Educational Technology in the Medical Industry

The enormous U.S. medical industry is a rich laboratory and think tank for technology integration. Higher education in the medical industry is comprised of a large number of professional training programs as well as formidable continuing medical education. Continuing education for medical professionals is inconsistent and flawed. Technology integration in medical fields has mirrored the false starts and frustrations seen generally in higher education. There are promising areas of investigation such as high-fidelity patient simulators and incorporation of wireless handheld devices for point-of-care reference information and best practices. Widespread adoption of electronic medical records may allow medical education researchers to link instructional practices to eventual patient outcomes, with implications for higher education.

In present conditions of turbulent development of scientific and technological progress, reforms of Ukrainian educational system and integration into European educational space, high quality training and professional orientation of medical workers, especially nurses, is highly needed. The baccalaureate nurse should obtain a high level of knowledge and competence in all areas of their work. This is primarily due to the involvement of baccalaureate nurses in extraordinarily complex medical procedures, usage of high-tech equipment in specialized institutions, and independent decision-making related to the implementation of palliative care in health care institutions. Because of these changes, nursing should become an independent medical profession, and one of the prerequisites for this is the modernization and improvement of nursing training programs at the level of a higher education (bachelor and master levels). The article analyzes the research on the development of medical education in the context of reforming the medical field in times of global crisis. The author presents a retrospective analysis of nursing education development in Ukraine in the middle of the 20th –the first half of the 21st century; a parallel is drawn with the existing state qualification requirements and areas of professional training for nurses of different levels of education. The author of the article indicates the necessity of a rational approach to the training of prospective nurses and substantiates the directions of nursing education development in the context of modern health care reform by the Ministry of Health of Ukraine. It is argued the importance of developing not only hard skills, but also soft skills of prospective medical workers, especially within the framework of a narrow specialization during the period of study in higher education institutions. Abstract:In addition to the medical education in the Federal Republic of Germany which includes a compulsory Medical Informatics course there exists a formal program for professional qualification of physicians in Medical Informatics. After two years of clinical practice and 1.5 years of professional training at an authorized institution, a physician may receive in addition to the medical degree a “supplement Medical Informatics”. The qualification requirements are described in detail. Physicians with the additional Medical Informatics qualification perform responsible tasks in their medical domain and serve as partners for fully specialized Medical Informatics ex-’ perts in the solution of practical Medical Informatics problems. The formal qualification is available for more than 10 years, has become increasingly attractive, and is expected to grow with respect to future Medical Informatics developments.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

The article addresses the needs of educational system in context of rapidly developing globalization and explores internationalization of higher education as one of the main factors which contributes to integration of international dimension to professional training at universities. Different components and strategies of internationalization, such as strong collaboration in teaching, internationalization of the curriculum, cooperation in researches and knowledge production, students and professors’ mobility, and participation in international networks are analyzed in connection to education reform in Russia. The article provides the comparison of internationalization policies in Russian and Vietnamese education systems, argues that innovations in higher education should be adjusted to the national interests, traditions and mentality and finally describes new strategies in collaboration of Russia and Vietnam in the field of education.

The article discusses the current state of professional training of engineers, in particular, electronics engineers in Ukrainian higher education institutions (HEIs) and explores best practices from US HEIs. The research outlines the features of professional training of electronics engineers and recent changes in Ukrainian HEIs. Such challenges for Ukrainian HEIs as lack of collaboration between higher education and science with industry, R&D cost reduction for HEIs, and downsizing the research and academic staff, the disparity between the available quality of human capital training and the demanded are addressed. The study attempts to identify successful practices of US HEIs professional training of engineers in order to suggest potential improvements in education, research, and innovation for training electronics engineers in Ukraine.

Preliminary results of a study on medical education in Latin America carried out by the Department of Human Resources Development of the Pan American Health Organization are given in this article. Each of the Latin American schools of medicine existing at the end of 1967 and at the beginning of 1968 was visited by a researcher for approximately seven days. During this period specially prepared questionnaires were completed. An analysis of the data reveals the presence of three types of imbalances: (1) imbalance between the system of secondary education and that of medical education, (2) internal imbalance between the system of higher education and medical education, and (3) imbalance between the system of health services and that of medical education. The study of the data compiled may serve as a basis for the proposal of activities leading to harmonious development of the health manpower sector.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.
