Local Community Attitude and Support Towards Tourism Development at Saint Martin Island, Bangladesh

Tourism development, a double-edged sword for local communities, is the influenced by attitude of the residents. Favorable attitudes of local community escalate tourists' satisfaction levels. The study focuses on local community attitude and support towards tourism development of Saint Martin Island in Bangladesh. Using judgmental sampling procedure, a sample of 175 local residents was surveyed through a self-administered questionnaire and data were analyzed with descriptive statistics and ANOVA. The findings of the study indicate that the Saint Martin Island-community supports future tourism development based on the personal benefit they receive. ANOVA analysis shows significant differences among the local community attitude and support to the tourism development based on profession, age, education, and family income. The study may ensure the commercial, socio-cultural, physiological, political and economic development of the community that enhance sustainability for the industry and it may also help the government to shape future tourism development for the island.

The major objective of this study was to measure the association between various interventions and Chitral Gole National Park (CGNP) role in preservation of bio-diversity and socio-economic uplift. A sample size of 346 respondents was randomly selected from total population of 3326 from the 4 selected villages on the basis of close proximity. A conceptual framework including dependent variable social development and independent variable tourism development were taken. The data were analyzed through frequency and percentage distribution. Moreover, Chi-square test was applied to know the relationship between dependent and independent variables at bi-variate level. In bi-variate analysis a highly significant (P=0.000) relation was found between CGNP is main source of promoting tourism in Chitral,tourists do any impacts upon local community in terms of increased business activities, local culture is safeguarded despite influx of tourists in the area, tourism produced employment opportunities, and social development. Qualitative data supported the empirical findings, however tourism brings economic opportunities at micro and macro level, but unfortunately CGNP is not as satisfactory regarding generating income since its establishment. The government should ensure to make such polices pertaining to the entrance fee, provides accommodation services on payment to the tourists and to reserve the entrance fee or any other form of taxes to ensure CGNP to spend on self-sustaining basis by ensuring refinement in the procedures as well.

Social stability is the key to the sustainable development of tourism destinations. And reasonable distribution of land revenue during tourism development can effectively avoid social conflicts at these destinations. This study explores the dynamic nature and stabilization of land revenue distribution for tourism development. It does so by developing an evolutionary game model. In this model, the main stakeholders include the government, developers and local communities, and analysis of the model indicates that the process of distributing land revenue is profoundly influenced by land transfer methods. Specifically, a developer chooses land transfer methods by weighing the land cost (consisting of land prices and taxes) or the benefit under non-cooperation with different land transfer methods. Meanwhile, the local community chooses whether to cooperate by considering the land income (consisting of land prices) or non-cooperative benefits. With different game sequences, the stakeholders will consider different conditions. Moreover, government taxation and subsidization policies are found to have little influence on the land transfer market in the long run. Instead, to avoid potential conflicts and social instability, the government should provide a good political environment for community participation. This study offers important implications for policymaking involving land income distribution for tourism destinations.

