Ensuring food safety for foodservice businesses is extremely necessary during the current complicated situation of the Covid-19 pandemic. This study has evaluated the knowledge and practices on food safety of establishment owners, food processors, and customers to prevent the Covid-19 pandemic at foodservice businesses in Son La city in 2020. The results show that over 75 % of establishment owners knew regulations to ensure food safety in the prevention of the Covid-19 pandemic, and 100 % of establishment owners were trained in disseminating and guiding pandemic prevention documents. Food processors who have good knowledge and practices of regulations of the Ministry of Health on ensuring food safety to prevent Covid-19, such as wearing masks when working, keeping contact distance with food, washing hands, disinfecting correctly, and do not gather in large numbers in production facilities have reached a high rate of over 90 %. All customers know about the 5K regulations. It is necessary to strengthen the propaganda to ensure food safety to prevent the Covid-19 pandemic so that the subjects can better understand the regulations of the Government, the Ministry of Health, Departments on ensuring food safety and prevention of the Covid-19 pandemic, and good practices of the above regulations.

The Mobilisation of domestic resources and their efficient utilisation are two of the most crucial tasks in revitalising the economy of Pakistan. Historically, low saving fotmation and relatively higher targets of investment and economic growth made it imperative to depend on external resources. Despite heavy domestic borrowing from both private and public sectors, there still has remained an unmet resource gap that has necessitated dependence on foreign capital. I In recent years, the sources of foreign assistance have become scarce due to a growing shortage in world saving and growing domestic demand for budget appropriations in the western countries. If economic growth in Pakistan is to be sustained and selfgenerating, investment in physical and human development must be increased and mad more efficient. To meet this challenge, most of the capital will have to come from domestic sources. Hence, the focus of this paper is on harnessing domestic efforts to increase saving formation and to enhance efficiency of capital investments. Traditionally, the government of Pakistan has relied on conventional approaches to increasing domestic saving. First, the government has been encouraging greater saving by the private sector through a package of national saving schemes and by allowing financial institutions to introduce saving incentives. Saving-schemes and saving incentives have not produced satisfying results. Table 1 shows saving and investment in selected South Asian countries. Saving in Pakistan is very low and, indeed, among the lowest even when compared with neighbouring and other developing countries. Explanations of this failure include the low levels of income and high rate of inflation in the country.2 Moreover, the financial institutions have in general remained inefficient.

Abstract Background The government investments in quality primary healthcare are the basis to strengthening the health systems and monitoring the public expenditure in this area is a way to assess the effectiveness and efficiency of the public health policies. The Brazil Ministry of Health changed, in 2017, the method of onlending federal resources to states and cities seeking to make the public funds management more flexible. This change, however, suppressed mandatory investments in primary healthcare. This research aims to determine the difference of expenditures on primary healthcare in Salvador, Bahia, Brazil metropolitan area before and after this funding reform, seeking to verify how it can impact the quality of primary healthcare services and programs. Methods This is an ecological time-series study that used data obtained in the Brazil Ministry of Health budget reports. The median and interquartile range of expenditures on primary healthcare (set as the percentage of total public health budget applied in primary care services and programs) of the 13 cities in the Salvador metropolitan area were compared two years before and after the reform. Results The median of expenditures on primary healthcare in Salvador metropolitan area was 25.5% (13,9% - 32,2%) of total public health budget before and 24.8% (20.8% - 30.0%) of total public health budget after the reform (-0.7% difference). Seven cities decreased the expenditures on primary healthcare after the reform, ranging from 1.2% to 10.8% reduction in the primary healthcare budget in five years. Conclusions Expenditures on primary healthcare in Salvador metropolitan area decreased after the 2017 funding reform. Seven of 13 cities reduced the government investments on primary healthcare services and programs in this scenario. Although the overall difference was -0.7%, the budget cuts ranged from 1.2% to 10.8% in the analyzed period and sample. More studies should assess these events in wide areas and with long time ranges. Key messages Public health funding models can impact the primary healthcare settings regardless of the health policy. Reforms in the funding models should consider the possible benefits before implementation. Funding models and methods that require mandatory investments in primary healthcare may be considered over more flexible ones.

The political threat posed by the growth of Fenianism in Ireland in the late 1850s and early 1860s has generally been underplayed by much present-day historiography. Even contemporaries were not disposed to see American Fenianism as much of a danger to the constitutional stability of Ireland. The Dublin police authorities decided to recall sub-inspector Thomas Doyle from his surveillance work in America in July 1860. By that time Doyle had sent dozens of reports on Irish-American revolutionary activity. On the basis of his reports the authorities knew that John O'Mahony and Michael Dohney, both of 1848 notoriety, were prominently involved in Phoenix and Fenian conspiracy. They also knew the general points of the ‘phoenix theory’ that England's difficulty was Ireland's opportunity, that men were being recruited and drilled in large numbers in the U.S. for a possible invasion of Ireland, that ‘O'Mahony's theory [was] … to root out the Government, to cut down the landlords, and to confiscate the land of Ireland’, and that John Mitchel had gone to Paris as an agent for the ‘phoenix confederacy’ in the U.S.

