Ideas and Implementation of an Internet-Based System of Qualification for Teachers in a Federally Structured Education System

Making an internet-based system of qualification available for teachers at general education schools within a federally organised education system poses a variety of challenges. Based on findings of pedagogical professional research, further and advanced teacher training needs to impart specialist scientific competencies and (simultaneously connected with these competencies) subject-didactic ones as well as providing support for curricular implementation on the one hand. On the other hand, there needs to be a broad portfolio of modules leading to specialist and didactic qualifications which can take heterogeneous curricular requirements into account. On the basis of pedagogical as well as systematic requirements, the article formulates the essential cornerstones of such a qualification-based online training system, using the example of the Economic (General) Education. Subsequent attention turns to a specific project with whose help more than 2500 teachers in eleven German federal states have gained qualifications since 2002. The focus is centred, in this regard, on the question of how the aforementioned objectives were pursued, aided by determining and developing numerous variant and invariant learning objects as well as linking them via a specific metadata system. This is followed by the presentation of further existing needs in research and development.

AbstractThis paper compares the two laws effective for the regulation of gambling in Germany from an economic perspective. On the one hand there is the new and relatively liberal federal Gaming Amendment Act of Schleswig- Holstein (GAA) and on the other hand the German State Treaty on Gambling (GST), which was signed by the remaining 15 German federal states. First, two goals are derived that should be pursued by the regulation of gambling realization of tax revenues and the reduction of problem gambling. Channeling gambling into the regulated market is a necessary condition to achieve both objectives. As the GAA can be expected to realize a higher degree of channeling due to more competitive tax rates as well as the inclusion of online poker and casinos, it appears to be overall superior to the GST. It is in particular incomprehensible that online poker and casinos are not included in the GST, since on one side they have a high potential for addiction and should thus be regulated and on the other side allow to generate higher tax revenues compared to sports betting for example.

The article discusses the issues of building a competitive system of higher education in the Arctic region and formation of specialists’ professional competencies for solving urgent scientific and technological problems within the concept of the Arctic economy innovative development. It is concluded that in order to be competitive, the new regional higher education system must undergo rapid changes to meet the modern economy requirements. That being said, the formation of Arctic competences is on the one hand a specific condition of professional training of specialists for the Arctic economy, which is not secured by the legislation; on the other hand, it is an important factor in maintaining competitiveness of both the regional vocational education system as a whole and that of a specific university.

PurposeThis study aims to investigate how Germans' misperceptions of the nature of entrepreneurship influence their attitudes towards entrepreneurial failure.Design/methodology/approachAdopting a multivariate regression analysis, the study used data collected from a commercial online market research panel (N = 2,027) reflecting the overall German working population. Attitudinal items on business failure were used to measure the study variables. The study controlled for age, education, employment status, gender, income, whether the respondent knows a failed entrepreneur and the German federal state in which the respondent resides.FindingsThe findings suggest that reservations about failed entrepreneurs become stronger as misperceptions of the nature of entrepreneurship worsen. The results also show that failure reservations vary regionally over the 16 German federal states.Practical implicationsNationwide efforts regarding the stimulation of entrepreneurship and the acceptance of entrepreneurial failure are insufficient for removing failure reservations, as they neglect regional cultural differences. The results suggest that it is not enough just to invest in efforts to create a failure-friendly culture, and that a better general education about the realities of entrepreneurship is a prerequisite.Originality/valueThe study generates insights into how the overall population in an innovation-driven economy perceives entrepreneurship and entrepreneurial failure. Moreover, the work delves into the reasons why parts of German society reject failed entrepreneurs. Hence, this study can aid the drafting of effective policy initiatives at the regional and national levels.

AbstractThe volume of short-term liquidity credit (“Kassenkredit”) of the German municipalities has increased rapidly in the last two decades. This development suggests that this debt instrument has been diverted from its original purpose, namely as an instrument of bridging short-run liquidity shortfalls. In this paper we analyze the reasons for this development - from a legal and institutional perspective on the one hand, and from an economic perspective on the other hand. One key result of the analysis is that this development is partly due to the lacking intervention of municipal supervision institutions from the L¨ander (German Federal States). Obviously, the Länder tolerate the abuse of the Kassenkredit in order to avoid more open types of debt. In addition, we investigate how the introduction of the doubly-entry bookkeeping in the municipalities affects the (improper) use of short-term liquidity credits. Finally, we point to the potential of the municipal Kassenkredit as a loophole in the new German constitutional debt brake.

