There is not a general consensus among scholars about whether public campaign funding initiatives increase electoral competitiveness. U.S. focused research has found the effects of Clean Election (CE) funding present mixed outcomes (Mayer and Wood 1995; GAO 2003; Mayer, Werner, and Williams 2004; Werner and Mayer 2007) On the one hand, research has found that Clean Election funding creates more competitive elections (Bardwell 2002; Mayer, Werner, and Williams 2004). While on the other, Clean Election funding scholars have found that public funding of state legislative candidates has not caused elections to become more competitive (Mayer and Wood 1995; GAO 2003). One reason for the difference in the research literature is likely a result of the program being in its early years of implementation in the U.S. This paper provides a new technique for estimating the short-term and long-range effects of the program by experimenting on the New Jersey case which is designed to cope with limited data. It accomplishes this by creating simulated elections that are based on the lessons-learned in Arizona and Maine, as well as on structural constraints present in New Jersey. The experiment‟s results confirm the impact of Clean Elections is mixed: The impact of Clean Election funding increases intra-party competition but does not increase inter-party competition. Nevertheless, while the impact of Clean Elections does show some encouraging signs for proponents of electoral reform, it is unlikely to transform the electoral landscape by making elections more competitive. PurposeThis article aims to provide a timely examination of and reflection on the impact of COVID-19 on the neo-liberal paradigm that has been prevalent in international higher education (HE) for two decades since the late 1990s.Design/methodology/approachMethodologically, this paper deploys conceptual mapping as an analytical tool to explore and examine the global news updates that provide timely (i.e. early 2020) record of the fast-moving pandemic.FindingsIt unfolds four pairs of contradictions occurring in the Western universities during the pandemic outbreak, i.e. HE as cross-border services vs border control, the state's shrinking public funding vs universities under financial threat, increased reliance on foreign students' tuition fee vs decreased international enrolment and the user-pays philosophy vs the rising force of user says.Research limitations/implicationsIt is argued that the pending crises facing Western universities are not merely financial issues; they reveal the shortcomings that are inherent in business model of HE driven by economic globalisation but triggered by coronavirus pandemic to erupt. The pandemic should be temporary, but its spill-over effects may alter the overarching landscape of the international HE relations, which is part and parcel of the changing geopolitical order featured as de-globalisation.Practical implicationsThe paper has practical implications for acting on international HE in the time of coronavirus pandemic. They mainly consider four aspects: (1) travel distance as new determinant of study abroad, (2) the renewed significance of a state's role in policymaking and financial undertaking, (3) shortcomings in market mechanism and (4) East Asia as an emerging regional hub of study abroad.Social implicationsThis paper is expected to leverage three lessons learned from the upending situation. First, it is conceptually misleading to define international HE as a form of market-led “transnational service” and cross-border tradeable product undermining a state's control. Second, a state's supervising model needs to be reviewed, to embrace the renewed relationship between a state and universities in the new context of global pandemic. Third, the global landscape of international HE may be altered.Originality/valueThis conceptual paper provides a timely critique of the neo-liberal paradigm in HE and shedding light on the changing global landscape of international HE along with the changing geopolitical relations reshuffled by COVID-19 and its spill-over effects.

The purpose of this chapter is to provide a review of the research literature on the use of gaming and simulation in adult and professional education. The chapter will describe the difference between games and simulation; provide a review of the history of games in adult education; investigate important audience characteristics, including generational differences; examine how games affect motivation; and discuss the application of learning theories and instructional models to game design. The impact of games on learning, especially for those born after 1980, is profound. Games and simulations delivered using a variety of technologies may be an integral part of the educational mix offered by corporate trainers in the near future.

