Naval propulsion systems are characterized by a high degree of complexity within a single system and a large variation between the solutions applied to individual vessels. In this situation, issues relating to the comprehensive diagnostic is a serious problem. Diagnostics models are useful to made the this problem easier. It should be emphasized that it is impossible to develop a universal model correct for all types of vessels. The paper presents general guidelines for the creation of diagnostic models. The results of first stage of studies on diagnostic model covers unit equipped with a twin-engine twin-shaft drive system had been presented.Introduction Changes of technical state of the machine occur as a result of its response to changes in the energy emitted by them. If qualitative and quantitative parameters of this energy are known diagnostician after proper analysis is able to determine the technical condition of the machine. It can be concluded that the technical diagnostics is a test of object response to the impact of energy causing change of its technical condition [9]. As far as the destruction of the object model is concerned we find that the degree of wear of the machine is proportional to the energy dissipated from it.

The article presents approaches that allow modernizing the system for monitoring the asymmetry of the traction current. The existing systems of technical diagnostics and monitoring of the technical condition of automation and telemetry control devices, which have found wide application on the railways of JSC Russian Railways, do not allow monitoring the condition of adjacent railway transport infrastructure systems that affect the performance of railway automation and telemetry control devices. Besides, information about the condition of the object being diagnosed is sent to the monitoring center, while the operational and repair personnel do not have the necessary information and start working only after receiving information about the malfunction from the dispatcher of the monitoring center. The mobile device, proposed in the article, allows reducing the time necessary for obtaining information about the unserviceable condition of the railroad line. The article presents the analysis of gadgets planned for use in a mobile device, and the concept of the interface of the mobile application for technicians. It is noted that the hardware intended for use in a mobile device must provide protection against unauthorized access to the application, as well as have a high degree of protection against penetration. Besides, the article identifies the areas for further improvement of the traction current asymmetry control system.

Despite the vast experience of using the neural networks for solving various machine learning problems, the numerous attempts to use them in technical diagnostics have not yet led to complete solutions so far (with rare exceptions). The reason is the specific nature of technical diagnostics that distinguishes such tasks from traditional machine learning problems. Having analyzed these specific features, the authors propose an approach to diagnosing complex technical objects that is focused on the use in built-in diagnostics systems and is based on the neural network reference diagnostic models of functionally isolated nodes and assemblies. The article describes the methodology for the synthesis of such models, their training on the data obtained by monitoring the object being tested using built-in diagnostic tools, determining the permissible response errors, and adapting to the current status of the object. The fuzzification of the diagnostic model results using the test sample proposed in the article makes it possible to standardize the approach to diagnosing complex technical objects designed for various purposes. The use of D. Trigg’s tracking control signal proposed by the authors to monitor regression residuals during the learning increases the training quality and generalization ability of models. The value of this signal determined by the model run on a test sample is an additional informative diagnostic parameter that increases the accuracy of classifying the status of the object under test. The proposed methodology applied at the complex technical object design stage allows optimizing the monitored parameters’ array and multiplying the efficiency of the diagnostic information recorded by the built-in diagnostic and monitoring tools.

The two Royal Danish Navy frigates, Peder Skram and Herluf Trolle have now had considerable time at sea. The authors present results of the Herluf Trolle sea trials and the Peder Skram 500-hr hot section inspection. Problems and developed modifications are discussed. The paper concludes that a marine propulsion system using modified aircraft gas turbines has had sufficient at-sea service so that a designer may specify this application with a high degree of confidence.

This paper presents a case study of investigating damage and assessing the current detailed technical state of the historic apartment house located at No. 31 in Dobra Street in Warsaw. The purpose of this assessment is to determine the possibility of the reconstruction of its last overground storey and the utility attic. Moreover, the impact of the second underground line construction process and the influence of transport vibrations caused by both the street traffic and the underground on the damage of the supporting structure of the building is determined. The study was conducted in order to prepare the design for the planned last overground storey reconstruction considering the influence of the construction process on the adjacent buildings and the surrounding urbanized area. The study of the building documentation and the field investigation on damage in the existing building allow the authors to conclude that the current technical condition of this building does not exclude the possibility of making the superstructure of this building. Moreover, the results of the carried out vibrations transmitted by the ground to the load-bearing structure of this building show that neither the transport-caused vibrations nor the noise do not cause a harmful effect both on the damaged masonry supporting structure of this building, as well as on its residents. The conditions of reconstruction of this historic building are also specified in this paper.

An algorithm for constructing a dynamic analysis during the formation of a wave field of stand for testing turbines and the effect of the frequency interaction of the stand’s elements on the measurement of its magnitude is described. The research algorithm involves the use of theoretical solutions of nonlinear wave processes using linear oscillations, refined by experiments. The diagnostic model can determine the technical condition of the stand’s elements and also determine the causes of the discrepancies between the calculated and measured turbine power values. To clarify the stiffness coefficients between the stand’s elements, a modal analysis was used to obtain the range of their changes depending on the external dynamic load, which made it possible to assess the impact of changes in the frequency interaction conditions on the turbine power measurement at different test modes. The conditions for amplifying the amplitude of oscillations at their eigenfrequencies are obtained, and the value of the possible deviation of the expected power value at its measurement for specific modes of the turbine is calculated. The algorithm allows to estimate the dynamic state of the stand-in different research modes of turbines and give recommendations for reducing the level of frequency interaction.

The main elements of the process equipment are DC and AC motors that largely determine its reliability and efficiency of operation. The constant monitoring of technical condition by methods of technical diagnostics allows a significant extension of equipment life and reduces financial costs. To implement this approach, specialized methods are required. They allow to determine the technical condition of DC and AC motors with a high degree of reliability, distinguishing their faulty state from changing the operating mode. Diagnostics should be performed in the mode of equipment operation; therefore, the use of complex measuring devices is not permissible. This article presents the results of search studies of diagnosis method that meets the above-mentioned requirements. Current, voltage and vibration are selected as diagnostic parameters. It is proposed to analyze them by the wavelet transform. As a result of numerous experiments, the relationship between changes in the wavelet transform coefficients on characteristic scales has been established. This allows to determine the technical condition of the electric motor and the mode of its load, on the basis of which a diagnostic method has been developed using neural networks.

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

The problem of constructing a diagnostic model for a network S consisting of a number of digital automata is considered, provided that the diagnostic models of all network components are known. It is assumed that these models are given by systems of logical equations, and the errors to be detected are localized in any but a single component of the network.
