The issues of "green" economy as a paradigm for the development of agricultural sector of the country's economy is analyzed. The main elements of the transition to ecosystems are summarized: price regulation in accordance with the basic principles of sustainable development of rural areas; reforming and developing an "ecological" tax system; sustainable public investments and their increase in natural capital; socially oriented strategies. The ways of implementing the concept of "green" economy: general economic and technological are shown. The main objectives of its development as significantly reducing the adverse impact on the environment and risks of environmental degradation are determined, as well as the possibilities and prerequisites for expanding its sphere in agriculture of the republic. It is noted that several projects have already been implemented in Kazakhstan that fully meet environmental criteria. It is indicated that in rural areas there are necessary conditions for production process of organic products. Data on organic producers of the Republic of Kazakhstan and other types of operators in the world are presented. As a result of the study, it was concluded that the ultimate goal of green economy is to create living conditions that optimize the interaction of its financial, environmental and social components, the relationship with the most advanced agricultural enterprises, the development of environmental management support programs that stimulate the formation of innovative networks and cluster structures in rural areas. The main principle of "green" economy is the expansion of organic agriculture sector, introduction of certificates for environmentally friendly products and increase in their exports.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

As the Republic of Moldova has limited opportunities to provide generous financial support to farmers, it is extremely important to efficiently use subsidy means, so as to contribute to the development and modernization of agriculture and rural areas. The development of agriculture in a dynamic way can be achieved on the basis of an efficient subsidy system, administered, monitored and evaluated. The aim of the research is to analyse and evaluate the efficiency and impact of subsidization on the development of the agricultural sector and to ensure a stable increase in agricultural production, emphasizing main support measures in this direction. To carry out this study, various research methods were used, such as: observation method, table method, analysis and synthesis method, comparison method, monographic method, statistical data collection. This article presents an analysis of the evolution of the subsidy fund for agricultural producers, which has increased 2.25 times in the last 7 years. There has also been analysed the structure of beneficiaries of subsidies according to the legal organizational form, who received subsidies during the reference period. It has been found that households are in the top of beneficiaries of subsidies who had a share of 62.03% in 2018. The distribution of subsidies by development regions and per one hectare of agricultural land in the profile of development regions has been studied and it has been found that the predominant share is held by agricultural enterprises in the Centre region, about 38.9% of the means of the subsidy fund. The results of the research show an increase in the subsidy level, through support measures. In this context, we can mention that the support measures must ensure an efficient use of the subsidies

The goal is to consider the priority areas of green economy concept: principles, factors, mechanisms and prerequisites for Kazakhstan's transition to the implementation of environmental policy. Objectives – to show the need to develop government programs for the long term and their stages to move towards ecosystems; substantiate that the dynamics of response and effective functioning of the labor market play a key role in facilitating transformation to a resource-saving economy, increasing the number of jobs in this industry. “Green” growth is also an opportunity to expand the labor market. At present, the totality of global environmental and economic threats and challenges has put the world economic science in front of the need to search for new ways of developing the world economy. Methods – in the research methods of scientific analysis, comparison and synthesis were used. Results – the authors carried out a search and proposed a formulation of the most accurate and capacious modern definition of eco-innovation, which unambiguously reflects their essence. Domestic and international scientific developments on the issue of sustainable development of a new model for reducing environmental deficit have been studied. Conclusions – the authors state that in order to comply with international standards, agricultural sector of the republic needs to be updated. Expansion of the organic agriculture sector could be an alternative to the existing management models. The article also focuses on the fact that the concept of "green" economy does not replace the strategy of stable forward movement, but focuses on "green" sectors as new engines of growth aimed at improving the quality of life of the population while minimizing the depletion of natural resources and preserving nature.

Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

The relevance of the research topic is to study the features and factors of human capital formation in the agricultural sector. Purpose: the analysis and assessment of the key macroeconomic indicators, socio-economic factors and institutional conditions of investment ensuring formation of the human capital in the Republic of Belarus. Methods – analysis, synthesis, comparisons, tabular, etc. Results of work: the development of human capital allows us to solve numerous socio-economic problems and accelerate the innovative development of the agricultural sector. Human capital is becoming the main source of change in society, as well as a factor in its improvement and transition to a new quality. There is an important problem of the lack of smart and resourceful people in the agricultural sector. It requires people with a high level of professionalism, good knowledge and skills. Nowadays, the possibilities of using and developing innovative labor potential and the effective involvement of resourceful people in labor activity are unfortunately limited. Conclusions: the characteristics of the formation of human capital in the agrarian sphere have been studied, as well as the evolution of their development. The factors determining the accumulation of human capital in agroindustrial complex have been systematized. The main problems of the shortage of agricultural specialists have been identified. These problems are the decline in the vocational qualifications of workers, the outflow of personnel from rural areas, the decline in the prestige of agrarian professions and as a result reluctance of graduates to go to work after their education.