ABSTRAK: Fokus masalah yang dikaji dalam penelitian ini adalah: 1) Bagaimana latar belakang pelaksanaan program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan? 2) Bagaimana proses perkembangan pelaksanaan program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan 2004-2016? 3) Faktor-faktor yang mendukung pelaksanaan program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan? 4) Faktor-faktor yang menghambat program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan? Metode yang digunakan dalam penelitian ini adalah metode sejarah dengan tahapan-tahapan sebagai berikut: Heuristik (pengumpulan sumber), Kritik sumber (eksternal dan internal), Historiografi (penulisan sejarah) yang terdiri yakni 1) penafsiran (interprestasi), 2) penjelasan (eksplanasi), 3) penyajian (ekspose). Dalam kajian pustaka penelitian ini teori sejarah, konsep kebijakan pemerintahan, konsep pelaksanaan kebijakan publik, konsep program KB. Hasil penelitian ini menunjukan bahwa 1) Pelaksanaan program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan dilatar belakangi oleh: a) Pada tahun 1980 program KB masuk di Kabupaten Konawe Selatan Kecamatan Tinanggea. Walaupun mendapat sedikit pertentangan dari masyarakat b) Pada tahun 1980-1990 program KB masih dalam pengenalan kepada masyarakat setempat tentang KB dan alat kontrasepsi. c) Hingga memasuki tahun 2000 program KB ini sudah memasuki era kemandirian hingga sampai sekarang karena program KB sudah dianggap menjadi kebutuhan warga setempat. 2) Perkembangan pelaksanaan program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan 2004-2016: a) Masuknya program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan banyak masyarakat yang tidak setuju dengan program KB. b) Para PLKB/PKB berusaha meyakinkan warga sekitar dengan cara sosialisasi door to door tentang program KB. c) Hingga tahun 2004-2016 peningkatan terjadi karena masyarakat sudah mengetahui manfaat dari program KB. dari era kemandirian ini sesuai peraturan Pemerintah alat-alat kontrasepsi yang secara gratis hanya disediakan untuk warga prasejahtra di tandai dengan tanda Lingkaran Biru (LIBI), sedangkan warga yang non prasejahtra alat-alat kontrasepsi ini harus di perjual belikan dengan adanya tanda Lingkaran Mas (LIMAS). 3) Faktor-faktor yang mendukung pelaksanaan program KB di Kecamatan Tinanggea Kabupaten Konawe Selatan: a) Kelancaran komunikasi kepada warga setempat. b) Sumber daya. c) Disposisi/sikap pelaksana. d) Struktur Biroksasi. 4) Faktor faktor yang menghambat pelaksanaan program KB di Kecamatan Tinanggea: a) Sosial-Budaya. b) Pengetahuan c) Sikap d) Pendapatan Keluarga e) Efek Samping Penggunaan alat kontrasepsi. Kata Kunci: Sejarah, Pelaksanaan, KB  ABSTRACT: The focus of the problems examined in this study are: 1) What is the background of the implementation of the family planning program in Tinanggea District, Konawe Selatan Regency? 2) What is the process of developing the implementation of family planning programs in Tinanggea Subdistrict, Konawe Selatan District 2004-2016? 3) What factors support the implementation of family planning programs in Tinanggea Subdistrict, Konawe Selatan District? 4) What factors hinder the family planning program in Tinanggea Subdistrict, Konawe Selatan District? The method used in this research is the historical method with the following stages: Heuristic (gathering of sources), Criticism of sources (external and internal), Historiography (history writing) consisting of 1) interpretation (interpretation), 2) explanation (explanation) ), 3) presentation. In this research literature review historical theory, the concept of government policy, the concept of implementing public policy, the concept of family planning programs. The results of this study indicate that 1) The implementation of family planning programs in Tinanggea Subdistrict, Konawe Selatan District is motivated by: a) In 1980, the KB program was entered in Konawe Selatan District Tinanggea Subdistrict. Although there was little opposition from the community b) In 1980-1990 the family planning program was still in the introduction to the local community about family planning and contraception. c) Until entering the year 2000 the family planning program has entered the era of independence until now because the family planning program has been considered to be the needs of local residents. 2) Development of the implementation of family planning programs in Tinanggea Subdistrict, Konawe Selatan District 2004-2016: a) The inclusion of family planning programs in Tinanggea Subdistrict, Konawe Selatan District many people disagreed with the family planning program. b) PLKB / PKB tries to convince local residents by way of door-to-door socialization about family planning programs. c) Until 2004-2016 the increase occurred because the community already knew the benefits of the family planning program. from this era of independence in accordance with Government regulations contraception which is free only provided for prehistoric citizens marked with the Blue Circle (LIBI), while residents who are non-prehistoric contraceptive devices must be sold with the presence of the Circle of Mas (LIMAS) ). 3) Factors that support the implementation of family planning programs in Tinanggea District, Konawe Selatan District: a) Smooth communication with local residents. b) Resources. c) Disposition / attitude of implementers. d) Bureau structure. 4) Factors that hinder the implementation of family planning programs in Tinanggea District: a) Socio-Culture. b) Knowledge c) Attitudes d) Family Income e) Side Effects of the use of contraceptives. Keywords: History, Implementation, KB

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

Religious Tourism Development of Gus Dur Sanctuary in Jombang Regency: Community Based Tourism Approach Community based tourism is the concept of tourism development by involving the people or community in its activities and management. This study aims to determine priority factors that may affect community based tourism and development strategy of Gus Dur sanctuary religious tourism in Jombang Regency. The analytical method used in this case is Analytical Hierarchy Process (AHP) and Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. Based on the results of AHP analysis, it was found that the activity of the organization or society groups (0.382), increased cooperation government and society (0.269), the addition of facilities and infrastructure (0.182), and manufacture of regulation (0.167), factor activity of organizations/communities are considered most important in determining the priority development of religious tourism of Gus Dur sanctuary. The results SWOT analysis obtained, six development strategies, namely to involve the local community in tourism development and empowerment activities, to facilitate the development of business/industry through microcredits that can support people’s economy, to optimize the role of the government to increase the planned development targets, to facilitate development of home business/industry through courses and training institutions, improve cooperation with private sector to support tourism development, and improve cooperation between community and government or private sector in developing local economy.

Purpose This paper aims to develop an empirical understanding of the local identity changes of Chiang Mai heritage city from residents’ perspectives from when the city was pushed forward to inscription on the list of UNESCO World Heritage Sites during a period of transformation in tourism development. The indicative themes of identity change are proposed in a conceptualised model of the multiple stages of identity change in transformational tourism development. Design/methodology/approach This study applied the qualitative approach to gain insight on local residents in Chiang Mai. Twenty-two semi-structured interviews were conducted with local residents who underwent transformational experiences with the city, including life-changing tourism experiences with mixtures of senior citizens who were born in the city, migrants and local experts. Site observations and secondary data supplemented the interviews were used in triangulation with identity changes during the transformational tourism period. Findings This study’s findings revealed identity changes in locals’ way of life regarding tradition and culture and the increased urbanisation. The indicative themes that caused local identity changes included tourism demand, national policy and new critical emerging issues of capitalism and education are underlined. The way of life in local community transition, tradition and culture has been distorted by effective destination marketing, However, the positive perspectives of identity changes were explored in this study. Originality/value This study fills a research gap, given that few scholars (Gu and Ryan, 2007; Lean, 2009; Lemmi et al., 2018; Reisinger, 2015; Robledo and Batle, 2017; Willson et al., 2013; Xue et al., 2017) have conducted in-depth studies on identity change problems that are caused by rural to urban transformational tourism development.

