In principle, the retail market can be interpreted as a place of business in which there is a mechanism between retail traders and final consumers of certain goods in small (amount) parties. According to its development, this market is divided into two major parts, namely the modern retail market and the traditional retail market The modern retail market, in which there is a supervisory task carried out by government agencies, namely the Trade Service in accordance with the Regulation of the Minister of Trade of the Republic of Indonesia Number 70 / M-DAG / PER / 12/2013 concerning Guidelines for Structuring and Fostering Traditional Markets, which later on this supervision can maintain the existence of grocery stalls that are starting to lose out to modern minimarkets.

An imported product to be traded into the territory of Indonesia must include an Indonesian language label in accordance with established regulations, the regulation is regulated in Article 2 paragraph (1) of the Minister of Trade Regulation of the Republic of Indonesia Number 73 / M-DAG / PER / 9/2015 concerning Label Inclusion In Indonesian in Goods. Every product introduced to consumers must be accompanied by correct information. This information is needed so that consumers do not have a wrong picture of the product. This information can be submitted in various ways, one of which is by including an Indonesian translation label on the foreign language label listed on the product packaging. Information on product packaging labels is very necessary for the community so that each individual can correctly determine the choice before buying and consuming the product. In fact there are still many producers who are not responsible for selling cosmetic products that do not meet the requirements. Cosmetic products that do not meet these requirements can be found easily in malls, in traditional markets, or through the internet. The role of the state in this case the government is needed to protect consumers from the circulation of products that do not meet the requirements. So legal protection for consumers is needed to increase awareness of the rights as consumers.

China’s anti-corruption legislation prohibits both official corruption and commercial bribery. China is a civil law country. It does not have a uniform national anti-corruption law yet, and the relevant anti-corruption legal provisions are mainly in the PRC Criminal Law and the PRC Anti-Unfair Competition Law. In addition to these two key legislations, there are also regulations and judicial interpretations issued by relevant government agencies and Supreme People’s Court to address implementation issues under the law. Since China’s president, Jinping Xi, came to power in 2012, China has launched an anti-corruption campaign. The 19th CCP Congress in 2017 continues to send strong signals to fight against corruption.

This article provides an overview of the evolution of competition and competition law, both in the Republic of Moldova and in some European and US countries. Also, the paper crystallizes the conceptual approaches on cartels and offers an analysis of the doctrine of the Republic of Moldova, Romania, Russia, France, Germany, USA, Great Britain regarding cartel agreements. Following the analysis carried out in this paper, it was observed that the contribution of foreign academics in the field of defining and classifying cartel agreements is substantial, and the jurisprudence of the European Commission and the European Court of Justice has served as a source of inspiration and progress for the academic environment, as well as for the development of competition on the market. Although in the Republic of Moldova there is limited research in the field of cartel agreements, it is gratifying that the legislation is harmonized with European directives, and the doctrine is developed starting from the most important international research in the field of protection of competition.

The article examines the history of the development of the Constitution and the status of constitutional values, the rule of law. The foundations of the constitutional reform have been determined. The political system of the state is clearly spelled out in our constitution. At the same time, this law for the first time describes the core of the political system - the presidential system. Today we can say that our Constitution and laws allow us to stimulate creativity and entrepreneurship. This norm defines the main purpose, the scope of public relations to be regulated by constitutional laws, laws, Presidential Decrees, regulations of government agencies of the Republic of Kazakhstan. Attention should be paid to the role, meaning and features of the Constitution of the Republic of Kazakhstan as the main document of the country. In addition, it tells about the adoption of our Constitution, its achievements, measures to prove that Kazakhstan is a legal state. As soon as the draft of the new Constitution was published in the media for public discussion, it can be said that in fact the whole country began its work. It is said that the Constitution of the Republic is the initiator of a new stage of constitutional development, which has a high legal force and stability, strengthens and regulates the basic social relations in the field of legal status of citizens, civil society institutions, state organizations and government agencies.

