Статья посвящена комплексной оценке состояния ракитника русского Chamaecytisus ruthenicus на основе онтогенетических, популяционных, морфометрических и виталитетных параметров данного вида в природных и антропогенных ландшафтах Режевского района Свердловской области. В индивидуаль- ном развитии Chamaecytisus ruthenicus выделены 3 периода и 6 онтогенетических состояний. Характер- ным типом онтогенетического спектра является одновершинный центрированный спектр. Особенностью в условиях антропогенного воздействия на шлаковом отвале и в водоохраной зоне р. Реж является пол- ное отсутствие прегенеративных особей, о чем свидетельствуют индексы восстановления и замещения. По совокупности всех параметров установлено, что оптимальные условия для существования складыва- ются в природном ландшафте в водоохранной зоне р. Бобровки, несмотря на низкие организменные зна- чения. Преобладающая часть изученных местообитаний ракитника отличается высокой численностью и не- полночленным онтогенетическим спектром, связанным с быстрым отмиранием растений после заверше- ния генеративного периода. По нашим наблюдениям, состояние фрагментов ценопопуляции не только зависит от эколого-ценотических условий в местообитаниях, но связано в первую очередь с антропоген- ными воздействиями. Отсутствие антропогенного влияния способствует увеличению плотности особей в ценопопуляции, и за счет регулярной смены поколений ракитник русский способен удерживать занятую им территорию. The article is devoted to a comprehensive assessment of the condition of Chamaecytisus ruthenicus on the basis of ontogenetic, population, morphometric and vital parameters of this species in natural and anthropogenic landscapes of the Rezhevsky district of the Sverdlovsk region. There are 3 periods and 6 ontogenetic States in the individual development of Chamaecytisus ruthenicus. A characteristic type of ontogenetic spectrum is a single-vertex centered spectrum. Especially in the conditions of anthropogenic impact on the slag dump and in the water protection zone of the river. However, we can distinguish the complete absence of pregenerative individuals, as evidenced by the recovery and replacement indices. Based on the totality of all parameters, it was found that the optimal conditions for existence are formed in the natural landscape in the water-protected zone of the Bobrovka river, despite the low organizational values. The predominant part of the studied Chamaecytisus ruthenicus habitats are characterized by a high number and incomplete ontogenetic spectrum associated with the rapid death of plants after the generative period. According to our observations, the state of coenopopulation fragments not only depends on the ecological and coenotic conditions in the habitats, but is primarily associated with anthropogenic impacts. The absence of anthropogenic infl uence contributes to an increase in the density of individuals in the coenopopulation and due to the regular change of generations, the Chamaecytisus ruthenicus is able to hold the territory occupied by it.

In Spain doctoral studies underwent a major legal reform in 1998. The new legislation has brought together the criteria, norms, rules, and study certificates in universities throughout the country, both public and private. A brief description is presented here of the planning and structuring of doctoral programs, which have two clearly differentiated periods: teaching and research. At the end of the 2-year teaching program, the individual and personal phase of preparing one's doctoral thesis commences. However, despite efforts by the state to regulate these studies and to achieve greater efficiency, critical judgment is in order as to whether the envisioned aims are being achieved, namely, that students successfully complete their doctoral studies. After this analysis, we make proposals for the future aimed mainly at the individual period during which the thesis is written, a critical phase in obtaining the doctor's degree. Not enough attention has been given to this in the existing legislation.

