General (Master) Plans Of Settlements Under New Conditions

The duration of preparation, approval and ratification of draft master plans of settlements, especially cities of Federal importance, objectively constrains investment and construction processes. The search for opportunities to accelerate the transition from strategic development to the real formation of material and spatial conditions in the form of placement and construction of objects for various purposes is a relevant methodological and organizational task of the state level. The goals, objectives and content of various types of strategic and territorial planning, planning of territories, urban zoning and preparation of urban plans of land plots as an information integrated chain of hierarchy of documents regulating urban planning activities in the administrative-territorial entities are considered. The mechanism of integration of information about the initial, planned and design state of the functional and planning organization of the architectural and spatial environment, which may reveal the possibility of general acceleration of the transition from the design and permit documentation to the physical allocation of sites and construction of objects is proposed. It is concluded that the development of the project process in the field of urban development on the basis of new information technologies will obviously require adjustments to the legislative acts of the Federal and regional levels, which will provide the necessary speed of implementation of the tasks of investment development of social, transport, municipal and industrial infrastructure of the country.

The presence in the newest Russian urban planning practice of special objects of professional activity - local urbanized formations is revealed. Their appearance is due to the adoption of new regulatory legal acts in various sectors of activity, significantly expanding the scope of the Urban Planning Code of the Russian Federation. They establish general requirements for the formation of territories with preferential development regimes and their subsequent use, which contain the prerequisites for significant changes in the state of territorial objects and their systems. However, to date, they are not fully used either at the stage of developing urban planning documentation, or at the stage of its implementation. Urban planning practice indicates the need to establish the relationship between the properties and characteristics of regional systems of settlements and local formations, depending on environmental factors. As a result of the analysis and systematization of modern experience in the implementation of projects for the development of local territories, the influence of the activity of their urban development on the parameters of the functioning of regional systems has been established. The revealed dependence is proposed to be used in the development of model schemes for the reorganization of regional systems, which characterize their susceptibility to the emergence of new centers of urban development. The expediency of using the developed theoretical models in the process of improving the methodology of territorial planning has been substantiated. Purposeful planning of local territories in settlement systems is presented as forecasting the emergence of new foci of development through a comprehensive assessment and consideration of the available resource potential. Thus, it ensures the regulated development of the territory. This is expressed in the achievement of the predicted parameters of changes in the state of regional settlement systems, corresponding to the conditions and requirements of their functioning. The main difference between the proposed methodology and traditional approaches lies in the simultaneous provision of the stability of the formed spatial structures and the innovation of the forms of regional systems due to the activity of local formations.

The purpose of this article is a comprehensive review of spatial and urban planning, and zoning in modern Russia. The starting point of the study is the experience of territorial, urban planning and zoning of the Soviet Union, which has achieved significant success in this area of activity. To achieve this goal, we used the books of modern Russian researchers and the author’s publications of this article, as well as materials posted on the Internet, applied philosophical and scientific approaches and research methods: systemic, dialectic, socio-humanitarian, anthropological, environmental, aesthetic and cybernetic approaches, as well as methods of observation, analysis, synthesis, analogy, comparison, generalization. As a result of the study, many negative phenomena and mistakes made in the territorial planning, zoning and urban development of post-Soviet Russia were revealed: the system was lost, the laws of dialectics are violated, there is no synergy between state structures and civil society, there is an excessive concentration of the population in Moscow and the Moscow region, it isn’t possible to provide comfortable and safe living conditions for each person and, the most importantly, environmental problems in cities and neighboring territories become more acute.

Statement of the problem. New current challenges and the dynamics of socio-political and socio-economic factors in the development of Russia significantly affect the methodology of urban planning. The deteriorating environmental situation in a lot of cities encourages the design of a new approach to understanding and developing new principles of city life that regulate the biosphere compatibility of cities and development of human capital as the main criteria for the effectiveness of territorial planning, construction and operation of urban facilities. Results. The article deals with a fundamentally new approach-urban planning which should be understood as a system of fundamental provisions on life in the territories of cities and settlements and principles of their spatial development and settlement. Practically speaking, urban planning is an activity for the internal arrangement of the city's living environment, creating favorable conditions for the life of all categories and strata of the population without exception. The fundamental differences between the concept of urban development and urban planning are related to the need to understand the unity of the city and nature, the symbiotic “embedding” of the city in the biosphere. The central element of the concept of urban development is the person, the conditions for its development in the urban environment. Conclusions. As part of the research, the practice of urban planning allows one to solve the problems of innovative development of the urban economy and increasing human potential, and in the long term - transforming cities into biosphere-compatible and developing people as an alternative condition for the survival of humanity and a priority for its development as an intellectual community.

Introduction. The issue of choosing the strategic development vector becomes key to the sustainability of cities that have great cultural and historical significance and serve as religious centres. The religious factor produces a high effect on all urban processes and has to be considered whenever urban development is planned. This issue is particularly relevant for Iraqi cities, as they have suffered greatly over the past years. Materials and methods. The article offers an urban planning approach to assessing the current situation in the urban environment in order to determine the strategic vector of the city’s future development. We used the SWOT analysis method that allowed us to apply a systematic approach to assessing the strengths and weaknesses that determine the current situation, and to identify development opportunities and threats that may act as hurdles. The SWOT analysis is applied to transportation planning in Karbala, Iraq. Results. Principal theoretical and experimental results, relevant data, relationships and regularities, identified in the course of the research, are presented in the article. At the same time, new results and data of lasting significance, important discoveries, conclusions that overturn existing theories, as well as the data that, in the co-authors’ opinion, are of practical importance are preferred. Conclusions. The data, obtained by the co-authors, should serve as the basis for a strategic plan of urban development of Karbala city, Iraq. Also, the approach and method of urban research, used there, can be applied to other religious cities that face similar problems affecting their sustainability and the quality of their urban environment.

Since the city is a historically developed complex system, the development of its territory in the existing buildings requires a detailed study and consideration of all the features of the territories within the boundaries of the element of the planning structure (quarter, microdistrict) or its parts. Urban planning activity in the city is carried out in accordance with the developed and approved urban planning documentation. In the process of exercising the authority by the municipality in the field of urban development, when changing strategic directions, setting new tasks, and changing the economic situation, it becomes necessary to amend the urban planning documentation. The presence of a set of documents of territorial planning and urban planning zoning allows to increase the investment attractiveness of the city territory, ensures transparency of adopted urban planning decisions, on the basis of which, any interested person can choose the direction of development of a particular territory. Therefore, the development of the urban environment should be carried out in a comprehensive manner, taking into account all areas of development and features of the territory and take into account the changes arising in the process of urban planning, including in urban planning documentation.
