The role of local government is needed in improving services and awareness to increase the fulfillment of birth certificates. As of March 2019, the coverage of birth certificate ownership in Banten province only reached 78.24%, which is below the national average of 88.66%. This study aims to find out the problem of the low coverage of birth certificate ownership in the Banten Province, specifically in the City of Serang and Serang District. This research uses quantitative and qualitative methods, conducted from April to June 2019. The results showed the factors causing the low ownership of birth certificates in Serang City were the lack of public awareness in urban areas to have a birth certificate and the non-optimal presence of SMARTDUKCAPIL as an online-based population administration service application. Whereas in Serang District, the distance of the sub-district to the district capital and lack of presence of the Disdukcapil UPT in each district were the main factors. The strategy that can be implemented are developing human resources, optimizing and developing facilities and infrastructure, increasing cooperation networks, and increasing public awareness ABSTRAK Peran Pemerintah Daerah sangat dibutuhkan dalam peningkatan pelayanan dan peningkatan kesadaran keluarga untuk peningkatan pemenuhan cakupan kepemilikan akta kelahiran. Gambaran masih rendahnya cakupan kepemilikan akta kelahiran terjadi di wilayah provinsi Banten. Sampai dengan bulan Maret 2019, cakupan kepemilikan Akta Kelahiran di wilayah Provinsi Banten baru mencapai 78,24% jauh di bawah rata-rata nasional yang mencapai 88,66%. Penelitian ini bersifat deskriptif dengan pendekatan kuantitatif dan kualitatif (mix methode), dilaksanakan pada bulan April sampai dengan Juni 2019. Pengumpulan data dan informasi dilakukan melalui wawancara mendalam (indepth-interview) dengan informan yang berasal dari Pemerintah Provinsi Banten serta Pemerintah Kabupaten Serang dan Kota Serang. Selain itu dilakukan studi literatur dan telaahan dokumen yang relevan dengan permasalahan penelitian. Hasil penelitian menunjukan sampai dengan bulan mei 2019 cakupan kepemilikan akta kelahiran usia 0 – 18 tahun di wilayah Kabupaten Serang baru mencapai 69,88%. Kecamatan Cinangka dan Tanara merupakan daerah di Kabupaten Serang yang cakupan kepemilikan akta kelahiran usia 0 – 18 tahun paling kecil. Sampai dengan bulan mei 2019, cakupan kepemilikan akta kelahiran di wilayah ini baru mencapai 54,01% dan 55,69%. Cakupan akta kelahiran penduduk usia 0- 18 di wilayah Kota Serang baru mencapai 80,44%.  Kecamatan Serang merupakan wilayah dengan cakupan kepemilikan akta kelahiran usia 0 – 18 paling kecil diantara wilayah lainnya (hanya 76,56%). Jarak bukan merupakan faktor penghambat kepemilikan akta kelahiran di Kota Serang. Hasil analisis regresi korelasi memperlihatkan kecenderungan semakin jauh jarak kecamatan dari pusat kota semakin tinggi cakupan kepemilikan akta kelahirannya. Kondisi ini berbanding terbalik dengan Kabupaten Serang yang menunjukan bahwa jarak kecamatan dengan ibu kota Kabupaten mempengaruhi cakupan kepemilikan akta kelahiran.

Historically, all societies may have a constant supply of entrepreneurial activity, but that activity is distributed unevenly. Urban areas are favourable for innovative entrepreneurship, as a result of economies of density and the opportunities created by the city as a nucleus of a broader network. Thus, a modem entrepreneur tends to become increasingly a network operator and manager. The purpose of this chapter is to contribute to our understanding on entrepreneurship in networked economy of India; thereto the literature is summarized from the perspective of geographical seedbed conditions and network constellations. It focuses on the role played by small firms and entrepreneurship. The constraints are identified, and the areas that need action are highlighted. It is also suggested that in the age of liberalization and globalization, any attempt at creation of a competitive environment in the country would need to explicitly note the emerging global production and knowledge networks.

