The management quality of the process of territorial and urban planning and construction significantly affects the prospects for successful development of the city. A common problem in this case is objectively conditioned opposition of interests of municipal administrations, developers, designers and townspeople. Among the whole complex of problems generated by such confrontation in this paper, the problem of information support of urban development is highlighted. The main requirements are formulated, which should be met by information systems accompanying the urban development, and it is also shown that the present existing and traditional architecture does not fully meet the requirements for the majority of information systems such as "data storage – information consumer". A new approach to the construction of information systems for the provision of city planning activity based on the recently emerged protocols of interaction in the information field and information technologies is proposed. It is shown that the optimal solution of the problem can be found in a bundle of technologies of the mediated interaction "supplier-receiver" of the Uber type, blockchain and smart contracts on the blocking platform. The place and boundaries of applicability of each of these protocols are determined and the possible results of the joint work of these technologies in the sphere of town planning are shown.

The article is devoted to the pressing issue of information support of territorial development processes. In the modern world, processes of information support of operational processes are of great relevance. Information and analytical support is the basis for making effective management decisions. In systems of urban development, urban and territorial development, the information component aims at ensuring the realization of three factors of development: economy, ecology and social development. In the conditions of sustainable development of society all three directions are balanced. However, due to certain imbalances in the system, humanity is searching for new forms of providing a comfortable life, work and leisure. Suburbanization has become one of these forms. Suburbanization is a trend of modern development of cities and territories in developed countries, which have high rates of socio-economic security. Suburbanisation is the process of centering the flow of people from large centers of economic gravity to the suburban area, which has the best environmental performance, which is possible in the case of ensuring the social component of human life. The relevance of suburbanization processes has necessitated the need for research on information and analytical support for these processes. In particular, the basic elements of the model of the structure of the urban planning system were identified and the dual connections of information support of decision-making for the development of urban planning systems were analyzed. On the basis of this analysis the task of information support of town-planning systems was determined. Based on the analysis of problems of special theory of urban planning information systems, it is proposed to develop an algorithm for information and analytical support of urban planning systems in the context of suburbanization processes. It has been determined that the automation of information support processes for urban planning systems management in today's digital society is the basis for the formation of effective urban development activities. In a three-prong urban development model that integrates issues of economy, ecology and social protection, suburbanization issues play a crucial role. The processing, analysis and evaluation of information on the development of town-planning systems make it possible to determine the leading trends and tendencies of development, as well as to predict the design of processes of town-planning activity. The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.

In this article, the authors considered the development of Rashkiv (Raszków in Polish and Raşcov in Rumunian), the fortified settlement which is situated on the Middle part of the Lower Dnister Region. An attempt of reconstruction of the most important stages of its town-planning biography of the 15th-18th centuries was made. The authors based their research on newly identified sources. The systematization of the historical chronology of the most important events which have influenced the formation of the defensive structures and the urban environment of Rashkiv has been carried out. In the course of the 15th-18th centuries, four major urban planning periods were identified: the Lithuanian – fort Karaul in the form of a defensive roundel type castle, further – Zamoyski’s town fortress with a fortified downtown, then – the fortifying of the suburbs and, finally, – trade and handicraft town without any defense function. At each stage, an attempt was made to hypothetically localize separate elements of the city – fortifications, historical roads, street planning system, civil and sacral dominant elements. The authors all available source data – archival sources, historical and contemporary cartography, toponymics, field surveys, surveys, and iconographic materials for analysis. Remains of the 1st period represent today ruins of earth shafts under the fortress. This hillfort is monument of archeological heritage and it is protected by state. Ukrainian historian M. Hrushevskyi connects appearance of the fort here with necessity todefend the river crossing and the trading way. From the 2nd period we have today just two preserved bastions of the early of 17th century and some relicts of urban planning system, for example, part of the historical market square. The article also substantiates the value and necessity of preserving the historical plan of Rashkiv which was, in particular, developed under the influence of the development of defense strategies of its time. 3rd period was graphically hypothetically reconstructed in many ways. To a greater extent it is because we have not enough materials to create a definite model of the urban development of this period. Research is based on historical topographic works of 17th and 18th centuries and onlysince the early 19th century we have more detailed historical plans to make more far reaching hypotheses. Using historical photos of early 20th century, authors succeeded in discovering historically determined rhythm of urban environment in Rashkiv. Unfortunately, it is disappearing now due the physical ruining of historical substance of old town and reconstruction according present-day inhabitants’ ideas about country houses or summer cottages. The present results are significant in elaborating historical and reference architectural plan of the settlement, registration of the newly discovered objects of cultural heritage as monuments of architecture and urban planning, archeology, history and nature. New master plan of Rashkiv urban development should be based on our complex architectural and urban planning research to preserve cultural legacy of Rashkiv and to use it for modern economical and tourist revival.

