Armed aggression of the Russian Federation against Ukraine, loss of important industrial potentials, as Topaz State Joint Stock Holding Company, which specialized in the development and production of complex radio engineering systems and complexes, including unique long-range radio intelligence systems and early warning of anti-aircraft anti-aircraft systems Kolchuga radio intelligence provided a significant impetus for the development of radio electronic intelligence (EER) as one of the main, technical types of military intelligence Of Ukraine. Radio-electronic Intelligence of the Armed Forces of Ukraine is a set of measures and actions for obtaining intelligence on the armed forces of the reconnaissance states through exposing the functioning of radio-electronic means (PE3) and systems used for the control of troops (forces) and weapons, collection, processing, analysis and bringing this intelligence to specific consumers within the prescribed timeframe. The purpose of the EED is to expose early and guaranteed early warning signs of an imminent threat to the security of Ukraine by the reconnaissance states (blocs, coalitions), as well as to obtain intelligence for the effective preparation and use of the Armed Forces of Ukraine. To achieve the objective of the ERD, the ERD system is functioning, which is a set of interrelated and coordinated in their actions by the tasks, place and time of the ERD governing bodies of all units and forces and means of the military units (units) of the ERF OSF that perform certain intelligence tasks on a single purpose. and plan. Intelligence tasks and reconnaissance objects for the military units (units) of the EWP OSR are determined taking into account their purpose, availability of forces and capabilities and their capabilities. An important element of the planning of the EER, both in peacetime and in the operational period, is the rational (expedient) distribution of EER forces and resources in the military unit of the EOM in the tasks, objects and sources of intelligence. In the article, based on the analysis of problems of distribution of the resource of forces and means by tasks, objects and sources of radio-electronic intelligence, as the basic element of planning on command posts of military units (units) of the ER, the structure of partial distribution methodology for the organs of operational-tactical control unit is substantiated. The methodology is based on a systematic approach to the organization of intelligence, taking into account the requirements of adequacy in structural and functional image in modelling the relationship of tasks, objects and sources of intelligence. The main purpose of the methodology is to develop resource allocation plans to improve the efficiency of conducting electronic reconnaissance by system elements and to evaluate their capabilities.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

The process of disorganization of the armed forces of Austria-Hungary in 1918 is considered through the prism of the national issue and the prospects for the further preservation of the Habsburg Monarchy. It is concluded that the military and diplomatic victories won in the early 1918 by Austria-Hungary were illusory and only put off the inevitable defeat of its army. Investigation of the first cases of mass withdrawal from obedience of military units in the spring and summer of 1918, showed that they were an interweaving of social, national-political and military reasons proper. At the same time, a serious discrepancy was revealed between Slovenian and Italian researchers in the interpretation of the reasons for the uprising in the 97th infantry regiment stationed in the Slovenian Radkersburg (Radgon). If for the former it was typical, following the Marxist tradition, to emphasize the social contradictions that led to the revolutionization of the army according to the “Russian model”, the latter praised the participants in the uprising from the Italian side as genuine national patriots. It is shown that the “shock force” of all the soldiers’ uprisings that broke out in the spring and summer of 1918 in the Austro-Hungarian army were servicemen who returned from Russian captivity in the spring of 1918, where some of them were imbued with revolutionary ideas. The conclusion is drawn about the extreme severity of military justice, which condemned many of the insurgents to death, which became the reason for deputy inquiries.

This article proposes a unified theory of logistics for the Air Forces of the Armed Forces of Ukraine based on the existing theories of armament and the logistics of the Armed Forces, and on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. The objective function of the logistics system of the Air Forces of the Armed Forces of Ukraine is formulated to achieve compliance of the capabilities of this system with the predicted volume of logistics tasks. In order to implement this compliance, it is necessary to ensure the convergence of requirements and capabilities at all levels of logistics management. The assessment of the functioning of the Air Forces logistics system of the Armed Forces of Ukraine is proposed on the basis of the stated views on the logistics theory of the Air Forces of the Armed Forces of Ukraine by assessing the set of real capabilities of each subsystem that is a part of its structure and system as a whole. At the same time, the assessment of the quality of the logistic support of the military units (formations) of the Air Forces of the Armed Forces of Ukraine should be related to the level of implementation of the potential capabilities of the logistics system when solving problems of each subsystem at the various stages of combat training, unblocking and operational deployment, the preparation and conduct of operations (combat actions), restoration of combat capability of troops (forces).

Today, the activities of military units become especially important in conditions of instability in the country. Consequently, the study of the psychological characteristics of such people becomes expedient. Modern types of combat are requirements that often exceed the capabilities and resources of the military. This, in turn, creates a need for a special type of personality - stable, socially active, with a high level of self-regulation and the ability to withstand pressure from adverse factors [9].In modern psychology, the individual way in which a person can cope with a complex, crisis situation is determined by the concept of coping behavior. The study of this concept is especially relevant for persons working in the Armed Forces of Ukraine. Coping is a strategy of behavior in complex stressful situations, which is chosen by servicemen to deal with stress. This is a kind of response of the psyche, which is an adaptive mechanism at the time of negative impact. The choice of coping strategies is determined by a number of personality traits that determine the dominant pattern of behavior of a particular serviceman during decompression.


Subject Executive-military relations. Significance The Indonesian National Armed Forces (TNI) are once again becoming an important player in political and economic activities. The army in particular has increased its direct involvement in government-sponsored agricultural development and infrastructure projects, raising fears that it plans a full-scale political comeback. These fears are exaggerated, but the military is expanding its activities beyond the core area of defence -- with President Joko 'Jokowi' Widodo's support. Impacts Comprehensive security sector reforms are unlikely. Local communities will suffer intimidation and coercion where military units need access to land to accelerate food security programmes. However, since the public at large trusts the military, Jokowi faces limited pressure to loosen executive-military ties.

