The research highlights the peculiarities of the decentralization of power in Ukraine in the political and legal implementation aspect of the principle of subsidiarity. The objective of the study was to determine compliance with the political and legal aspects of the decentralization process in Ukraine based on global standards of the use of the principle of subsidiarity, during the implementation of decentralization reform. The research methodology is because the principle of subsidiarity is the main feature of the interaction of all levels of power. This premise is recognized in the European Charter of Local Self-Government and therefore means an urgent task in modern Ukraine. Financial decentralization, district consolidation, the creation of different but united territorial communities, changes in the administrative-territorial structure, ensuring the capacities of communities, the provision of public services in accordance with national standards must be based on the principle of subsidiarity. The information gathered makes it possible to conclude that the principle of subsidiarity is a barrier to the overly profound centralization of the state body and the separation of power.

Topicality. Modeling the development of regional economic systems is an urgent task in connection with the decentralization reform of the management system and administrative-territorial structure in Ukraine, which creates new opportunities for the economic development of territories.Aim and tasks. The aim of the article is to model regional economic systems to identify their optimal structure and factors that would most contribute to their development, as well as to study the possibility of applying the mathematical apparatus of graph theory.Research results. The factors contributing to the development of regional economic systems and the link between decentralization and the network structure of the modern economy are identified. The concept of a quasi-fractal economic system is introduced. The possibility of using the apparatus of graph theory to study regional economic systems is shown. Examples of problems associated with the functioning of economic systems that can be formulated and solved in terms of graph theory are given. The role of the population as a link in regional economic systems is investigated. The main parameters characterizing the development of regional economic systems are identified: qualitative complexity and the presence of closed cycles. The role of topological sorting in the study of the structure of economic systems is revealed. The relationship between the territorial-administrative units and the structure of regional economic systems is indicated.Conclusion In the study of regional economic systems, a structural approach using the graph theory apparatus is quite effective. It allows to formulate and solve problems associated with the modeling of these systems.The study of the structural properties of economic systems will reveal the patterns of development of socio-economic systems and predict this development.

The article defines the essence of the concept of "budget decentralization", reveals the main theoretical and legal aspects of the processes of budget decentralization, the peculiarities of reforming the administrative-territorial structure and the conditions for the formation of capable territorial communities. It is proved that the achievement of effective implementation of the budget decentralization reform is impossible without the formation of a financially viable grassroots administrative-territorial unit – the territorial community. The financial results of the activities of the united territorial communities of Ukraine, including: Poltava Region (Poltava Oblast) in 2015–2017 yrs. In the context of the united territorial communities of Poltava Region, the dynamics of income, expenditures and community surpluses / deficits were analyzed, incl. dynamics of income, expenditures per person in communities of Poltava region.

Responding to Rueda’s questions, this essay explains the political-strategic approach (PSA) to populism and highlights its analytical strengths, which have become even more important with the emergence of populist governments across the world. PSA identifies populism’s core by emphasizing the central role of personalistic leaders who tend to operate in opportunistic ways, rather than consistently pursuing programmatic or ideological orientations. PSA is especially useful nowadays, when scholars’ most urgent task is to elucidate the political strategies of populist chief executives and their problematic repercussions, especially populism’s threat to democracy.

Underpinned by the Global Standards published for the promotion of quality social work education, and as a benchmark for social work education at national levels, a qualitative content analysis is conducted to explore the alignment of national standards of the Aotearoa New Zealand and Australia regulatory bodies with the Global Standards. A number of equity issues are identified: service users and student participation, student representativeness, indigenous rights and political action, gender and cultural equity, and equitable access. The implications for social work education internationally are considered, including a possibility of the role of the Global Standards in democratizing social work education.

With 2857 km in length, the quiet Danube quietly tells Europe’s history. We only must be aware of its story. Since ancient times it was connected with empires, expansion, and navigation. The Romans fully understood its role, and proceeded accordingly. They made it their border, but used it for transporting goods and military, too. After the Dark Ages, all European affairs have been in one way or another connected and influenced by the Danube. Romania’s modern history was influenced by the evolution of international problems connected to this river. The Moldavia and Wallachia 1859’s unification in a single state – Romania – had lot to do with the Danube and it was involved in London’s interests in the Oriental Question. The paper presents shortly the way the legal framework regarding the Danube was developed, and what was Romania’s role in facilitating navigation on the Danube. The main data which inspired this work – regarding both the political-legal aspects, and the technical solutions used to facilitate navigation on Danube – are based on earlier writings and studies of Romanian thinkers such as Antipa, Baicoianu, Dascovici and Gogeanu. The evolution of these aspects has a direct or an indirect connection with the evolution of political events and the economic development in all European states, but their importance is crucial especially for those countries which are located in the Danube’s basin. The main text regarding the political aspects related to the Danube is the Belgrade Convention, which has been the general framework under which riparian countries come together to collaborate and to solve the technical impediments for navigation, such as those imposed by the building of the Iron Gate System. At the same time, this paper signals the role of education in understanding the Danube’s role for riparian countries, and for their possible evolution in connection with this river.

