This essay discusses the effect of what the construction of the Metro Line Five of Guangzhou has to the development of existing central district and non-existed central district of Guangzhou City. Through the investigation and research into the quantity change of the public facilities around every exit of Metro Line Five within 500 meters, the essay analyses the planning guide effect of the construction of Metro Line Five to the land development and city construction of Guangzhou.

Industrial heritage or problems in modern city construction has been the focus of concern and controversy, Tianjin as an important port city of China in modern, the previous light and heavy industrial production activities in the city left numbers of traces. There is no longer have traditional industry vitality in these industry base, we should be how to locate it? We have make great errors in "construction" and got the demolitions in our city, but also we accumulated a lot of experience too. Through careful investigation we found both not indulging in idle space in the old city has become a knot, also not be reckless of the cultural context in which the demolition and reconstruction, After all we are in decision-making mistakes in a short moment lost the "Tianjin ancient fossils -- old Chengxiang". To achieve sustainable city construction, we should respect the continuity of development of things, equilibrium and the public. Based on the transformation of "Tractor factory of Nankai District in Tianjin as example, we hope to explore and find some strategy in economy, balanced and sustainable development of industrial building heritages.

AbstractRoad construction projects for public use, usually involve many locations of land owned by communities with ownership rights. The construction of public facilities made by the government prior to construction must carry out the stages of land acquisition as contained in Law No. 2 of 2012 concerning land acquisition for development in the public interest. The research method used is normative research by using the statutory approach and concept analysis approach. The results showed that the city government provided compensation for the location of land that would be affected by the construction of public facilities. The mechanism of land acquisition or land acquisition in the city is carried out by providing compensation to the value of the land price that will be released in an appropriate and fair manner based on article 9 paragraph (2) of Law Number 2 of 2012. Land issues so far are very relevant to be studied together and considered in depth in relation to policies in the field of land because at the level of policy implementation that has been shown so far has neglected the structural aspects of land tenure, which in turn caused various disputes. Keywords: Compensation, Land Acquisition, Property Rights, Public Interest.AbstrakProyek pembuatan jalan untuk kepentingan umum, biasanya melibatkan banyak lokasi tanah yang dimiliki oleh masyarakat yang berstatus hak milik.  Pembuatan sarana umum yang dibuat oleh pemerintah tersebut sebelum dibangun harus melakukan tahapan pembebasan lahan sebagaimana yang termuat dalam Undang-Undang Nomor 2 tahun 2012 tentang pengadaan tanah bagi pembangunan untuk kepentingan umum. Metode penelitian yang digunakan adalah penelitian normatif dengan melakukan pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan analisis konsep (Conceptual Approach). Hasil penelitian menunjukkan bahwa pemerintah kota memberikan ganti kerugian atas lokasi tanah yang akan terkena pembuatan sarana umum tersebut.  Mekanisme pembebasan tanah atau pengadaan tanah di kota dilakukan dengan memberikan ganti kerugian terhadap nilai harga tanah yang akan dibebaskan secara sesuai dan adil berdasarkan pasal 9 ayat (2) Undang-Undang Nomor 2 Tahun 2012. Persoalan tanah selama ini sangat relevan dan dipertimbangkan secara mendalam dalam kaitannya dengan kebijakan dibidang pertanahan karena ditingkat implementasi kebijakan yang diperlihatkan selama ini telah mengabaikan aspek struktural penguasaan tanah yang pada akhirnya menimbulkan berbagai macam sengketa.Kata Kunci : Ganti Kerugian, Hak Milik, Kepentingan Umum, Pembebasan Tanah.

<p>Satelit city has populations mostly working in metropolitan cities. Migration from metropolitan cities to Satelit city due to the land use reduction and the house purchasing power has increased, while the residence needs are very important. Workers in metropolitan cities drive off through traffic jam. Students go to metropolitan cities from the Satelit city looking for better education facilities. The population density in Satelit city is caused by migration from metropolitan cities. Migration is the occurrence of sub-urbanization phenomena in a Satelit city around the city of Surabaya. The development of Satelit city is very dynamic and making people try to find a more comfortable place and friendly neighborhood. Property developers have provided the concept of a convincing residence which is conducive, clean and safe so that the decision to domicile to live in Satelit city more commodious.</p><p>The security of a city influences a person's attitude in determining a place to live. A safe environment will make residents save. Security of family, wealth and place is a necessity that must be fulfilled in order to live a happy life. Moreover, the aspect that influences the attitude of people's domicile decisions is the cleanliness of the city. Cleanliness is related to the elements of health, pollution, and odor, so as the ideal place to live in is a place which is free from all factors that interfere with human health. Many developers organize neatly locations, a human lifestyle based on the rules of the developers, so that cleanliness can be controlled properly. With adequate facilities, residents will stay in Satelit city and not go to big cities. Public facilities will strengthen the attitude of a person to live in a Satelit city if the needs of citizens are fulfilled. The sense of security that is needed for the residents is the security of the neighborhood in which they live in because each person realizes that security is often unexpectedly disturbed. The cleanliness aspect is not an absolute requirement, because the clean and beautiful city is common. Deciding to stay in a place, the public facilities need to be seriously considered, because every person has the pretension to live and settle down.  </p>As a result of the data analysis and discussion on various variables and indicators, the researcher suggests that (a) for domiciles in Satelit city, someone must consider the public facilities available. Many elements become alternatives for them and can ensure that forming a family is more comfortable and saver (b) developers can provide residences accordance with purchasing power and setting security, cleanliness, and facilities as well as those needed by residents. A sense of security, cleanliness and reachable facilities will strengthen a person's decision to choose to live in a certain area.

