At the present stage, tourism plays a key role in the economy of the state. The tourism industry contributes to the development of small business and job creation, stimulates the transport, communication, sphere of services, trade, construction, manufacturing of consumer goods. For Russia development of its tourism potential and the service sector is very relevant. The article reviews and analyzes the potential capabilities and features of tourism development in Penza region. Penza region has great possibility in the specified direction, but its tourism and recreation potential is not fully implemented. Therefore, there is necessity for elaboration of a complex of measures aimed at tourism industry development, correlated with the real economic and social conditions in the region

The coronavirus pandemic has had serious economic consequences. As a result, the demand for consumer goods and services has fallen sharply, and the service sector is suffering huge losses. Accordingly, revenue also fell, while the mandatory costs remained unchanged: loan payments, rent payments, salaries, taxes and social contributions. The resulting cash gap is likely to lead to massive bankruptcies.

The article examines the questions of informational and methodological support of the assessment procedures and analysis of the benefits and risks of tourism development at the municipal level. There was proposed a method for evaluating the complex risk of tourism industry in the settlements of the municipality on the basis of expert procedures. Expert data on four aspects of the existence of risks and strategic benefits in the settlements was described on the example of one of the districts of the Moscow region: the first aspect is motivational characteristics of the local population and local leaders; human resources and opportunities for training of tourism personnel, infrastructure indicators of the tourism industry, regulatory support for the management of the tourist industry; the second one is environmental factors that affect tourism and recreational activities, and opportunities of the health care system for servicing tourists; the third aspect is municipal factors associated with the development of roads and transport, territorial disparities in the level and quality of life of the population, the costs of tourism infrastructure; and the fourth one is the possibility of development of settlements in connection with the development of their tourism potential, interregional ties and geographical position. Quantitative indicators for the complex potential benefits and risks of comprehensive development of tourism were introduced, grounded and experimentally tested on the example of settlements in the studied area. The analysis of the qualitative opinions of experts about the benefits and risks in the settlements of the district was made as an additional argument of summary quantitative findings. This allowed a more detailed dive into the problems of specific territories and their specialties of the development in tourism activities.

The article is devoted to the study of the urgent topic of the development of tourism potential as a basis for youth events. A model of the system of tourism potential components is presented, which includes the natural resource potential of the tourism sector, historical and cultural potential, infrastructure potential, financial potential, information potential, investment potential, managerial potential, social potential of the tourism sector, labor potential. Due to the fact that the tourism potential of the territories is a system, its main features are distinguished: dynamism, hierarchy, ability to transform, inversion, development, etc. Due to the fact that at the present stage, potential management problems are becoming more complicated, included in the tourist potential of the territories, the management of territories in the field of tourism development, including its potentials, should develop as a synthesis of two aspects: improving scientific and practical activities and developing management phenomena as art. A special role is given to youth events, highlighting the largest and most important ones that are developing in certain parts of Russia. These regions have the most powerful tourism potential and tourist infrastructure.

Tourism industry in the modern era is emerging one of the largest service-sector industry which is contributing in many ways towards economies through generating national income as well as by creating job opportunities especially for local population and thus become an avenue of socio-economic development and cultural exchange. Travel and Tourism is not only an activity for leisure and entertainment but it is also enriching and energizing activity. Uttarakhandone of the most beautiful state in the northern belt known as ‚Devbhoomi‛ or ‘Abode of Gods’ is a site of temples and pilgrimage, endowed with salubrious climate, exotic greenery, rich flora besides its rich culture. ‚Kumaon‛one of the two region of the state Uttarakhandattracts large numbers of tourists and is becoming as one of the preferred choice of visit among travellers. Beside all this the tourism industry in the Kumaunregion is facing some issues and challenges which need to be considered to capitalize the potential of tourism in the Kumaun region. The present study tries to examine the Challenges and scope of tourism development in the Kumaun region of the Uttarakhand state, the nature of the research is qualitative and employs the secondary sources of data. The results of the study reveals that there are challenges for tourism development, but with certain improvements and proper planning the region can be developed as one of the best tourist destination because there is vast scope in new forms of tourism and which can be capitalized with proper and efficient planning and execution

The article is aimed at developing approaches to regional innovation policy within the framework of the model of innovative interaction of the quadrangle: power – science (education) – business – civil society. Based on the analysis, systematization and generalization of data on the tourism industry of Ukraine in general and of the Poltava region in particular, it was found out that, primary, it has significant potential for economic development, especially for small business enterprises; secondly, the potential to become a platform for the development of innovative interaction of the quadrangle: power – science (education) – business – civil society. The publication proposes an algorithm of development of strategic approaches to development of the tourism potential of Poltava region on the basis of RIS3 methodology. These strategies facilitate the economic transformation through cooperation in the field of innovations of regional governing bodies, small business enterprises, NGOs and representatives of the scientific and educational environment, that is, take into account local conditions for conducting tourism business. On the basis of the typical RIS3 management system, the management structure at the local level has been worked out and the priorities for the development of the tourism potential of Poltava region for the near future are determined. At this, all participants of such a system are tasked with a certain cultural change, namely: formation of practices of openness, mutual trust, interaction, mastery of new knowledge. The prospect of such interaction is to provide new opportunities for business representatives (including small businesses), NGOs, and the scientific community to participate in the processes of preparation and decision-making through establishing communications with relevant local authorities, building new horizontal economic and social cooperations, sharing knowledge and experience. RIS3 proposed for Poltava region is a platform for the formation of new economic and social relations in the tourism sector.


