The Russian Federation has established and introduced a tax on professional activities (NAP) as part of the development of special tax systems, but the competitiveness of the professions offered by the tax legislation is not taken into account. The authors determined the purpose of the study: the expediency of using the professions specified in the tax legislation to provide services for personal, domestic and (or) other similar needs, For this purpose the following tasks were solved: the place of the NDP in the aggregate of all existing special tax regimes of the Russian Federation was considered; a comparative analysis of the application of taxation of self-employed citizens in Russia and abroad, in particular, in Germany, is carried out. The study uses methods of statistical observation, comparison, and analysis. It is revealed that during the period of use of the NDP, although the number of entrepreneurs has increased, but budget revenues are insignificant. The comparison of the lists of professions showed that the professions allowed for use by self-employed citizens (freelancers) in Germany differ from the Russian ones established by law: they are competitive in the economy. Self-employed citizens must confirm their professions with diplomas, belong to professional associations, associations, be sure to study at advanced training courses, compete with an employee. The analysis of the reasons for the use of the NAP regime by individuals in Russia showed that professional activity within the regime is forced and is aimed at obtaining additional, rather than basic, earnings, as in GermanAs a result of the study, it was found that the professions specified in the legislation of Russia are not competitive. It is proposed to change the list of NPA professions taking into account special professional education and competitiveness in the labor market.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

The article considers the problem of satisfaction with work and results of work on the example of the professional activity of the penal system employees. In this regard, the purpose of the study, reflected in this work, is to analyze the professional activities of the penal system staff of the Russian Federation. The objective was achieved by analyzing scientific sources devoted to the problem of work, professional activity, and satisfaction with their results, as well as the study and comparison of the results of research conducted in the penal system. During the research, such general scientific methods and techniques as analysis, synthesis, comparison, induction, and deduction were applied. The study draws a parallel between satisfaction with professional choices and satisfaction with one’s own life in general, emphasizing the existential nature of the discussed issue. In conclusion, the authors describe the levels of perception of professional activities results by penal system staff. The obtained results can be used for preventive, educational, and corrective measures with penal system staff.

The article examines the existing restrictions associated with the development of a national system of qualifications (recognition of qualifications of qualifications internationally, the coexistence of elements of the old and new qualification systems, the gap between the labor market and the system of vocational education). It is noted that in the field of pharmacy, along with existing restrictions, the development of the industry qualifications framework is hindered by the lack of descriptions of professional activities performed by pharmaceutical personnel at the legislative level. In this regard, the authors conducted a comparative analysis of the content of groups of occupations described for pharmaceutical personnel, in accordance with the Russian Сlassifier of Occupations (as a document that is the basis for the development of the sectoral qualifications framework) with the types of activities carried out by subjects of circulation of medicines (production of medicines and pharmaceutical activities) in order to define the boundaries of professional activity of pharmaceutical personnel at the national level. The international experience of research of the content of professional activity of pharmaceutical personnel and the main factors contributing to the appearance of labor functions in the professional activity of pharmaceutical personnel that are not fixed at the legislative level (in accordance with the ISCO) are studied. In order to eliminate the existing restrictions that prevent the development of a unified system of professional qualifications in the field of pharmacy in the Russian Federation, the article concludes with an approach to describing the professional activities of pharmaceutical personnel used by FIP industry experts.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. Aim. To assess the practice in applying Temporary criteria of determination of extent of loss of professional working capacity currently in force in various constituent entities of the Russian Federation and to substantiate the main directions for their improvement. Methods. The analysis of expert decisions to establish the degree of occupational disability, adopted in the period from 2015 to 2017, was carried out in 77 subjects of the Russian Federation for two nosological forms: (1) consequences of lower limb injuries (T93) and (2) bilateral sensorineural hearing loss (H83.3). A comparative analysis of expert decisions made using current and proposed by the authors criteria in 2 constituent entities of the Russian Federation in 2018 was carried out. For data analysis, we used descriptive statistics methods. Results. Taking into account a high variability in expert decisions making in the constituent entities of the Russian Federation for similar cases (coefficient of variation 21.6%), the authors conclude that it is necessary to change approaches to the methodology for assessing the type of professional activity (qualifications, quality and volume of work, ability to perform it). Using the authors propose criteria based on the concept of reasonable accommodation allowed us to significantly reduce the variability of the decisions made in the pilot regions, the coefficient of variation decreased from 21.25 to 7.43%. Conclusion. High variability of decisions made during the examination of the degree of occupational disability is associated with the imperfection of the methods and criteria for assessing the victim's professional activities; the use of the criteria proposed by the authors allows for a higher reproducibility of the results of the examinations.

