The growing role of logistics as a means of improving business efficiency and global trends in the greening of economic activity have highlighted the need for the introduction of eсо-friendly logistics tools and the formation of eсо-friendly logistics. To perform the tasks of this scientific work, the following general scientific methods of cognition were used, in particular, analysis to determine the main advantages of the development of logistics activities in Ukraine and the world in general; synthesis to identify obstacles to the implementation of logistics activities in Ukraine; deduction to determine the goals and environmental and economic effects of greening logistics activities; hypothetical used to justify logistics as a tool for environmental and economic security of the state; formalization and generalization for the formation of the main directions of greening of modern logistics. The study examines the importance of logistics in the process of competition in national and international markets. Emphasis is placed on the security aspects of logistics. It has been established that security plays an important role in the world's leading companies. It is noted that logistics is an area of activity that allows you to optimize material, information and financial flows, which helps to increase the economic and environmental efficiency of business. Economic security is considered a component of National Security, but it is argued that economic activity causes significant damage to the environment and causes the formation of potential environmental problems. The analysis of approaches to the definition of the theoretical content of the concepts of environmental, economic and ecological-economic security is carried out. It is claimed that eco-friendly logistics is a tool to ensure such development that will help ensure the achievement of economic objectives while minimizing the damage caused to the environment. It has been established that in recent years’ Ukrainian enterprises have appreciated the important role of logistics in improving business efficiency. The main advantages of logistics for business efficiency and the main obstacles for the development of logistics are highlighted. The main goals and directions of greening of modern logistics are singled out, the corresponding ecological and economic effects are formed. Given the global trends of greening and EU integration requirements, it is recommended to strengthen measures of state support and promotion of logistics activities, development of logistics infrastructure and greening of logistics. Summarizing the results of the study, it is established that logistics should be identified as a tool to ensure environmental and economic security of the state. Given the global trends of economic greening, EU integration requirements and trends in the inner economy, there is an urgent need for state support to promote the development of logistics and infrastructure, greening of logistics. The goals of greening logistics are to reduce resource consumption and reduce pollution. In the course of the conducted research the perspective directions of further researches were formed: research of expenses of greening of logistics and their correlation with logistic expenses; formation of measures for the greening of logistics activities of enterprises and industries; development of modern logistics technologies.

The article examines the role of digital innovation in the business efficiency of small and medium-sized enterprises and the economic security of the country. The results of the analysis of the state of digitalization in small and medium-sized businesses. The directions of implementation of digital innovations are analyzed. It is shown that enterprises implementing innovative strategies adapt faster to changes in the external environment. On the basis of the results of sociological surveys published in open sources, the priority directions of implementation of digital innovations by small and medium-sized enterprises in Russia are identified.

The chapter summarizes the nature of capital and capitalism. The chapter also highlights concepts related to the role of the State in economic activity, and the nature of industrial policy. The initial concepts dealt with are that of capital as a fund, capital as structure and capital as capabilities. Capitalism necessitates socially organizing production. Assessing organizational and administrative contingencies is important for understanding capitalism. Institutions are the bedrock of capitalism. The broad roles of Government, in designing laws and regulations, building infrastructure and acting as entrepreneur, are discussed. The implementation of national industrial strategies facilitates growth. The nature of industrial strategies is highlighted. Industrial policy activities, as defined by the three facets of institutions, innovation and involvement, are discussed. With respect to India’s industrial strategy, independent India’s founders’ visions of a modern industrial society, grounded in a need to involve Government in institution building, are introduced.

