Establishing efficient evaluation system of the emergency ability of water emergency is of great importance to strengthen the emergency response ability to maritime emergency of government departments. According to the principles of establishing evaluation index, an evaluation system was proposed on AHP in the article. Then an evaluation model based on AHP and FCE was established, which provided scientific evidences for the emergency management of maritime emergency in the future.

In order to tackle the insufficiency of policies of urban crisis management and conform to the ability to deal with urban crisis, it asks to establish a comprehensive emergency management system. Under this circumstance, this paper puts forward a general framework of urban crisis, analyzing the corresponding key technologies of the system and founding a risk rating evaluation model of urban natural calamities based on the improvement of projection pursuit so as to offer scientific basis to the effective establishment and application of the evaluation system and the enhancement of the abilities to urban disaster emergency.

Through the investigation and analysis, on the basis of the top 10 evaluation index system, we have established a green residential area assessment and evaluation model. From two aspects of partial and comprehensive evaluation, we carries on the reasonable appraisal to planning and design quality and green residential area, so as to promote the healthy development of our green residential area.

The emergency management of chemical accidents plays an important role in preventing the expansion of chemical accidents. In recent years, the evaluation and research of emergency management of chemical accidents has attracted the attention of many scholars. However, as an important part of emergency management, the professional rescue team of chemicals has few evaluation models for their capabilities. In this study, an emergency rescue capability assessment model based on the PCA-BP neural network is proposed. Firstly, the construction status of 11 emergency rescue teams for chemical accidents in Shanghai is analyzed, and an index system for evaluating the capabilities of emergency rescue teams for chemicals is established. Secondly, the principal component analysis (PCA) is used to perform dimension reduction and indicators’ weight acquisition on the original index system to achieve an effective evaluation of the capabilities of 11 rescue teams. Finally, the indicators after dimensionality reduction are used as the input neurons of the backpropagation (BP) neural network, the characteristic data of eight rescue teams are used as the training set, and the comprehensive scores of three rescue teams are used for verifying the generalization ability of the evaluation model. The result shows that the proposed evaluation model based on the PCA-BP neural network can effectively evaluate the rescue capability of the emergency rescue teams for chemical accidents and provide a new idea for emergency rescue capability assessment.

Agricultural water management provides the basic support and guarantee for targeted poverty alleviation. This paper presents a 3E + 1 evaluation model for the performance of agricultural water management in targeted poverty alleviation based on 3E theory, which is more scientific, reasonable, and reliable. On this basis, an evaluation index system including three levels of indicators is designed, and the weight of each evaluation index and performance evaluation model is determined. A case study of a county in the old district of Maoshan in Jiangsu province was conducted using the proposed evaluation theory and methods. The results show that the overall performance of agricultural water management for targeted poverty alleviation in this area was good but needs more improvement in innovation. The evaluation results are roughly consistent with the evaluations of higher authorities, experts, and scholars, which proves that the evaluation system is scientific and reasonable.

In this paper, based on the principal component analysis method, AHP, evaluation index system of highway construction and regional socio-economic development adaptability evaluation system was established to evaluate the adaptability of highway construction and development of regional social economy in Heilongjiang province, to provide decision-making reference for the future development of Heilongjiang province highway construction.

Based on the data source problems of intrusion detection evaluation and the feature of OpenFlow capable of providing flexible network control, this paper studies the real data evaluation model based on the software-defined network, and makes program implementation over the model-based intrusion detection evaluation system, and then uses the network to simulate this model. The experimental result shows that the model is feasible and effective.

Evaluation of music teaching is a highly subjective task often depending upon experts to assess both the technical and artistic characteristics of performance from the audio signal. This article explores the task of building computational models for evaluating music teaching using machine learning algorithms. As one of the widely used methods to build classifiers, the Naïve Bayes algorithm has become one of the most popular music teaching evaluation methods because of its strong prior knowledge, learning features, and high classification performance. In this article, we propose a music teaching evaluation model based on the weighted Naïve Bayes algorithm. Moreover, a weighted Bayesian classification incremental learning approach is employed to improve the efficiency of the music teaching evaluation system. Experimental results show that the algorithm proposed in this paper is superior to other algorithms in the context of music teaching evaluation.

This study developed an evaluation model for the level of rail transit service based on the matter-analysis theory. Firstly, an evaluation system of rail transit service level which contains 14 indicators was proposed. Secondly, the evaluation model based on the matter-analysis theory was constructed and the key process was proposed. Whats more, the weights of indicators were calculated using AHP method. Thirdly, by calculating the degree of membership and interrelation value of evaluation indicators with regard to evaluation levels, the RT-LOS and its trend are judged. Finally, a case study of Xi'an Metro Line 2 was conducted to verify the model.

The project-based classroom teaching has entered the connotative development stage in the development process of Higher Vocational Education in China. It is necessary to evaluate the comprehensive teaching quality including the implementation background, implementation conditions, implementation process and implementation results, but there are few studies on this aspect at present. Therefore, this paper introduces the CIPP evaluation model, based on the analysis of the necessity and applicability of CIPP model in Higher Vocational project-based curriculum teaching quality evaluation, constructs the evaluation index system of Higher Vocational project-based curriculum teaching quality based on CIPP, and discusses the multi-level fuzzy comprehensive evaluation model on the basis of weighting the evaluation index by using AHP. Finally, it takes the teaching quality of cost accounting and practice project in Higher Vocational Colleges as an example to discuss the application of the model.

The emergency response ability plays a decisive role in the railway dispatching emergency disposal process and the evaluation of response ability is particularly important. Based on the establishment of evaluation system, the evaluation of response ability to dispatching emergency by interval number theory of uncertainty in mathematics was studied. With using [0,1] interval evaluation and taking three mean value to calculate index attribute and using weight method, the paper establishes the evaluation method of response ability to dispatching emergency. At last, taking the evaluation response ability to dispatching emergency of Shanghai Railway Bureau as example, it is proved that the proposed method is effective, simple and feasible. The new evaluation model would provide the reference for improving level of railway dispatching emergency disposal.