Rural–urban linkages play a fundamental role in the generation of service, development, health treatment and wealth. Yet, for various reasons the importance of such linkages is not recognized and thus unnoticed in rural economic and trade policies. The present paper investigates infrastructure problem, institutional constraints and dependency rural area on near rural service trade barriers that tend to discourage linkages between rural and urban areas and thus prevent a process of rural empowerment and economic development. The findings of our review indicate that clustering rural and urban areas into regional planning units may create the necessary enabling environment for extensive trade networks and knowledge switch over between the city and the neighbor rural-side. As such, stronger rural–urban linkages could also play a crucial role in fulfill rural areas demand in developing countries.

AbstractThe role of advection of heat and momentum on the evolution of near-surface temperature and wind is evaluated in urban-aware simulations over Houston under dry conditions on a light-wind day. Two sets of experiments, each consisting of four simulations using different planetary boundary layer (PBL) schemes, were conducted over 48 hours using the default urban scheme (BULK) and the single-layer urban canopy model (SLUCM) available within the Weather Research and Forecasting (WRF) model. We focus on understanding and quantifying the role played by temperature and momentum advection, particularly on the windward and leeward sides of the city. Previous studies have largely ignored any quantitative analysis of impacts from the advection of momentum over an urban area.The horizontal advection of temperature was found to be more important in the BULK because of the larger surface temperature gradient caused by warmer surface temperatures over urban areas than in the SLUCM. An analysis of the momentum budget shows that horizontal advection of zonal and meridional momentum plays a prominent role during the period of peak near-surface winds, and this effect is more pronounced in the windward side of the city. The local tendency in peak winds in the leeward side lags that in the windward side by about 1-2 hours, similar to the lag found in horizontal momentum advection. The sensitivity of the results to different urban and PBL schemes was explored. The results imply that representation and influence of land-use patterns via sophisticated urban parameterizations generates locally driven winds that best resemble observations.

The article discusses the role of the social context in the evolution of implemented urban development utopia. The ontological and morphostructural problems of one of the implemented urban development utopias on the example of the city of Togliatti are revealed. It was established that the general plan of the Avtozavodsky district of Tolyatti, which fully met the ideals of the Athenian Charter, came into conflict with the idea of the city as a concentrated environment. It is noted that modern Togliatti is in search of a solution to the problem of the integrity of the urban structure. The conclusion is drawn: overcoming the crisis state of Togliatti lies in the field of generating, including new utopias; integration of existing morphostructures; reinforcing redundant conceptuality of form with contextual content. A new morphological unit is proposed - this is macro frame, which is based on multilevel integration of traffic and pedestrian flows.

With the increasing public awareness of the human relations system with the surrounding environment, communities are beginning to shift towards better sources and methods to help improve the environment. One of the methods that began to be utilized is the application of green roof construction. There are many benefits for installing a green roof whether it is in a home or office building. The study was conducted on applicable green roof construction, the benefits of installing a green roof and a process run for a green roof installation with a construction approach applicable to urban housing buildings in Jakarta and on cost analysis on material requirements and installation. And in its efforts to reduce rainwater runoff. Green roof as one in the management of rainwater in urban areas. From the result of the research resulted the calculation on survey location percentage of runoff decrease 26%. While in the test object / mock-up there is a reduction of 95% runoff volume. It can be concluded that the use of a green roof / roof garden can reduce the runoff volume produced by rainwater, resulting in reduced surface runoff automatically reduced. This will also reduce the drainage-drainage burden of the city in accommodating water. The Roof Garden plays a role in the management of rainwater management to cope with puddles up to the danger of flooding

One form of bureaucratic reform in public services is to bring innovation. Since 2015 the city of Banda Aceh has implemented innovations in birth certificate services, by presenting PELANGI (direct servants). Pelangi is a mechanism for making birth certificates based on a mobile car with a proactive system. Department of Population and Civil Registration of the city of Banda Aceh visited villages in Banda Aceh City and provided birth certificate registration services on-site. The purpose of this study was to find out how the implementation of the "Pelangi" program and the extent to which the program was able to increase ownership of birth certificates in the city of Banda Aceh. The research method chosen is descriptive qualitative. With the hope of being able to answer in more detail related to Department of Population and Civil Registration's efforts in increasing the ownership of birth certificates for residents of the city of Banda Aceh through the innovation of the Pelangi. The key informants in this study came from officers and leadership elements of the Department of Population and Civil Registration of Banda Aceh and village officials who were partners. While data collection techniques are obtained through observations, interviews and documentations. Data analysis technique is done by reducing data, presentation and verification. The results of this study indicate that the implementation of the Pelangi innovation in the city of Banda Aceh based on a mobile car has become one of the innovations that is able to increase the number of birth certificate ownership in the city of Banda Aceh.

