Factors and entities of development of gastronomic tourism in each region and the reasons of their uneven application are allocated. The perspective areas of gastronomy tourism development in Ukraine to create a promising and competitive product on the international market of tourist services are outlined. Ukraine as a new tourism destination is increasingly establishing itself on the tourists’ travel map. The information is supplemented by various ratings from international tourist guides, which recommend travelers to turn their eyes to Ukraine. In Ukraine, the tourism industry is in its infancy, but its operation has a significant impact on the economy and is quite promising. Ukraine has very promising conditions and opportunities for activating the tourist capacity, in particular, due to the availability of unique natural and recreational resources, historical and cultural monuments, rich flora and fauna, areas of various forms of recreation, interesting and delicious dishes. Forming the innovation clusters, which are groups of enterprises, firms, organizations, and institutions operating in one (or several related) business area by economic interests and regional characteristics is one of the perspective forms of economic integration and development in the tourism industry of Ukraine. The advantage and novelty of the cluster approach are that it provides significant importance to the microeconomic component, as well as the territorial and social aspects of economic development. In modern conditions, the improvement of methods of organizational, financial, and resource-based support for tourism development at the macro, meso-, and micro levels is highly relevant. The intensification of the tourism companies’ activity should be based on the expansion of the possibilities of regional investment processes management in the specified direction and the combination of efficient state regulation of the economy with market self-regulation.

There was proposed a method for evaluating the complex risk of tourism industry in the settlements of the municipality on the basis of expert procedures. Expert data on four aspects of the existence of risks and strategic benefits in the settlements was described on the example of one of the districts of the Moscow region: the first aspect is motivational characteristics of the local population and local leaders; human resources and opportunities for training of tourism personnel, infrastructure indicators of the tourism industry, regulatory support for the management of the tourist industry; the second one is environmental factors that affect tourism and recreational activities, and opportunities of the health care system for servicing tourists; the third aspect is municipal factors associated with the development of roads and transport, territorial disparities in the level and quality of life of the population, the costs of tourism infrastructure; and the fourth one is the possibility of development of settlements in connection with the development of their tourism potential, interregional ties and geographical position. Quantitative indicators for the complex potential benefits and risks of comprehensive development of tourism were introduced, grounded and experimentally tested on the example of settlements in the studied area. The analysis of the qualitative opinions of experts about the benefits and risks in the settlements of the district was made as an additional argument of summary quantitative findings. This allowed a more detailed dive into the problems of specific territories and their specialties of the development in tourism activities.

The main goal of this chapter is to evaluate the relative efficiency of tourism development in 33 European countries using a Two-stage DEA model for the seven-year time period. The output-oriented DEA model with a variable return to scale has been applied, with one input variable (government expenditure for travel and tourism (T&T)) and four output variables (average receipts per arrival, number of international tourist arrivals, T&T share of GDP and T&T share of employment). Results of the first stage showed that the lowest average efficiency scores were achieved in countries that recently joined the European Union, while a significant increase of efficiency is observed in the results of Western Balkan countries. The highest average efficiency score achieved countries in the EU15 group. Results of the second stage indicate the statistically significant relationships of the tourism efficiency scores with average international tourism receipt per arrival, tourism industry share of GDP and share of employment, government prioritization of tourism industry, visa requirements, number of rooms, rate of use and number of natural sites.

The paper declares the relevance of scientific and theoretical analysis of contemporary tourism due to the growing role of tourism in the global economy, politics, social sphere and culture. The paper aims to analyze the main problems, trends and prospects of the tourism industry in the context of drastic changes in the contemporary world. The authors rely on statistical indicators of tourism industry development within the interdisciplinary approach, analyze economical and political context where Russian and global tourism is developing, and apply cultural studies methods, taking into account urban studies and regional studies. A series of industryspecific problems is identified: tourism is “held hostage” by the political situation, which eventually has a negative impact on tourism market players and end consumers of the tourism product; the high risk level in the tourism business combined with the imperfect legal framework also destabilizes the market, while managerial and technological decisions adopted along with adjustments introduced in the industry law demonstrate insufficient efficiency. The authors note the need for drastic changes in the system of industry regulation and the fact that, besides the economic and political context, it is crucial to take into account tourism’s social and cultural aspects. At the same time the authors focus on one of the most indicative of these – tourism’s relation with the urban culture. The conclusion is made that tourism development has a contradictory effect. In certain cases, we face its negative side, which causes “tourism phobia” among the local population and other problems. But correct approach may turn “cons” into “pros”. That said, innovations related to social and cultural aspects of the tourism field demonstrate the pressing need for its reformation once again.
