THE CHANGE OF EDUCATION POLICY: SELF-CONTEXTUALISATION OF MANAGEMENT FUNCTIONS OF PRE-PRIMARY EDUCATION

Based on general and special foundations ot the theory of management of education and theoretical approaches existing in research literature interdisciplinary methodological approach was conceptualised and purified. It enables to substantiate research methodology of management functions of the system of pre-primary education in the processes of shift in the policy of education of Lithuania. In the absence of methodological approach functions of pre-primary education were analysed in the context of positivism, often applying approaches of structural functionalism. Therefore, the link of pre-primary education as an intermediary link (with regard to the links of pre-school and primary school) lost specificity and polyphony, whilst in reality functions that corresponded to its status were attributed. Interdisciplinary methodological approach enables to highlight contextuality, complexity of functions of pre-primary education. Validity of the position of immanence determines such functions that are characteristic namely for management of the system of pre-primary education: gnostic, project-based, constructive, communicative. In management and in management of educational organisations the function is a specialised component of a managerial activity, which is characterised by unimality and exceptionality by ways of impact. In the discourse on self-contextualisation of management of the system of pre-primary education, global changes in education and management theories the educational policy in the context of social values is analysed. It can be stated that considering the valuable basis of educational policy as a key characteristics of the concept of educational policy, the formation, implementation and evaluation of the policy must by based on social values. Social values should be embodied in laws, express main democratic principles and ideals. Having considered the contextuality of educational policy, it must be noted that its relating with social and economical country‘s endeavours is inevitable. It is also important that many factors determining educational policy exist beyond the boundaries of educational system. In the context of high unemployment, increasing individualism that is characteristic to the post-industrial society, when social differences and inequality are permanently increasing, educational polisy must seek its aims. The article presents the results of empirical research of the main theoretical approaches to the concept of efficiency of management services in the field of higher education. It is determined that the concept of efficiency management is a complex multifaceted indicator that includes certain performance indicators related to efficiency, profitability, effectiveness, etc., in economics and management there is no single general approach to determining the effectiveness of management. It is proved that the effectiveness of management is a complex indicator that determines the use of resource opportunities to achieve a certain goal, and these concepts are complementary and interrelated, this approach from the point of view of economics is integrated with all management functions.Ключові слова: higher education; management efficiency; management effectiveness; management efficiency in higher education; educational services.

Globalization, technological developments, changes in social preferences and the fact that customers become more accessible to better with cheaper prices have changed the nature of competition for businesses in the process of transition from industrial society to knowledge economy. In this competitive environment, intellectual capital is defined as the greatest competitive power for businesses. Because intellectual capital is special and unique to every business and it is the invisible assets of businesses that are known only by their own employees, covering the knowledge and skills of the employees. And businesses with intellectual capital develop and use their intellectual capital effectively; However, they can make a difference to their competitors and add value to themselves in today's competitive market. In this study, the studies are examined which made in the YÖK Thesis Center regarding the effects of intellectual capital and its sub-main factors on business performance and the importance of intellectual capital for businesses has been tried to be shown. In the studies examined, the result has been reached that intellectual capital has a positive effect on business performance.

In this article we talk about education as a global phenomenon that includes many actors with their own political interests. In this regard, the question of the anthropological component of modern education, including in the international context, arises extremely sharply: what kind of person is formed by the new global education, to whom it applies, and what values it forms. Main trends in global education policy are defined. The formation of a global educational policy has not yet been completed, and the pandemic of coronavirus infection has brought both positive and negative aspects. We name both of them: the advantages and disadvantages of pandemic situation that shifted the global higher education into the different format. Also, we make the forecast on further higher education development.

