The improvement in the delivery of healthcare services in geographically remote and rural areas is one of the most promising and clearly demonstrated applications of information and communication technology (ICT) in sustainable development. ICT provides considerable benefits and capabilities when applied to disease prevention and response efforts during epidemics and pandemics. The expansion of the COVID-19 outbreak that began in Wuhan, China alerted all the countries of the world from the beginning of 2020 and reached Latin America in mid-February 2020. In this chapter, VERIS, an Ecuadorian successful practice of telemedicine during the COVID-19 times, is presented. VERIS allows remote consultation with a certified doctor, following the WHO protocol, and other relevant services provided also remotely. The VERIS experience is particularly relevant during the present COVID-19 pandemic because it eliminates the risks of contagion deriving from visiting hospitals in person and could be particularly useful for emerging economies with practical implications for mature ones.

The digital divide in rural areas is an important social issue, especially in developing countries. Although Internet and broadband penetration have increased in the world generally, there are many obstacles for rural China to get access to ICT (Information and Communication Technology) and its services. The mobile platform is regarded as a novel and effective tool to reduce the digital divide. Based on a case of one mobile platform, namely WeCountry in Chinese rural areas, this study illustrates how a mobile platform bridges the digital divide and helps rural areas achieve social inclusion. Results show that: (1) the mobile platform mainly acts on the digital capability divide elimination, and it has to guide and increase users’ usage capability; (2) the mobile platform can empower villagers in structural, psychological, and resource dimensions, achieving political inclusion, social participation inclusion, and economic inclusion; (3) platform providers and government are key organizations during the divide elimination process. This paper concludes with theoretical and practical implications.

The 21st Century has observed an increase transformation based on economy and social patterns. The challenging of education is now prepared for the future, not for the present. The changing environment of learning is related to competencies and skills rather than in particular subjects and theories. How to teach what is not present yet? Why education must be profoundly related to both Information and Communication Technology and human ethnic? This paper is dedicated to highlight some of these points, bringing some reflections regarding these topics about the relationship between Africa and Latin America, especially Brazil.

Abstract: This research aims to uncover the benefits of the introduction of information and communication technology in education. The researcher analyzes documents from formal and non-formal institutions in facilitating the use of information and communication technology to meet the needs of today's students. In order to maximize the benefits of having ICT in education, universities have to have more interactions with the world community through communication with pople in the community and their leaders. Bioinformatics is the methodological tool required to use the massive genomics databases being created on human, animal, bacterial and vegetal organisms. This paper retraces the development of bioinformatics as a new discipline and its diffusion into Latin America. It argues that governments in the region do not pay enough attention at this fast-growing new area of the set of biotech technologies stemming from the convergence between information and communication technology and biotechnologies, and in consequence, the region is falling increasingly behind the world leader (the United States), Japan and Western Europe.

AbstractTelemedicine and eHealth refer to the use of information and communication technology (ICT) embedded in software programs with highspeed telecommunications systems for delivery, management, and monitoring of healthcare services. Application of telemedicine have become timely while providing great potentials to protect both medical practitioners and patients, as well as limit social mobility of patients contributing to reduce the spread of the virus. This study employs data from the existing literature to describe the application of telemedicine and eHealth as a proactive measure to improve clinical care. Findings from this study present the significance of telemedicine and current applications adopted during the pandemic. More importantly, the findings present practical application of telemedicine and eHealth for clinical services. Also, polices initiated across the world to promote management of COVID-19 are discussed. Respectively, this study suggests that telemedicine and eHealth can be adopted in times of health emergency, as a convenient, safe, scalable, effective, and green method of providing clinical care.

This paper studies whether and how information and communication technology (ICT) changes self-construal and cultural values in a developing country. Ethiopian children were given laptops in the context of an ICT for development scheme. We compared children who used laptops (n = 69) with a control group without laptops (n = 76) and a second control group of children whose laptop had broken down (n = 24). Results confirmed that after 1 year of laptop usage, the children’s self-concept had become more independent and children endorsed individualist values more strongly. Interestingly, the impact of laptop usage on cultural values was mediated by self-construal (moderated mediation). Importantly, modernization did not “crowd out” traditional culture: ICT usage was not associated with a reduction in traditional expressions (interdependent self-construal, collectivist values). Theoretical and practical implications are discussed.

Since the birth of 5G, it has attracted much attention from all countries in the world.
