Economic Aspects of Agricultural Public Policy as a Key Factor of Establishing Food Security

In Russia, food security is ensured by sustainable development of domestic agriculture and related industries. Arable lands, the key agricultural resource in Russia, account for about 9% of the world's total. This study investigates changes in public policy related to agricultural lands in post-Soviet period, namely, arguments for land redistribution; privatization that covered over 60% of agricultural lands and resulted in appearance of land shares owned by about 12 million rural citizens barely understanding what to do with their land shares; post-privatization issues and problems concerned with the involvement of agricultural and other lands in economic activity; implementation of public economic policy measures aimed to resolve the above-mentioned issues (transfer of unclaimed land shares to municipalities); current transformation of ownership structure of agricultural lands; specifics of demarcation of un-privatized lands between federal, regional, and local authorities.

The article attempts to formulate the main characteristics of the concept of sustainable finance and determine its place among other concepts. Its certain autonomy from the concept of sustainable development is emphasized. Indicators are presented that demonstrate the outstripping growth of sustainable finance in the modern world, and assumptions about the reasons for this trend. The problem of the adequacy of rating assessments of corporate adherence to ESG principles is briefly touched upon, which turned out to be the weak point of the concept of sustainable finance. The current state of the concept of sustainable finance in Russia is assessed, the main obstacles to its implementation and feasibility are determined. Proposals are formulated for public policy measures that can stimulate the formation of domestic responsible investors in Russia, as well as other measures that will contribute to the implementation of the concept of sustainable finance.

There are principles and restrictions of the international trade influencing not only the export potential of the country, but also its internal market and food security. The object of research is foreign economic activity connected with the export of raw materials and processed products of the oil and fat industry. The research subject is the fundamental trade principles of the WTO which can have an impact on the volumes of export of the oil and fat industry established by the Federal project “Agricultural products export”. The authors consider trade regimes and principles common for all member-states, and the relatively recent changes in export financing. In the Russian Federation, the complex agricultural products export support system is functioning. This system is included in the National project “International cooperation and export”, and the project “Agricultural products export” is part of it. Within the federal project, various instruments of exporting agriculture producers support are used, both of financial and non-financial nature, which are implemented via various institutes for development. The key factor of the topical character of this research is the restriction of agricultural products export financing and the provision of Russia’s food security. The authors analyze tariff regulation of oil and fat products trade and formulate the variants of development of this sector.

The article analyzes the issues of food security of the Russian Federation: the assessment of food security is carried out; The main indicators used were the achievement of threshold values of indicators of food independence, economic and physical accessibility of food and the compliance of food products with the requirements of the legislation of the Eurasian Economic Union on technical regulation. Conclusions are made that the structure of consumption does not correspond to scientifically grounded nutritional standards; the required level of consumption is not reached for such types of food as fruits, milk, vegetables; Russia's population spends less than one third of its own income on food, which indicates an average level of food availability. In recent years, high results of economic activity have been achieved in certain sectors of agriculture, however, there are also significant reserves for ensuring a more sustainable development of the agricultural sector in Russia, and, accordingly, ensuring food security.

The article examines the problems of the formation of state policy in the context of the transition to sustainable development in terms of the search for new tools for its implementation. The authors analyzed modern factors influencing the formation of environmental and social policy in the field of achieving sustainable development goals. The factors that influence the process of achieving sustainable development goals in environmental policy are identified: environmental, organizational, legal and political. Also noted are the factors of a legal and political nature that affect governmental social policy. in the field of achieving sustainable development. New environmental and social instruments of modern governmental policy in the context of the transition to sustainable development have been developed: environmentalization and socialization of economic activity. The Radziwiłł administration’s economic policy provided the framework for the Jews’ success. They identified and played key roles in the estate economy by seizing the new opportunities of the eighteenth century. This allowed them to both serve Radziwiłł interests and create an ethnically dominated economic niche in trade and arenda. This proved so important to the estate economy that the administration gave them strong support. They thus increased their market domination, and, by becoming identified with the Radziwiłł administration, amassed power and authority in estate society. This power was, however, contingent on providing the services the administration wanted. The Jews’ success in boosting estate revenues helped the Radziwiłłs, like similar magnate families, become the most powerful force in Poland-Lithuania. Jewish economic activity was thus a key factor in the development of the Polish-Lithuanian Commonwealth in the eighteenth century.

This chapter deals with the elaboration of a conceptual framework for agricultural cooperatives in Morocco: sustainable development of rural territories. The farming cooperative associations form an effective means for the advancement of the agricultural sector, being one of the elements of agricultural policy, which play an important role in the development of agricultural production, both plant and animal, as well as in the development process in Morocco, especially for rural development, and through it, rural income of the farmers and their social statuses. In this chapter, the authors have taken the Moroccan agriculture cooperatives as a case of cooperative longevity and survival in order to observe the evolution and processes of adaptation to the distinct economic, social, and environmental demands of a broad range of member-owners. The demands of the farming community, members, and society have resulted in social and environmental factors being as much a priority as economic aspects.

The paper assesses the fact that in the current conditions of globalization, any national economy is becoming more open, and therefore the state should take into account in its trade and economic policy the consistent relationship between the processes occurring within the economy and in the sphere of foreign economic relations. The state also acts as the organizer of the system of servicing foreign economic relations and achieving internal economic equilibrium, and finances this activity from budgetary funds. This system is branched in its nature, covering such areas of activity as the provision of information and consulting services, and organization of advertising and exhibition work; it also helps to increase the efficiency of foreign economic activity, introducing new participants to it. The authors conclude that in order to maintain domestic economic balance, the state should strengthen its influence on imports in order to maintain domestic producers and without depriving them of competition from foreign goods at the same time.

The analysis of competition policy under economic crisis is motivated by the fact that competition is a key factor for the level of productivity. The latter, in its turn, influences the scope and length of economic recession. In many Russian markets buyers' gains decline because of the weakness of competition, since suppliers are reluctant to cut prices in spite of the decreasing demand. Data on prices in Russia and abroad in the second half of 2008 show asymmetric price rigidity. At least two questions are important under economic crisis: the 'division of labor' between pro-active and protective tools of competition policy and the impact of anti-crisis policy on competition. Protective competition policy is insufficient in transition economy, especially in the days of crisis it should be supplemented with the well-designed industrial policy measures which do not contradict the goals of competition. The preferable tools of anti-crisis policy are also those that do not restrain competition.