The purpose of this research is to examine the level of teaching skills among teachers of Religious Primary School (SRA) under Selangor Islamic Religious Division (JAIS) through teachers’ training program based on Integrated Holistic Education System (IHES) and its relation to teachers’ education background in Selangor. The research design used is the quantitative approach using a set of questionnaire as the research instrument based on Kirkpatrick Evaluation Model (2000) to elaborate the aspect of JAIS SRA teachers’ teaching skills. The samples selected were among 535 JAIS SRA teachers from 5480 teachers from nine districts in Selangor. The descriptive findings showed a moderately high mean value for all aspects of teachers’ skills. The one tailed ANOVA test showed a significant difference between teachers with level of certificate/ diploma or degree education background and teachers with level of STPM/STAM/Rabi’ Thanawi and below in term of teaching skill aspect. The findings from this research can be an indicator to improve teachers’ training system provided for JAIS SRA teachers particularly related to teaching implementation through IHES

Measures have been taken to accelerate decision-making procedures in Germany since the beginning of the 1990s. The wellspring of these efforts was the need, on the one hand, to rapidly improve the infrastructure of the new German federal states (hereafter Länder) after reunification, and, on the other hand, to reduce what the government and industrial lobby groups considered the obstruction of administrative procedures to economic investment. This article first of all deals with the ambiguous relationship between speed and quality. The measures taken in order to expedite procedures are also analysed. Two types of measures can be distinguished here (with two further sub-types): Firstly, there are measures of a general scope, which are not specific to a certain sector of environmental law, but which concern administrative procedures as such. In this category two types of rules need to be differentiated: the rules governing the administrative procedure before the administrative act is delivered by the competent authority are laid down in the Administrative Procedures act (Verwaltungsverfahrensgesetz) and the rules governing the judicial review of these decisions before the courts are laid down in the German Administrative Courts Procedures Act (Verwaltungsgerichtsordnung). Secondly, measures have been taken to speed up infrastructure and licensing procedures in particular. They can generally be categorised as procedures under the German Federal Immission Control Act, which applies to industrial plants and procedures where a specific planning permit (Planfeststellung) is required. This is the case for all types of infrastructure projects such as airports, roads, landfills etc. Furthermore, this article deals with a complete shift of the “deregulation” paradigm in the year 2011. Finally, it addresses the impact on the quality of the decisions in terms of environmental protection and citizens’ rights.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The priorities and problems of the implementation of the national project “Education” at the level of a comprehensive school in the region are investigated. The factors of the origin of conflict zones and types of conflicts based on the analysis of contradictions of the opinions of scientists are revealed. The role of unity and struggle of opposites as a phenomenon of overcoming conflicts is determined. Based on the author’s monitoring of the education management system in the Mari El Republic, the positive and negative dynamics of the number of educational organizations studying in them and in the system of additional education over the past five years, the enrollment of students in specialized education, as well as the dynamics of participants in the regional and final stage of the All-Russian Olympiad of schoolchildren were revealed. Particular attention is paid to the study of the state of modernization of the regional system of general education in the framework of the national project, highlighting such priorities as computerization, replenishment of the school library stock, improving the quality of education and developing the personnel potential of the industry. According to the authors, the resolution of such problems as the creation of effective mechanisms for financing educational services in organizations with a weak social infrastructure, the availability of high-quality education, the low attractiveness of working conditions and the level of salaries of teachers, and others remain incomplete. To eliminate them, it is necessary to apply such measures as the further development of innovative forms of the education system, the strengthening of interdepartmental bodies and organizations to increase the educational needs of the population, the creation of a specialized financing system for the modernization of educational institutions, as well as the increase in the level of professionalism of teachers. Their actualization at the present stage contributes to the reduction of conflict zones in the education system.
