content, domination of foreign content on local television, state control of the media as well as increasing pressure on the media to be more accessible to opposition political parties.

Abstract Media use can empower people, provided that this is accompanied by a deeper understanding of the actors, processes and structures in the media sector – including media policy. It is, however, to be expected that media users’ literacy of media policy is rather limited. This is problematic as the absence of such understanding makes it impossible for citizens to hold the politicians they elected accountable for the media policy they develop. This article explores what media users know about media policy, what they expect to know, and whether they care. We adopted a case-study approach, researching this question for the region of Flanders based on a combination of quantitative (representative survey) and qualitative (49 in-depth interviews) data. While the article focuses on the case of Flanders, its theoretical basis as well as conclusion section are relevant beyond that specific context.

This case study examines the Tiger Woods sex scandal using second-level agenda setting and attribute priming as its theoretical structures. It approaches the case through the compelling-arguments hypothesis to explain the transfer of salience from the media agenda to the public agenda. A content analysis of print and broadcast media is employed to determine the dominance of scandal stories in general, and the “sex/adultery” attribute in particular, on the media agenda. This study also uses attribute priming to measure the presence of opinion and its direction in the public, after exposure to the scandal stories. The data that form the public agenda come from a nationally representative survey of the American public, as well as online search queries on Google.

Abstract— General election to be one of public concern because in the process leaders will be selected both at the executive and legislative levels. Television media makes the implementation of elections as the content of choice to be broadcast to the public. If the national election is packaged in a broadcast program on national television, then the holding of regional head elections or local elections becomes the material for broadcast programs on local television. East Java is the province that held simultaneous regional elections in 2018, both the election of the Governor and the election of Regents and Mayors. This moment was then managed by TV9, which was one of the local televisions in East Java to present a dialogue program called Ruang Pilkada. From this background, the researcher wanted to find out how the results of the discussion presented in the broadcast program were related to the East Java elections. Talks from the speakers were important to describe as references to the next election. This study uses a case study method and collects data through interviews, observation, and documentation. The result is that the regional election broadcast program can provide an overview of the implementation of the election in accordance with the expected stages and processes of democracy. The discourse in the broadcast program is a reference that the socialization and discussion that educates the public will have an impact on the implementation of a safe and dignified local election. Keywords—: broadcast media; television program; East Java regional election;TV9.

Objektif kajian ini adalah untuk meneliti perkembangan transformasi industri radio di Radio Televisyen Malaysia. Kajian yang menggunakan kaedah kualitatif menerusi analisis terhadap dokumen kajian; (1) Pembangunan dan Perkembangan Penyiaran Radio Digital di Malaysia: Satu Kajian Kes di Radio Televisyen Malaysia; dan (2) Analisis Implikasi Perkembangan Industri Radio dari Era Penyiaran Konvensional ke Era Penyiaran Digital: 1996-2016.Transformasi penyiaran radio konvensional global tidak terhasil secara sendiri. Ia terhasil daripada fenomena digitalisasi dan dibentuk oleh senario industri media. Senario industri media mempunyai hubungan yang signifikan dengan ekonomi dan politik sesebuah negara. Setiap perubahan yang berlaku terhadap penyiaran radio dibuat adalah berasaskan kepada dasar dan perancangan sesebuah negara. Perancangan pendigitalan industri radio di Malaysia telah dimulakan seawal tahun 1997 oleh Radio Televisyen Malaysia. Langkah tersebut diambil selaras dengan Dasar Telekomunikasi Negara dan Dasar Pembangunan Nasional. Bagaimanapun, terdapat jurang pendigitalan yang ketara antara badan penyiaran nasional dan swasta. Hasil analisis mendapati bahawa badan penyiaran nasional itu mempunyai visi dan misi yang jelas mengenai pendigitalan radio, namun pelaksanaan kepada perancangan tersebut berhadapan dengan pelbagai kekangan dan cabaran. Ia menjadikan usaha pendigitalan radio free-to-air di Malaysia sebagai sesuatu yang tidak pasti.   The objective of this study is to examine the development of radio industry transformation in Radio Televisyen Malaysia. This study uses qualitative methods by analysing research documents; (1) Development of Digital Radio Broadcasting in Malaysia: A Case Study in Radio Television Malaysia; and (2) Implications analysis of Radio Industry Development from the Conventional Era to Digital Era: 1996-2016. The transformation in global conventional radio broadcasting did not happen on its own. It resulted from the digitalisation phenomenon and shaped by the scenario in the media industry. The scenario in the media industry has a significant relationship with the economy and politics of a country. Every change that occurs in radio broadcasting is made based on the policies and plans of a country. In Malaysia, Radio Televisyen Malaysia has started their plan for digitalisation in radio as early as 1997. The action is taken in line with the National Telecommunications Policy and the National Development Policy. However, there is a significant digitalisation gap between national and private broadcasting bodies. The result shows that the national broadcasting body has a clear vision and mission on radio digitalisation; however, its implementation faces various constraints and challenges. It makes the digitalisation of free-to-air radio in Malaysia uncertain.

