The article is aimed at developing strategic directions and introducing regulatory measures for the formation of Ukraine’s energy policy on the principles of energy saving and the development of renewable energy industry. On the basis of scientific works, the main organizational-economic vectors of energy industry sector development are systematized, which are associated with the formation of a favorable socio-political climate regarding the priority of using renewable energy sources in the fuel and energy complex; development of effective methods of both the State-based and the market-based regulation by the world community; coordination of the strategy of sustainable development of the world economy. It is determined that the energy saving policy should be based on a flexible combination of the State-based regulation and the market environment for the formation of the most acceptable stimulation mechanisms in the specific economic and political situations, which allows for the greatest economic benefit. It has been found out that the implementation of energy saving processes is impossible without the mass use of renewable energy carriers, which are a universal resource for processing to the right types of energy, are marked by energy independence related to obtaining economic benefits and contribute to the creation of an ecological friendly environment. In the perspective, the energy saving processes, the transition of the national economy to wide implementation in the production of high-tech technologies and the use of renewable energy sources should become the determining factors of Ukraine’s energy strategy.

As a new sustainable development technology, the greenhouse earth to air heat exchanger (EAHE) is more economic and energy-saving than other traditional thermal technologies for greenhouse because of the high heat capacity of the shallow soil. Economic growth and urban expansion results in the depletion of non-renewable resources and environment pollution and ecological destruction, thus the world faces with the contradiction between development and the environment at present. In this context, sustainable development is discussed widely and frequently in the field of architectural design. This paper seeks for the starting point of sustainable development-based architectural creation from the perspective of nomadic ecology view; and works out the three design philosophies including architectural lightweight, climate strategy and architectural landscape by virtue of analysis on Mongolian yurt, to provide new perspective for the architects that are engaged in architectural creation of sustainable development.

In the modern world, great attention is paid to the problems of preserving a comfortable and safe environment for future generations. The notion of "sustainable development" in the world and national economy, which implies such a consistent development, in which the condition of satisfying the needs of present generations is met without sacrificing the opportunities of future generations, has become particularly relevant. This United Nations concept involves a balanced approach to the environment. Undoubtedly, the most important place in this concept is occupied by resources, including energy resources. Taking into account the world trend and orienting national interests, the Government of the Russian Federation fixes the priority directions for the development of science, technology and technology. Among these directions there are following: "Rational nature management", and also "Energy efficiency, energy saving, nuclear energy". The analysis of tools promoting the implementation of the state policy on energy saving, energy efficiency and environmentally sustainable development (regulatory framework, international and Russian standards) has been analyzed. Key problems of energy saving and energy efficiency of the real estate are formulated. Recommendations for increase in energy efficiency of the residential real estate are developed.

In this paper, we would clarify ecological ethics value orientation and scan the basic characteristics of environmental policy in China from the perspective of ecological ethics. Today, along with the increase in population growth and rapid expansion of cities, the need for urban constructions for to social activities is inevitable. In this regard, though considering quantity and variety of construction to accelerate their exploitation is necessary, but saving energy in designing buildings should also be considered both in improving the quality of constructions, and increasing the life of buildings should be considered in designing and building, because the case in buildings increased costs. Eco-technologic is a concept in which designing a building is done by using the best modern technology of the world and following the principle of sustainable development covering the present and future needs in line with optimizing energy consumption and reducing environmental pollution. In other words Ecology seeks to avoid waste of energy. In this study it was tried to investigate the role of Eco-technologic solutions in designing buildings with the approach of energy-saving by the use of library resources with applied-qualitative research method.