The state of plant communities in areas located in the Tersko-Sulak lowland was studied by assessing phytocenotic indicators: the structure of vegetation cover, projective cover, species diversity, species abundance and elevated production, as well as automated decoding methods. There are almost no virgin soils and natural phytocenoses here; all of them have been transformed into agrocenoses (irrigated arable lands and hayfields, rice-trees and pastures). The long-term impact on pasture ecosystems of natural and anthropogenic factors leads to significant changes in the indigenous communities of this region. Phytocenoses are formed mainly by dry-steppe types of cereals with the participation of feather grass, forbs and ephemera, a semi-desert haloxerophytic shrub - Taurida wormwood. At the base of the grass stand is common coastal wormwood and Taurida wormwood - species resistant to anthropogenic influences. Anthropogenic impacts have led to a decrease in the number of species of feed-rich grain crops and a decrease in the overall productivity of pastures. Plant communities in all areas are littered with ruderal species. The seasonal dynamics of the land cover of the sites was estimated by the methods of automatic decoding of satellite images of the Landsat8 OLI series satellite for 2015, dated by the periods: spring - May 20, summer - July 23, autumn - October 20. Satellite imagery data obtained by Landsat satellite with a resolution in the multispectral image of 30 m per pixel, and in the panchromatic image - 10 m per pixel, which correspond to the requirements for satellite imagery to assess the dynamics of soil and vegetation cover. Lower resolution data, for example, NDVI MODIS, does not provide a reliable reflection of the state of soil and vegetation cover under arid conditions. In this regard, remote sensing data obtained from the Internet resource https://earthexplorer.usgs.gov/ was used.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The present paper reveals the significance of the National Archival Fund for preservation of the historical and cultural memory of the Bulgarian nation and the formation of historical consciousness. The National Archives Fund is defined as the largest collection of documents with historical, scientific, social, economic, cultural significance as an essential part of the cultural and historical heritage of Bulgaria.It treasures documents about the history of thousands of institutions and prominent figures of the state, economy, culture and art, of ordinary citizens whose activity is historically important in one respect or another.The emphasis of the study is on the main factors determining the daily enrichment of the National Archival Fund with new documents. Among these key factors are development of documentaristics and archivistics, trends in social development, ideological and political climate, financial stability and attitude of the society as a whole, of the istitutional leaders and administrative heads, creating documents, in particular, of the non-governmental organizations and even of the individual citizen to the problems in the field of archivistics.In the focus of the paper as well is the leading role of the state archives for the formation of the National Archival Fund of Bulgaria and the opportunities for cooperation with museums, libraries, community centers and other institutions of memory working with the same purpose and vision.

With its moral commitment to the individual, cosmopolitanism has often downplayed the role of the state in cosmopolitan commitments and their practices. There is, however, emerging concern to put the state back into cosmopolitan concerns. This chapter argues that two outstanding reasons for this intellectual move are of an institutional and political nature. First, despite the recent pluralization of global actors, states remain the major agents of change within a (post-Western) system of states; both the moral and political purpose of the state should therefore be aligned with global imperatives. Second, a clearly formulated “marriage” between the global and the national is required to line up institutional motivation for enlightened global policy. This chapter argues, accordingly, for cosmopolitan state responsibilities toward the provision of global public goods (examples include nuclear disarmament, climate change mitigation and adaptation, and sustainable development).

The classic foundational status that Hobbes has been afforded by contemporary international relations theorists is largely the work of Hans Morgenthau, Martin Wight, and Hedley Bull. They were not unaware that they were to some extent creating a convenient fiction, an emblematic realist, a shorthand for all of the features encapsulated in the term. The detachment of international law from the law of nature by nineteenth-century positivists opened Hobbes up, even among international jurists, to be portrayed as almost exclusively a mechanistic theorist of absolute state sovereignty. If we are to endow him with a foundational place at all it is not because he was an uncompromising realist equating might with right, on the analogy of the state of nature, but instead to his complete identification of natural law with the law of nations. It was simply a matter of subject that distinguished them, the individual and the state.

AbstractSubjective vitality is a positive feeling of aliveness and energy, and it is a crucial aspect of well-being. The Subjective Vitality Scales (SVS) have been developed to measure subjective vitality both at the individual difference level and the state level in English-speaking samples. We translated the SVS into German (the SVS-G) and examined their psychometric properties. In Study 1 (N=260), we found that two correlated factors (Factor 1: individual difference level; Factor 2: state level) with five items each constituted a useful structure for the SVS-G. Moreover, the scores on the individual difference scale were more stable than the scores on the state scale. We also found partial evidence for the measurement invariance over a period of three weeks. Conforming to our expectations, Study 2 (N=296) revealed that the SVS-G scores were related to positive and negative affect but could still be distinguished from the affect variables. In line with previous findings, Study 3 (N=203) showed that SVS-G scores are related to well-being variables (happiness and joviality) and the perceived capacity to actively perform effortful tasks (attentiveness and capacity for self-control). Across all the studies, the SVS-G showed satisfying inner consistency, and the two consideration levels (individual differences vs. state) could be differentiated. The initial evidence suggests that overall, the SVS-G have good psychometric properties.