Food is the most basic material conditions of survival and development of human society, its security situation is relation to the health and safety of consumer directly. This paper analyze the reasons of causing problems of food quality and safety in the agricultural products supply chain from the perspective of the game theory as well as the government incentive and regulatory mechanisms affect the decision-making of farmers and food producers respectively. In the game between crop growers - farmers and food producers, the government play the outsider role and should give farmers subsidies to encourage them to grow high-quality green crops, as far as possible to ensure food safety from the source. In the game between producers and regulators, the government, as the game participant, should be asked to improve the supervision efficiency and the control ability to prevent unqualified food products entering the market.

ABSTRACTThe Existance of Indonesian Workers in the Middle East, is very beneficial in terms of foreign exchange earnings. Despite the high rate of remittances generated, the Indonesian government must also implement a moratorium on migrant workers sending policies to the Middle East in 2015, which is feared that this could cause a reduction in the amount of remittances, secifically for the Middle East region. Here, the writer will discuss in dept why the government should carry out the moratorium policy of migrant workers to the Middle East in 2015, while the gorvernment  also know that the existance of the overseas migrant workers woud benefit economically. The writer see that, as the main actor, the state is obliged to provide protection for all its citizens whwrever they are.Keywords: Indonesia Workers, Moratorium, National Interest, Protecting Citizens. ABSTRAKKeberadaan Tenaga Kerja Indonesia di Timur Tengah, sangatlah menguntungkan dalam hal pendapatan devisa. Dibalik tingginya angka remitansi yang dihasilkan, namun pemerintah Indonesia juga harus menerapkan kebijakan moratorium pengiriman TKI ke Timur Tengah Tahun 2015, yang mana kebijakan tersebut dikhawatirkan dapat menyebabkan penurunan jumlah remitansi, secara khusus untuk kawasan Timur Tengah. Di sini, penulis akan membahas secara mendalam mengapa pemerintah harus melakukan kebijakan moratorius TKI ke Timur tengah Tahun 2015, sedangkan pemerintah juga tahu bahwa keberadaan TKI luar negeri tentu memberi keuntungan secara ekonomi. Penulis menggunakan sudut pandang realisme, dengan memakai teori kepentingan nasional, sehingga akan dibahas secara  mendalam terkait permasalahan yang ada. Dalam penelitian tersebut, penulis melihat bahwa, sebagai aktor utama, negara wajib memberikan perlindungan bagi seluruh warga negaranya di mana pun berada.Kata Kunci: Tenaga Kerja Indonesia, Moratorium, Kepentingan Nasional, Melindungi Warga Negara.

Bangladesh is one of the poorest countries in the world with low GDP/capita and minimum purchasing power. A third of the total population (24.3%) lives below the national poverty line ($2/day) while a half of them do live in extreme poverty level ($1.25). It’s now a national issue as high rate of poverty is the cause of permanent economic downturn and socio-economic depression in Bangladesh. Many policies have been applied by government and NGOs since its independent in 1971 to alleviate the poverty but no policy has brought a remarkable outcome. The main purpose of the study is to examine the causes for high rate of poverty in Bangladesh and insufficiency of the government agencies that are working to alleviate the poverty and propose innovative approaches to growth of entrepreneurship to bring sustainable economic growth and improve the poverty condition. The study is based on structural and semi-structural questionnaires and face to face interview. A total of 60 structural and same numbers of semi-structural questionnaires were given to 100 recipients of various age, sex, education, profession and economic levels regarding the factors to get feedback. In this research, a cooperative investment policy and a government action plan have been drawn up based on coordination between the various agencies, which allow the impoverished section of the population to save and invest collectively in order to involve them in entrepreneurship to lift themselves out of the poverty cycle and bring sustainable development. The aim of the research involving the impoverished population to entrepreneurship through co-operative investment policy and promoted government mechanisms to improve the poverty condition in Bangladesh. Search tasks: *To examine the major reasons for the high rate of poverty in Bangladesh. *To explore the impacts of entrepreneurship to accelerate the economic growth and improve the poverty condition in Bangladesh. *To discover the most effective ways to involve the impoverished population to entrepreneurship. *To develop a co-operative investment policy and an integrated government strategy covering all financial, administrative, supervisory and regulatory aspects that will regulate the state's action to accelerate the entrepreneurship and achieve economic growth. There are about forty lakh scheduled caste people in Kerala. Most of them are poor and daily wage workers. The socio-economic backwardness of scheduled caste people is a historically determined outcome of a caste system in India. Education is the only way for them to get out of this historical whirlwind of economic deprivation, denial of rights and social exclusion. The Government of India passed The Right to Education Act in 2010 and it ensures “free and compulsory education” for all children aged 6 to 14. The government of Kerala has introduced many innovative programs to provide education for scheduled caste pupils in the state. “Model Residential School” owned and managed by the Scheduled Caste Development Department of The Government of Kerala, is one of such successful initiatives. Model Residential Schools take special care to cater to the educational needs of the underprivileged children and help them to attain quality education. In this article, the investigators explore the role played by the model residential schools in the educational development of scheduled caste pupils in Kerala and particularly in solving the burning issue of a high rate of dropouts among scheduled caste pupils.