The term multiliteracies was first used to encapsulate a wider view of literacy, taking into account the impact of the increase in communication channels and the prominence of cultural and linguistic diversity in the world. Some researchers argue that the traditional view of literacy is focused on a linear view of text, as something that can be read from left to right. In contrast, the term multiliteracies takes into account how literacy has been influenced by social, cultural, and technological change. A pedagogy of multiliteracies has been proposed as a way of explaining a broader view of literacy teaching and learning, which integrates multimodal “text,” including audio, images, sound, graphics, and film through technology. This approach enables teachers to be creative in the literacy classroom by integrating movies, the Internet, music, art, photos, and a range of other digital resources as part of literacy learning. Although much of the research in this field has been undertaken in primary and secondary classrooms, there is also a body of research in the early years, which is discussed here. As argued elsewhere, there is a case to be made for the term “early multiliteracies,” as children learn about the different forms of literacy prior to school entry and have often gained considerable skill in navigating literacy in a digital world. In many ways, young children exemplify the notion of “digital natives,” who simply grow up knowing that literacy encompasses a wide range of modalities. The topics explored in this chapter include the ways in which this concept has developed within the extant research literature. Although not a complete summary of available literature, the following sections highlight some of the key areas of research on this topic. These include the theorizing of multiliteracies for early childhood, as well as research on multiliteracies in early childhood classrooms, research on children and multiliteracies, multiliteracies in homes and community settings, and finally the assessment of multiliteracies.

The purpose of this study is to evaluate the impact of public investment programs on the socio-economic development of territories. As a case, the federal target programs for the development of regions and investment programs of the financial development institution — Vnesheconombank, designed to solve the problems of regional development are considered. The impact of the public interventions were evaluated by the “difference in differences” method using Bayesian modeling. The results of the evaluation suggest the positive impact of federal target programs on the total factor productivity of regions and on innovation; and that regional investment programs of Vnesheconombank are improving the export activity. All of the investments considered are likely to have contributed to the reduction of unemployment, but their implementation has been accompanied by an increase in social inequality.

As 21st century is the era of modern technologies with different aspects, it offers us to make the best use of them. After tape recorder and overhead projector (OHP), multimedia has become an important part of language classroom facilities for its unique and effective application in delivering and learning lesson. Although in many parts of Bangladesh, a South Asian developing country, where English enjoys the status of a foreign language, the use of multimedia in teaching and learning is viewed as a matter of luxury. However, nowadays the usefulness and the necessity of it are well recognized by the academics as well as the government. The study aims to focus on the difference between a traditional classroom void of multimedia and multimedia equipped classrooms at university level by explaining how multimedia support the students with enhanced opportunity to interact with diverse texts that give them more in-depth comprehension of the subject. It also focuses on audio-visual advantage of multimedia on the students’ English language learning. The study has followed a qualitative method to get an in-depth understanding of the impact of using multimedia in an English language classroom at tertiary level. For this purpose, the data have been collected from two different sources. Firstly, from students’ written response to  an open ended question as to their comparative experience of learning  lessons with and without multimedia facilities; and secondly, through  observation of English language classes at a private university of Dhaka, the capital city of Bangladesh. The discussion of the study is limited to  the use of multimedia in English language classroom using cartoons, images and music with a view to enhance students’ skills in academic writing, critical analysis of image and critical appreciation of music. For this purpose, cartoons in English language, images from Google and music from You Tube have got focused discussion in this paper.

ABSTRACT Introduction: On Aug. 29, 2005, Hurricane Katrina made landfall along the Gulf Coast of the United States, resulting in the evacuation of more than 1.5 million people, including nearly 6000 physicians. This article examines the relocation patterns of physicians following the storm, determines the impact that the disaster had on their lives and practices, and identifies lessons learned. Methods: An Internet-based survey was conducted among licensed physicians reporting addresses within Federal Emergency Management Agency-designated disaster zones in Louisiana and Mississippi. Descriptive data analysis was used to describe respondent characteristics. Multivariate logistic regression was performed to identify the factors associated with physician nonreturn to original practice. For those remaining relocated out of state, bivariate analysis with x2 or Fisher exact test was used to determine factors associated with plans to return to original practice. Results: A total of 312 eligible responses were collected. Among disaster zone respondents, 85.6 percent lived in Louisiana and 14.4 percent resided in Mississippi before the hurricane struck. By spring 2006, 75.6 percent (n = 236) of the respondents had returned to their original homes, whereas 24.4 percent (n = 76) remained displaced. Factors associated with nonreturn to original employment included family or general medicine practice (OR 0.42, 95 percent CI 0.17–1.04; P = .059) and severe or complete damage to the workplace (OR 0.24, 95 percent CI 0.13–0.42; P < .001). Conclusions: A sizeable proportion of physicians remain displaced after Hurricane Katrina, along with a lasting decrease in the number of physicians serving in the areas affected by the disaster. Programs designed to address identified physician needs in the aftermath of the storm may give confidence to displaced physicians to return.

