The policy of the Cirebon Regency Government in land procurement with the designation of landfill is a very dilemmatic problem, this is caused by many factors that influence it, for that the formulation of public policies that are built must have an integral-comprehensive-holistic approach because waste management problems can have an impact on the existence of the environment. The solutions offered through local government policies must be balanced with community participation through efforts to build awareness and legal compliance. The importance of environmentally friendly waste management must be able to be pursued by all stakeholders in the region, considering that the waste problem must be resolved not only by normalizing the legal order but also formulating public policies that favor the interests and concerns of the community. The land procurement policy for the landfill is an example of a tug of war.

The increasing rate of population growth and economic development occurring in the Curup Tengah District, Kab. Rejang Lebong, Bengkulu has led to the increasing waste generated. This can lead to declining environmental quality in the region, especially the situation is aggravated by inadequate handling and waste management systems are implemented by the Regional Government. Therefore, the required real effort in resolving the existing problems of waste such as by increasing community participation in waste management.  This study aims to determine how community participation in waste management in the Curup Tengah District. This participation may take the form pasrtisipasi community in local government policy decisions about waste management. Pasrtisipasi other forms of society can be seen by taking out the trash in the space provided, do not throw garbage in open dumps, as well as by not burning waste not in accordance with the technical requirements for waste management.  Results of analysis showed that public participation in policy-local government on waste management in the Curup Tengah District, Kab. Rejang Lebong, Bengkulu was well with the average value of respondents' answers to the questionnaire was 3.83, Participation of the community by removing trash in places that have been prescribed or provided in the Curup Tengah District, Kab. Rejang Lebong, Bengkulu was well with the average value of respondents' answers to the questionnaire was 3.91, with community participation does not throw garbage in the open field in the Curup Tengah District, Kab. Rejang Lebong, Bengkulu was well with the average value of respondents' answers to the questionnaire is 3.77, and the participation of the community by not burning waste not in accordance with technical requirements for waste management in the Curup Tengah District, Kab. Rejang Lebong, Bengkulu was well with the average value of respondents' answers to the questionnaire was 3.69. This shows that the general public's Participation in the Waste Management at Curup Tengah District, Kab. Rejang Lebong, Bengkulu was well with the average value of the respondent's answer was 3.8.  Keywords: participation, community, garbage

This study aims to determine the strategy of the Local Government of Bener Meriah Regency, in this case, what the Tourism Office has done in building halal tourism in Bener Meriah Regency. This research is a descriptive study with the support of qualitative data. Data collection techniques were obtained through in-depth interviews and documentation studies. The determination of informants was obtained by purposive sampling technique. From the research results, it was found that the Regional Government in building halal tourism in Bener Meriah Regency has not been optimal and is fixing everything related to the concept of halal tourism. Qanun Number 06 of 2018 concerning the Medium-Term Regional Government Plan for 2017-2022 through the first mission of the Regent of Bener Meriah Regency has set the policy direction for the development of the concept of halal tourism in Bener Meriah Regency. The sector that is carried out related to the concept of halal tourism has not touched anything in Bener Meriah Regency. The stakeholder understanding of the concept of halal tourism in local government policies is still limited to building tourism objects in Bener Meriah Regency so that in the future there will be evaluations related to policy directions regarding the concept of tourism halal in Bener Meriah Regency.