The paper presents the issues related to the green economy in the agricultural sector. In order to discuss it, an analysis of the subject literature was carried out and some selected statistical data describing the process of greening of agriculture were presented. The timeframe of the analysis covered the years 2010-2015. The GUS and Eurostat were the source of the used values. Studies have shown that almost all EU countries have increased the area of organic agricultural land in the surveyed period (except for Great Britain). In addition, the article presents the results of pilot studies conducted in the Lodz Region, aimed at diagnosing key barriers to the development of the green economy in rural areas. According to the research, the insufficient level of knowledge of farmers in this area is an important obstacle to building a green economy in rural areas.

Abstract. The article highlights the relevance of the modernization of production and economic activity of enterprises and farms of the agricultural sector in the context of institutional transformations. The analysis of modernization studies by fundamental and applied economic science is carried out, the problem statement is made.The results of researches of agrarian economic science on the main directions of modernization of production and economic activity of agricultural enterprises and farms are given. The generalization about belonging of modernization to economic categories has been made, which reflects the general properties of real reality and serves as a natural mechanism of its upward development due to the improvement of the man of production and economic activity, provides economic progress and improvement of the level and quality of life of the population. Institutional changes have been identified, as evidenced by an overall increase in the number of agricultural enterprises, a decrease in farms and annual fluctuations in the number of agricultural entities. It is established that in agriculture, agricultural enterprises and farms are focused on the production of grain and legumes, sunflower and sugar beet, while households are mainly engaged in growing potatoes, vegetables, fruits and berries. In animal husbandry, agricultural enterprises have a certain advantage in the production of meat (in slaughter weight) and eggs, and households dominate dairy cattle, sheep and beekeeping.The importance of each category of farms in the agrarian sector of the economy in the production of basic agricultural products is determined. The arguments about the need for modernization of production and economic activity of agricultural enterprises and farms are presented.The complex of measures of modernization of production and economic activity of the studied subjects is substantiated, economic individualization of which is combined with processes of cooperation and agro-industrial integration in clusters of integrated territorial communities of rural areas. Abstract Agriculture sector holds an essential role in Latvia’s economy and play significant role in keeping rural areas as a habitable environment (approximately 32 % of the population lives in rural areas). The agricultural sector is responsible for 28.5 % (2018) of total non-European Union Emissions Trading System (non – EU ETS) greenhouse gas (GHG) emissions in Latvia. The largest part of emissions is related to agricultural soils (59.3 %) and enteric fermentation 32.6 % (mainly dairy and beef cattle). The GHG emissions trend of recent years shows a gradual and steady increase in GHG emissions for example between 2005 and 2018 +12.5 % and during the period 2013–2018 emissions increased by 2.12 %. According to Latvia’s National Energy and Climate Plan 2021–2030 (NECP), total GHG emissions in the agricultural sector are expected to increase in the period from 2020 to 2030, mainly in the enteric fermentation and agricultural soil categories. To achieve determined targets for Latvia’s non-EU ETS sector in 2030 and be on track to reach climate neutrality in 2050, the agricultural sector has to contribute to GHG emission mitigation. For the agricultural sector, improved food security and climate smart activities will be necessary to achieve GHG emission reduction. Existing policies and measures (WEM) as well as those which are included in the NECP as additional measures (WAM) were used to assess more suitable measures to move on climate smart agriculture (CSA), that could help to decrease GHG emissions at the farm and state level as well as is expected to contribute towards achieving the commitments in the plan. To achieve the aim of the study, a combination of the Delphi method together with multi-criteria analysis (MCA) is utilized to find a set of top GHG mitigation measures in the future. Results show that, in the future, the measure support the development of innovative technologies and solutions to promote resource efficiency in agriculture is essential to move on climate smart agriculture.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The agricultural sector has a multifunctional role in the development of an area. Bali Province is one of the provinces in Indonesia that uses rural areas as a gateway to the agricultural sector that supports the tourism sector. The contribution of the agricultural sector in 2017 amounted to 13.07 percent of the GRDP of the Province of Bali, number two of the 17 sectors (the sector of providing accommodation and food and drink occupy the first position, amounting to 22.82 percent. The purpose of this study was to map the growth typology of each sector in the Province of Bali, and evaluated the performance of the agricultural sector in the Province of Bali from 2013-2017. The location of the study was conducted in the Province of Bali, carried out deliberately (purposive) with the consideration that there has been a very alarming increase in the conversion of agricultural land functions in the Province of Bali. The typology used is Klassen, LQ (Location Quotient, and DLQ (Dynamic Location Quotient). The results of this study are the agriculture, forestry, and fisheries sectors in quadrant II, namely the advanced but depressed sector, as a whole is a “prospective” agricultural sector, the sector it has a basic role during 2013-2017 but this sector does not have the potential to remain a base sector because the growth rate of the agricultural sector in Bali Province is slower than the national level.