Railway noise is calculated to predict the impact of new or reconstructed railway tracks on nearby residential areas. The results are used to prepare adequate counter- measures, and the calculation results are directly related to the cost of the action plans. The calculated values were used to produce noise maps for each area of inter- est. The Schall 03 2012 is one of the most frequently used methods for the production of noise maps. The latest version was released in 2012 and uses various input para- meters associated with the latest rail vehicles and track systems in Germany. This version has not been sufficiently used in South Korea, and there is a lack of standard guidelines and a precise manual for Korean railway systems. Thus, it is not clear what input parameters will match specific local cases. This study investigates the modeling procedure for Korean railway systems and the differences between calcu- lated railway sound levels and measured values obtained using the Schall 03 2012 model. Depending on the location of sound receivers, the difference between the cal- culated and measured values was within approximately 4 dB for various train types. In the case of high-speed trains, the value was approximately 7 dB. A noise-reducing measure was also modeled. The noise reduction effect of a low-height noise barrier system was predicted and evaluated for operating railway sites within the frame- work of a national research project in Korea. The comparison of calculated and measured values showed differences within 2.5 dB.

BACKGROUND Algorithms rule the online environments and are essential for performing data processing, filtering, personalisation and other tasks. Research has shown that children and young people make up a significant proportion of Internet users, however little attention has been given to their experiences of algorithmically-mediated online platforms, or the impact of them on their mental health and well-being. The algorithms that govern online platforms are often obfuscated by a lack of transparency in their online Terms and Conditions and user agreements. This lack of transparency speaks to the need for protecting the most vulnerable users from potential online harms. OBJECTIVE To capture young people's experiences when being online and perceived impact on their well-being. METHODS In this paper, we draw on qualitative and quantitative data from a total of 260 children and young people who took part in a ‘Youth Jury’ to bring their opinions to the forefront, elicit discussion of their experiences of using online platforms, and perceived psychosocial impact on users. RESULTS The results of the study revealed the young people’s positive as well as negative experiences of using online platforms. Benefits such as being convenient and providing entertainment and personalised search results were identified. However, the data also reveals participants’ concerns for their privacy, safety and trust when online, which can have a significant impact on their well-being. CONCLUSIONS We conclude by making recommendations that online platforms acknowledge and enact on their responsibility to protect the privacy of their young users, recognising the significant developmental milestones that this group experience during these early years, and the impact that technology may have on them. We argue that governments need to incorporate policies that require technologists and others to embed the safeguarding of users’ well-being within the core of the design of Internet products and services to improve the user experiences and psychological well-being of all, but especially those of children and young people. Aim: To understand the impact of anticancer treatment on oncology patients’ ability to use electronic solutions for completing patient-reported outcomes (ePRO). Materials & methods: Semi-structured interviews were conducted with seven individuals who had experienced a cancer diagnosis and treatment. Results: Participants reported that the following would impact the ability to interact with an ePRO solution: peripheral neuropathy of the hands (4/7), fatigue and/or concentration and memory issues (6/7), where they are in a treatment cycle (5/7). Approaches to improve usability included: larger, well-spaced buttons to deal with finger numbness, the ability to pause a survey and complete at a later point and presenting the recall period with every question to reduce reliance on memory. Conclusion: Symptoms associated with cancers and anticancer treatments can impact the use of technologies. The recommendations for optimizing the electronic implementation of patient-reported outcome instruments in this population provides the potential to improve data quality in oncology trials and places patient needs at the forefront to ensure ‘fit-for-purpose’ solutions.
