Currently, there are two main options for training agricultural specialists in the Russian Federation. The first option is studying in a college (technical school) or mastering university programs through bachelor's, specialist and master's programs. The second way is to form a stepwise organisation of continuous agricultural education: a specialised general education school, a college (technical school), a university, and an institution of additional professional education. Insufficient attention to the change and development of new social statuses by students makes it difficult to fully disclose the educational potential of the system of continuous agricultural education. Thus, it is necessary to organize pedagogical support for students' adaptation to current changing academic situations. It is also essential to consider lifelong agricultural education not only as advanced training in the workplace, but also as a transition from specialized training in a secondary general education school to secondary agricultural vocational education, and then to the development of programs of higher agricultural education and subsequent regular, professional development throughout the entire period professional activity.

In article the urgency of development of modern educational technologies by teachers of pedagogical colleges is justifi ed. Relevance is considered as part of the philosophy of education, and in the context of legislative changes enshrined in the law “On education in the Russian Federation” and the FSES at all levels. We considered two aspects of this process: educational technology used in teaching, and support of college students in the selection of complex educational technologies to replenish professional tools for future teachers. The factors which prevent not only the process of implementation of pedagogical technologies in educational process of pedagogical colleges, but also in the practice of General education are considered. The measures to facilitate the organization of such a process are off ered and criteria that can be used both for the selection of the most eff ective for teaching in a teacher training college, and for the creation by future teachers of their own complex of pedagogical technologies are given.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

The article provides a review of the textbook «Actual problems of legal support of professional activity» for students at transport universities enrolled in master’s programs, prepared by the team of the department of Transport Law of the Law Institute of Russian University of Transport under the general editorship of Honored Scientist of the Russian Federation, Doctor of Law, Professor Alexander I. Zemlin. The review notes the relevance of the topics included in the content of the textbook, the breadth of their coverage, which makes it possible to ensure complete and comprehensive mastering of didactic material, the depth of the scientific approach demonstrated by the authors in the process of working on the publication, the practical significance and potential relevance of the textbook. The sufficiency of the material presented in the textbook is especially emphasized regarding training of future specialists of the highest qualifications in the field of transport with legal competencies necessary for subsequent successful fulfillment by them of their professional duties in the context of digitalization of the economy and transport.

The Russian Federation has established and introduced a tax on professional activities (NAP) as part of the development of special tax systems, but the competitiveness of the professions offered by the tax legislation is not taken into account. The authors determined the purpose of the study: the expediency of using the professions specified in the tax legislation to provide services for personal, domestic and (or) other similar needs, For this purpose the following tasks were solved: the place of the NDP in the aggregate of all existing special tax regimes of the Russian Federation was considered; a comparative analysis of the application of taxation of self-employed citizens in Russia and abroad, in particular, in Germany, is carried out. The study uses methods of statistical observation, comparison, and analysis. It is revealed that during the period of use of the NDP, although the number of entrepreneurs has increased, but budget revenues are insignificant. The comparison of the lists of professions showed that the professions allowed for use by self-employed citizens (freelancers) in Germany differ from the Russian ones established by law: they are competitive in the economy. Self-employed citizens must confirm their professions with diplomas, belong to professional associations, associations, be sure to study at advanced training courses, compete with an employee. The analysis of the reasons for the use of the NAP regime by individuals in Russia showed that professional activity within the regime is forced and is aimed at obtaining additional, rather than basic, earnings, as in GermanAs a result of the study, it was found that the professions specified in the legislation of Russia are not competitive. It is proposed to change the list of NPA professions taking into account special professional education and competitiveness in the labor market.

В настоящее время профильное обучение является неотъемлемой частью системы образования в Российской Федерации. Институциональной формой реализации этой цели выступают профильные школы и профильные классы, в которых за счет изменений в структуре, содержании и организации образовательного процесса в значительной мере учитываются интересы, склонности и способности учащихся. Для организации обучения и достижения профессионального самоопределения старшеклассников в соответствии с их профессиональными интересами и намерениями необходима специальная подготовка педагогов. В статье обобщены особенности профильного обучения старшеклассников и соответствующие им характеристики профессиональной деятельности педагогов. С целью расширения спектра компетенций педагогов, работающих в условиях профильного обучения, предлагается программа повышения квалификации «Вектор профессионального развития» и рассматриваются составляющие ее модули. Особое внимание в программе уделяется направленности на организацию психолого-педагогического сопровождения процесса профессионального самоопределения старшеклассников, свидетельствующего о продуктивности профильного обучения. Апробация представленной программы повышения квалификации подтвердила ее практическую значимость в профессиональной деятельности педагогов в условиях профильного обучения. Статья предназначена директорам и педагогам школ с профильным обучением, работникам системы дополнительного образования, исследователям. Nowadays, subject-oriented education is an integral part of the education system in the Russian Federation. Subject-oriented schools and classes serve as an institutional form of the implementation of this purpose. Due to the changes in structure, content and organization of educational process students’ interests, talents and abilities are to a greater extent considered. Teachers’ special training is needed to promote senior schoolchildren’s decision-making process in terms of choosing their future careers according to their professional interests and intentions. The article provides the features of subject-oriented education of senior schoolchildren and corresponding features of teachers’ professional activity. To enhance the range of teachers’ competences working in the conditions of subject-oriented education, the authors offer the programme for teachers’ professional development “Vector of Professional Development” and consider its modules. Special attention in the programme is focused on the organization of psychological and pedagogical support of the process of professional self-determination of senior schoolchildren demonstrating the efficiency of subject-oriented education. Practical implementation of the presented programme for teachers’ professional development proved its practical value in teachers’ professional activity in the conditions of subject oriented education. The article is intended to heads and teachers of subject-oriented schools, staff of the system of additional professional education, and researchers.


