considerable advantages, too, for the spread of producer co-operatives. In addition, while bypassing the obstacle posed by economic fragmentation, such investments would nevertheless be attacking it, thus raising the degree of economic integration. No doubt, these investments would require industrial inputs at a higher level than before and the financing of this might imply that the planners have to give up some of the surplus extracted from the agricultural sector for use by it within its boundaries. In our opinion, this approach provides the basis for achieving high growth targets in the medium term without compromising on the distributional front at the class, sector, or regional levels. Two qualifications need to be registered. First, this does not imply that the DTYP target of y = 7.5 per cent per annum becomes feasible in this strategy. Even in Case A, the argument was only partly that it was probably not achievable; rather, that achieving it with n = 3.5 per cent would almost certainly lead to a vicious inflationary spiral, thereby worsening income distribution. In Case B, the burden of financing would be shared in an egalitarian manner through the rationing system but its average level would not be any different. What is being argued is that, first, for any given n, y* (C) > y* (A, B), and second, the rate of growth of n would be substantially greater over time in Case C than in Case A or B. Thus, Case C could be viewed as laying the basis for an eventual second phase of an industrialisation drive of the type now being proposed, in our view, prematurely. Second, it is probable that under Case C, rural foodgrain consumption would rise in the short run. In this strategy, too, state farms would play a crucial part in the transitional phase and beyond. It is necessary therefore to assist them in achieving efficiency quickly, and to overcome the problems of haphazard location and early growth. A period of consolidation might be necessary prior to any further expansion on any large scale. Finally, we need to turn our focus to the problems of urban poverty and unemployment which are not directly handled in any of the three cases. A separate policy component is therefore called for. A two-pronged approach is necessary. The first of these is to ensure that all low-income earners are covered by the urban rationing system. In the present context, this would require extending the coverage to the smaller urban centres and even in the larger ones to that lowest strata which might not be registered in any urban kebele. Thus, the AMC needs to grow greatly and quickly. It is in this context that the current and future role of the state farm sector has to be seen. Even within the framework of Case C, it will be some time before the area of stable grain yields is extended to a point where the urban populations are not held to ransom by the weather all too frequently; in the meantime, the state farms provide an insurance cover which is indispensible. (A corresponding function would be performed in the food-insecure rural areas by the grain banks suggested earlier.) Further, the kebele shops need to move more into the inferior cereals, in particular, sorghum, maize and black teff. Improving the storage facilities of the AMC and state farms could achieve the welcome result of lowering cost by anything up to 15-20 per cent on some crops. All such gains registered should reflect themselves in lower prices for the inferior, rather than for the superior, cereals as appears to have been the case in the recent past.

Представлена  система інформаційного провайдингу в управлінні земельними ресурсами аграрного сектору економіки. Запропоновано концепцію розвитку державно-приватного партнерства в системі землекористування, що заснована на агрохімічному, меліоративному, логістичному та збутовому напрямах та має на меті забезпечення поєднання можливостей мікро-, мініагентів, спільних агентів та держави, в тому числі із залученням коштів регіональних і глобальних агентів, на компліментарній основі з приводу раціонального землекористування та підвищення прямих і непрямих доходів всіх представників груп земельних інтересів. A cluster model of dualistic (traditional and organic products) development of land use in Ukraine has been developed. A fundamental difference from existing models is the existence of the National Research and Production Agroecological Park, regional scientific (economic) centers for the development of rural areas and the shift in the emphasis of the role of the state on the realization of economic functions as an agent of land interests. The presented system of information providers in the management of land resources of the agricultural sector of the economy. The concept of development of public-private partnership in the land use system based on agrochemical, meliorative, logistic and marketing directions is offered and aims to ensure the combination of the capabilities of micro-, miniagents, general agents and the state, also with the involvement of regional and global agents, on a complimentary basis for rational land use and increasing the direct and indirect income of all representatives of land interest groups.

The article deals with historical and modern problems of agricultural development in the Irkutsk region in the context of industrial development of the region. Structural changes in the agricultural sector, the ratio of crop production and animal husbandry in the production of agricultural products are traced. The study found that within the framework of large-scale programs for the development of the productive forces of the Irkutsk region, the main attention was paid to industrial development, and agriculture was assigned the role of a secondary industry. This was manifested in the residual principle of financing the agricultural sector, its material base and the development of the social sphere in rural areas. Rural youth were involved in the construction and operation of production facilities, which led to a reduction of the population in the nearby villages and villages of the region. Special attention is paid to the problems of modern agriculture in the conditions of market transformations in the industry. On the basis of statistical material, the characteristics of the main categories of farms are given: agricultural organizations, farms and households. The analysis shows the leading role of private households in the total volume of agricultural production. At the same time, there is still an insignificant share of farms in the goods produced. The demographic consequences of the destruction of the state-farm-collective-farm system, manifested in a reduction in the number of villagers and a large shortage of agricultural workers, are particularly noted.