The objective of the investigation is to establish the effect of the protection measures established by the government to reduce the contagion by Covid -19 in the district of Barranca during the second wave of infections. Data were collected on compliance with protection measures such as distancing, use of masks, visors and disinfection with alcohol in public places such as streets, markets, banks and parks. For this, data collection instruments based on visual inspection were used to verify the appropriate use of protection measures, as well as a survey regarding the use of alcohol as a disinfectant; and the data obtained was processed through basic statistics and correlation with the data reported by the Ministry of Health of positive infections by Covid-19. It was determined that there is a growth relationship between compliance with protection measures and the number of positive infections, with correlation coefficients for distance of 0.7458, use of 0.6710 masks, 0.8784 visors and use of alcohol as a disinfectant of 0.7310. Regarding the analysis of variance, it is obtained that the use of visors influences the number of positive infections, which is why it is concluded that maintaining distance, in addition to the use of masks and disinfectant alcohol are effective measures to control the number of infections per coronavirus.

The economic development of any nation hinges on the health of its financial system. In recent years, the health of the Ghanaian Banking sector has been affected severely as a result of high levels of non-performing loans (NPLs), which has been identified as a major threat to the overall profitability and survival of banks. To minimize the impact of NPLs on the financial sector, key stakeholders such as the government, bank officials and regulators are working hard in that regard. However, any policy response aimed at dealing with the high rate of non-performing loans first requires the understanding of the underlying determinants of NPLs. Against this backdrop, this paper apply panel co-integration techniques to investigate the determinants of credit risk (NPLs) in the banking sector of Ghana.  We use NPL as a proxy to measure credit risk and assess how it is influenced by macroeconomic and bank-specific factors. A balanced panel data of 16 universal banks in Ghana from 2010 to 2016 has been analyzed using Panel co-integration techniques such as Fully Modified Ordinary Least Squares (FMOLS) and Dynamic Ordinary Least Squares (DOLS). Our result shows that growth in the economy, measured by Gross Domestic Product (GDP) has significant influence on the NPLs of banks in the long-run. The results further revealed that capital adequacy, profitability and liquidity of banks are significant predictors of NPLs. However, our results suggest that bank size, inflation and interest rate have statistically insignificant influence on the NPLs of Ghanaian banks. The study recommend, among others, that whereas it is important for government and policymakers to work to improve macroeconomic outcomes, banks should also improve their capital adequacy, profitability, and efficiency position as these bank-specific interventions could significantly improve credit quality and minimize NPLs.

The high rate of population growth and the workforce raises the problem of job opportunities, because it involves various aspects both economic and non-economic. At the same time as massive industrialization, it is not automatically able to create adequate work. This study aims to analyze and determine the effect of the number of business units, the provincial minimum wage, and economic growth on the rate of labor absorption in the medium and large industrial sectors in South Sulawesi in the period 2010-2019. This research is expected to be one of the benchmarks for the government and private sector in paying attention to the absorption rate of labor in the industrial sector in South Sulawesi. The type of research used in this research is quantitative. The type of data used in this study is secondary data. The data used in this study are time series data in the years 2010-2019. The results of this study indicate that (1) the number of business units has a positive and significant effect on the rate of employment in the industrial sector in the province of South Sulawesi, (2) the provincial minimum wage has a negative and significant effect on the rate of employment in the medium and large industrial sector in South Sulawesi, (3) economic growth has a significant effect in a negative direction on employment in the medium and large industrial sectors in South Sulawesi. The government should design an industrialization policy direction that should be more inclusive, the incoming investment should be based on empowering local workers, reducing unemployment, creating more expansive employment opportunities and synergizing local economic development.Keywords: Economic Growth; Industry; Labor; Wages.
