The unprecedented acceleration of digital transformation in response to the pandemic migrated businesses and people to the always connected world of the internet. The reliance on digital technologies introduced novel cyber threats that increasingly targeted the human factor. As people had to face technology-mediated information overload, navigate health concerns and anxiety regarding the virus, and balance life and work in their hybrid offices, arguably cybersecurity and privacy concerns may have been overlooked.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.

Currently the speeding up of digital transformation makes it obvious that application of digital technologies and the degree of involvement into digital transformation is an essential and significant aspect of scientific and technical potential of an industrial enterprise. The article is devoted to the analysis of trends and prospects of development of basic technologies which are the basis for digital transformation of the world economics: the Internet of things, artificial intelligence, robotization and technologies of the big data processing. The authors present the assessment of the current state of digitalization for Russian industrial enterprises by analyzing the data on the implementation of the above mentioned technologies in business-process.

Abstract What is Digital Transformation? The intersection and confluence of four technologies – elastic cloud computing, big data, artificial intelligence (AI), and the internet of things (IoT) write (Siebel, 2019) is fundamentally changing how business and governments operate in the 21st century. It is somewhat of necessity as to how the industry and markets must behave today and some describe using digital technologies and advanced analytics for economic value, agility, and speed. Industry analysts are in unison when they say that "investing in technology is not the same as digital transformation", it does not simply apply to changes in the company IT systems or simply the migration of company business processes, systems, and tools to funkier platforms with "cool" user interfaces. (Priyadarshy, February 2018) rightly said that while the E&P industry is more than 100 years old and has seen many ups and downs, the prolonged and cyclical impacts of decreased oil prices since 2014 warrants the need for transformational modification for the industry to remain operationally viable. The Upstream sector did start the digital journey from many decades ago and with incremental improvements. Among the first steps being the creation of data via traditional supervisory controls and data acquisition systems (SCADA) and ingestion of operations report which were not fully digital such as daily operations, drilling and log reports. Over the years after that, as further back as two decades ago, the E&P industry claims to have adopted digitization and digitalization in the form of digital oilfields, however, this has failed to generate significant economic value (Priyadarshy, February 2018).

Currently, digitalization affects various sectors of the economy. The state plays a significant role in regulating digitalization. Digital transformation opens up great prospects for the ecology and nature management industry. The main advanced technologies that will allow the industry to reach a qualitatively new level are big data, the Internet of Things and artificial intelligence. The introduction of digital technologies and platform solutions into an integrated environmental monitoring system will allow to quickly carry out integrated collection, processing and analysis of data, forecasting and management decisions on environmental protection issues, and ensure the openness of data and decisions made. The purpose of the article is to highlight the main aspects of the transformation of public administration in the context of digitalization. It is established that digitalization is not a new model of public administration. It is proved that digital technologies as a tool for implementing the strategy of modernization of public administration, determine the main directions of change. It is proved that in the conditions of digital economy there is a transformation of the concept of public administration – in service. Digital transformation leads to a radical change in approaches to the organization of government with the use of digital technologies and algorithms. Digital technologies create opportunities for a completely different type of interaction between participants – in online communication. The basis for this nature of interaction is platform. To analyze the concept of digital transformation in public administration, the main stages of digitization are identified: digitization of processes, in which the introduction of traditional digital technologies to improve the efficiency of government, data management; e-government, which involves the introduction of digital technologies, especially based on the use of the Internet, to improve public administration; digital government, in which the latest generation of digital technologies (such as the Internet of Things, artificial intelligence, predictive analytics) allow to take into account the preferences of users in shaping the composition of services provided and the procedures associated with their receipt. A study of the main trends in the digitalization of the economy and public administration of Ukraine. Peculiarities of digitalization and transformation of public administration of the world are considered. Ukraine has developed “Concept for the development of the digital economy and society of Ukraine for 2018-2020” (Cabinet of Ministers of Ukraine, 2018). However, according to the results of the analysis, Ukraine has a low level of readiness for digitalization. In the UN ranking of e-government development in 2018, Ukraine ranked 82 nd. Ukraine is characterized by an insufficient level of infrastructural support for public administration transformation. Thus, the coverage of high-quality Internet communication does not cover the entire territory of Ukraine and, as a result, reduces the rate of development of the digital economy. The analysis of the most successful countries of the world showed that the level of digitalization is directly dependent on the level of economic development of the country, infrastructure. The transformation of public administration in the context of digitalization will affect, first of all, the quality of public administration services, improving communication, reducing the cost of maintaining public administration, additional opportunities for businesses and citizens to receive services.

The Internet has revolutionized the way in which we consume and participate in sexual activities. Digital technologies are shaping the ways in which people interact with one another romantically and sexually. This chapter reviews some of the ways in which digital technologies are potentially shaping sexual behaviors, especially those of adolescents and young adults. Evidence suggests that technologies are facilitating increasingly more sexual activities among young people and adults, yet our understanding of these remains incomplete. The Internet has made pornography highly accessible to most individuals around the world, but the effects of frequent pornography use on individuals’ sexual beliefs and practices remain largely unknown. Sexting is also common among adolescents and adults, with some initial evidence finding that sexting was a partial mediator between problematic alcohol use and sexual hookups. More work on sexting behaviors is needed, particularly among vulnerable populations or groups at risk for exploitation. The wide use of smartphone applications designed to help users find casual sex partners are becoming more common, mirroring the increasing acceptability of having relationally uncommitted sex among young adults. More research is needed to investigate the influences of digital technologies on shaping the sexual practices of adolescents and emerging adults who may be spending increasingly more time online. Furthermore, more research is needed to examine both the potential benefits and risks associated with digital technologies that may facilitate sexual behaviors.