The city of Kigali has been experiencing rapid growth in recent years. The city enjoys a variety of natural features such as wetland, valley, hill, and great scenery, however, fast expansion of urban areas and human activities could pose a serious threat to the natural environment, and the ecological sustainability. While wetlands, as nature’s kidneys, bring obvious benefits to both ecology and the socioeconomic environment, they have currently faced several problems in Kigali, such as pollution and the risk of decline in the area. This research is aimed at protection of wetland areas through landscape design, which could have a positive influence on maintaining the natural balance of ecology, as well as citizens’ health and well-being. The site study was Kiyovu wetland as one of large wetlands playing a vital role in the city’s character and spatial structure. The research employed observation, questionnaire, and mapping techniques, and the random sample consisted of 37 residents, workers, passers-by, and young people. Findings revealed that safety, environmental issues, accessibility, recreational activities, and quality of the wetland, were significant factors in order of priority that respondents had stressed over the design of the wetland landscape concept. The proposed concept highlighted recreation areas and the connection with other wetlands and green areas as a whole in the city, and it was derived from survey, mapping the results of questionnaires, and feedback from participants. In conclusion, Kiyovu wetland has an enormous capacity to put the idea of green magnet into effect across the city. However, the protection of wetlands without 1. Site-specific ecological landscape plans representing strategic and design levels in periods of time, 2. Legal requirements, and 3. Public awareness about impacts of wetlands degradation would be far less effective. To set up a campaign and a task force to examine changes can make a huge difference to levels of progress and performance

Studies show that electromobility will emerge in urban areas. As urban mobility solutions are changing, electromobility is intended with a big potential of sustainable innovation. Nevertheless, changing the mobility culture depends on certain requirements. According to Urri, the automobile development lies in breaking the dominant role of cars which results in a development deadlock. In order to change the mobility culture, the mental approach to mobility options and the infrastructural conditions need to be considered as two central factors. Future mobility isn´t about less mobility, but rather a different way of being mobile and using different types of mobility solutions. This paper presents a research project that is based on the systemic-relational approach. It seeks to develop and introduce the conditions of electromobility in an urban area without a well-frequented local public transport by a networked innovation cooperation in four development areas. The central goal of this work is the integrated development of service innovation of technical and non-technical manner based on the network of project partners, the city council and the university. A change towards electromobility means changing infrastructure, market actors and business models. It signifies a change of social-cultural systems regarding mobility habits, practices and values. One of our main results show that the emotional perception by using experiences of electromobility has a positive effect on its social acceptability which raises the “flow factor” of electromobility.

The article is devoted to the study of problems of urban areas, disturbed by industrial activity, as well as methods of their rehabilitation and inclusion in the city public life. In the course of the research domestic and foreign experience was analyzed using the example of realized objects of the last 10-15 years refl ecting two principal approaches to solving this issue: demolition and complete cleaning of the territory with subsequent new construction; full or partial modifi cation of the functional program of the facility while preserving the most valuable elements from the architectural and planning point of view, and complementing them with modern architectural objects (reconstruction). The methods of reconstruction are listed and classifi ed: restoration, modernization, restructuring, revitalization and renovation. According to the results of the research the main principle that architects should follow is att ention to the context of the place in all its manifestations (historical, social, fi gurative-emotional, natural or urban).

To many seventeenth century observers, the political role of towns in the English Civil War was clear enough. Clarendon, for example, referred to the “great towns and corporations, where besides the natural malignity, the factious lecturers and emissaries from the Parliament had poisoned the affections.” Thomas Hobbes was even more specific: “The City of London and other great towns of trade, having in admiration the prosperity of the Low Countries after they had revolted from their monarch the king of Spain were inclined to think that the like change of government here would to them produce the like prosperity.” In similar fashion, the anonymous author of the 1648 tract Persecutio Undecima saw the commercial interests of the urban areas, especially London, as one of the significant factors in the calling of the Long Parliament and the subsequent outbreak of war.
