Abstract. The article highlights the relevance of the modernization of production and economic activity of enterprises and farms of the agricultural sector in the context of institutional transformations. The analysis of modernization studies by fundamental and applied economic science is carried out, the problem statement is made.The results of researches of agrarian economic science on the main directions of modernization of production and economic activity of agricultural enterprises and farms are given. The generalization about belonging of modernization to economic categories has been made, which reflects the general properties of real reality and serves as a natural mechanism of its upward development due to the improvement of the man of production and economic activity, provides economic progress and improvement of the level and quality of life of the population. Institutional changes have been identified, as evidenced by an overall increase in the number of agricultural enterprises, a decrease in farms and annual fluctuations in the number of agricultural entities. It is established that in agriculture, agricultural enterprises and farms are focused on the production of grain and legumes, sunflower and sugar beet, while households are mainly engaged in growing potatoes, vegetables, fruits and berries. In animal husbandry, agricultural enterprises have a certain advantage in the production of meat (in slaughter weight) and eggs, and households dominate dairy cattle, sheep and beekeeping.The importance of each category of farms in the agrarian sector of the economy in the production of basic agricultural products is determined. The arguments about the need for modernization of production and economic activity of agricultural enterprises and farms are presented.The complex of measures of modernization of production and economic activity of the studied subjects is substantiated, economic individualization of which is combined with processes of cooperation and agro-industrial integration in clusters of integrated territorial communities of rural areas. Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

The article discusses a non-standard view of the formation of human capital for work in organizations of the agricultural sector of the economy, in the context of modern socio-economic transformations. In the classical sense, human capital for agriculture should be formed and developed in rural areas. But in real life, this is not always the case, because there are many factors that prevent the classical solution of this problem. First, the demographic factor affects, second, social and household factors, and third, in many rural areas there are no working agricultural organizations where qualified agricultural specialists can work. All these and other circumstances actualize the problem of the quality of human capital in rural areas in relation to the development of agricultural production.

What works to reduce child labor in agriculture? In this paper, we evaluate two randomized livelihood intervention programs, aimed to reduce child labor, particularly in its most exploitative forms, in rural areas of Peru and the Philippines. In the first randomized experiment, we evaluate a livelihood intervention provided to farmers in Peru that use the labor of their children on their family farms, accompanied by an education intervention aimed to improve the quality of schools and an awareness-raising intervention. In the second randomized experiment, we evaluate the incremental effect of the livelihood intervention implemented within a similar program in the Philippines, focused on the sugarcane agricultural sector. We find that when livelihood interventions were provided alone, they did not manage to improve economic conditions, and hence generally failed to reduce child labor rates in rural areas. However, when the livelihood intervention was combined with measures to improve the quality of education in Peru, we see a reduction in hazardous child labor and child labor overall. Awareness-raising interventions, aimed at changing the perceptions of parents through community interaction, appear to have also had an effect in the reduction of child labor, and these effects were reinforced by education interventions. Results indicate that a comprehensive approach including livelihood support with education and awareness-raising components is a more effective way to reduce child labor and hazardous labor for children in the agricultural sector.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The economic and political transition brought many challenges for the Hungarian agricultural sector. The break-up of large agricultural holdings had serious negative impacts on food production and on the export of agricultural products. Capital intensive profit-seeking intermediaries dominate the trading of agricultural goods that has injurious effects in terms of downward pressure on production prices and an increase in consumer prices. Cooperatives have a key role in effectively tackling the common challenges that small-scale producers have to face. More vertical integration along the food chain could contribute to providing rural employment and to an increase in living standards in rural areas. This study reviews the development, the specific features and the driving forces of modern cooperatives in Central Europe in general, and in Hungary in particular. The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

