The significance of Ecological City construction was summarized. On the basis of summary of the domestic and overseas current situation and development trend of Ecological City construction, the ideas of the construction of the Ecological City in Baotou city were put forward: Making evaluation system and methods by using the ecological system principle; the public participation; establishing the policy system and legal system of Ecological City; outstanding individual characteristics of the city.

After any disaster that happens, whether natural or war, all governments and organizations accelerate to respond at all levels, humanitarian and others, to restore the damage. If this disaster is huge, it will result in a great change so that what comes after it does not resemble what it was before. In this study, it will be discussed how to respond effectively and how local and foreign authorities can cooperate to achieve the required response. Measuring the effectiveness of disaster response is not by the speed of this response, despite its importance, but the nature of intervention and its effects on the lives of people. It’s important to measure whether this intervention leads to the strengthening of urban aspects and increases the public participation and whether it gives stability to the city and population or not, and to what extent this intervention defines the future of this city in general.

The city wall relic park in Zhengzhou is a city park built on the Shang Dynasty city Wall site. As Zhengzhou is chosen as the eighth ancient capital of China, it is gradually recognized by the public. However, due to the lack of protection, development and utilization of the site, the historical value and cultural value of the Shang Dynasty Wall in Zhengzhou have not been fully shown. The construction of the city wall relic park is related to the soft inheritance and protection of the historical heritage. The spiritual inheritance of the historical heritage mainly depends on the spiritual transmission of the public. The public has the most direct feeling and understanding of it, so it is necessary to introduce public participation. In this paper, the scientific evaluation method Post Occupancy Evaluation (POE) is used to discuss the problem found by the public when using the city wall space. Suggestions and public participation strategies are given on the construction of the city wall relic park. We need to think about if there is public participation in the site now and how to let the public participate in planning, construction and management of the relic park. In order to make the city wall become the city’s leisure living room, to build the brand of Zhengzhou, and make it famous across the whole country, it’s urgent to put forward countermeasures for the development problem of Zhengzhou.

Industrial heritage or problems in modern city construction has been the focus of concern and controversy, Tianjin as an important port city of China in modern, the previous light and heavy industrial production activities in the city left numbers of traces. There is no longer have traditional industry vitality in these industry base, we should be how to locate it? We have make great errors in "construction" and got the demolitions in our city, but also we accumulated a lot of experience too. Through careful investigation we found both not indulging in idle space in the old city has become a knot, also not be reckless of the cultural context in which the demolition and reconstruction, After all we are in decision-making mistakes in a short moment lost the "Tianjin ancient fossils -- old Chengxiang". To achieve sustainable city construction, we should respect the continuity of development of things, equilibrium and the public. Based on the transformation of "Tractor factory of Nankai District in Tianjin as example, we hope to explore and find some strategy in economy, balanced and sustainable development of industrial building heritages.

As a cellular project of beautiful China and a systematic project of the whole people, the construction of “Waste Free City” cannot be separated from the extensive participation of the public. This research in China’s Henan province “no waste city” construction of public participation as the research object, using the grounded theory, first through open and spindle coding that affecting public participation “no waste city” of the construction of the six main factors: attitude, subjective norm, perceived behavioral control, driving factors and social environment and identity characteristics; Then a model of influencing factors of public participation is constructed through selective coding. The results show that participation attitude, subjective norms and perceived behavior control directly affect the willingness of the public to participate in the construction of “waste-free city”, which are internal psychological factors. Government behavior, group influence, community factor and enterprise factor constitute the external environmental factors that affect public participation. The three categories of publicity and education, reward and punishment mechanism and laws and regulations form the driving factors of public participation in the construction of “waste-free city”, which play a moderating role between internal psychological factors and external environmental factors. At the same time, identity characteristics also directly affect the public participation behavior in the construction of “waste-free city”.

In the 21st century, with the development of globalization and urbanization in the whole world, and the economic and social advancement, the managing structure and methods of the urban governance are changing rapidly. This situation shows that the good urban governance is facing a wide variety of challenges and issues to serve the contemporary cities.   Among those numerous challenges and issues, public participation is a key factor that should be well considered if the urban governance wants to be a good one in the future. The reason for this statement is that almost all of the decisions, policies and regulations made by the urban governance are relevant to the daily life of people living in the city. On the other side, good urban governance should connect well with all the relevant people, organizations, government sections, and consider all advices and needs of them to make sure that the policies could serve public in the maximum range. That means the residents in the city are the majority service object of the urban governance, and providing the needs of the public can help the urban governance turn to a positive image to the residents. Under that situation, public participation offers the chance for urban governance to make correct and satisfied decisions for the residents, and it is being accepted that public participation takes a vitally important position in a good urban governance in the contemporary ages. In this essay, the importance of public participation in urban governance will be exhibited in detail firstly, and then discuss the problems of public participation and increase engagement of public participation in urban governance. To compare with the bad governance, the redevelopment process of Liede village could be used as an example to discuss the benefits of the good urban governance with high-level public participation in China. Qinhuangdao is an important coastal tourism and port trade city in our country, and its environmental change and development trend of the offshore area will directly affect the future development of the city[1]. This paper analyzes the comprehensive renovation of Qinhuangdao offshore environment, and puts forward to build such five safeguard mechanisms as the organizational guarantee, support guarantee, capital support, technical support and public participation, aiming to improve the Qinhuangdao offshore water environmental conditions and promote the sustainable development of the coastal zone region.

ABSTRACTPublic private partnerships (PPPs) are increasingly advocated as beneficial for the delivery of public services, facilities, and infrastructure for municipal governments. However, such partnerships often raise serious concerns about transparency and accountability. While municipal governments across Canada have tried to increase public participation in local affairs, PPPs can impede such efforts. This article presents a case study of the Lansdowne Park PPP redevelopment in the City of Ottawa. We focus on how transparency and citizen engagement have been compromised and circumvented and link to broader issues of how to balance the privileged status of business and the demands for commercial confidentiality with the public interest, transparency, and citizen engagement in projects that use PPPs. The article concludes by arguing that some projects and some conditions can render the use of PPPs inappropriate and counterproductive in terms of both effectiveness and the basic principles of good governance.RÉSUMÉLes partenariats public-privé (PPP) sont de plus en plus préconisés par les municipalités comme étant une solution avantageuse pour la prestation de services publics ainsi que la réalisation de projets d’installations et d’infrastructures publiques. Toutefois, de tels partenariats soulèvent souvent d’importantes préoccupations quant à la transparence et la reddition de compte en lien avec ce processus. Plusieurs municipalités canadiennes ont fait de grands progrès pour accroître la participation des citoyens aux affaires municipales, mais les PPP peuvent représenter un obstacle important à de tels efforts. Cet article présente une étude de cas sur le réaménagement du parc Lansdowne dans le cadre d’un PPP à la Ville d’Ottawa. L’article se concentre sur la façon dont la transparence et l’engagement des citoyens ont été compromis et contournés dans ce processus. Cette analyse est liée à des considérations sur la façon d’atteindre un équilibre entre le statut privilégié de l’entreprise et les exigences de confidentialité des informations commerciales avec l’intérêt public, la transparence et l’engagement des citoyens dans des projets qui utilisent des PPP. L’article conclut en affirmant que certains projets et certaines conditions peuvent rendre certains PPP inappropriés et contre productifs en ce qui a trait à l’efficacité et aux principes fondamentaux de bonne gouvernance.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