<p><em>Modern retail market, especially in Central Java experiencing tremendous growth lately, based on the data, in 2004 the number reached 1,496 traditional markets, while the modern market amounted to 232. Different conditions occurred in 2008, the number of traditional market just reached 1,443 while the modern market reached 399. That means there is a negative growth in traditional markets. In 2010 the modern retail market growth reached 10.2% (1,852 outlets). This condition is one side has a positive effect because it means showing the high investment in the real sector, but on the other result in the more traditional markets entrapment, especially the modern retail market using the franchise system to begin operations 24 hours per day. Therefore, the protection of traditional markets as the center of economic activities of small and medium-sized enterprises should be done to ensure the sustainability of small and medium enterprises.</em></p>

The bacteriological quality of 180 units of frankfurters, obtained from grocery stores in Ontario (Canada) was investigated. About 67% of the samples had aerobic plate counts (APC) in the range of 107 – 109/g; 48% had APCs in the range of 108–109/g and APCs of four samples exceeded 109/g. One sample was positive for Staphylococcus aureus and three samples contained Escherichia coli. Enterococci (&lt;1000/g) were recovered from 48 samples. Aerobic plate counts of cooked frankfurters from snackbars did not exceed 500/g. Cooking of frankfurters for 6.5 min at 90 C resulted in APCs of &lt;100/g. Neither salmonellae nor Clostridium perfringens were isolated. It was concluded that temperature abuse following manufacture was mainly responsible for the high counts.

Business Model Analysis and Canvas Business Model Established By The Bali Petro Jaya Company During Covid-19. The Covid-19 pandemic has an impact not only in the health sector but also in the economic sector, one of which is tourism. With the limitation of community activities, the decrease in tourist visits to Bali has forced various businesses that rely on the tourism sector to close their business activities. Bali Petro Jaya, as a gas distributor for hotels and restaurants, also felt the impact. However, these companies were able to survive with the strategies they made in accordance with the existing situation. Therefore, this study aims to determine what strategies Bali Petro Jaya used during Covid-19 using the Canvas Business Model. This study used a qualitative descriptive method using semi-structured interview techniques. The result of Canvas Business Model, The company changed its business field from being originally an LPG Gas Agent with a target of hotel and restaurant consumers to become a rice distributor and selling food online to several grocery stores, rice shops, and also traditional markets after a decline in LPG sales and seeing what consumers need during the Covid-19 pandemic namely selling rice and food online. The strategy of coming directly to targeted consumers is very effective in getting new customers. This is because consumers can see examples of goods carried by the company and can also negotiate prices directly. Large modern shopping malls are replacing smaller, traditional groceries in the Republic of Korea. The present paper analyzes this phenomenon and recommends a laissez-faire public policy response. Alterations in selling format to consumers are only the tip of the iceberg in terms of changes in the economy. They are always occurring, at least in healthy economies, and, always, roadblocks are placed in their way. For example, Wal-Mart is prohibited from opening stores in a few communities. Uber and Lyft have been met with great hostility from established taxicab services. Economists even offer a generic term for this phenomenon: restrictions on entry. The present paper is a case study of this occurrence. It focuses on the Republic of Korea, and mainly considers grocery stores. But this small story is emblematic of what takes place in numerous countries all around the world, and many industries. We recommend a laissez-faire public policy approach to this phenomenon. If the new ways of doing things do not violate anyone’s rights, now laws should be passed interfering with the new ways of engaging in commerce. But is this not unfair to the people engaged in the old industries that are withering away? Not a bit of it. The horse and buggy industry, for example, was populated by entrepreneurs who earned a good living before the advent of the horseless carriage. Why should they be guaranteed profits when their offerings are no longer accepted by the public? And the same applies to automobile manufacturers, should their products ever be supplanted by even better means of transportation.

This research investigates the Ombudsman recommendations as the improvement of the maladministration’s prevention and the efforts that against government agencies which do not implemented their duties. This juridical-normative research uses four kinds of approach like statute, historical, conceptual and comparative approach. The Ombuds-man’s existence after 19 years establishment can be said hasn’t fully work as that institution expectation. The responsibility to accept all complaint about maladminis-tration especially in public services just relied only by issues the recommendations about conclusions and suggestions. Ombudsman doesn’t has the authority to execute the result of their investigations, so that the rules of recommendation’s implementation are weak. The 2016-2020 period’s recommendation haven’t implemented optimal enough. Therefore, recommendations as the improvement of the maladministration’s prevention need to equalizing the perspective and detailed the implementation rules, so that a stronger legal protection about the position and also the function of its recommen-dations can be achieving prosperity.
