The article discusses the problems of small business and entrepreneurship in Uzbekistan and employment through the establishment of new small enterprises and micro-firms, as well as the role and importance of small business in the further development of economic potential, employment promotion and development of mechanisms to increase direct income. The development of the economy, the liberalization of entrepreneurial activity in addressing issues related to the creation of new jobs, increasing employment, the development of local industries based on the efficient use of local resources. The issues of improving the export potential of the country, taking measures to further increase the importance of this small business and entrepreneurship, the organization of production on the basis of local resources, require less investment, ie allow them to quickly adapt to market conditions.

This article includes the results of the author's research on the features of the functioning of small enterprises in the regions of the Kyrgyz Republic and the systematization of factors influencing their development. Today, in the difficult economic conditions of our state, the decisive factor in the development and future of each region is the processes of organizing regional small enterprises in various industries. Un-fortunately, the economic conditions of the Kyrgyz Republic are characterized by the following difficult factors: weak economy of small enterprises, institutional uncertainty, many risks, ineffective public administration, in-sufficient innovation and production, also insufficient technology, underdeveloped venture capital business, legal, legal and regulatory instability, insufficient activity Kyrgyz entrepreneurs in innovative activities, lack of full funding for research, competition and scientific works. In an era of competition and the beginning of the transition to the sixth technological mode, the organization and development of small enterprises at the re-gional level can solve many problems of the country's economy, because no state can cope with the situation without small business.

The article, based on a statistical review, considers the main directions of trade entrepreneurship, identifies current trends in trade entrepreneurship in Ukraine, the study of the state and main problems of small business development. The ways of development of small business are offered. Entrepreneurship is a leading sector of the market economy, which provides market saturation with goods and services, promotes healthy competition, creates a new layer of entrepreneur - owner. Today, the state connects with small business the hope for quick positive structural changes in the economy, the fight against economic crises and the creation of conditions for expanded reproduction of the economy. Prerequisites and determining factors for the development of entrepreneurial activity are private property, free activity and competition. The establishment and development of private property, freedom of entrepreneurial activity is impossible without small business. As stated in the Law of Ukraine "On State Support of Small Business", it is considered as "a leading force in overcoming negative processes in the economy and ensuring sustainable positive development of society as one of the areas of employment, unemployment prevention, job creation." Small enterprises are an integral part of the socio-economic country. Firstly, they help maintain the stability of market relations, as a significant part of the population is involved in this system of relations (according to foreign scholars, the stability of the system is provided provided that 20-30% of Ukrainian citizens have their own business). Secondly, they guarantee the necessary mobility of production in market conditions, deepening specialization and broad development of production cooperation, without which its high efficiency is inconceivable. Ultimately, this leads to the dynamics of economic development and growth of the national economy. Thirdly, the role of small enterprises in the activities of large and medium-sized enterprises is constantly growing. Of particular importance is the ability of small businesses to expand the scope of supplementation of labor, to create new opportunities not only for employment, but also, above all, for entrepreneurial activity of the population and the use of free production opportunities. Enterprises that carry out several types of activity (multidisciplinary) are small on the basis of the criterion of the type of activity that brings the largest share of total revenue from sales (work performed, services rendered). Small businesses also include individuals who engage in entrepreneurial activities without forming a legal entity. Experience shows that small business makes it possible to create conditions for increasing the interest of each employee in the final results of work. The Cabinet of Ministers of Ukraine, within its powers, provides financial support for the development of small business, directs and coordinates the activities of executive bodies that ensure the implementation of state policy to support it.

The economic development of any country is closely linked with the development of small business. Entrepreneurship is especially important for countries whose economies are in the process of structural change. The essence of small business development reflects the constant search for new opportunities, independence in making innovative decisions, perseverance and determination in their promotion in foreign and domestic markets. Given the scale of activities and narrow specialization, technology transfer is the basis of innovative activities of small businesses and a means of their sustainable development, a guarantee of profit and social impact. The purpose of the article is to identify information and communication tools for technology transfer for the development of innovative activities of small businesses. Accelerating the development of information and communication technologies, their penetration into all spheres of society, has made significant changes in the conditions of origin and implementation of entrepreneurial activity. There are new forms of relations between producers and consumers, managers and staff, between business partners. Information and communication technologies means a systemically connected set of methods and means of intellectual work associated with the search, accumulation, processing and protection of information, as well as its exchange between participants in joint activities. Practice shows that small enterprises carry out ICT transfer and use them in their activities (commercialize), receive additional opportunities. To achieve optimal results, technology transfer, like any other business activity, requires attention, flexible approaches and integration into the overall strategy of innovative development. The direction of further research is an empirical study of the results of technology transfer by local enterprises.

Introduction. Small business is a basis of market relations, creating new working places, paying mandatory payments to budget, being able to adapt quickly to market needs. Like any economic entity, small businesses operate at risk. However, the risk that causes little discomfort to a large enterprise can be catastrophic for a small business. Purpose. Research of modern risks in the activity of small business and preconditions for using of risk management in their economic activity. Results. It is noted that risks are inherent in any stage of entrepreneurial activity, the essence of which involves their acceptance and processing. It is indicated that small business, as an important component of market relations, is more sensitive to various risks compared to large businesses. Identification and effective risk management in nowadays challenges is a necessary component of any enterprise’s management, especially of small businesses. It is noted that the risk management system, which is aimed at ensuring the required level of enterprise’s resilience to possible threats to its sustainable development, involves the involvement of specialists managers. However, in a small business, these functions are usually entrusted to a manager who performs various tasks at the same time. The main groups of risks of economic activity of small enterprises in Ukraine at the present stage, considering their origin, level of influence, spheres and scales of distribution (market, administrative and legal, financial, personnel, investment and innovation, reputation, commercial, information and digital, globalization risks) are presented and characterized. Modern characteristic features of domestic practice in risk management which cause additional difficulties, in particular, in small business activity are presented: non-transparency of economic processes, lack of standards of risk management and appropriate culture of risk management; lack of professionals in the field of risk management with sufficient practical experience. Conclusions. It is proposed to carry out risk management at all stages of the life cycle of products (services), involving specialists from all departments (areas of activity), taking into account the advice of external experts, analyzing the actions of competitors.

