Public Education Policies in Turkey in the COVID-19 Crisis

COVID-19 was declared a pandemic on March 11, 2020. With the COVID-19 crisis, new problem areas have appeared in many areas such as business, trade, social life, education, and the health sector in countries where it is effective. One of the areas where this limitation and new problems arise is the field of education. States have imposed restrictions in education and training to reduce the rate of the pandemic's spread and have suspended face-to-face education. Firstly, Turkey closed the schools for a while and then the government announced “distance learning” efforts. However, distance education has not been fully settled in both the learners and teachers. This study aims to handle education policies in Turkey during the COVID-19 pandemic and try to examine possible solutions for problem areas, which existed because of the pandemic. For this purpose, with a descriptive method, the subject was examined. Because of the changing spirit of the pandemic, this study focused on the education policy from March 1, 2020 to March 1, 2021.

The increasingly uncontrolled spread of Covid-19 led the government through the Minister of Education and Culture to issue S.E Number 4 of 2020 concerning the Implementation of Education Policies in an Emergency the Spread of Covid-19 which prohibits face-to-face learning in schools. Therefore, Learning must be done remotely or online by utilizing technology. This research is aimed at examining the challenges and roles of Gadget media in implementing Islamic Education learning policies during the Covid-19 pandemic. This research is a library research with descriptive-analytical literature methods and through conceptual and comparative approaches. The results of this study explain that gadget media has a very important role in implementing the Islamic Education Learning policy during the Covid-19 pandemic. Gadget media features and applications act as communication intermediaries and introductory students in stimulating attention, interests, thoughts, and feelings, enriching knowledge and experience, changing spiritual and social attitudes, and training their skills in Islamic Education Learning. Media gadgets make it easier for students to master spiritual, social, knowledge, and skills competencies in Islamic Education subjects without having to meet face to face. However, the use of gadget media besides having a positive side, it also has a negative impact on children's development. Therefore, the use of gadget media requires wisdom, intelligence, and parental involvement in educating, supervising, accompanying and instilling the principles of health, education, discipline, responsibility, and moral values ​​in children.

Objective: The aims of this study were to explore the knowledge, attitudes, confidence and practices of Australian psychiatrists and psychiatry registrars with regard to smoking cessation with their patients and to promote clinical practice reflection and re-framing. Methods: A mixed-methods questionnaire was developed. Interviews were conducted via telephone or face-to-face utilising participatory action research principles. Qualitative data were de-identified and analysed following a reflexive thematic approach. Results: The questionnaire was completed with 15 participants. The majority worked in the public health sector and agreed that smoking cessation could be used as a clinical tool across mental health services. However, nearly all of the participants reported being unfamiliar with the latest literature. Only one-third of participants reported having had received formal training in smoking cessation. Overwhelmingly, more training was reported as necessary and welcomed by participants. Conclusion: Our study has identified gaps in psychiatrists’ and psychiatry registrars’ knowledge and confidence regarding the promotion, initiation and oversight of smoking cessation strategies for patients. It’s important that psychiatrists lead the way in re-framing and engaging with this issue, and consider smoking cessation as a tool that can improve mental health outcomes. A review of existing Australian policies, guidelines and training is recommended.

Transportasi dan angkutan umum merupakan suatu persoalan yang selalu dihadapi oleh pemerintah di berbagai daerah di tanah air ini, terutama daerah yang memiliki suasana kota yang yang ramai karena  padatnya penduduk serta tingginya intensitas masyarakatnya diikuti dengan tidak sesuainya jumlah moda transportasi umum serta belum seimbangnya luas ruas jalan antar kota dalam propinsi yang  mempunyai struktur serta aktifitas penduduk sudah tergolong sagat tinggi. Regulasi kebijakan pemerintah propinsi Jawa Timur yang tertuang dalam Peraturan Gubernur Jawa Timur No. 27 Tahun 2016. Dinas perhubungan sebagai implementor, melakukan sosialisasi kepada masyarakat, serta menyediakan sarana sebagai pendukung dalam system transportasi di Jawa Timur. Dalam penelitian ini kami menggunakan metode kualitatif yang menghasilkan gambaran (deskripsi) mengenai hal-hal yang berkaitan dengan apa yang diteliti. Kualitatif sendiri merupakan wujud kata-kata dari pada deretan angka-angka. Pendekatan metode deskriptif dapat diartikan sebagai pemecahan masalah dengan menggambarkan atau melukiskan keadaan subjek atau objek penelitian, baik perilaku individu, kelompok masyarakat, lembaga-lembaga dan lain-lain sebagainya.Kata kunci : Implementasi, Pelayanan PublikABSTRACT. Public transportation and transportation is a problem that is always faced by the government in various regions in this country, especially areas that have a bustling city atmosphere due to overcrowding and high intensity of the community followed by mismatching the number of modes of public transportation and the imbalance of the size of roads inter-city in the province which has a structure and activity of the population is already classified as very high. East Java provincial government policy regulations contained in East Java Governor Regulation No. 27 of 2016. Transportation Agency as an implementor, conducts socialization to the community, and provides facilities as a support in the transportation system in East Java. In this study we used a qualitative method that produced a description (description) of matters relating to what was studied. Qualitative itself is a form of words rather than a row of numbers. Descriptive method approach can be interpreted as problem solving by describing or describing the state of the subject or object of research, both the behavior of individuals, community groups, institutions and so forth.Keywords: Implementation, Public Services