In today's world, recreation and tourism have a greater social value. The development of tourism activities in the region is part of the socio-economic complex, and directly affects sectors such as industry, trade, transport, agriculture and production of consumer goods and is one of the promising areas in the formation of the economy's GDP. It is the existing tourist resources and the main objects of tourist infrastructure that create the need for a detailed study and analysis of their state of use and prospects in tourist activity. The article analyzes the current state of development, problems and prospects of the tourism industry of Poltava region. The subject of the article is the peculiarities of tourism development in Poltava region. The aim is to identify the features, problems and prospects of tourism development in Poltava region. Tasks: identification of features of the market of tourist services of Poltava region and prospects of development of tourist services. General scientific methods are used: analytical, static, descriptive, comparative. The following results were obtained: based on the study, it was found that Poltava region has a strong tourism potential, but also has weaknesses in tourism development. It is proved that Poltava region can offer competitive tourist products in all promising tourist areas and has all the opportunities to successfully enter the tourist market, provided that the existing problems are overcome. Conclusions: it is necessary to increase the level of the main areas of stimulating tourism, which will strengthen the economy, fill the budget, create a strong tourism industry and preserve the historical and cultural heritage.

The article is devoted to the rural tourism development in Orenburg region. The author discloses the concept of "rural tourism", determines its importance for global and regional economy. The article specifies the factors affecting the rural tourism development, as well as analyzes climatic and geographical and historical potential of the region necessary for of this type of tourism industry. The article describes the European experience of the tourism industry development, in particular in Germany. The author gives statistical information of Federal Ministry for Food and Agriculture of Germany for the past 9 years, considers the stimulating tools of rural tourism, which can be offered to the approbation in the domestic tourist space. Assessing the competitiveness of the tourism industry in Orenburg region takes special place in the article. The author demonstrates resource potential and uniqueness of the region in the country’s tourist space and highlights the urgent problems related to the development of this type of tourism. There is an imbalance between the potential and actual economic indicators of rural tourism due to the relative "youth" of the tourism industry and the weak development of Ural tourist area. The author proves the feasibility of financing and promoting rural tourism in Orenburg region. The article highlights the relevance of measures for the conservation and use of the region´s tourism potential as a factor that favorably impacts on employment in rural areas and enhances economic indicators of the tourism industry in the region. The article confirms the weighty significance of the tourism industry in the regional economy development.

Urgency of the research. One of the most urgent topics for the development of a modern economy is the provision of security at various levels. In the conditions of instability of socio-economic development, political system, military con-flicts and activization of the terrorism threat the issue of the formation of effective mechanisms of state regulation of the security of economic systems are of particular relevance. Target setting. The instability of the environment, the problems of financial and economic security, the social unrest, the problems of terrorist threat, hybrid and local military con-flicts significantly reduce the potential for tourism development. Consequently, it is advisable to determine the possibili-ties of ensuring the safety of tourists with the mechanisms of state regulation in order to ensure the preconditions for the development of the world tourism industry. Actual scientific researches and issues analysis. The main source of static information for analyzing problems and prospects for tourism development is the World Tourism Organization [1]. The main legal document which regulates tour-ism activity in Ukraine is the Law of Ukraine "About Tourism" [2]. The analysis of literature is presented in works [3-10]. The issue of building an effective state policy at the global and national levels, aimed at the safety of tourists and the development of the tourist industry in an unstable and constantly changing environment hasn’t been decided. The research objective. The purpose of the research is to form the effective mechanisms of security system for tourists, which will contribute to the development of the tourism industry on the global level. The statement of basic materials. The problem of ana-lyzing the impact of the safety factor on the development of tourism is researched. Possible ways of providing an effective system of tourism security of the tourism industry through the implementation of global mechanisms of the state policy of tourism development are analyzed. Conclusions. As a result of the research, the relevance of the topic of tourist safety is identified as one of the main ele-ments for increasing the level of development and realization of tourism potential.

The article is devoted to solving the problems of tourism development on unrecognized and partially recognized territories through creation of a modern information infrastructure of tourism and recreational sector. The article shows the current geopolitical trends in the world related to the separation, merger and self-determination of different territories. In this regard, the political importance of tourism and its social responsibility worldwide is noted. It is shown that tourism can and should contribute to the strengthening of mutual understanding between different cultures and territories, thereby easing geopolitical conflicts. The author raises the issue of a possibility of tourism industry development on the territory of small states with limited recognition, which are on the stage of registration of their statehood and adaptation of their economy to new conditions. Possibilities of information infrastructure creation and, its development and promotion on territories with limited recognition are considered. Donbass has been taken as a multi example. The article substantiates necessity of creating a Single Multilingual Tourism Portal as a mechanism of promotion of tourism potential of a territory and development of domestic tourism. The author shows the prospects of informational support of a territory and tourism in the Internet resources such as Wikipedia and Google Earth. Recommendations and descriptions of specific steps for conducting a large-scale Republican campaign to promote the region as an attractive tourism area are provided. The author concludes that tourism is an incentive of civilization diversity in the context of modern geopolitics, able to improve mutual understanding between nations and accelerate international recognition of unrecognized or partially recognized territories.