Purpose: the aim of the article is to develop a methodology and practical tools for effective digital transformation of high-tech enterprises. To achieve this goal, a concept of enterprise transformation by means of innovative modernization, affecting changes in products, technological operations and organizational and production structures, was developed. For this, a number of tasks were solved, including the development of original economic and mathematical models that describe the change in the functional business strategies of a high-tech enterprise; selection and formalization of model variables; development of organizational design methods for flexible robotic structures and models for determining the parameters of flexibility and productivity of a robotic structure; software development of digital transformation processes.Methods: in preparing the article, methods of systems theory, project management of an innovative focus, mathematical modeling and a number of other methods were used.Results: a set of information systems for decision support in the areas of design and economic activities of a high-tech enterprise has been developed. The design of such systems was due to a number of circumstances. Firstly, the need to transform traditional information technologies used in the practice of a high-tech enterprise into digital information technologies. Secondly, the need for a high-tech enterprise in original applied software applications that provide solutions to innovative and economic problems, taking into account the specifics of the enterprise. To do this, an analysis was performed and models of data collection and storage were proposed for solving the problems of information support of the economic activity of a high-tech enterprise. The possibility of using a consistent data model in organizing the management of receivables and payables is shown. Cross-platform software was developed for the support system for decisions made by a high-tech enterprise, and a convenient user interface was implemented.Conclusions and Relevance: the study showed that it is advisable to create information systems as hierarchical structures covering the strategic, tactical and operational levels of management. In order to bring the automation level of the control and production subsystems into conformity, industrial robotics must be integrated into the created production links.

The research uncovers the value and uniqueness of the volumetric planning structure of the historical town of Lyashky Murovani, now known as Murovane Village, Staryi Sambir district in the Lviv region. Within the town features of Baroque urban planning are found and characteristics of the historical urban development of the location are revealed. The current components of the volumetric and spatial composition of the former city are analysed. A reconstruction scheme of the 17th-century city planning structure was presented, when it consisted of a market square with residential buildings blocks, sacral objects, and a palace and park complex. The study also reveals that the urban object passed through several stages of reconstruction during its development. A fragmentary revitalization program of the historical town into a modern village of Murovane was proposed.

The article considers the creation of a fortification line of defense of the Russian state during the 15th-16th centuries as a process of formation of a specific settlement system. It puts forward the hypothesis that the formation of a linear defensive-residential structure consisting of residential and defense constructions united by roads into a single structure of interconnected formations for various functions was purposeful. It is noted that one of the insufficiently studied pages of the Russian history of town-planning to this day remains "Watchline" not as object of fortification, but as an object of town-planning art. On the basis of the study of the works of D. Bagaley, F. Laskovsky, I.D. Belyaeva, A.I. Yakovlev and other researchers, including modern researchers, article concludes that the settlement of the XIV-XVI century's period originally had a planned character. That was, in fact, a complex system of resettlement created, based on a fundamentally new urban development technique for the development of territories. The article substantiates the legitimacy of using the concept of "Settlement System" as applied to the period of the XV-XVII centuries - the period of the state formation. It was the emergence of statehood that allowed the creation of a management system and the structure of such town-planning structures as the Zasechnye lines.