Abstract Background The North Carolina Healthy Food Small Retailer Program (NC HFSRP) was established through a policy passed by the state legislature to provide funding for small food retailers located in food deserts with the goal of increasing access to and sales of healthy foods and beverages among local residents. The purpose of this study was to qualitatively examine perceptions of the NC HFSRP among store customers. Methods Qualitative interviews were conducted with 29 customers from five NC HFSRP stores in food deserts across eastern NC. Interview questions were related to shoppers’ food and beverage purchases at NC HFSRP stores, whether they had noticed any in-store efforts to promote healthier foods and beverages, their suggestions for promoting healthier foods and beverages, their familiarity with and support of the NC HFSRP, and how their shopping and consumption habits had changed since implementation of the NC HFSRP. A codebook was developed based on deductive (from the interview guide questions) and inductive (emerged from the data) codes and operational definitions. Verbatim transcripts were double-coded and a thematic analysis was conducted based on code frequency, and depth of participant responses for each code. Results Although very few participants were aware of the NC HFSRP legislation, they recognized changes within the store. Customers noted that the provision of healthier foods and beverages in the store had encouraged them to make healthier purchase and consumption choices. When a description of the NC HFSRP was provided to them, all participants were supportive of the state-funded program. Participants discussed program benefits including improving food access in low-income and/or rural areas and making healthy choices easier for youth and for those most at risk of diet-related chronic diseases. Conclusions Findings can inform future healthy corner store initiatives in terms of framing a rationale for funding or policies by focusing on increased food access among vulnerable populations.

Title in Portuguese: Funções de migração por idade e caracterização de migrantes das microrregiões de Goiás e Distrito Federal, 1975-1979 e 1986-1990(Dissertação de Mestrado)(M.A. Thesis)Since the 70’s, the Brazilian Middle-West Region has experienced an important modernization process in agricultural and industrial activities, which has led to an employment retraction and migration flows, especially from rural areas to the major metropolitan cities of the region. In this research the focus of analysis are the State of Goiás and the Federal District, which encompasses Brasília, the capital of Brazil. In order to understand the new population configuration, the region was divided into four sub-areas (micro-region of Goiânia, micro-region of Entorno de Brasília, the Federal District, and a group of 16 micro-regions of Goiás) and the patterns of migration, by age and sex, were estimated for the periods 1975-1979 and 1986-1991. In addition, differences between native and migrant population of each sub-area, according to the participation in the labor force, income, education and type of migration were investigated. The analysis was performed on the basis of the 1980 and 1991 Brazilian Census data.In the intra-state migration, the fluxes between the micro-region of Goiânia and the 16 other micro-regions of Goiás, and between the Federal District and the micro-region of Entorno de Brasília were the most important. In the inter-state migration, the flux from the states of Mato Grosso, Mato Grosso do Sul and the North region to the 16 micro-regions of Goiás, as well as the flux from Northeast, Southeast and South to the Federal District were significant. But there was a decline in the migration to the Federal District, between 1975-1979 and 1986-1991, while, in the same period, the migration to the Entorno of Brasília increased.The chance of the migrant population in the micro-region of Goiânia and in the Federal District to have worked in the last 12 months prior to census interview was lower than that of the native population. However, those who migrated from the Federal District to the micro-region of Entorno de Brasília had higher chance to have worked in the formal sector than those who did not migrate. Migrants who moved from the micro-region of Entorno de Brasília and the 16 other micro-regions of Goiás to the micro-region of Goiânia had lower wages than the non-migrant population. The lowest level of wages was recorded for the migrants to the 16 other micro-regions of Goiás. Migrants living in the Federal District had high level of education, while those migrants living in the micro-region of Entorno de Brasília had low level of education.In 1986-1990, the micro-regions of Goiânia and Entorno de Brasília, as well as the 16 other micro-regions of Goiás, presented a high percentage of returned migrants. In the same period, a major proportion of migrants to the micro-region of Entorno de Brasília had first moved from Southeast or from the Federal District to others regions. In addition, there was a considerable proportion of migrants with low income who had moved from Northeast to the Federal District and then to the micro-region of the Entorno de Brasília.Future research could focus other areas or regions of Brazil, and could also explore the same kind of analysis, on the basis of the incoming 2000 Brazilian Census, which requires the development of new techniques, as it did not collect information on the city of previous residence, but only on the state of residence.

The article discusses the factors and problems that have a negative impact on the indicators of economic efficiency of the industry and, thus, hinder the sustainable development of rural areas, and also suggests a number of measures to overcome them. The methods of statistical data analysis and the method of aligning time series are used in the work. Large-scale production, on the one hand, entails an increase in labor productivity, and, on the other hand, generates rural unemployment. It was revealed that high-tech methods of agricultural production lead to an increase in the cost of manufactured products, both in a steady increase in prices for energy resources and concentrated feed, which increases the level of risks in the agricultural business. In addition, non-observance of the norms of crop rotation of sunflower crops on the same land plots entails damage to soil fertility. Such a strategic planning system is needed as part of the legal framework of public administration, which would create the conditions for the formation of healthy competition of manufactured products not only domestically, but also on the world market.