The article examines one of the most important topics of our state, which affects its development - social and economic security. With the help of the methodological basis, the analysis of assessments of economic security and their threshold values, the entire process of ensuring the socio-economic security of the Rus-sian Federation is being studied. Threats and ways of their solution are identified on the basis of the stud-ied criteria and indicators, as well as the role of the interests of members of society in the socio-economic system of the country. The situation in the construction complex of the state and crisis phenomena in it are shown. It is proposed to return to the basic components of system management of the industry, lost due to spontaneous pseudo-market processes. Problems that need to be overcome are systematized, they are the following: attracting investments, increasing effective demand in the domestic market, strengthening the competitiveness of production, the predominance of innovative technologies, increasing the quality of products and facilities, bringing the legal framework to European standards, training of employees and managers. The state of the housing market, the importance of its openness, transparency, systematization and regulation are described. The special importance of the regulatory function of the state in the current situation is pointed out. The importance and role of comprehensive activities for housing construction economic growth is emphasized. The need to create conditions for increasing the volume of products sold under international agreements through investment and interstate projects is noted. The relationship between the results of the construction industry and the effective use of human capital is given, for which each company needs measures to improve work with staff, improve their skills, financial incentives and social security. The expediency of introducing the mechanism of energy service in construction, which is part of the management system with subsystems of planning, organization, regulation, motivation and control, is proved. The role of methods for evaluating the effectiveness of innovative activities of enterprises to ensure quality and effective management of production processes is analyzed. The information on development schemes of the organization at registration of the allowing documentation, financing, designing, market research, selection of participants, accounting, construction, property management is provided. The function of settlements' territories as separate objects at construction of inhabited premises is defined. Award on the need for construction and reconstruction of "sleeping" areas in cities, which requires significant investment, development of building structures, as well as established close relationships with industrial, commercial, cultural, entertainment and other facilities.

The article examines the role of the customs authorities of the Russian Federation in ensuring national and economic security during foreign economic operations. Approaches to ensuring economic security in the area of plastic waste have been systematized. The article focuses on quantitative and spatial analysis of the import of plastic waste into the Russian Federation. Risks of a participant in foreign economic activity have been identified. Countries have been identified as the largest importers of goods from the plastic group to Russia. Problem setting. This article deals with the problems of forming the legislative mechanism of creation and state support of the legal investment order, which should ensure the functioning of the investment market in the mode of observance of the principle of freedom of investment activity and at the same time real providing the national economy with investments in the necessary quantitative and qualitative parameters for the expanded reproduction of competitive socially-based production, without the use of excessive enforcement mechanisms labor, intellectual, financial and natural resources of the country and ensure the state of investment security. Analysis of scientific research. It is significant that public procurement has been the subject of scientific research by experts in commercial law: D.V. Zadikhaylo, V.K. Mamutov, O.P. Podserkovniy, V.A. Ustimenko, V.S. Shcherbinа, etc. The purpose of this scientific article is to identify the key problems of the formation of the legislative mechanism for the creation and state support of the legal investment order, which should ensure the functioning of the investment market and ensure the state of investment security. Article’s main body. The concept of national investment security, which is part of the national economic security of the country as a whole, is to systematically prevent the threat of a critical shortage of investment resources through the creation and state support of an appropriate legal investment order. The lack of a clear and systematic definition in the legislation of Ukraine of the legal mechanism of state regulation of economic relations, including investment, is a disadvantage, which frankly reduces the state’s ability to effectively influence economic processes and, consequently, its ability to fulfill its functional responsibilities in the sphere of economy. The investment component is a special subsystem of economic security that creates prerequisites for the best use of socio-economic relations in the development and scientific and technical restoration of productive forces of society through active investment activity. In studying the structure of the investment component we propose to take into account: inclusion of the investment component in the system of economic security of Ukraine; differentiation of the investment component by different levels of economy (country, region, industry, enterprise); the property of synergism, that is, the investment component of the economic security of the country is not a mere set of investment components of the economic security of regions and enterprises; formation of an investment component under the influence of many objective factors; the occurrence of various risks as a result of appropriate conditions. Conclusions and prospects for development. That’s why there is a need to develop and substantiate a system of initial concepts related to the economic and legal support of the implementation of the investment policy of the state: the investment market, the investment policy of the state, the legal investment policy of the state, the legislative investment policy of the state, the mechanism of formation of the legal investment policy, investment order and national investment security, etc.

Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities. Goal is to develop a generalized algorithm for predicting the indicators of the economic activity of executive authorities using the example of customs authorities.