Ugandan women have made tremendous strides in public life, and hold strategic positions in politics and policy-making. This increased participation in public life is attributed to Uganda’s focused pro-women constitution and affirmative action policy. In spite of this progress, women’s visibility and voice remain limited in public affairs programming in Uganda. The article examines how mass media reproduce cultural narratives that affect women in Uganda. It is part of a larger study on representation, interaction and engagement of women and broadcast media in Uganda. It is framed within critical theory, in particular feminist thought, cultural studies and public sphere theory. The research is conducted using a multi-method approach that encompasses case study design, content analysis and grounded theory. The findings suggest that the media reproduce cultural narratives through programming that mirror traditional society view of women and exclude women’s political and public narratives. The interactive and participatory public affairs programming is increasingly important for democratic participation. While men actively engage with such programming, women have failed to utilize it for the mobilization of women, reconstruction of gender stereotypes and producing new argumentation that challenge problematic cultural narratives that dominate media and society.

West Java is the province with the largest number of local television. The existence of broadcasting institutions should be submitted to the public by KPID West Java to fulfill the public's right. The media literacy socialization using Twitter to West Java people is done to to strengthen the existence of broadcasting institutions. The author uses a case study research method. The author has made a direct observation and recording systematically on the socialization of media literacy, the process of field observation during socialization, the programs undertaken to encourage media literacy movement during the research conducted the whole program which distributed to the community in KPID West Java Twitter. The function of Twitter's is to realize the media literacy program by aligning communication, transparency, KPID West Java activities information that have the ultimate goal to strengthen the public relations of viewers / listeners with KPID West Java. Keywords: KPID West Java, Media Literacy, Twitter

Growth of technology give big impact to development and changes in mass media. Today, even though broadcast media like radio and television still have place in the heart of audience, however should be recognized that the existence of social media, it must be recognized that the existence of social media has a significant impact on media development. Mainstream media, especially television broadcast media, are starting to look for ways not to be abandoned by their audience. They began put in social media content into television programs. That happened on all shows in television programs. No exception in the news program on TVOne. Therefore, it is interesting to study how the transfer of social media content to television news programs is a way for TVOne to survive in the midst of the onslaught of social media. This research focuses on news programs on TVOne that take social media content into the show. We will use descriptive qualitative research using the case study method and use the political economy theory of the media.

Abstract The wish to limit ownership concentration in the media industry has been common in the newspaper sector, but hardly very successful. As commercial television was more extensively introduced, governments saw possibilities of limiting ownership concentration in this sector. One such case is the Swedish TV4, owned at the start in 1991 by a consortium of financial and smaller publishing groups, but now controlled by the biggest player in the national media business. What happened on the way and what were the obstacles to media policy in this field? Some would argue that this is an area in which media policy failed. Alternatively, this development can be understood as a case in which the nature of corporate policy is revealed. A third option would be to observe the interaction between corporate interests and the government as an example of so-called political management. This article examines these scenarios in the context of commercial television in Sweden. The case study provides a deeper understanding of the nature of ‘institutional competitiveness’, politics vs. business, nationally based media firms vs. other Scandinavian players.

This study aims to determine the trend of convergence in the television media industry, specifically the implementation of media convergence in Metro TV.   Data for the case study were gathered from observations and interviews with journalists. The results showed that the media industry in Indonesia, especially Metro TV has expandedits coverage broadcast, characterized by the use of streaming technology and distributed through online sites. But until now in the Indonesian media industry, especially Metro TV, media convergence has notimplemented an effective system. Media industries affiliated with a group (Media Group) operate independentlyof each other with little coordination.  Broadcast media industry in Indonesia is still reluctant to switch to digital broadcasting due to the high costs of replacing the analog broadcasting.

This paper aims to describe the barriers of the language development with investigating the influence of an official language on native language that is used in broadcasting media, including television and radio. The data for this study is generated from a local televisionin Tabriz, informal and friendly interviews and communications with audiences. Data analysis is informed by a critical discourse analytic approach. Research’s findings about people’s attitude towards using their native language in the broadcast media suggest that a significat effect of the official language on the native language. The findings are interpreted as the local television and radio are to promote the development of the official language instead of the native/local language. Other results also reveal that the language used in broadcasting local media is not the appropriate version of Azerbaijani, but moves towards more Persian than Azerbaijani.
