The article is devoted to the development of methods for the development of modern economic systems, taking into account the influence of various groups of innovative factors. The structural elements of the innovative economy and features of the stability of modern economic systems are revealed, and the main types of stability and ways to increase it are determined. The object of study is multicomponent economic systems are industrial enterprises that are directly affected by various innovative development factors. It has been determined that the increase in scientific and technical information through its acquisition in the production process involves the modernization of production and advanced training of workers, which in turn leads to a change in the factors of production. In Russia, the problem of investing in the innovation sector of the economy is now very urgent and is associated with a number of reasons: absence or weak development of the innovation infrastructure; distrust of potential investors in Russia and enterprises in its regions; need for significant modernization of the country's economy, technical and technological re-equipment of enterprises; lack of sectoral funding (especially R&D), etc. There is the technique that allows effectively carrying out various planning and innovative development processes at high-tech enterprises in modern economic conditions. It has been established that product technological innovations due to more efficient use of equipment, materials and partial changes in technology, make it possible to obtain an improved product.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

Modern economic institutes, in particular, insti-tutes of stateprivate partnership and insolvency and their influence upon ensuring a stable qualitative de-velopment of national economy are under consideration. Institutes come out as fundamental factors of functioning economic systems in long-term and me-dium-term prospects. Market forces cannot function efficiently in inadequate and uncontrollable environ-ment inasmuch as the operation of such forces is contradictory and frequently couterproductive. Under a stateprivate partnership is understood a system of relations between a state sector (state or municipal authorities) and a private sector (business) legally and institutionally secured with the purpose of the development of socially and strategically meaningful branches of national economy to protect social interests and to increase competitiveness of industrial enterprises at the heart of which underlying principles of equal rights, rational partnership, distribution of risks and proceeds, joint operations of state and private sectors. The institution of insolvency (bankruptcy) is one of the most complicated institutions of market (mixed) economy as it combines in itself the compo-nents of cost-effectiveness and social trend. Russia must have effective economic institu-tions including those of state-private partnership and insolvency (bankruptcy) for the transition from a model of an overtaking growth to the model of advanced development.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

The article develops and substantiates the theoretical and methodological and applied principles of innovative development of agricultural production in the context of digitalization of the economy. In modern conditions, the key to sustainable development and efficiency of the agricultural sector is the use of advanced technologies and developments, including digital, which is especially important for our state, which aims to form an information society. It is determined that informatization and globalization of the economy, as well as reducing the share of traditional ways and industries, expanding the service sector, knowledge-intensive and high-tech industries are prerequisites for structural transformations of the economy, which are necessary for innovative development and digitalization. It is noted that by overcoming information barriers, increasing production capacity and changing the nature of production processes, digital technologies can make economic development more inclusive, efficient and innovative. The current level of digitalization of the economy allows to organize mechanisms for collecting, processing and delivery to the place of use of basic and effective information with minimal use of labor, material and financial resources to perform these functions. Having relevant information is a unique competitive advantage of businesses, which allows them to increase the accuracy of forecasting their activities and, thus, to ensure economic stability. By simplifying tasks and increasing the productivity of existing factors of production, digital information and communication technologies can significantly increase the economic efficiency of agricultural production. It is established that for a harmonious combination of all possible directions of innovative development it is necessary to create certain conditions, the main of which is a single digital platform, the formation of which will promote innovative development of agro-industrial enterprises, which is a necessary and sufficient condition for structural and sectoral transformations.

The aim of the article is the theoretical justifcation and development of the organizational and economic mechanism for the formation and development of a regional intentional complex, where innovative components dominate. It should be noted that in recent years in the region there have been trends in the deepening of the newest forms of relations and interconnections based on the expansion of inter-sectoral and sectoral integration of industrial enterprises, the progress of the formation of forms of regional industrial systems is traced, prerequisites are created for the emergence of new forms of integrated cooperation of the subjects of the innovation process. In modern conditions, the current model of the competitive development of the industrial complex of the region is based on the broad and effective interaction of various participants in the development and commercialization of innovations, which requires a search for forms and directions of its strengthening. The need to strengthen the innovative component of the industrial complex, contributing to its innovative development, involves the search for new modifed organizational and economic mechanisms for the innovative development of the industrial system based on the assessment of trends and development features of new system interactions. Meanwhile, the process of transition to a model of innovative development is objectively closely related to the need to concentrate efforts on the formation of a systematic methodology for managing the innovative development of the region. The article focuses on the development of organizational and economic mechanisms for the innovative development of the regional industrial complex. In particular, attention is paid to the intensive factors of industrial production growth. To achieve the goal, several main tasks were set and solved in the article.. The state of fxed assets for the development of industrial production in the region has been studied. The region was also evaluated based on the influence of innovation and investment factors. The current state and trends in the development of industry in the Tashkent region are analyzed, the basic prerequisites for the creation of an innovative industrial system in the region are studied, and trends in the innovative development of industry in the Tashkent region are evaluated. In conclusion, recommendations are given for eliminating the imbalance between the existing regions, as well as for accelerating the development of new high-tech industries of the industrial complex

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. The Impact

Currently, the development of modern economic systems takes place in a continuous increase in the requirements for the quality and reliability of their innovative functions. This creates the need to search for new sources of their increase in the course of innovative development of companies. In this paper, the study of existing approaches to assessing the reliability of the development of innovative economic systems based on determining the level of their structural survivability. It is noted that the achievement of reliability of innovative development of the organization is provided by choosing the most effective project, taking into account the internal capabilities of the company and the degree of influence of environmental factors on it. The choice is based on the mechanism of determining the impact of the level of structural survivability on the effectiveness of projects with different innovation orientation. The results of the study on the example of petrochemical enterprises showed that in the current conditions of development, the impact on the personnel component of the production potential of the company will give the greatest effect to achieve the reliability of the development of innovative economic systems.
