<p>The implementation of conflict resolution phase III study showed that a win-win solution is beneficial to both sides of the conflict. The whole area is selected based on the amount of the most numerous mining and oil palm plantations which are plagued by the problem of external conflict, both with agencies and communities around the mines and plantations in East Kalimantan.</p><p>The results of the implementation indicate that the conflict resolution is done through an integrated way with the principle of "win win". This has been proven through focus group forum that has agreed on a settlement process which is not detrimental to all parties though maximum expectations are not quite achievable. Several successfully resolved cases are disputed lands (mines and plantations) and the negative impact of the exploitation of the mine.</p><p>In general, this is well received by all participants of the FGD, however, there are input / suggestions as follows: 1) the government must engage all elements and take responsibility for CSR programs that have been agreed, 2) agreed decision is not only tripartite coordination, but should include aspects of Coordination, Integration and Synchronization, 3) the Court should modify the rules based on Regional Acts, in which all decisions is not only relying on litigation, but also on the non-litigation, 4) It should incorporate aspects of mental development and HR potential of the local community through a variety of training (workshops) required by the surrounding community.</p><p>Based on observations and FGD, it shows that this design can be done and turns out to be beneficial for all parties concerned, though there is an obstacle when claims for compensation are too high (replacement land with a maximum price) whereas the companies only want to replace with a low price supported by evidences are not owned by the local residents. However, the principle of "win-win solution" works well on solving the conflict that has been happening.</p>

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

Penglipuran Tourism Village feels the negative impact of the Covid-19 pandemic on its tourism activities. Before the pandemic, the rapid tourism activity in Penglipuran Tourism Village made many rural communities dependent on the tourism sector. However, due to the prolonged pandemic, many people have to change professions to be able to survive and the economy can not run properly. Therefore, this study aims to analyze the economic resilience of the local community of Penglipuran Tourism Village in the midst of the Covid-19 pandemic. This study uses quantitative and qualitative methods (Mix Method). The study showed that the economic condition of the Penglipuran Tourism Village Community experienced a decline in the midst of the Covid-19 Pandemic, this was influenced by several things, namely the decline in tourism activities in the village due to restrictions on activities and government policies, livelihood sources that changed for the worse and a decrease in income and public spending. The Economic Resilience of the Penglipuran Tourism Village Community is carried out in tourism activities by implementing the CHSE health protocol, village promotion, and village planning through improvements and additions to facilities and infrastructure support livelihood resilience efforts are carried out by digitizing products with online promotions, as well as the existence of delivery services that benefit buyers, the role of the government in resilience is to provide direct cash assistance to the community.

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

The study focuses on local community attitude and support towards tourism development of Saint Martin Island in Bangladesh. Using judgmental sampling procedure, a sample of 175 local residents was surveyed through a self-administered questionnaire and data were analyzed with descriptive statistics and ANOVA. The findings of the study indicate that the Saint Martin Island-community supports future tourism development based on the personal benefit they receive. ANOVA analysis shows significant differences among the local community attitude and support to the tourism development based on profession, age, education, and family income. The study may ensure the commercial, socio-cultural, physiological, political and economic development of the community that enhance sustainability for the industry and it may also help the government to shape future tourism development for the island.

Abstract This study was conducted to determine the authority on financial management of East Kalimantan, analyze the financial management, and identify the regional authority perspective of east Kalimantan as stated in the Regulation of Minister of Home Affairs No. 13 in 2006 as the embodiment of good governance. The data used in this study was in the form of qualitative data which was obtained from the government of East Kalimantan and processed by applying qualitative descriptive analysis method and investigated using explorative approach. The results showed that the process of regional budget preparation of East Kalimantan has fully reflected the aspirations of the local community, the implementation of financial management has been organized effectively and efficiently in accordance with the idea of the Supreme Audit Institution (BPK)presented in the financial statements of East Kalimantan in 2012 which obtained the qualification criteria that meet the expectations. In addition, the province inspectorate board has executed their duty to control the financial management satisfactorily where the testing accountability was completely supported by sufficient evidence and the results of the annual review of financial statements performed by Local Government Agencies (SKPD)

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

Cultural tourism is the main attraction in the traditional village of Kemiren, Banyuwangi Regency. Macananegara tourists as well as domestic tourists visit the traditional village of Kemiren to witness first-hand the life of the Osing tribe which is still traditional. This research was conducted to determine the impact of tourism on the socio-cultural aspects of the people of the Kemiren traditional village, Banyuwangi Regency. This research is a qualitative research. Meanwhile, the strategy carried out by the government is in the form of preventive actions such as outreach to MSME players, making local regulations on tourism and study tours of tourism management with tourism business actors. The basic conclusion in this study later is, as a cultural tourism destination in general, the ongoing tourism industry activities affect the socio-cultural aspects of the Osing community, the Kemiren traditional village, Banyuwangi Regency. In addition, the increase in the community's economy is also encouraged due to changes in the livelihoods of local residents, as well as local government strategies in the form of policy making are expected to be able to minimize the negative impact of tourism. Cultural tourism in the traditional village of Kemiren, Banyuwangi Regency is used as a tool to maintain the cultural existence of the Kemiren traditional village, which is currently being abandoned by the Osing tribe, the traditional village of Kemiren, Banyuwangi Regency.Keywords: Tourism, Socio-culture, Osing Tribe

