Social Justice in Social Work

The actuality of the given topic comes from the approach of the concept of social justice in relation with factors of decisions and power of the state. One of the solutions identified by the state organization is the creation of the system of social work, which represents a component of the national system of social protection, within which the state and civil society is engaged to prevent, limit or remove the temporary or permanent effects of some events considered as social risks that could generate the marginalization or exclusion of the persons and families in difficulty. In our vision, the social justice represents the equality of chances of each individual in relation with the equity and equality as fundamental principles of social coexistence. In a “healthy” state, any person, regardless of experience or life circumstances, succeeds to achieve the maximum potential. We believe that there is no human society that is entirely based on social equality or equity, but this is only an additional motive to make efforts in this direction.

This article conceptualizes modern approaches to the transformation of the social function of the state in the context of the influence of globalization processes, the ambiguity of the formation of the socio-cultural context, the actualization of the latest risks and threats associated with the spread of the COVID-19 pandemic. We accentuate the inconsistencies and contradictions between the declared social priorities and the inefficiency of the management mechanisms of their practical implementation. The article substantiates the priority directions of the regulatory role of the state in the context of social risk management, formation of social security, adherence to the principle of social justice, and harmonization of interests of representatives of various social groups. The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

Introduction. Social protection of the population is one of the state functions The implementation of a socially oriented state policy involves solving the problems of social protection and is aimed at creating the proper conditions for a decent standard of living and free development of the individual. The emergence and functioning of social insurance is conditioned by the presence of various social risks and the need to retain citizens who can not take an active part in the process of social production. Purpose. The purpose of the article is to study the practical principles of the functioning of the system of state social insurance of Ukraine and Germany and to develop, on this basis, practical recommendations aimed at improving the social insurance of Ukraine in the context of the borrowing of progressive experience in Germany. Results. Approaches to the treatment of social insurance are considered: as a system of economic relations, as an element of the social policy of the state, as a component of social protection of the population. A comparative analysis of forms of social insurance and sources of financing payments in Ukraine and Germany has been carried out. The practical aspects of functioning of compulsory medical insurance in Germany are investigated, its positive features are revealed. Conclusion. It is revealed that the forms and sources of state social insurance of Ukraine and Germany are similar. The exception is the state health insurance, which in Ukraine is in the stage of implementation. The necessity to restore the payment of a single social contribution by hired workers in the conditions of a shortage of financial resources in the sphere of social insurance of Ukraine is substantiated. It is proposed to apply in the domestic practice the mechanism of functioning of the state medical insurance of Germany, which excludes the possibility of abuses by medical workers in the context of the appointment of unnecessary medical examinations and procedures.

Social services offered and provided to children at risk are tailored to the individual needs of children and are divided into six groups, namely: information and counseling services, professional help and support services, counseling services, home care services, community services and out-of-home services for protection. The objective of this paper is to look at the social protection system and its role and efficiency in providing social services to children at risk and the necessary changes. The method of work is the analysis of the content of the reports of the Center for Social Work and partner organizations. The analysis of the engagement of the Center for Social Work in working with children at risk shows that intensive work is being done on the development of new social services in the last 5 years, especially with the adoption of the new Law on Social Protection (Official Gazette of RNM No.104/2019). The development of the social protection system is achieved through a plural system and the integration of innovations in the engagement of licensed and authorized social service providers. Decentralization of the social protection system is being established, which responds to local challenges, reduces poverty and increases the social inclusion of children at risk. Work is being done on creating and strengthening the capacity and resources of the social protection system through education and strengthening staff with specific knowledge and skills for working with children and their integration into the local environment. Continuous work is being done on the development of multisectoral work with the use of available resources in solving complex social risks. The adopted standards in the provision of social services are being implemented, continuous monitoring and evaluation are being carried out, which give a realistic picture of the delivered social services. The new integrated system in the provision of social services enables access to quality and more inclusive social services that provide positive changes for children at risk.

The objective of the article is to examine the social and legal guarantees of the rights of convicts under the legislation of the Russian Federation. The socio-documentary method was used. The square of the subject lies in the development of a system of social protection of the population in prison institutions. After all, convicts, like other people, need social protection and social security from the state. Upon entering the prisons, they experience adaptation and have no idea of the existence of certain legal and legal social guarantees. Supporting a segment of the population as convicted requires social and legal guarantees, thus improving the conditions of their service in places of deprivation of liberty. Places of deprivation of liberty are counted, because social work aimed at supporting these categories of population, such as the elderly and mothers, adheres to places of deprivation of liberty, because social work is oriented precisely to these categories of population, where necessary, as well as to protect motherhood, fatherhood and children and , inmates, have much to contribute in these areas and social segments if they meet.