This research is motivated by the low participation of parents in the development of children's prosocial activities in the arena of public facilities, which results in poor prosocial abilities of children. This can be seen from the behavior of early childhood who like to monopolize the game, not patiently waiting for their turn, likes to hit friends, and does not like friends, do not want to share and so forth. The purpose of this study was to describe the factual conditions of child prosocial development due to public play by the family so far. P.The approach used is qualitative with the type of case. The setting of this study was carried out in Singgalang Padang complex, while the research subjects were parents who brought their young children to play in public play facilities. Researchers were key instruments, and data collection techniques used participatory observation, in-depth interviews. Data analysis techniques using qualitative analysis. The results showed that parents had not participated in the social development of children in the public play arena. There are several reasons for parents why they do not carry out the prosocial development of their children, among them they argue that: (1) it is not yet time, the social development of children is done, because they are still too small. (2). Even if directed they don't understand, (3) there are parents who think that they don't know that social development needs to be done since the child is still small (4) There are parents who don't want to know about the situation and they are more focused on children themselves. Suggestions in this study need to provide information to parents or caregivers about children's social development early on in the public play arena.

In Italy, during the last few years (2008-2013), the processes of land development have stalled due to the economic and political situation of the Country. The lack of public resources available to enable the above mentioned processes, as well as a complex and incomplete legislative and regulatory framework are the main causes of the crisis affecting the construction industry. This industry, which has always assured a turnover of 20% of Gross Domestic Product (GDP), should be revived through the development of public-private partnerships (PPP). This paper shows a working model of participatory management, based on PPP, which meets the purpose of supporting public administrations (PA) in a more efficient management of their lands development processes. The proposed model, inspired by the urban management experience developed in the city of Ladispoli (a best practise example), is based on European and International procedural and evaluation models. The models aim is to achieve public-interest objectives, within an articulated development initiative, based on a complex planning vision that involves a plurality of purposes, interventions, actors.

The subject of this article is the presentation of site conditions and the authors’ concept of the development of the degraded riverside area located in the city of Cracow-Kraków Zabłocie. The concept transforms the above-named area into a multifunctional complex including museum, coworking, business and hotel functions. The area subject to development borders three important districts of Cracow: Old Town (Stare Miasto), Grzegórzki and Podgórze on the bank of the Vistula (Wisła) river. In the land development and urban planning documents of the city of Cracow this area has been marked as the public space which is to become a local focal point or a local centre. The main objective of this work was to find answers to the posed research questions concerning the historic context, formal and legal state, significance for the community as well as economic and ecological implications of the area to be developed. The main purpose was to properly develop the degraded riverside embankment in the downtown environment. The research method was based on own mixed method which encompassed the studies of historical literature and the legal–formal status as well as in situ examinations, including the analyses of the condition of the built and natural environment, traffic and circulation as well as photographic documentation. The authors also familiarised themselves with the activities undertaken by the local community with a view to the area’s regeneration. On the grounds of initial investigations, the SWOT analysis was performed and the evaluation of groups of prospective users was conducted. Comparative studies were conducted including selected examples of European riverside development projects. In its assumptions, the proposed concept of the riverside development in Kraków-Zabłocie is to meet the needs of the local community, enable further development of tourism, which is very important to Cracow, and satisfy the paradigm of sustainable development. The effect is a multi-functional complex that becomes an inherent part of the existing context.

Rapid urban development and dramatic change of landscape have been recently witnessed in the developing city Haikou in China as a result of rapid economic development. In this paper, Dinamica which was a spatially explicit simulation model of landscape dynamics were used to simulate the evolution of Haikou during the period of 1989 to 2012.They are expanding from exist city cell, around the city center, along the transportation line, and rural resident spot. According to the spatial occupation reality of Haikouin 1996 and 2008, the simulation accuracy is greater than 82% . Dinamica model is considere d a useful tool for urbanization research. And we found that residential land development tools such as the Public Residential City Development (PRCD) and the Housing Construction Facilitating Support (HCFS) in Haikou are working to prevent sprawl or facilitate it.

AbstractThis research analyzes the submission of the public facility and social facility by a developer in the city of Depok. This research also analyzes the implication of the submission inconsistencies in the implementation of public facilities and social facilities. This research is normative legal research method covering investigation of legal principles and law norms related to the submission of public and social housing facilities by the developer. The research results show that the developer has submitted the public housing facilities, but has not properly submitted the social facilities namely sport center and the mosque which have ever been promised or informed to the house owners. The deviation of submission give impact on the following project. The community does not trust the DeveloperIntisariPenelitian ini menganalisis penyediaan fasiltas umum dan fasilitas sosial yang dibangun oleh sebuah perusahaan pengembang di kota Depok. Penelitian ini juga menganalisis dampak perubahan penyediaan fasilitas umum dan fasilitas sosial perumahan terhadap keberlangsungan usaha pengembang. Penelitianini adalah metode penelitian hukum normatif yang mencakup asas-asas hukum dan kaidah hukum yang relevan dengan penyediaan fasilitas umum dan fasilitas sosial perumahan oleh suatu pengembang. Hasil penelitian menunjukkan bahwa Pengembang telah memenuhi kewajiban menyediakan fasilitas umum, namun tidak melaksanakan penyerahan fasilitas sosial berupa pusat olahraga dan masjid sebagaimana telah pernah dijanjikan dan dipublikasikan kepada para pemilik rumah. Penyimpangan tersebut berakibat terhambatnya kelangsungan usaha pengembang, Masyarakat kurang percaya kepada Pengembang.
