Structure of State-owned Corporation’s Value Chain: Strategic Analysis

Relevance. The article discusses the structural and substantive aspects of state-owned corporations from the perspective of internal and external environment. The role of state-owned corporations in the Russian economy is growing more and more, individual industries are almost completely functioning on the basis of state-owned corporations, which makes a strategic analysis of such economic actors an urgent problem. The article provides a strategic analysis of the activities of state-owned corporations based on the value chain management methodology. Analysis of the external and internal environment of a state corporation allows us to conclude that despite the fact that economic actors that are legally dependent on a state-owned corporation operate on the basis of market principles, the state corporation itself, as a non-profit organization, performs the functions of the state to institutionalize relations between individual economic actors. The purpose of the study is to demonstrate the institutionalizing role of state-owned corporations in relation to individual sectors of the economy. The objectives of the research are to identify trends in the development of state-owned corporations in modern Russia as agents of the state in embedding and coordinating links between economic actors in the strategic sectors of the Russian economy, as well as developing a model for the value chain of a state-owned corporation. The results of the research. Using the methodology of institutional and strategic analyses, the specific functions of state-owned corporations in coordinating inter-firm, intra-industry and inter-industry relations of economic actors in the strategic sectors of the Russian economy under the control of state-owned corporations have been identified. Despite criticism of the mechanism of manual administration of the economy, the article shows the need to establish links between economic actors by administrative methods and the establishment of legal control.

he relevance of the article is determined by the fact that in Russia there is no effective mechanism of state support for the activities of non-profit organizations in the field of «green Finance». The role of non-profit organizations is leveled, which can become a serious help in solving economic problems, in particular, the problems of recycling and processing of secondary raw materials, the placement of industrial waste and household garbage, and landscaping of large megacities. The main financial burden in the field of «green economy» falls on States and large enterprises. Meanwhile, we cannot ignore the important role of non-profit organizations that can not only draw attention to environmental problems to the public, but also offer their own measures to solve environmental problems. In this regard, it becomes relevant to consider the participation of non-profit organizations in the implementation of environmental projects by attracting «green Finance».

Development institutions are becoming the most important tools for regulating economic activity both in Russia and in the world, through the implementation of social projects, the accumulation of financial resources and their direction to the priority areas of state development. The purpose of the study is to study the financial results of state corporations, in particular development institutions, and their role in providing project financing. The article is devoted to the study of the role of state corporations in the economy of the Russian Federation as in the case of Rosatom and Rostec. The authors analyze the existing concept of state corporation, Russian and foreign practices. The article presents the results of the research of economic features based on reports published on official website of Russian state corporation, as well as prospects of Russian state corporations are identified. At the present stage of development and operation of Russian state corporations, society increasingly sees their products, but it doesnt even suspect that these are domestic products that meet all international standards, which are also exported to many countries of the world. Products, goods and services are exported to North and South America, Europe, Central and South-East Asia, and Africa. In a relatively short period of existence and operation, Russian state corporations have increased their revenues and have made a significant contribution to the prosperity of countrys economy.

The article examines and assesses the problem of the investment deficit in the Russian economy, which has acquired particular relevance due to the coronavirus crisis caused by the pandemic. The study aims to develop practical recommendations for Russian state bodies to stimulate the investment process in the Russian economy and improve the efficiency of measures taken by the state to ensure the country’s socio-economic development. The objectives of this paper are to analyze the directions of optimization and prioritization of investment of resources during the economic recession caused by the coronavirus crisis using investment lending and project financing instruments, as well as to analyze and assess the ongoing reform of development institutions based on the state corporation “VEB.RF”. The research methodology includes an analysis of the regulatory legal framework, statistical information, official reports of state bodies, development institutions, scientific monographs and publications of Russian scientists, periodicals. The authors analyzed the trends and problems of the investment process in the Russian economy, including in the field of attracting foreign direct investment. Attention is paid to the ongoing reform of development institutions aimed at enhancing the role of the state development corporation “VEB.RF” in stimulating investment. The authors conclude that it is necessary to take a set of functional, instrumental, and institutional measures aimed at stimulating investment and ensuring sustainable socio-economic development of Russia. In particular, in the context of a shortage of domestic sources of financing for long-term investments, it is important to provide regulatory macroeconomic support for the inflow of foreign direct investment into the Russian economy. In this regard, the authors propose to change the monetary policy strategy to increase the stimulating role of refinancing of credit institutions and the projected exchange rate in attracting domestic and foreign long-term investments and ensuring sustainable development of the Russian economy. The authors also propose to increase the role of foreign exchange regulation and foreign exchange control in stimulating investment and ensuring sustainable socio-economic development of Russia.

The article examines the role of digital innovation in the business efficiency of small and medium-sized enterprises and the economic security of the country. The results of the analysis of the state of digitalization in small and medium-sized businesses. The directions of implementation of digital innovations are analyzed. It is shown that enterprises implementing innovative strategies adapt faster to changes in the external environment. On the basis of the results of sociological surveys published in open sources, the priority directions of implementation of digital innovations by small and medium-sized enterprises in Russia are identified.

The research features the problem of searching for a model of relations between the state and the business in the conditions of the changing development vector of the Russian economy. An important place in this discussion is the issue of the boundaries of the public and private sectors. Based on the analysis of modern approaches to models of government-business relations, the authors define the role of relations in the state-business tandem. The most effective form of relations is public-private partnership. The development of the partnership between the state and the business is a mechanismfor the implementation of socially significant projects, as close to the market as possible. It contributes to the socio-economic development and the changes in the development vector of resource regions. The paper introduces a classification of relations in the "state-business" tandem. The authors use the basis method of comparative analysis to distinguish two diametrically opposite models of state-business interaction, i.e. pluralistic and corporate. The approach based on the dichotomy of a liberal and a coordinated model is more promising for analyzing the interaction between the state and the business in regions with a mono-profile orientation.