Abstract This article addresses the issue of protection against domestic violence in both Jordanian law and international conventions. It does so by defining domestic violence and its various causes and by exploring the relevant global standards and best international practices for combating it. The article also deals with the reality of protection against domestic violence in Jordan by referring to the special protection of the family and to the related follow-up by national and governmental institutions, and the relevant national standards. The Law Regarding Protection from Domestic Violence (Law No. 6/2008) contains protective provisions and other treatments to reduce this phenomenon, but it fails to provide optimal protection against domestic violence. The article proposes a set of recommendations to improve national standards for protection against domestic violence so that Jordan’s laws concerning protection against domestic violence conform to international standards.

It relates them to three separate but related principles in classical political economy: Thomas Hobbes’s state of nature, Jean-Jacques Rousseau’s social contract, and Adam Smith’s invisible hand.Cette communication compare la description de l’information dans les catalogues bibliographiques, le Web sémantique et le Web 2.0. Ces pratiques sont mis en relief avec trois principes distincts, mais connexes de l’économie politique classique : l’état de la nature de Thomas Hobbes, le contrat social de Jean-Jacques Rousseau et la main invisible d’Adam Smith.

The directions, levers of expansion of digitalization of spheres of activity of territorial communities and local self-government bodies in Ukraine, which in the conditions of reforms of decentralization and administrative-territorial system received a considerable volume of powers, considering available technological, institutional, financial preconditions, are investigated. The experience of local self-government bodies in expanding the range of application of digitalization of territorial communities for their smart specialization and finding sources of funding for digital infrastructure development projects is studied. Thus, a significant proportion of them plan to create e-registers of their resources (human (demographic), natural, land, real estate, business, recreational and tourist, etc.) for a number of reasons: i) as a result of administrative reform (consolidation of the district network) there is a need for redistribution between district councils of reorganized districts (490 units before) and consolidated newly created ones (136 units now); ii) decentralization reform continues with the redistribution of powers between local executive bodies and district councils and between them and the united territorial communities in the newly created districts; iii) the process of transformation of project territorial communities (1473 units) into united territorial communities by creating new ones or joining existing united territorial communities is still underway; iv) powers are redistributed between the new bodies of local self-government and territorial subdivisions of the central bodies of executive power within the framework of their transformation into bodies according to the type of prefectures (for control of observance of the legislation). Difficulties of succession of legal entities with the transfer of property, land exist due to the fact that new self-government bodies were created after the local elections of October 25, 2020, and legislation on succession has not been adopted (exists in the status of the draft Law of Ukraine), while changes to the Budget Code of Ukraine with the new administrative-territorial structure of Ukraine and the formation of new subjects of power at the level of united territorial communities have been introduced by law. The digitalization of the territorial communities is also particularly important during the COVID-19 pandemic, when sectors that meet the basic needs of modern man are moving online, minimizing the need to leave home to live, do business and be productive.

European and world experience testifies that the major element of reform of decentralization in Ukraine is reformation of local selfgovernment, creation of capable territorial communities, that must be able to satisfy the necessities related to the vital functions of habitants of settlements, and also properly to provide realization of their rights. The input of new mechanism of the budgetary adjusting changed the system of total balancing of all local budgets on the horizontal smoothing of taxability of territories depending on the level of receivabless on one habitant. The significant amount of budgetary facilities remains in the complete order of local authorities. Reform of interbudgetary relations stimulates territorial communities more effective to fill the estimates, become self-sufficient and carefully plan the charges. The local government independently decides on which needs spend budgetary funds, which is especially important for the development of united territorial communities. The article examines the essence of budget decentralization, its role and place in the development of united territorial communities. An assessment and analysis of budgetary decentralization in Ukraine has been carried out. The features of the introduction of budgetary decentralization in Ukraine are investigated, the main factors influencing the income and expenditures of local budgets are determined. Implementation of the decentralization reform, which has been ongoing in Ukraine for six years, includes a set of sectoral reforms, in particular, the reform of the administrative-territorial structure and the system of local self-government, and See also fiscal legislation. One of the key objectives of the reform is the voluntary unification of territorial communities and the formation of capable administrative-territorial units of the basic level. Thanks to the introduction of inter-municipal cooperation, the communities were able to consolidate their efforts and to implement common projects. In particular, 1354 territorial communities have signed 604 cooperation agreements. That is, the process of decentralization continues, they believed in it, and the resistance of opponents is being overcome. First, the reform of financial decentralization, local budget revenues show positive dynamics: in 2014 their volume was UAH 80.2 billion, then over six years, own revenues to the general fund of local budgets has increased by UAH 209.9 billion. and represented in 2020 UAH 290.1 billion. Total receipts from the general and special funds for this period increased by UAH 210.2 billion. This is a real instrument of influence on the achievement of results and responsibility for the trust of communities. The basis for the growth of revenues of local budgets was laid thanks to the changes adopted in 2015 to the Budget and Tax Codes of Ukraine regarding the transfer of additional budgetary powers to local governments and the consolidation of stable sources of income for their implementation. Financial decentralization in Ukraine has significantly accelerated the dynamics of investment activity. An important positive result of the reform of interbudgetary relations is the annual increase in investment resources of local budgets. After a sharp decline in investment activity in 2014, the volume of capital investments amounted to UAH 5.9 billion, while in 2020 their volume amounted to UAH 43.6 billion. On the average capital investments from local budgets in Ukraine for the years under study has increased by UAH 33.4 billion, the capital investment growth index was 7.39. Further implementation of the reform of budgetary decentralization and ensuring the effectiveness of the mechanism of budgetary regulation of socio-economic development requires expanding the rights of local authorities, strengthening their budgetary independence and determining their responsibility.