City planning is a complex task and through this work we face the space and natural resources that expose the exploitation (that are to be exploited and prone to unsustainable change). Often without environmental responsibility and the imperative of creating certain measures we make superstructure no matter how much the environment may be disrupted, and whether such relationships create a better society, better network of urban settlements and a better man. At that may also affect our knowledge which is often due to a variety of doctrines and legislative regulations that are applied in the planning and management space. From this it can be seen that modern architecture did not contribute to the creation of better cities. Also, urban planning is mainly restricted to the regulation and it neglected the creative action, regional-planning is lost in theoretical research, while the consideration of the whole problem is abandoned. In addition to this, in today?s transitional terms and the domineering (dominant) urban crisis unsustainable combination and identification of the ?2D? and the ?3D? terminology is recognizable, which is only indicators that in the field of urban planning some transitional trends are prevailing. This unsustainable state of affairs in the transitional planning of urban areas can be applied in the most suitable way to pseudo-urbanization, sub-urbanization, unbalanced eco-reciprocity, non-standard construction of the urban tissue, discontinuity inherited and newly constructed urban substance. In this regard, consequently expressed negative environmental legacy of reproduction and the increased effect of the negative consequences of greenhouse gases from the threatening climate change, only shows that urban planners are not sinless and, they more or less (un)consciously complicit and participate in the contamination of urban and environment. In the end, it definitely guides us to the need to leave or transformation of the previous concept of planning and urbanization, which of us greatly and led to today's threatening effects of greenhouse gases. On this bases the need to articulate the sustainable integrative concept can be recognized with a high degree of urban eco-awareness, knowledge and skills of all professions that participate in the planning and construction of sustainable eco-urban development built environment.

The postmodern architecture of the last third of the XX century saw a steady tendency of appealing to classical heritage aimed at combining modern technologies and historical associations with classical architecture. The work considers postmodern urban planning concepts of the late XX-the beginning of ХХI centuries. Methods of interpreting the order system in the architecture of postmodernism are analyzed by comparing such theoretical concepts as R. Bofi ll›s industrial classicism, the new urbanism of L. and R. Krier, the theory of the city by Aldo Rossi. Architects postmodernists searching for sense and architectural language began to address to the historical past, using signs and images of classical architecture. Leaders of postmodern movement, trying to return to architecture the «eternal values» lost by modernism, opened a way for new creative searches and transformation of the order system elements. Its representatives were attracted by the «double code» of the order architecture, which allowed to solve complex town-planning problems. Postmodernism declared the idea of «architecture parlante». The notion of «postmodern classicism» disguised the compositional search for dialogue with any classical epoch – antiquity, renaissance, baroque, classicism itself. The order language of these epochs, possessing a tremendous potential of utterance, allowed the architect to create all the new meanings and texts. The article discusses the change of semantic meanings occurring in modern urbanism, the interpretation of order compositions, the notion of «order tradition» and the expansion of the semantics of the order system in historical and cultural context. The article shows that the theory of postmodernism actualized the notion of «order tradition» and expanded the semantics of the order system by its application in modern city planning concepts.


The duration of preparation, approval and ratification of draft master plans of settlements, especially cities of Federal importance, objectively constrains investment and construction processes. The search for opportunities to accelerate the transition from strategic development to the real formation of material and spatial conditions in the form of placement and construction of objects for various purposes is a relevant methodological and organizational task of the state level. The goals, objectives and content of various types of strategic and territorial planning, planning of territories, urban zoning and preparation of urban plans of land plots as an information integrated chain of hierarchy of documents regulating urban planning activities in the administrative-territorial entities are considered. The mechanism of integration of information about the initial, planned and design state of the functional and planning organization of the architectural and spatial environment, which may reveal the possibility of general acceleration of the transition from the design and permit documentation to the physical allocation of sites and construction of objects is proposed. It is concluded that the development of the project process in the field of urban development on the basis of new information technologies will obviously require adjustments to the legislative acts of the Federal and regional levels, which will provide the necessary speed of implementation of the tasks of investment development of social, transport, municipal and industrial infrastructure of the country.

<p>Each year, research teams of organizations, institutions and enterprises from the sphere of the Ministry of Public Health (MPH) of Ukraine carried out more than 200 scientific research works (SRW), the results of which creates innovative products (new method, a technique, a compound device, and the like). Growth in the medical information obtained in the performance of SRW results in the need to speed up the processing and transfer of innovation activity agents. This problem can be effectively addressed through the use of automated information systems. Timely analysis of the incoming information, particularly at the planning stage of SRW, and forecasting its effectiveness permit to avoid mistakes in management decisions. In this regard, relevant and timely is the development of automated information systems and modern information technologies for collecting, processing and analyzing information.</p><p>The article presents the scientific basis of development and the creation of an automated information system for recording, monitoring and forecasting of the effectiveness of innovation. The basic principles to be met by the developed system are systemic, development, interoperability, standardization and efficiency, data security and reliability, agility, visibility and intuitive user experience, ease of use and minimal sufficient of information support.</p>