Purpose: The study was therefore done to evaluate the Efficiency of Solid Waste Management Programs in Kenya- specifically Kilifi County, being guided by four specific objectives; How Public-Private Partnership(X1), Community Participation (X2), Budget Allocation (X3) and Government Policy (X4) Influence Effective SWM Programs in Kilifi county.Methodology: Descriptive design with the target population of 1,453,787drawn from Kilifi County where multistage and random sampling techniques gave sample size of 72 subjects. Data was captured using questionnaires. Data analysis was through descriptive statistics and chi square to ascertain effect of the variables using SPSS.Findings: Findings were that all the four variables of the study indeed have effect to SWM programs in Kenya.  X1 Hypothesis test results revealed that the calculated χ2(223.4 = P< .001). While X2 indicated that, the Cχ2 =268.5 = P-value in the asymptotic significance column was 0.00001. X3 revealed Cχ2 =216.9 where P-value was .00001. And X4 established χ2C=201.88 with P Value and P-value was 0.0001. The study rejected all the HO and accepted H1 which established there was relationship between all the study variables and waste management programs. Illustration of R=0.532 represents the simple correlation; therefore, a moderate positive linear relationship among independent variables and effective SWM programs in Kenya existed. R2=0.283 which indicated the total difference the dependent variable is clarified by the independent variables. In this case, the four independent variables explained 28.3% of the variability in effective SWM programs in Kenya and 72.7% variation in sustainable implementation being described by external issues not discussed in this research project. Regression analysis was done model equation; Effective SWM Programs (Y) =3.197+ 0.188 Public-Private Partnership (X1) + 0.213 (Community Participation (X2) + 0.177 (Budget Allocation (X3) + 0.080(Government Policies (X4). The model described that all the elements had a positive influence on the effective SWM programs. This regression equation proved that when all other elements are held constant (no determinants or elements) effective SWM programs would be 3.197. The study concluded, public-private partnership and availability and proper management of budget allocation as key determinants of effectiveness of the SWM programs.Unique contribution to theory, policy and practice: It also uncovered that community participation greatly weighs in on the performance of SWM programs thus improved greatly efficiency and effectiveness of the programs. Lastly, proper government policies must be imposed to ensure legal policy and regulatory frameworks to ensure proper governance of SWM programs and sustainability. Future research required in all Counties across the Country. This will bring relevant information that could be useful for policy framework that   focuses on to promoting effectiveness of the SWM in Kenya.

Target khusus yang ingin dicapai melalui kegiatan Program KKN-PPM  ini adalah: (a) meminimalisir limbah plastik yang sulit terurai khususnya di Gunungsari Kabupaten Lombok Barat, (b) meningkatkan efisiensi biaya pengelolaan sampah, (c) melakukan perbaikan pada sistem teknologi pengolahan sampah melalui pengolahan sampah plastik menggunakan Portable Garbage Reducer-Energy Producers (Po GREP), (d) meningkatkan partisipasi masyarakat agar lebih bersemangat dalam melakukan pengolahan sampah plastik menggunakan Portable Garbage Reducer-Energy Producers (Po GREP), (e) membangun kemitraan dan kerjasama yang efektif antara Perguruan Tinggi, Pemerintah Daerah dan masyarakat di Gunungsari Kabupaten Lombok Barat. Kegiatan KKN-PPM ini dilaksanakan selama 3 bulan pada semester genap tahun akademik 2019/2020. Adapun metode kegiatan KKN-PPM ini adalah metode workshop dalam bentuk pelatihan dan pendampingan. Berdasarkan hasil pelatihan yang telah dilakukan didapatkan tingkat pemahaman dan keterampilan masyarakat di Desa Gunungsari terkait pengolahan sampah plastik menjadi BBM masih kurang sehingga perlu adanya pendampingan dalam pengolahan sampah plastik menjadi BBM melalui PoGREP.Community Empowerment through Training on Plastic Waste Management Using Portable Garbage Reducer-Energy Producers (Po Grep) in Gunungsari, West Lombok RegencyAbstractSpecific targets to be achieved through the KKN-PPM Program activities are: (a) minimizing plastic waste that is difficult to decompose, especially in Gunungsari, West Lombok Regency, (b) increasing the efficiency of waste management costs, (c) making improvements to the waste processing technology system through processing plastic waste using Portable Garbage Reducer-Energy Producers (Po GREP), (d) increasing community participation to be more enthusiastic in processing plastic waste using Portable Garbage Reducer-Energy Producers (Po GREP), (e) building effective partnerships and cooperation between Universities, Local Government and the community in Gunungsari, West Lombok Regency. This KKN-PPM activity was carried out for 3 months in the even semester of the 2019/2020 academic year. The KKN-PPM activity method is a workshop method in the form of training and mentoring. Based on the results of the training that has been carried out, it is found that the level of understanding and skills of the people in Gunungsari Village regarding processing plastic waste into fuel is still lacking so there is a need for assistance in processing plastic waste into BBM through PoGREP.

Environmental issues are interesting subjects that are related to the earth’s sustainability. While Garbage is basically an obstacle, it also has the potential to prevent environmental damage and increase the community's economy if it is well managed. This research aims to analyze local government policies in waste management based on the value of ecological justice to achieve natural preservation. The research method used is qualitative with primary data from interviews and observations supported by laws and regulations related to waste management. The research was conducted in Kuningan Regency and Ciamis Regency. The results showed that the Ciamis local government policy in waste management was equipped with local regulations, government officials, infrastructure, community participation, and program innovation, namely waste sorting, waste bank, maggot, and garbage alms. The conclusion is that local government policies, especially in Kuningan, still need improvement related to optimizing the role of the local government in institutional and funding of waste management and increasing public education regarding waste management. Good waste management can create environmental sustainability and community welfare.