The article analyzes and characterizes the content, empirics of scientific research and the practice of implementing the methodological foundations of the political culture of students, as the basis for the formation of a civic national identity and ultimately the formation of the unity of the Russian nation. The relevance of the article is due to the aggravation of the socio-political situation in the Russian Federation in recent years, which is associated with an increase in the need for peaceful resolution of conflicts, the need for preparation for civic participation in the life of society and the state, and the insufficient level of political culture of all participants in the events. It is shown that at present, the educational system of Russia contains a large-scale error of violating ideological continuity between basic general / secondary / education and higher professional education. In particular, the Federal State Standard for Basic General Education dated 2010.12.10 indicates the orientation of education in the Russian Federation “to ensure the formation of the Russian civic identity of students”, but the Federal State Educational Standard on humanitarian directions of training do not have the ideological principles contained in the standards of general and secondary education and including in the Constitution of the Russian Federation. The research problem is connected with the search for methodological foundations for the implementation of the requirements of educational standards and the continuity in higher education of the formation of the Russian civiс identity of students, their testing and dissemination of the progressive experience available in our country

The article considers the problems of the formation of professional self-determination in the conditions of a basic general education school (BGES). This direction is also complemented by consideration of the possibilities of educational systems to respond to the personal requirements of Federal state educational standards. In this regard, the conditions and possibilities of a personified educational system (PES) in the vocational guidance of senior pupils are analyzed. The need for the use of PES in the formation of professional self-determination of schoolchildren in the conditions of a basic general education school is identified and justified. The practical experience of cooperation between school and family is generalized, which allows, on the basis of an individually differentiated approach, to build the interaction of PES participants in the plane of professional self-determination. An example of solving the currently relevant problem related to the diagnosis of a family is given. The method of diagnosing families by the level of educational potential was tested, on the basis of which algorithms for the interaction of schools and families are developed. This view will be of interest to specialists in interaction with the family, including social educators and school psychologists. Based on the data obtained, conclusions are drawn about the dependence of the probability of senior pupils participating in building their own personalized educational system in the conditions of a basic general education school on the level of educational potential of his/her family. This problem has been little studied and requires further research.

The article is devoted to the analysis of the process of formation and functioning of the Proskuriv Ukrainian Pedagogical Technical School, which was organized in 1921 of the 20th century. Its activity is presented through the prism of regulations, reports, letters, orders of various management levels. Particular attention is paid to the motivation of students in obtaining professional education related to the study of the Ukrainian, Polish, Russian languages; natural sciences - Mathematics and Physics. Teachers of the technical school organized lectures, consultations, individual educational work, control events in schools where students worked, to ensure their effective professional activity and their scientific and general development.The peculiarities of the organization of extracurricular work related to the functioning of amateur art groups and clubs (drama, singing), physical culture, the work of agricultural teams for growing vegetables and fruits are revealed. The objective analysis of this experience gives us the opportunity to assess the current state of national education, to establish the dependence of pedagogical phenomena on certain socio-political and socio-cultural conditions, which is an important source for developing a strategy for a modern system of education and upbringing, a necessary basis for scientific and pedagogical knowledge, on the basis of which new educational concepts are developed. In this context, there is a need to recreate the objective ethnic history of education in regions of Ukraine as well as in the whole country.

In article on the basis of the analysis of psychological and pedagogical literature, it was found General education component context of preparation of the future of coach-teacher of professional activity, namely: «education», «professional education», «education», «education and development», «development of the personality». On the basis of theoretical analysis it was determined that despite the significant amount of research on the organization of process of training specialists in higher educational institutions, the problem of training of the future of Manager of physical culture and sports of professional activity are not well lit. Unresolved issues of compliance with the demands of society in the preparation of future specialists according to the new socio-economic conditions and the existing level of training of these specialists for professional activity. Exploring the issues related to preparation of the future of coach-teacher to professional activities, the author relied on the development of domestic and Russian scientists, who considered in their study various aspects of preparation of experts in higher educational institutions. The author is of the opinion that today, education is under active reconstruction as personal or individually oriented development and confronts researchers lot of questions. Personal interaction in the educational process should be based on the internal needs of the teacher to be the most disposed to dialogue with the student, on cooperation and co-creation. Humanistic position of the teacher should be based on maintaining a teacher of his personal integrity and understanding of the integrity of the individual student. Personal approach in education can be understood as a joint activity based on the realization of opportunities of the person as a pupil and teacher. The essence of this approach involves the integrity of the personality of the teacher.

