With the rapid development of economy, the economic efficiency of enterprises has also brought environmental problems. As the heavy pollution industries of iron and steel enterprises, we should take the environment as an important part of enterprise development, and make use of environmental management to enterprise management, improve the vigor and competitiveness of enterprises. In this paper, the econometric method is used to analyze factors affecting our country iron and steel enterprise environment management, evaluate environmental management situation of our country iron and steel enterprise, and put forward some suggestions.

In view of the environmental problems, the paper start with talking about the externality theory and polluter pays principle, and then introduce two kinds of environmental management policy, which are emission standard and Pigouvian Tax. By comparing them in the perspective of economic efficiency, we can learn that: Only the coordination of administrative means and economic measures, we can better solve the environmental problems.

For continuous performance, enterprises should not only take into account potential risks and existing negative factors, but also develop methods and principles that allow timely and flexible response to crisis occurrences, as well as determine the recovery stages in an already deteriorated financial condition. Given tasks are solved by anti-crisis financial management, designed to increase the efficiency of enterprise management and facilitate the equalization or improvement of an economic entity’s financial stability, therefore, the directions of its development are a rather relevant topic in a market economy. The article examines the theoretical foundations of anti-crisis financial management, the main factors affecting the emergence of a crisis state at an enterprise, discusses the need for its development, and provides factors that determine the effectiveness of the implemented anti-crisis policy. Identifying the need to improve anti-crisis financial management and decision-making on its implementation are accompanied by an analysis that takes into consideration possible risks and costs, which determines the expected effect. The author generalizes and indicates the main principles and stages of anti- crisis management.

The rapid development of science and technology has led to the emergence of a crisis in society. Science "pushes" religion, but does not offer a new moral code in its place. The definitions of "security" are almost as many and as controversial as postmodernism. For the purposes of this study, however, it will be sufficient to define security as "the functional state of a system that provides for the neutralization and counteraction of external and internal factors affecting or potentially damaging the system." This scientific article presents a study, which seeks to answer the question why the paradigm "security" is so important in the postmodern society, what are the roots of its influence and meaning, and to seek conclusions and guidelines for its increase.

The problem associated with the household behavior on solid waste disposal site in today�s society is complex because of the large quantity and diverse nature of the wastes. Due increase the population, rapid development, global agricultural development has moved rapidly, limitations of financing, emerging limitations of both energy and raw materials and also add to the complexity of any waste management system, large quantities of wastes are being generated in different forms such as solid, liquid and gases. This research explored factors affecting the level of participation in solid waste segregation and recycling of households in Romania, as well as examining current Romania households waste management practices and their knowledge of waste management. This study investigated the solid waste situation and the organization of solid waste management in both urban and rural settings from the perspective of households. Solid waste management is a key component of public services which needs to serve the urban and rural municipalities in an efficient way in order to maintain a decent standard of public health.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

Based on the fundamental concept of sustainable development, this study empirically analyzes the spatio-temporal characteristics, formation mechanisms and obstacle factors of the urban-rural integration of shrinking cities in China, from 2008 to 2018. The conclusions are as follows: the overall level of the urban-rural integration of shrinking cities in China is low; the internal differences of urban-rural integration are also small, and the changes are slow. Next, the space difference is high in the east and low in the west, high in the south and low in the north. Moreover, differences exist among different levels of urban agglomerations. Urban economic efficiency, urban resources and environment, urban social equity and rural economic efficiency are the main factors affecting the urban-rural integration of shrinking cities in China. Urban and rural economic efficiency are the two most prominent shortcomings that restrict the urban-rural integration of shrinking cities. The spatial resistance mode of each city is more than the two-system resistance; the main resistance of shrinking cities with a higher level of urban-rural integration also comes from the non-economic field. This study expands the research scope that up till now has ignored the discussion of urban-rural issues in the research of shrinking cities at home and abroad, and provides practical guidance for the sustainable development of shrinking cities in China.

Major public health emergencies would have a negative influence on the psychology of the public, and an effective psychological intervention can help them to relieve some emotions, such as tension and panic. However, differences in individual environments affect people’s psychological intervention demands and intervention mode choices. Therefore, it is of great theoretical and practical value to analyze and identify the key factors affecting these demands and choices. Based on a nationwide sample of 24,188 respondents from the “Internet Survey of Residents’ Behavioral Changes and Psychological Conditions during the Epidemic,” the different characteristics of public psychological intervention demands and choices under different factors are explored in this paper. The results demonstrate that: (1) the psychological status of Chinese people was relatively stable during the epidemic period, and there were 1016 respondents who had subjective demands for a psychological intervention, (2) age, gender, occupation type, residence, family size, risk perception, psychological status, education level, and fixed expenditure all significantly affect public psychological intervention demands, and (3) risk perception, psychological status, age, gender, and family size will impact the choice of psychological intervention methods. The above results can provide a decision-making basis for the construction of a psychological intervention system in psychological crisis management during the post-epidemic prevention and control period, as well as reference and suggestions for handling psychological stress of similar sudden crisis events in the future.

Chip seal bleeding is influenced by many factors, including design inputs, material properties, and project-specific conditions. It reduces the surface texture of the pavement and thus compromises the safety of the traveling public. Even though factors that bring about premature bleeding are known, currently, no laboratory test methods for evaluating bleeding in chip seals have been specified. The objective of this paper is to present the results of an investigation of the influence factors of asphalt emulsion residue properties measured by the ASTM D7405 multiple stress creep and recovery (MSCR) test, as well as other factors related to chip seal bleeding resistance as measured by the modified loaded wheel test (MLWT). In this study, the MSCR test was used as a tool for evaluating the performance of asphalt emulsions because it has been identified as a potential test related to bleeding in the field. In addition, MLWT was selected as a tool for evaluating chip seal bleeding performance in the laboratory. The results of the MLWT showed that the emulsion application rate (EAR), aggregate gradation, and emulsion properties were significant factors affecting bleeding. The MSCR test was found to be a promising tool for the performance evaluation of asphalt emulsion residue, as the test was able to differentiate between emulsion chemistries and modifications in terms of sensitivity to both temperature and stress. In relation to chip seal bleeding resistance, only the creep compliance (Jnr) obtained from the MSCR test results was identified as a significant property affecting potential for bleeding.