<p>The implementation of conflict resolution phase III study showed that a win-win solution is beneficial to both sides of the conflict. The whole area is selected based on the amount of the most numerous mining and oil palm plantations which are plagued by the problem of external conflict, both with agencies and communities around the mines and plantations in East Kalimantan.</p><p>The results of the implementation indicate that the conflict resolution is done through an integrated way with the principle of "win win". This has been proven through focus group forum that has agreed on a settlement process which is not detrimental to all parties though maximum expectations are not quite achievable. Several successfully resolved cases are disputed lands (mines and plantations) and the negative impact of the exploitation of the mine.</p><p>In general, this is well received by all participants of the FGD, however, there are input / suggestions as follows: 1) the government must engage all elements and take responsibility for CSR programs that have been agreed, 2) agreed decision is not only tripartite coordination, but should include aspects of Coordination, Integration and Synchronization, 3) the Court should modify the rules based on Regional Acts, in which all decisions is not only relying on litigation, but also on the non-litigation, 4) It should incorporate aspects of mental development and HR potential of the local community through a variety of training (workshops) required by the surrounding community.</p><p>Based on observations and FGD, it shows that this design can be done and turns out to be beneficial for all parties concerned, though there is an obstacle when claims for compensation are too high (replacement land with a maximum price) whereas the companies only want to replace with a low price supported by evidences are not owned by the local residents. However, the principle of "win-win solution" works well on solving the conflict that has been happening.</p>

Constructive collaboration with host communities while maintaining their traditional culture is crucial when planning tourism ventures, particularly if ensuring sustainability is considered important. This paper investigates the cultural sustainability of Jeju Island in South Korea and whether collaboration with community-based tourism ensures this sustainability through in-depth interviews with local residents. The first part of the interview focuses on cultural components to assess the current situation of cultural sustainability on the island, and the second part is related to that collaboration. The findings of the interviews indicate that: (i) there are certain negative indications of cultural sustainability in that Jeju people holding informal power became vulnerable in the face of tourism demand; (ii) several barriers exist in the facilitation of community-based tourism collaboration notwithstanding the beneficial trends, and (iii) there is a strong relationship between collaboration and cultural sustainability. It is also noted that the collaboration itself does not coincide with the actualization of cultural sustainability so long as current power disparities exist. The study delivers significant implications to the tourism policymakers and practitioners on how sustainable tourism development should be planned and operated to secure a long-term benefit especially focused on how the local community should be involved in the overall development process.

This research has purpose (1) setting back the position of forest conservation in Nunukan Island that is free from the settlement, encroachment population, and also the location of public facilities from local community, (2) Knowing conflict matter of tenure and social that is accumulate so the forest conservation in Nunukan Island that is needed has function as water infiltration and water function for the life of Nunukan Island Community overall.The object research consists of doing the scoring in Nunukan Island by paramaters (1), the slope, (2)  the land cover, (3) the population density and the rain intensity. Based on the score of scoring four (4) parameters so it will get the location that should be the forest conservation in Nunukan Island.Based on the analysis result by the processing of scoring sum, it can not be gotten the score that shows over 175. But the determination of forest conservattion in Nunukan Island  can be gotten from the class of the field slopes >  40% the width is 871,48 hectares and the type of land organosol slope > 15 % the width is 1.4777,28 hectares and the spring 9,62 hectares. Based on the fact that Nunukan Island as residential areas needs the availability of water for the special necessities that is set by the government. It will be submitted by Directorate General of Forestry, agriculture as forest conservation , so it is needed to set the forest conservation area in Nunukan Island to ensure the availability of clean water for the community needs.Tarakan merupakan satu-satunya Kota serta sekaligus Pulau kecil di Provinsi Kalimantan Utara yang memiliki kawasan hutan tersisa relatif sempit. Sejak tahun 2007 Pemerintah Kota melalui Dinas Kehutanan (sekarang bernama Dinas Kehutanan, Pertambangan dan Energi) berkeinginan kuat merintis kawasan hutan guna dijadikan Kesatuan Pengelolaan Hutan Lindung (KPHL). Keinginan Tarakan membentuk KPH direspon baik oleh Kementerian Kehutanan dengan menerbitkan SK Menhut No. 783/Menhut-II/2009, dimana Tarakan sebagai salah satu lokasi implementasi model Kesatuan Pengelolaan Hutan.