Psychotechnologies for preventing destructive coping strategies are important not only for employees of the moral and psychological support unit of the Ministry of Internal Affairs of Russia, but also for the leaders and employees of internal affairs bodies of the Russian Federation who are interested in their psychological health and in effectively solving the tasks facing the Ministry of Internal Affairs of Russia. Despite the fact that a significant amount of research by both foreign and domestic scientists is devoted to the study of personality coping, comprehensively preventive work to prevent and correct destructive coping strategies is not carried out. The formation of destruction in coping behavior is characteristic of the professional activities of law enforcement officers, the most prone to this psychological phenomenon, are leaders. Destructions in the coping behavior of employees of the internal affairs bodies are a consequence of the state of emotional, mental and psychophysical exhaustion, determined by the conditions of professional activity, excessive workload and emotional interpersonal communication. Coping behavior is of a destructive nature and adversely affects the professional activities of the policeman and his personality. To prevent and correct the destruction in coping behavior, the heads and employees of the internal affairs bodies offer an algorithm of psychotechnological actions in the article.

The article is devoted to the formulation of the problem of studying of the level and characteristics of the subjective vitality of employees and heads of internal affairs agencies of the Russian Federation, as well as the need to increase the overall potential of vital energy. The object of the research is the degree of severity of subjective vitality among employees and heads of internal affairs agencies of the Russian Federation. The subject is the level of subjective vitality among representatives of various professional communities. The article focuses on the results of studying the level of subjective vitality as a consciously experienced life energy. The author connects low indicators of the phenomenon being studied with excessive stress, stress, conflict of professional activities of employees and heads of internal affairs agencies of the Russian Federation, unsatisfactory psychological self-awareness and negative emotional states. Subjective vitality as a constituent of professional activity in the law enforcement area, on the one hand, is an energy component and an important element in the performance of official tasks by employees of the internal affairs bodies of the Russian Federation, on the other hand, increased requirements are imposed on the subjective vitality of specialists (which is manifested in the prevalence of this phenomenon in this professional community). Such problems require the organization of constructive psychological assistance.

Methods of training in advanced training groups formed from the staff of personnel divisions of the MIA of Russia, which involve the use of anti-corruption education at different stages of professional activity are discussed in the article. A comprehensive approach to the formation of anti-corruption behavior, which allows using various forms of training of police officers in their relation is described. The effectiveness of this approach in the system of professional development was shown. A comprehensive approach allows the training process to pay attention to the needs and difficulties in the field of corruption prevention without spending time on basic training information. Several stages in the organization and content of training are considered. Each of them corresponds to different stages of professional development of specialists of personnel divisions of internal affairs bodies. Described in detail every stage is aimed at a separate audience and has its own value. The possibilities of anti-corruption education are presented, starting with the selection of personnel for service in the internal affairs bodies and ending with the preparation for dismissal. The anti-corruption educational activities carried out at the present time are analyzed. Methods of intensifying each of them and the possibilities of optimal inclusion in the developed complex of content and forms are determined. The proposed approach can be used for majority posts. It is not limited to human resources units. In addition, the developed methodological material can be used by students in the course of their professional activities in the field after studying at advanced training courses.

Современное состояние и развитие уголовно-исполнительной системы Российской Федерации диктует необходимость овладения будущими специалистами комплексом определенных знаний, умений и навыков, позволяющих им эффективно решать служебные задачи. Одним из путей повышения профессионального уровня специалистов является формирование и развитие профессиональной культуры. Проведенный в статье анализ понятия «профессиональная культура» позволяет констатировать сложность его содержания, что связано с особенностями профессиональной деятельности сотрудников УИС, многообразием решаемых задач. Автором подробно исследуется процесс формирования профессиональной культуры в вузах ФСИН России, рассматриваются особенности работы в данном направлении профессорско-преподавательского состава, командиров строевых подразделений, сотрудников отделов по работе с личным составом, приводятся возникающие при этом проблемы и предлагаются возможные пути решения. Отмечается, что успешность формирования профессиональной культуры курсантов зависит от их профессионализма, дисциплинированности, инициативности, настойчивости и личного примера сотрудников. В заключение подчеркивается, что высокий уровень профессиональной культуры сотрудника УИС является условием успешной служебной деятельности и целью дальнейшего профессионального самосовершенствования.The current state and development of the criminal Executive system of the Russian Federation dictates the need for future specialists to master a set of certain knowledge, skills and abilities that allow them to solve official tasks effectively. One of the ways to improve the professional level of specialists is the formation and development of professional culture. The analysis of the concept of «professional culture» in the article allows us to state the complexity of its content, which is associated with the peculiarities of professional activity of employees of the UIS, the variety of tasks to be solved. The author studies in detail the process of formation of professional culture in the universities of the Federal penitentiary service of Russia, examines the features of work in this direction of the teaching staff, commanders of combat units, employees of departments for work with personnel, presents the problems arising in this case and suggests possible solutions. It is noted that the success of the formation of professional culture of cadets depends on their professionalism, discipline, initiative, perseverance and personal example. In conclusion, it is emphasized that the high level of professional culture of the employee is a condition of successful performance and the purpose of further professional self-improvement.

The article presents the results of a comparison of the Orphan Drugs Register approved for use in the United States and the 2020 Vital and Essential Drugs List approved on October 12, 2019 by Order of the Government of the Russian Federation No. 2406-r. The comparison identified 305 international non-proprietary names relating to the main and/or auxiliary therapy for rare diseases. The analysis of the market of drugs included in the Vital and Essential Drugs List, which can be used to treat rare (orphan) diseases in Russia was conducted.