The subject of the research is a set of approaches to the statistical analysis ofthe activities of small business entities in Ukraine, including micro-enterprises. The purpose of writing this article is to study of the features of functioningof small business entities in Ukraine. Methodology. The research methodology isto use a system-structural and comparative analysis (to study the change in thenumber of small enterprises by major components); monographic (when studyingmethods of statistical analysis of small businesses); economic analysis (when assessing the impact of small business entities on socio-economic phenomena andprocesses in Ukraine). The scientific novelty consists to determine the features ofthe functioning of small businesses in Ukraine in modern conditions. The influenceof the activities of the main socio-economic and political indicators on the activities of small enterprises in recent periods of time has been identified. It has beenestablished that there is flexibility in the development of strategies by small businesses in conditions of significant competition, which makes it possible to quicklyrespond to changing situations in specific markets. Conclusions. The use of acomprehensive statistical analysis of small businesses functioning in Ukraine willallow government agencies to develop a set of measures to optimize the activitiesof these enterprises, which ultimately will positively affect the strengthening oftheir competitiveness and will contribute to the growth of the national economicsystem.

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. The classification of rural areas according to the criteria that determine the effectiveness of marketing tools for managing their development is carried out. In particular, six main types of rural territories are distinguished, in contrast to the spatial, resource and social criteria of marketing provision of their economy. On this basis, the priority directions of development of marketing of each of these types of rural territories in the conditions of the modern challenges of European integration are revealed. The priority directions of application of marketing of rural territories for activation of social and economic development of rural territories of Ukraine. The article deals with the materials of scientific publications of Ukrainian and foreign scientists, who studied the marketing of rural areas as a means of improving the efficiency of the economy. Despite the significant contribution of scientists to the study of issues, there is an objective need to more fully disclose the peculiarities of the functioning of marketing rural areas. It has been studied that the development of rural areas of Ukraine in recent years is in the focus of increased attention of scientists. After all, the obvious depressive trends that are accompanied by a decrease in the human and social capital of the Ukrainian village have a direct destructive effect on the development of the entire economy of our state, especially in the long run. The article deals with the key tasks of marketing rural areas in the context of deepening the integration processes of European integration, which can include the formation of a positive image of each rural territory, both in the minds of its immediate residents and among potential investors and consumers of products; promotion of the economic potential of rural areas at the international level, as well as the direction of entrepreneurial activity in the implementation of strategic tasks aimed at long-term development of rural areas. It is grounded that quality rural marketing can not only increase the efficiency of using their socio-economic potential, but also stimulate the diversified development of the rural economy, ensuring their competitiveness is enhanced in conditions of increasing global competition for human and natural resources.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

Problem setting. Despite the ramifications of national legislation on entrepreneurship and real activity on a significant scale of small and medium-sized businesses, as well as a significant amount of research in this area, there are problems that reduce the effectiveness of business results and encourage improvement as a regulatory framework. and mechanisms of the national model of entrepreneurship. The ways to implement the principle of freedom of entrepreneurial activity in the system of innovation law remain unclear. The purpose of the article is to identify problems that reduce the efficiency of entrepreneurial activity and search for options to improve the existing regulatory framework in the field of innovation, as well as ways to implement in the national model of economic experience of advanced countries. Analysis of recent researches and publications. A comparative analysis of the results of research by scientists from Georgia (T. Anasashvili, D. Bridze, B. Bolkhvadze, I. Margalitadze), Belarus (E. Voronko, V. Panashchenko), Kazakhstan (S. Moroz) with the conclusions and suggestions of Ukrainian scientists: A. Brevnova, P. Bubenko, D. Zadykhailo and others is carried out. Article’s main body. In the context of the global economic crisis, the most effective ways out of it are two main directions. The first, global, is due to the unification of states into economic unions and the development of common mechanisms for economic development. And the second, local, is based on a detailed study of international best practices and its implementation in national models of innovative development. A systematic analysis of the national regulatory framework with the legislation on entrepreneurship of other countries gives grounds for concluding that it is formed on similar conceptual principles, in particular with regard to consolidating the principle of “freedom of enterprise”. The Doing Business survey periodically determines the ranking of countries in the world regarding freedom of enterprise. The assessment is based on the arithmetic mean of ten control indicators: the process of business registration, the mechanism of connection to energy supply, the process of property registration, credit system, existing tax mechanisms, the degree of investor protection and more. In connection with the unsatisfactory state of development of the economy of Ukraine, attention is focused on ensuring the activities of small business on these criteria in countries that are consistently ranked in international ranking research. In particular, Georgia, China, New Zealand, Singapore and others. Conclusions. The plans of the Ukrainian authorities to further harmonize the legislation in the field of small business with European standards, to carry out in-depth tax reform and to carry out manifestations of illegal pressure on business deserve support. In order to accelerate the process of improving the legal framework for entrepreneurship and effective mechanisms for innovation, the conclusions of international experts should be used more widely. The recommendations of international rating agencies on the need to adopt a realistic strategy for the development of small and medium-sized businesses (entrepreneurship), improve the regulatory framework in the field of lending to small and medium enterprises and improve their access to existing forms of financing, development of entrepreneurship and real action should be implemented. the principle of freedom of its conduct in the field of innovation.