The article deals with the main aspects of the stages of development and construction of an optimization of the economic and mathematical model of agricultural enterprises' resources for identifying reserves of resource potential, its rational use and increase of the economic efficiency of economic activity. Some economic indicators of functioning and development of agricultural enterprises that can be taken into account when compiling an optimization model are analysed. The basic stages of construction of the economic and mathematical model and their characteristic features are revealed. Applied testing of mathematical calculations has been carried out for the agricultural enterprise LLC UM-Vatutino, which wants to optimize the structure of its production in order to ensure maximum overall profitability. The developed economic and mathematical model provides the main activities of the UM-Vatutino LLC. They are the cultivation of grain and forage crops, cows of various productivity. Such a model can be used to analyse and identify the reserves of resource potential of enterprises of any form of ownership, at different periods of time, as well as to identify features of strategies for improving the economic efficiency of economic activity of the enterprise itself and its individual units. In addition, the constructed model can be modified both structurally and substantively. The analysis results are processed by means of one of the office programs of Microsoft Office Excel spreadsheets. Data analysis has been performed with the use of the "Solver" tool in spreadsheets. It allows finding an optimization solution with a large number of variables. As a result, it has been confirmed that the application of economic and mathematical methods is very effective in assessing not only the resource potential of agricultural enterprises, but also optimizing the volumes of sales of products, feeds, raw materials for another. The process of modelling in the activities of agricultural enterprises gives the opportunity to make managerial decisions at various stages of the operation and development of the enterprise.

The development of foreign economic activity in the conditions of protectionist measures in the domestic markets of Ukraine is one of the main directions of increasing the level of competitiveness of domestic enterprises in the agricultural sector. Entering markets with a high level of competition and the widespread use of modern technologies creates opportunities for new experience and knowledge, which can be key factors in the success of the enterprise in the future. The foreign economic activity of Ukrainian enterprises in the agricultural sector is characterized by high potential for further development, however, in the current and retrospective perspective does not show effective trends for rapid growth in the future. Therefore, it is necessary to develop and use a number of scientifically sound proposals that logically follow from the results of the analysis and take into account the national characteristics of doing business in a high level of economic and political instability. The article analyzes the dynamics of export-import operations in the field of agricultural products, formed a classification of factors influencing the development of this industry, and which, unlike others, is based on the impor-tance of these factors, which allows to build an exhaustive list of those factors. whose impact is insignificant and taking into account those whose impact cannot be ignored, as they can play a crucial role in ensuring a certain level of success of domestic agricultural enterprises in international markets. This made it possible to formulate the author's proposals to improve the process of selecting alternative factors for assessing the foreign economic activity of enterprises in the agricultural sector in international markets. Вихід на ринки з високим рівнем конкуренції та поширеним використанням сучасних технологій створює можливості для здобуття нового досвіду і знань, які можуть бути ключовими факторами успішності підприємства у майбутньому. У статті проведено аналізування динаміки експортно-імпортних операцій у сфері сільськогосподарської продукції, було сформовано класифікацію факторів, які впливають на розвиток цієї галузі, і яка на відміну від інших, базується на врахуванні вагомості цих чинників, що дозволяє побудувати вичерпний їх перелік відкинувши ті фактори, вплив котрих є не суттєвими та врахувавши ті з них, чий вплив не можна ігнорувати, оскільки вони можуть відігравати вирішальну роль у забезпеченні певного рівня успішності вітчизняних підприємств аграрної сфери на міжнародних ринках.Ключові слова: конкурентоспроможність, зовнішньоекономічна діяльність, підприємства аграрної сфери, класифікація факторів, методико-прикладний інструментарій.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

This article substantiates that innovation is objectively necessary to ensure sustainable development of agricultural enterprises and the agricultural sector. The study notes that the introduction of digital technologies such as the Internet of Things, cloud computing, big data, blockchain, artificial intelligence, robotics can be widely applied in the agricultural sector. It is noted that the agricultural has a number of specific features: a variety of biological objects that are affected; various and complex technological processes, distribution of controlled parameters over a large area; high risks of the external environment. In this regard, the use of technologies for working with large data arrays is especially important here. The smart Agriculture concept will allow monitoring the growth of crops, a decision-making system for irrigation and the choice of fertilizers. The main goals of introducing digital technologies into agricultural production are to increase labor productivity, increase the quantity and quality of products. The introduction of digital technologies will make it possible to manage the quality of agricultural products through the introduction of modern breeding and genetic developments, provide an individual approach to the maintenance and feeding of livestock and poultry. The use of digital technologies has a positive environmental effect and will reduce the harmful impact on the environment. Updating the technological base of agricultural production through the use of digital technologies will allow controlling costs and increasing the economic efficiency.