Since 2014, Ukraine experiences armed conflict on the territory of its eastern part. The Ukrainian government had announced the anti-terrorist operation (ATO) to combat the separatists. This paper reports on research exploring the social needs of ex-combatants in Ukraine and pathways for social reintegration available to them. The research data reached theoretical saturation by interviewing ten ex-combatants and 11 representatives of different services (social workers, psychologists, psychotherapists, priests etc.). Additionally, field notes and grey literature were also considered for the analysis. To triangle, the data received from an interview the analysis of national legal acts on social protection of ex-combatants were analysed. The following emerging themes came from the study: 1) expectations vs ambivalent attitudes and needs; 2) needs in social workers vs lack of social services. First, the study demonstrates that the primary need of the ATO (OOS) participant after returning home is social and psychological support. ATO participants say they have high expectations for the family and society, not from the state. However, some of the ex-combatants face ambivalent and hostile attitudes. Conducted interviews reveal that social support to ATO veterans is reduced mainly to material benefits: privileges, subsidies, cash payments, etc. There is still no single model of social support for ATO participants that is legally defined. In addition, there is no prescribed standardised mechanism for providing social services to combatants. The Ukrainian legislation includes several acts related to providing various benefits and guarantees of social protection for veterans. However, the ex-combatants stated that they filled unprotected. Opportunities for employment, education and good quality of life overall without the support promised by the legislation was rather tricky. Data suggest that transition to civilian life for ex-combatants is undermined by inadequate procedures, lack of support, and complicated administrative demands. Based on the study findings, the recommendations to amend the state program of physical, medical, psychological rehabilitation and re-adaptation of ATO participants were proposed. The changes to the program might include the introduction of social and psychological support to be provided by all centres and services for ATO veterans. Furthermore, social participation and inclusion of ex-combatants concerning the DDR (Disarmament –Demobilisation and Reintegration) concept and resilience-based approach should be a core idea of social work approach instead of paternalistic social welfare approaches inherited by Ukraine from the Soviet model of social assistance. The findings indicate pitfalls in the protective framework of war veterans. Currently, the available social support comes down to material benefits: benefits, subsidies, cash payments and more. Respondents point out the need to develop comprehensive social work interventions for combatants. This paper concludes that more needs to be done to enhance the social services for the new group of social work clients, including services that could enable ex-combatants to develop the skills they need to reintegrate within their community.

The factors of the functioning of the system of the social protection of the population have been analyzed in the article as the open, the ramified, the multilevel and the multifunctional system aimed at the maintenance of the individual-social balance in its activity, the activation of the socio-economic potential and the prevention of the negative consequences of the transformational processes and the minimization of the social risks in the society by means of legislative, economic, organizational, managerial and educational support of the gender equality. The use for the social-economic analysis of the system of the social protection of the numbers of the categories has been grounded, where the essence of the interaction of economic, social, political, organizational and legal subsystems of the system of the social protection has been reflected and their role in the development of the sustainable social relations. The principles of the integration of the gender approach into the state policy of Ukraine at the interstate, the national and the local levels have been researched on the basis of legislative, legal and other branch sources and the marks of the effectiveness of the state and the branch measures has been given as for the priority implementation of Directive 79/7 / EEC about gradually implementation of the principle of the equal attitude for the men and the women in the sphere of the social providing, the main problematic aspects of the implementation of the mechanisms of the social providing, the policy of the employment, health care have been revealed, which have the significant impact on the state of the gender equality in Ukraine. The ways of the increase of the level of the compliance of the principle of the gender have been determined equality in terms of the improvement of the normative-legal base, the accounting of the gender components in the programs of the economic and the social development, the improvement of the mechanism of the realization of the gender-legal expertise, the improvement of the realization of the mechanisms of the right to the protection from the discrimination on the basis of sex, making the gender component to the programs of the social reforms with the involvement of the public authorities, the local self-governments and the public organizations and the associations, the activities are aimed at the providing of the equal rights and the opportunities of the women and the men.

Introduction. In the economy, the social protection system is regarded as an important part of the social policy of the state, but there are some differences between the definitions of the concept of "social protection" and "social security". The article analyzes the modern definitions of social protection, on various grounds, outlines their features. According to the results of the research, the necessity to consider social protection as part of the social policy of the state from the point of view of macro- and microeconomics was proved. Generalization and systematization of theoretical bases on these issues is of practical value and will help to outline the main ways to improve and form an effective system of social protection of the state. The purpose of the paper is to substantiate the theoretical aspects of social protection of the state. Results. The article is devoted of the theoretical aspects of the concept of control over the financial and economic activities of an enterprise. Based on the systematization of the views of most authors, it was found that today there is no universally accepted definition of the concept of control over the financial and economic activities of an enterprise. Most researchers consider the concept of control based on different key features. As a result of a critical analysis of modern researches, the authors identified a set of advantages and disadvantages in the reviewed concepts of control over the financial and economic activities of an enterprise. According to the results of the study, it is determined the need for considering control over the financial and economic activities of an enterprise as a special scientific concept according to the research method of its specific subject. Conclusion. The main parameters of social policy implementation in society are determined by many objective factors: the level of development of productive forces, the structure of the economy, the state of social life, the nature of political power, the spiritual and moral maturity of the population of the country, etc. The maturity of the subjective factor - the ability and willingness of the administrative structures and other entities to ensure the social orientation of the economy, decent working conditions and life of citizens; civilized nature of social relations. Social protection is directly associated with social policy, with the activities of the state and non-state actors aimed at combating social risks and their various manifestations, through the possible prevention of socially adverse events or compensation for their consequences. The market economy is traditionally considered in the coordinates of profit and consumption, and the person in it is human capital, but, and social protection and social security that help the person for the purpose, must be viewed from the point of post-classical studies, where the person is his core, and at the same time and the purpose of development.