Abstract. Local autonomy in the education sector has been implemented for more than ten years; however, the results have not been satisfactory yet and have even created various problems, including in Semarang City. The objective of this research is to obtain the implementation model of the educational policy of Semarang City in the local autonomy era. This research uses the research and development approach. The research results show that the appropriate implementation model of the educational policy of Semarang City in the local autonomy era is the one which applies the interactive and participative principles, management functions and good governance. The decision making and the accomplishment of the educational policy should be done through the interactions among the decision makers, the decision implementers and the decision users so that all parties can give inputs and evaluation. The implementation of the policy is accomplished by applying the management functions especially organizing, actuating and controlling as well as applying the principle of good governance, i.e. transparency, accountability, fairness and responsiveness.Abstrak. Otonomi daerah bidang pendidikan telah lebih sepuluh tahun dilaksanakan; namun hasilnya belum menggembirakan, bahkan memunculkan berbagai masalah baru, termasuk di kota Semarang. Tujuan penelitian ini adalah mendapatkan model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah. Pendekatan dalam penelitian ini adalah penelitian dan pengembangan. Hasil penelitian ini adalah:?é?á bahwa model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah yang sesuai adalah model implementasi kebijakan pendidikan yang menerapkan prinsip interaktif, partisipatif, fungsi manajemen dan good governance. Penetapan kebijakan pelaksana dilakukan dengan?é?á interaksi antara penentu kebijakan, pelaksana kebijakan dan pengguna kebijakan, sehingga para pihak dapat memberikan masukan dan evaluasi. Pelaksanaan kebijakan dilakukan dengan?é?á menerapkan fungsi manajemen khususnya organizing, actuating, controlling, dan menerapkan prinsip good goverenance yaitu transparansi, akuntabilitas, fairnes dan responsivitas.Key words: Interactive, participative, management, good goverenance.

The Social-Ecological Systems (SES) framework serves as a valuable framework to explore and understand social and ecological interactions, and pathways in water governance. Yet, it lacks a robust understanding of change. We argue an analytical and methodological approach to engaging global changes in SES is critical to strengthening the scope and relevance of the SES framework. Relying on SES and resilience thinking, we propose an institutional and cognitive model of change that institutions and natural resources systems co-evolve to provide a dynamic understanding of SES that stands on three causal mechanisms: institutional complexity trap, rigidity trap, and learning processes. We illustrate how Data Cube technology could overcome current limitations and offer reliable avenues to test hypothesis about the dynamics of social-ecological systems and water security by offering to combine spatial and time data with no major technical requirements for users.

Research background: Bankruptcy literature is populated with scores of (econometric) models ranging from Altman’s Z-score, Ohlson’s O-score, Zmijewski’s probit model to k-nearest neighbors, classification trees, support vector machines, mathematical programming, evolutionary algorithms or neural networks, all designed to predict financial distress with highest precision. We believe corporate default is also an important research topic to be identified with the prediction accuracy only. Despite the wealth of modelling effort, a unified theory of default is yet to be proposed. Purpose of the article: Due to the disagreement both on the definition and hence the timing of default, as well as on the measurement of prediction accuracy, the comparison (of predictive power) of various models can be seriously misleading. The purpose of the article is to argue for the shift in research focus from maximizing accuracy to the analysis of the information capacity of predictors. By doing this, we may yet come closer to understanding default itself. Methods: We critically appraise the bankruptcy research literature for its methodological variety and empirical findings. Default definitions, sampling procedures, in and out-of-sample testing and accuracy measurement are all scrutinized. In an empirical part, we use a double stochastic Poisson process with multi-period prediction horizon and a comprehensive database of some 15,000 Polish non-listed companies to illustrate the merits of our new approach to default modelling. Findings & Value added: In the theoretical part, we call for the construction of a single unified default forecasting platform estimated for the largest dataset of firms possible to allow testing the utility of various sources of micro, mezzo, and macro information. Our preliminary empirical evidence is encouraging. The accuracy ratio amounts to 0.92 for t = 0 and drops to 0.81 two years ahead of default. We point to the pivotal role played by the information on firm’s liquidity (alternatively in profitability) and — in contrast to Altman’s tradition — hardly any contribution to predictive power of other financial ratios. Macro data is shown to be critical. It adds, on average, more than 10 p.p. to accuracy ratio.  In the future, we hope to integrate listed and non-listed firms data into one model, ideally at higher frequency than annual, and include the information on firm's competitiveness position.