Character building in education is a program that has been socialized by the government since 2010. Character building can be integrated in teaching and learning process, it means that every subject must be connected with the norm or value and also improving and application with the daily life. So, the value of character not only shows in cognitive aspect, but they must be internalized as a real accomplishment in social life. Education has responsibility on developing human character, by the effort can be done by planting of local or national culture, changing curriculum, teaching and learning, assessment or evaluation, and habits of all the educators. It is important for educators, staff members and school or university counselors, to promote character building to create an optimal learning environment, create a school, college or university culture welcoming of diversity, and provide safety for all. The purpose of this research is to know the strategy of BATNA (Best Alternative to a Negotiated Agreement) in overcoming the conflict of environmental management that occurred in mining area of ​​PT. SumberEnergi Jaya, East Motoling District.This study uses descriptive method, which aims to find information from a phenomenon.Strategy management of conflict resolution of mining resources, conducted by PT. SumberEnergi Jaya showed good results, although there are still some residents who have not received the results of negotiations. With the efforts of family approach and deliberation to show effective results, a negotiator's strategy is a critical determinant of the success of an agreement. While Implementation of Law no. 7 of 2012 in this case has not been fully implemented as expected, where from the analysis conducted there is still an omission element by the government. The impact of government policies through the enactment of mining business licenses granted to PT. SumberEnergi Jaya, is very impact on social life and the environment, rather than the economic value generated. Due to the decline in environmental quality will affect the social and economic life of residents around the mine's circle.

In particular, the topic of professional networking and mobilities, analyzed under the effect of the Erasmus Plus program, emphasizes the need for a new perspective. Social network analysis improves the understanding of particular behavioral patterns promoted by the implementation of European education policies in public education networking. The chapter contributes to policymakers in the field of education and training in the education sector.

The Covid-19 pandemic has forced us to make habits that we never imagined before. This also triggers changes in the learning system from primary education to higher education. One of the changes in the education system is the distance learning system (PJJ). In this condition, teachers must quickly adjust the new policies issued by the government, namely by learning activities and teaching students from home to prevent the spread of COVID-19. One of the efforts to do so that learning runs effectively is the blended learning method. Blended learning combines computer and internet technology offered by online learning and face-to-face learning participation to provide the most effective and efficient experience. Using the correct learning methods, overcoming learning obstacles due to COVID-19 can be overcome. With the blended learning method, students learn independently, and teachers can continue to explain the subject matter using learning media such as the internet.

The development of skills that allow children to perform satisfactorily in their training process and, later, in their work or social life, has become an objective for all educational and training models developed. This article deals with the relationship between thinking development skills, shared mental models and abstraction mechanisms, from a theoretical review and application with children aged between eight and twelve, from the Childprogramming methodology in a public education institution in Colombia. The results recorded at the end of the practices with this group of students, especially when assessing the progressive use of abstraction mechanisms in the Scratch environment, are presented, using the Dr. Scratch platform.

In Taiwan, preservation and training policies of intangible cultural assets are highly valued by the government. In this study, lacquerware art craft education as intangible cultural heritage is the subject of this study. We conducted in-depth interviews and secondary data collection to obtain research data and carried out a grounded theory data analysis method through expert meetings to explore the passing on education strategy of “lacquerware art craft” in Taiwan. Firstly, based on Bloom’s educational objectives, the study analyzed three aspects of lacquer art education: cognitive, affection and skill, and proposed a “Lacquerware Art Passing-On Education Framework Diagram”. Later, the analysis results of the grounded theory enable us to summarize the “Lacquerware art value and learning structure diagram”. In this structure, it reveals that the Lacquerware artist’s way of thinking about the craft levels can echo the system of the Three Extremes of the Tao in the Book of Changes and divide the value levels of creation into the levels of tools of livelihood, way of living and philosophy of life.