Введение. Современное образование на разных его уровнях направлено на формирование и развитие высокоинтеллектуальной и творческой личности, обладающей значительным профессиональным потенциалом. Для достижения данной цели требуется высокая квалификация преподавателя в области преподаваемых дисциплин и владение современными методами организации образовательного взаимодействия со студентами. Цель – анализ образовательного потенциала предметного КВНа «Государство: экономико-географическое положение, свойства территории, тип экономики» в развитии профессиональных компетенций бакалавров (направление подготовки 05.03.02 География) и магистрантов (направление 05.04.02 География, программа «Цифровые технологии в географии» профиля «География в общем и профессиональном образовании»). Материал и методы. Представлены результаты опыта подготовки и проведения предметного КВНа на кафедре географии Томского государственного университета с 2013 по 2019 г. При изучении курса «Социально-экономическая география» и проведении предметного КВНа использованы интерактивные методы обучения – метод дискуссии, эвристическая беседа, мозговой штурм, практические работы, метод деловой игры. Метод анкетирования бакалавров и магистрантов-педагогов позволил определить образовательный потенциал мероприятия. Результаты и обсуждение. Выделяются этапы мероприятия, направленные на получение образовательного результата: вводный, когда студенты знакомятся с теоретическим материалом курса, выполняют практические работы и готовятся к КВНу; этап проведения предметного КВНа включает в себя представление от каждой группы результатов исследования по описанию государства, проекта создания предприятия, научно-музыкально-театрализованного представления и решение ситуационных задач. Итоговый этап включает анализ образовательных результатов, где предлагается ответить на вопросы рефлексивного характера, проводятся анкетирование студентов и анализ анкет. Заключение. Образовательный и развивающий потенциал предметного КВНа значителен и выражается в формировании профессиональных компетенций бакалавров и магистрантов указанных направлений; интенсификации процесса усвоения, понимания и творческого использования полученных знаний в решении практических задач; вовлеченности участников и их активного взаимодействия между собой в решении проблем и развитии личной рефлексии и навыков самоанализа при групповой работе; усилении мотивации к изучению дисциплины; формировании позитивного отношения к профессиональной деятельности. Достигается высокий уровень профессиональных компетенций у магистрантов как будущих учителей географии, владеющих современными образовательными технологиями и методиками для организации качественного учебно-воспитательного процесса в образовательных учреждениях разного типа. Introduction. Education nowadays is aimed at the establishment and development of a highly intellectual and creative personality with significant professional potential. Achieving this goal requires high qualification of the teacher in the field of the disciplines taught and his mastery of modern methods of organizing educational interaction with students. Aim and objectives. The main aim of the research being done is to analyze the educational potential of the thematic club of the funny and resourceful under the name of «State: economic and geographical position, the properties of a territory, a type of economy» in forming professional competences of students studying in the direction of training Geography 05.03.02 and master students studying in accordance with the master program «Digital technologies in geography», the profile «Geography in general and professional education». Material and methods. This article uses the research data set produced by organizing and holding a thematic KVN at the Department of Geography of NR TSU in the period from 2013 to 2019. We used group discussion, heuristic conversation, brainstorming, practical works and other interactive teaching methods within the course «Social and economic geography» and as part of conducting a thematic KVN. A questioning of bachelors and masters students allowed to determine the educational potential of the event. Results and discussion. Several stages of the event are singled out. During the introductory stage the students are introduced to the theoretical material of the courses, do practical work and prepare for conducting the club of the funy and resourceful when they are given special tasks to fulfill. Holding a thematic KVN includes a presentation of scientific information on characteristics of a state and a project of setting up a company in the territory of the country concerned, which is done by each group of students. The stage also deals with the solution of some situational problems and a scientific, musical and theatrical performance. The final stage of the thematic club is concerned with the analysis of the results obtained where all the participants are offered to answer some questions of a reflexive character. Conclusion. The educational and advanced potential of the thematic club of the funny and resourceful is significant and they are expressed in forming professional competencies in bachelors and masters of the directions concerned. This potential is also characterized by the intensification of the process of acquiring, understanding and creative using of the knowledge obtained to solve practical problems; involvement of all the participants and their active interaction with each other to find solutions to problems; development of personal reflection and self-analysis skills in group work; motivation growth to study a discipline, and formation of a positive attitude to a professional activity. On the basis of the factors mentioned, we can say that a new qualitative level of professional education of master students is achieved. The latter will become geography teachers in the future and will be able to employ modern pedagogical techniques and methods to ensure the quality of an academic and educational process in various educational institutions which is one of the major factors of forming a new generation of teachers and instructors.