Several decades of research have examined predictions of future memory performance—typically referred to as judgments of learning (JOLs). In this chapter, I first discuss the early history of research on JOLs and their fit within a leading metacognitive framework. A common methodological approach has evolved that permits the researcher to investigate the correspondence between JOLs and memory performance, as well as the degree to which JOLs distinguish between information that is or is not remembered. Factors that influence each aspect of the accuracy of JOLs are noted and considered within theoretical approaches to JOLs. Thus far, research on JOLs had yielded a number of findings and promising theoretical frameworks that will continue to be refined. Future work will benefit by considering how learners combine information to arrive at a judgment, the implications of alternative methods of measuring JOLs, and the potential for JOLs to influence memory.

Abstract Education for sustainable development represents a relevant issue that allows Universities to lead and respond to social needs towards a more sustainable life and a complete change in the global paradigm of education and involvement of society. A crucial point for developing a culturally sensitive vision is to deepen the scholars’ genuine commitment to sustainability. A pillar of sustainability education should rest on authenticity, intended as coherence between the scholars’ research and teaching arguments relative to sustainability and the concrete behaviors held in their professional and personal spheres of life. Starting from this premise, the papers aims to inquire if there is a decoupling between the concepts scholars contribute to promote within the sustainability discourse and the real practice of sustainability in their personal and professional experience. “Is there a missing link between what scholars teach and study, thereby contributing to sustainability research and their daily choices and style of life?” After having presented the research design and the methodological approach adopted to empirically investigate the phenomenon the attention has been focused on the social and environmental accounting research literature, where some contributions claim for the presence of “blue meanies” that invade the world of scholarship, reflection, collegiality and hinder the development of challenges toward sustainability. The preliminary results of the explorative study suggest that a lot of tension related to education for sustainability improve the transfer of sustainable values and attitudes within the scientific community and the students, while several factors hinder sustainable behaviors in the daily professional and personal life of scholars, thus undermining relationships which are a pillar of sustainability.

<p>The ephemeral streams, which drain steep and metamorphic catchments, experience rapid and torrential runoff with high sediment loads. These processes cause important morphological changes in the channels. This work proposes a methodological approach to verify the change patterns in the magnitude and frequency of the hydrological events that geomorphologically model this type of channels. A gravel-bed ephemeral stream, the Rambla de la Azohía, located in the coastal area of the Betic Mountains (southeastern Spain), has been chosen as a study case for the method validation. This approach focuses first on relationships between peak discharges and sediment budgets measured at checkpoints for specific events from 2018 to 2020 and then runoff data and sediment yields obtained using the GeoWEPP model for the same cases after calibration/validation. Water depths and concentrations of suspended sediment recorded during the events of 2018 and 2019 were used for model calibration and validation, respectively. For the calibration stage, a sensitivity analysis was carried out in order to detect the parameters that most influence the model output and are, therefore, suitable for calibration. Finally, the results obtained in the calibration and validation periods were evaluated using the Nash-Sutcliffe efficiency (NS) and percent bias (PBIAS). Values of NS and PBIAS equal to 0.86 and  7.81%, respectively, were found in the calibration period, while these indices were  0.81 and  -4.1% in the validation period. All these values confirm the model’s capacity to simulate peak flow and erosion in the experimental conditions. Topographical variations and sediment budgets, verified combining high-resolution digital terrain models (HRDTMs) with ortophotographs and point clouds dated in 2018, 2019 and 2020, and ground-based surveys, were analyzed in relation to changes in discharge in order to determine geomorphic flow thresholds. According to these thresholds, three classes of morphological adjustments were defined: 1. global changes caused by  discharges over the bankfull depth; 2. large alterations at the bankfull stage driven by a noticeable vertical bed accretion and lateral erosion; 3. moderate adjustments during sub-bankfull flows that are able to modify alluvial bars; and 4. minor events, in which the accretion of these bars ceases and shallow scouring and washing actions prevail. These geomorphic thresholds were then applied to the complete series of discharges simulated using GeoWEPP at the event scale during the period 1997-2019. The results revealed a significant increase in the number of events that are capable to produce bed aggradation and bank erosion.