This paper follows a narrow definition of agri-products that include products of agriculture, horticulture, floriculture, animal husbandry, and poultry. Like most other states in India, Gujarat has also prepared several reports and policy papers assessing the potential for agro-processing, identifying constraints in the development and exports of agri-products, suggesting or announcing several important policy measures for removing physical and financial infrastructural bottlenecks, and promoting R&D activities in the sector. However, these exercises lack realistic assessment of the potential, important features of agri-exports from the state, and Gujarat's comparative advantage over the rest of the country in specific product categories. This paper addresses these aspects. A recent survey of exports originating from Gujarat conducted by the Gujarat Industrial Technical Consultancy Organization (GITCO) estimated that, during the year 2000–01, Gujarat contributed Rs 495 billion (or 20.8%) out of the total national exports of Rs 2,385 billion. However, excluding gems and jewellery and petroleum products, Gujarat's share in the national exports is only 9.2 per cent. Compared to this overall proportion, Gujarat's share in national exports in commodities like groundnut, oil-meals, castor oil, poultry, dairy products, spices, sesame and niger seeds, and processed food, fruits, and vegetables is much higher indicating Gujarat's revealed comparative advantage in these product categories. Some important features of the exports activity in Gujarat are: Only 20 per cent are pure traders in the export business. Only a quarter of the units have ‘export house’ or upward status for special benefits. More than 40 per cent of the exporting units have come up after 1991–92. Two-thirds of the exporters belong to small and medium enterprises. Export intensity of Gujarat's agricultural sector is about 12 per cent. Agri-exports represent excess supply and hence highly volatile and fluctuating activity over time. Agri-exports are price elastic. Agri-exports would be highly responsive to exchange rate depreciation. In recent years, Gujarat's agriculture shows considerable dynamic characteristics in contrast to the gloomy official income estimates in the sector. Nineteen out of 30 crops show significant positive time trend in area while five crops show significant negative trend. The cropping pattern in Gujarat has been shifting away from the low value traditional crops to high value commercial crops with business and export potential. A detailed consideration of yield rates of different crops in the state and other states over the past three decades indicates a realistic potential of 5 per cent per annum growth rate for agriculture in Gujarat over the next eight to ten years. In order to ensure exclusive and regular supply to the export market, quality standards have to be according to the foreign destination and not the domestic market. This calls for large-scale production, assured input supplies, good logistics, infrastructural facilities, R&D activities, and technological upgradation. This involves giving priority to investments in several infrastructural facilities and agricultural R&D besides perfecting agricultural land market and encouraging contract farming in the state.

The article presents the author’s calculations of the labor sphere state of rural areas of the Ural Federal District (Russia). It is substantiated that labor (human) capital is the most important element of ensuring the functioning of the entire agrarian sphere. The estimation of labor productivity in the agricultural sector, the rate of wage growth, as well as relative social and labor indicators of the agricultural direction to the general economic is conducted. The authors consider the ratio of agrolabor productivity growth and decrease in the number of workers in this sphere, which is associated with a number of factors, resulting in the construction of a system of sociolabor factors interaction contributing to the development of rural areas, based on analytical data

The article deals with the main stages of formation and formation of a multi-layered rural economy in Russia. Presents the evolution of the development of multi-structured forms of farming in rural areas, depending on the degree of influence of the state on the economy of the agricultural sector of the country. It is proved that the key tools of state regulation of this issue are agrarian reforms, privatization, creation of an entrepreneurial environment, formation of an appropriate investment policy, and development of private land ownership institutions. The significant impulse for the development of modern forms of farming in the village was the choice of state priorities in the framework of the National project "Development of agriculture" were transformed into the state Program of development of agriculture, which allowed to strengthen its position as a major Agroholding structures and small-format sector. It is proved that sanctions and tendencies of the new economic reality amid the pandemic of the syndrome has led to the need to promote small agribusiness in rural areas, which will contribute to rural employment, development of rural infrastructure, growth of real monetary incomes of the population and middle class formation in rural areas.

Poverty eradication through the agricultural sector has been one of the most important agendas in Sabah. To understand this matter, an examination of poverty eradication history in Sabah is immensely valuable. Accordingly, by examine the documents such as books, official government reports journals, and newspapers, this paper discusses the poverty eradication efforts in Sabah. Based on the information obtained, it shows that the rural areas' economic development in Sabah through the agricultural sector has been the focus of both the state and the federal governments. This was carried out due to the need of ensuring the people of Sabah be able to improve their standard of living, particularly in terms of socio-economics well-being as they generally linked with the issue of poverty.
