Creation and management of the library collections in the academic library

Any contemporary academic library is created to meet the needs of the faculty member, researchers, and students in providing access to educational and scientific resources that go beyond traditional sour-ces of information such as books, textbooks, and magazines. Building a library collection is a scrupulous process involving not only librarians, but also the academic staff of the university. This process is highly dynamic, since it should ensure the quality of the provided educational services of the university, as well as contribute to the development of its scientific potential. This article reveals the main challenges facing academic libraries in creating an developing, recent and balanced library collection.

Succession planning is a subset of talent management that deals with multi-criteria and uncertainties which are quite complicated, ambiguous, fuzzy and troublesome. Besides that, the successor selection involves the process of searching the best candidate for a successor for an optimal selection decision. In an academic scenario, the quality of academic staff contributes to achieving goals and improving the performance of the university at the international level. The process of selecting appropriate academic staff requires good criteria in decision-making. The best candidate's position and criteria for the selection of academic staff is the responsibility of the Human Resource Management (HRM) to select the most suitable candidate for the required position. The various criteria that are involved in selecting academic staff includes research publication, teaching skills, personality, reputation and financial performance. Previously, most studies on multi-criteria decision-making adopt Fuzzy Analytical Hierarchy Process (FAHP). However, this method is more complex because it involved many steps and formula and may not produce the optimum results. Therefore, Genetic Algorithm (GA) is proposed in this research to address this problem in which a fitness function for the successor selection is based on the highest fitness value of each chromosome.

This article outlines research carried out with students and academic staff at a large UK university library on how e-books are being used for learning, teaching and research. It was discovered that e-books are meeting many of users' needs, especially in terms of accessibility, but there are still concerns about subject coverage and the impact on students' learning. There are various reasons why e-books are beneficial in developing an academic library collection, most particularly for reference materials and essential readings, but librarians need to work closely with academic staff to integrate use of e-books effectively into learning and teaching, taking care that licence and access implications are better understood. The drivers to the use of e-books appear to be outweighing the barriers, although the latter will require considerable effort on the part of librarians within their institutions and also in terms of communicating concerns to e-book providers.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The service-oriented approach of the university academic library is highlighted: The social institution of services is to increase quality of living, to be a tool of socializing and adaptation. The authors conclude that in the context of the education new paradigm the services make the focus of Prioksky State University Library to foster efficient library operation and coordination within the university divisions.

In March 2003 the University of Mississippi Libraries made our MetaSearch tool publicly available. After a year of working with this product and integrating it into the library Web site, a wide variety of libraries interested in our implementation process and experiences began to call. Libraries interested in this product have included consortia, public, and academic libraries in the United States, Mexico, and Europe. This article was written in an effort to share the recommendations and concerns given. Much of the advice is general and could be applied to many of the MetaSearch tools available. Google Scholar and other open Web initiatives that could impact the future of MetaSearching are also discussed.

Language-learning apps are becoming prominent tools for self-learners. This article investigates whether librarians and employees of academic libraries have used them and whether the content of these language-learning apps supports foreign language knowledge needed to fulfill library-related tasks. The research is based on a survey sent to librarians and employees of the University Libraries of the University of Colorado Boulder (UCB), two professional library organizations, and randomly selected employees of 74 university libraries around the United States. The results reveal that librarians and employees of academic libraries have used language-learning apps. However, there is an unmet need for language-learning apps that cover broader content including reading comprehension and other foreign language skills suitable for academic library work.

Purpose – The purpose of this paper is to attempt to build a conceptual model of Open Access Institutional Repositories (OAIR) in Indonesia academic libraries, viewed from knowledge management (KM) perspective. Design/methodology/approach – Literature-based conceptual analysis of previous studies related to open access, institutional repositories viewed from KM perpective. Findings – The conceptual model of OAIR emphasizes three variables – people collaboration, process, and technology functions. These variables, with their many elements, are integrated together in order to help the university or Higher Education (HE) institution in capturing its own scholarship produced as a whole. Besides, that integration aims at facilitating knowledge sharing so as to enrich knowledge content and to enhance global access. A process chart of OAIR based on the conceptual model is built to illustrate knowledge content recruitment in Indonesia academic libraries. Research limitations/implications – The conceptual model proposed in this paper is not yet formally tested. It needs more research to understand the Indonesian context of OAIR to build a more accurate model, based on the experiences in developing and implementing OAIR in Indonesia HE institutions. Originality/value – Many academic libraries in Indonesia develop OAIR to increase the visibility of the scholarship of the parent HE institution. It is significant to view the practice of OAIR in academic library from the KM perspective. KM implementation is almost unheard of in Indonesia universities. However, The OAIR phenomenon in Indonesia academic libraries can be viewed as a KM initiative.

The article assesses the quality of educational services of the University on the example of fgbou VO “KubSTU”. The concepts of quality of education and educational services are considered, which determine the main components of quality of education, consisting of four parameters: the object of receiving services, the subject of providing services, the process of providing services, the degree of customer satisfaction. Based on these components, the analysis of the quality of education “Kuban state University”, in which was investigated the following categories: number of students enrolled in the University, average grade of students enrolled in College on a budget, the number of educational programs, quality workforce, research and innovation activities, the level of satisfaction of employers with graduates. Based on the analysis of the main indicators characterizing the quality of educational services, it is concluded that quality management in “KubSTU” is effective and provides a high level of training of graduates, and to achieve modern quality of educational services of the University it is necessary to improve the quality system of education at all levels of management of higher education institutions.