IntroductionNorovirus gastroenteritis is one of the most frequent causes of personnel unavailability in military units, being associated with significant morbidity and degradation of their operational effectiveness. The disease is usually mild but can be severe and life-threatening in young and healthy soldiers, who are prone to dehydration due to intensive daily activity. Despite its impact, the full extent of the norovirus gastroenteritis burden in military forces remains unclear. This systematic review aims to evaluate the impact and ascertain clinical and epidemiological features of norovirus outbreaks that have occurred in the military forces.MethodsThe systematic review followed the Preferred Reporting Items for Systemic Reviews and Meta-Analysis (PRISMA) guidelines and used three databases: PubMed, Scopus, and LILACs. Papers published up to 1 September 2019 were included without restrictions if they reported one or more outbreaks in the military forces on active duty, either on national territories or deployed overseas.ResultsA total of 343 papers were retrieved from the literature search. After inclusion/exclusion criteria a total of 39 eligible papers were considered. From 1988 (first reported outbreak in the military) to 2018 more than 101 norovirus outbreaks have been reported in the military, accounting for at least 24 332 cases. Secondary transmission was emphasised as the main route of norovirus transmission in the military forces, with eating outside the military setting an important route for the primary cases.ConclusionsThe present review highlights that norovirus gastroenteritis has been a burden to military troops both in combat and on peacekeeping operations. Norovirus disease has been shown to exact a substantial toll on mission readiness and operational effectiveness. It is noteworthy that the impact of norovirus outbreaks among military units is underestimated because the literature review retrieved information from the armed forces from only nine countries.

The purpose of the article is to present the results of modeling of geoinformation technologies in military units using the example of ArcGIS software and to substantiate the advantages of using this software in comparison with a paper map. Theoretical substantiation of practical software studies. Method. The study was based on an analysis of available literature on the subject and the practical application of ArcGIS, comparing the benefits of using and building on their own recommendations. The available statistical materials on compliance with the standards with and without the software, based on which the conclusions are drawn, have been analyzed. Results. The theoretical, methodical and practical problems of using ArcGIS in the military are investigated. The tendencies and prospects of development of these processes in the military sphere are analyzed. A thorough analysis of the transformation of ArcGIS use in the military has been compared and conducted. Ways of using geoinformation technologies in military units are presented, using the example of ArcGIS software. The leading tasks, which are facilitated by the software, are justified. Experimental studies of the same operations with and without geoinformation systems have been carried out. Scientific novelty. The need for this research is due to the fact that, although ArcGIS software is hosted by many NATO countries and implemented in the Armed Forces of Ukraine, it is determined that this program should only be used in the Armed Forces of Ukraine for digital maps and direct research to determine the benefits of this product and analyze no particular application. The main focus of the study is on the features of ArcGIS. The components of ArcGIS have been identified, their analysis and prospects in the military field conducted. Practical meaning. On the basis of modeling of introduction of geoinformation technologies in practical component of preparation and conduct of hostilities, recommendations for use to commanders of units of tactical level are developed. The time advantages of using ArcGIS in each area of work are highlighted. The directions in which the most expedient application of geoinformation technologies are determined are established. The results of the study are designed for unit commanders who can better perform their assigned combat tasks. The geographical features that should be given the most attention when using military software are highlighted.

The aim of the study was to evaluate the organization of screening of conscripts for COVID-19 infection in one of the subjects of the Russian Federation — Orenburg region. Materials and methods of the study. The study of organization of examination of conscripts for COVID-19 infection included study of the experience of the Center of Military Medical Examination of the Military Commissariat of Orenburg Region in carrying out military conscription under conditions of the COVID-19 pandemic; methodological recommendations approved by the Head of the Main Military Medical Department of the Defense Ministry of Russia as well as the analysis of the activities carried out at different stages of medical sorting. Results of the study and their analysis. The results of the study of the organization of COVID-19 screening of conscripts in Orenburg Region showed that sufficient and effective barrier medical screening was organized at all stages. Conscripts in good health condition were sent to the Armed Forces for military service under conscription. No claims were received from military units about poor quality selection of conscripts. In 2020, during the COVID-19 pandemic, recruitment commissions of Orenburg Region coped successfully with the task of drafting citizens for military service.

The epidemiological situation for acute respiratory diseases, chickenpox, meningococcal infection in the garrisons, as well as in the whole regions of Russia, is unstable. Group and flash morbidity are registered, which determines the relevance of this pathology. Diseases of the X class occupy a leading position in the structure of the overall morbidity, both among conscripts and contract soldiers. The prevalence of infectious diseases in the structure of morbidity of servicemen of the armed forces of the Russian Federation is due to the combined effect of factors of communal and domestic arrangement and military labor. The article summarizes the experience of organizational, methodological and practical work of doctors- specialists of strengthening the staff of the Department of infectious diseases of the Military Medical Academy. S.M. Kirov in the organization of medical-evacuation support of patients with infectious diseases in military units (training centers) and military medical organizations of the military districts (Northern Fleet) in the context of daily activities of troops (forces) in the period of the seasonal rise of morbidity. The problematic issues of the organization of medical and evacuation support of infectious patients, the task of improving the level of work as a medical service (especially pre-hospital level) and doctors- specialists strengthening groups to prevent the spread of infectious diseases among the personnel. It is established that the level of General morbidity increased during the analyzed period, mainly due to respiratory diseases. In the structure of infectious diseases, the most relevant are adenovirus diseases, chickenpox, meningococcal infection. Currently, in the military units (training centers) of the armed forces of the Russian Federation, there is no single guide (position) for the organization of additional (non-standard) insulator. The order of actions of commanders (chiefs) on the organization of its deployment and functioning is not defined.