The challenge of managing waste in the future is to develop zero waste city, however the condition will never be achieved without community participation. In colaboration with NGO which work in waste and garbage management issue, the local government had developed the model of zero waste area in district level. This article is aims to explore the framing of waste management literacy event in Kampung Cibunut. Applying the framing theory of McLachan and Reid, the analysis arrive to the result that continuing interaction among facilitator and cadres and community member has built the shift framing and counter framing. There is also flixed framing which display the resistence to frame change or modification such as the indicators of zero waste area, and flexible framing which display the opennes to frame change or modification such as the implementation of skill transfer in public areas. Entire framing was develop from contextualization of the message delivered in literacy event.

Abstract-Village or what is called by another name or an area that is thick with tradition and relatively independent. Based on this, the village must be recognized and understood as a legal community unit that has rights and authority in managing and managing village funding and the community to achieve village welfare. Related to the expansion of the village, formulation of the problem can be made as follows: what are the local government policies on managing village fund allocation and how is community participation in managing village fund allocation. This paper was made to find at local govermmeny policies and community participation in the management of village fund allocations based on statutory regulations. Management of village fund allocation, namely the overall activities which include planning, implementation, administration, reporting, and accountability of The village funds. The type of research used is normative research. The village fund allocation has been regulated in article 72 paragraph 1 latter C and article 72 paragraph 3 of law number 6 of 2014 concerning village states that one source of village income is part of the results of regional taxes and retribution of the regency / city and regional tax and retribution. City at least 10% (ten percent) of regional taxes and levies. Therefore, there is a need for local government policies and community participation to oversee the implementation of village funds. Keywords: Management, village funds, village management. Abstrak-Desa atau yang disebut dengan nama lain merupakan suatu daerah yang kental akan tradisi serta relatif mandiri. Desa harus diakui keberadaannya dan disadari sebagai satuan masyarakat hukum yang mempunyai hak serta kekuasaan dalam mengatur dan mengurus pendanaan desa serta masyarakat guna meningkatkan pembangunan dan pemberdayaan masyarakat untuk mencapai kesejahteraan desa. Dalam hal ini maka dapat dirumuskan masalah yaitu: bagaimana kebijakan pemerintah daerah dalam pengelolaan alokasi dana desa serta bagaimana partisipasi masyarakat dalam pengelolaan alokasi dana desa. Tulisan ini dibuat untuk mengetahui kebijakan pemerintah daerah serta partisipasi masyarakat dalam pengelolaan alokasi dana desa berdasarkan peraturan perundang undangan. Pengelolaan alokasi dana desa yaitu kegiatan yang meliputi perencanaan, pelaksanaan, penatausahaan, pelaporan dan pertanggung jawaban dana desa. Jenis penelitian yang digunakan yaitu penelitian normatif. Alokasi dana desa diatur didalam Pasal 72 Ayat (1) huruf c dan Pasal 72 ayat (3) Undang-Undang Nomor 6 Tahun 2014 Tentang Desa menyebutkan ada bagian sumber pendapatan desa adalah bagian dari hasil pajak daerah serta retribusi daerah kabupaten/kota dan bagian hasil pajak daerah dan retribusi daerah kabupaten kota paling sedikit 10% (sepuluh perseratus) dari pajak dan retribusi daerah. Oleh karena itu perlu adanya kebijakan pemerintah daerah serta partisipasi masyarakat untuk mengawasi jalannya alokasi dana desa. Kata kunci: Pengelolaan, dana desa, pemerintah desa.

The Makassar City Regional Government formulated a policy that previously carried out Mapping conducted on the less prosperous Coastal community, so departing from the mapping results obtained then formulated a policy as in the development of human resources will be carried out in areas that most need to become a poverty pouch. Local government is the most relevant party to be responsible for increasing the budget. All components, which are responsible for improvement, for the Coastal community, and of course for all parties, who are responsible for improving the welfare of the Coastal community, each related agency provides a budget that is appropriate to the community's needs and the duties and functions of each of the relevant agencies. . In addition, it is in the interests of government policies that harm the Coastal community. The implementation of the reclamation policy which is detrimental to fisheries is of course counterproductive to other policies aimed at the welfare of the Coastal community.