AbstractThe 2014 eruption of Kelud Volcano has brought various effects on the surrounding agriculture. Aside from negative impact, it affected the potentials of agricultural land positively. This research analyzed the optimization of eruption-affected land using several steps. The first step was land suitability analysis with multicriteria assessment and Geographic Information System (GIS) technology. In addition to the physical analysis, Focus Group Discussion (FGD) was performed in the second step to identify the community’s perception of the eruption impact. The research produced land suitability maps consisting of the following classification: S1 (64.74%), S2 (31.51%), and S3 (3.75%). The maps revealed that the majority of the land in Kelud Volcano had the potentials for agricultural development. These findings were supported by the perception of the local community, which argued that they could significantly benefit from the positive impact of the eruption. Abstrak Erupsi gunungapi Kelud pada tahun 2014 membawa dampak yang beragam terhadap kondisi pertanian di sekitarnya. Selain dampak negatif, erupsi gunungapi Kelud membawa dampak positif khususnya pada potensi lahan terdampak yang perlu dioptimalkan. Melalui penelitian ini, kajian optimalisasi potensi lahan terdampak erupsi dilakukan dengan beberapa tahapan. Tahap pertama berupa analisis kesesuaian lahan melalui penilaian multikriteria dan teknologi Sistem Informasi geografis (SIG). Selain kajian fisik, kegiatan Focus Group Discussion (FGD) merupakan tahapan kedua yang dilakukan untuk mengetahui bagaimana persepsi masyarakat terkait dengan dampak erupsi Gunungapi Kelud. Hasil penelitian menghasilkan peta kesesuaian dengan kelas kesesuaian S1 (64,74%), S2 (31,51%), S3 (3,75%). Berdasarkan hasil pemetaan ini, sebagian besar wilayah Gunungapi Kelud berpotensi untuk pengembangan pertanian. Hal ini didukung dengan persepsi masyarakat kawasan Gunungapi Kelud yang berpendapat bahwa dampak positif erupsi dirasakan secara signifikan.

Penelitian ini menganalisis konflik di sekitar pertambangan dan merumuskan resolusi konflik sebagai strategi pemberdayaan masyarakat di Kabupaten Bombana, Sulawesi Tenggara. Penelitian ini dirancang dengan metode survei deskriptif. Populasi penelitian adalah rumah tangga yang tinggal di desa-desa sekitar wilayah pertambangan, baik di darat maupun di pulau-pulau. Teknik proportional cluster sampling digunakan untuk menentukan sampel. Analisis statistik dilakukan dengan menggunakan statistik deskriptif dan statistik inferensial. Uji statistik inferensial yang digunakan adalah analisis regresi berganda dan uji t untuk menganalisis perbedaan antara responden di daratan dan pulau-pulau. Hasil penelitian menunjukkan bahwa konflik antara perusahaan dengan masyarakat sekitar pertambangan di Kabupaten Bombana tergolong tinggi. Konflik tersebut meliputi proses pendudukan Sumber Daya Alam (SDA), dominasi perusahaan atas sumber daya alam, dan penanganan dampak negatif. Strategi pemberdayaan masyarakat sekitar pertambangan melalui pengelolaan konflik adalah: (1) Mempercepat penyelesaian konflik yang ada dengan pola musyawarah dan melibatkan semua pihak, termasuk masyarakat setempat, pemerintah, dan penegak hukum setempat. (2) Mendorong perusahaan pertambangan untuk meningkatkan pengelolaan lingkungan yang terkena dampak untuk mencegah kerusakan lingkungan. (3) Meningkatkan pola kerjasama antara perusahaan, pemerintah, dan masyarakat dalam pengelolaan sumber daya alam. (4) Mencegah konflik sosial. Upaya peningkatan pemberdayaan masyarakat sekitar pertambangan dapat dilakukan melalui kerjasama antara pemerintah, perusahaan, dan masyarakat. Pemerintah dan perusahaan memiliki sumber daya yang cukup untuk menginisiasi program pemberdayaan masyarakat sekitar pertambangan di Kabupaten Bombana. ABSTRACTThis study analyzes conflicts around mining and formulates conflict resolution as a strategy for community empowerment in Bombana Regency, Southeast Sulawesi. The study was designed with a descriptive survey method. The research population is the householder living in villages around the mining area, both on land and in the islands. The proportional cluster sampling technique does the determination of the sample. Statistical analysis was performed using descriptive statistics and inferential statistics. The inferential statistical test used is multiple regression analysis and t-test to analyze the differences between respondents on the mainland and the islands. The study results indicate that conflicts between companies and communities around mining in Bombana Regency are high. These conflicts include the process of occupation of Natural Resources (SDA), the domination of companies over natural resources, and the handling of negative impacts. Strategies for empowering communities around mining through conflict management are: (1) Accelerating the resolution of existing conflicts with a deliberation pattern and involving all parties, including the local community, government, and local law enforcement. (2) Encouraging mining companies to improve management of the affected environment to prevent environmental damage. (3) Improving the pattern of cooperation between companies, the government, and the community in the management of natural resources. (4) Preventing social conflicts. Efforts to increase the empowerment of communities around mining can be carried out through collaboration between the government, companies, and the community. The government and companies have sufficient resources to initiate community empowerment programs around mining in Bombana Regency.