Role of Government Ecology in Increasing Regional Government Policy Competitiveness. Government ecology as a basis for policy making will follow various processes for preparing policy analysis with various resources obtained from both natural resources, artificial resources and human resources. These resources are a reference in the formulation of government policies in building regional competitiveness. This study aims to discuss the role of government ecology in enhancing competitiveness through local government policies to improve services to the public. The method used in this study is library research. Data is collected from a variety of materials in the library such as documents, books, magazines, journals, both offline and online. The results show that local government policies will be more effective when policies are implemented in policy formulation with government-based knowledge or ecology. The Regional Government seeks to have competitiveness that adheres to commitment and is consistent in implementing regional government processes. The process of increasing competitiveness goes hand in hand with increasing knowledge and capabilities of apparatus in public service optimally. Quarrying C Mining Activities, which are carried out by residents in the river area in Majalengka Regency, are mining sand individually or in groups in the form of traditional micro and medium enterprises. The existence of the business is carried out with various limitations namely minimal technology, the existence of limited human resources, small capital aspects and activities carried out by ignoring the licensing factor by referring to Law Number 4 of 2009 concerning Mineral and Coal Mining. Traditional miners must have a People's Mining License (IPR) granted by the local Regional Government. The fact is that the mining activities are carried out without a permit and public policies are needed from the continuous support of the local government to maintain the environmental quality of the river basin. The formulation of the problem is how is the implementation of Majalengka District Government's policy to maintain the quality of the river's environmental quality? And how is the legal understanding of traditional illegal miners in the District of Palasah Majalengka Regency to build awareness and legal compliance? This study uses the hermeneutic paradigm with the aim of understanding the interaction of actors who are involved or involved themselves in a social process, including social processes that are relevant to legal issues. The so-called actors in this research are the traditional illegal miners in Palasah Sub-District, Majalengka Regency. The legal basis for local community control of sand mining activities carried out naturally and is handed down for more than 50 (fifty) years. However, the legal basis for the control is not enough, in this case the people conducting sand mining must have a People's Mining License (IPR) granted by the local government as regulated in Article 1 paragraph (10) of Law No. 4 of 2009 concerning Mineral and Coal Mining.Kegiatan Penambangan Galian C, yang dilakukan oleh penduduk di kawasan sungai di Kabupaten Majalengka yaitu penambangan pasir secara perorangan atau berkelompok dalam bentuk usaha kecil mikro dan menengah secara tradisional. Eksistensi usaha tersebut dilakukan dengan berbagai keterbatasan yaitu minim teknologi, keberadaan sumber daya manusia yang terbatas, aspek permodalan kecil serta kegiatan yang dilakukan dengan mengabaikan faktor perizinan dengan merujuk kepada Undang-Undang Nomor 4 Tahun 2009 tentang Pertambangan Mineral dan Batu Bara.  Penambang tradisioanl harus mempunyai Izin Pertambangan Rakyat (IPR) yang diberikan oleh Pemerintah Daerah setempat. Faktanya aktivitas penambangan tersebut, dilakukan tanpa adanya izin dan dibutuhkan kebijakan publik dari keberpihakan Pemerintah Daerah setempat secara berkesinambungan untuk menjaga kualitas lingkungan hidup kawasan sungai. Rumusan masalahnya bagaimanakah implementasi kebijakan Pemerintah Daerah Kabupaten Majalengka untuk menjaga kualitas mutu lingkungan hidup sungai? Dan bagaimanakah  pemahaman hukum penambang liar tradisional di Kecamatan Palasah Kabupaten Majalengka untuk membangun kesadaran dan kepatuhan hukum? Penelitian ini menggunakan paradigma hermeneutika dengan tujuan untuk memahami interaksi para aktor yang tengah terlibat atau melibatkan diri ke dalam suatu proses sosial, termasuk proses-proses sosial yang relevan dengan permasalahan hukum. Yang disebut aktor dalam penelitian ini adalah para penambang liar tradisional yang ada di Kecamatan Palasah Kabupaten Majalengka. Dasar hukum penguasaan oleh masyarakat lokal atas kegiatan penambangan pasir yang dilakukan yang terjadi secara alamiah dan turun temurun selama 50 (lima puluh) tahun lebih. Akan tetapi, dasar hukum penguasaan tersebut tidaklah cukup, dalam hal ini masyarakat yang melakukan penambangan pasir harus mempunyai Izin Pertambangan Rakyat (IPR) yang diberikan oleh Pemerintah Daerah setempat sebagaimana yang diatur  dalam Pasal 1 ayat (10) Undang-Undang No. 4 Tahun 2009 tentang Pertambangan Mineral dan Batu Bara
