Abstract The rapid change in the information technology in the age of Industry 4.0 requires the government to produce an innovative and competitive industrial policy in order to push for an independent economic development. Amids the trend of industry 4.0, states are faced with a challenge of advancing national industries, such as the energy, food and beverage, automotive, electronics, chemical, textile and textile products industries. Using literature review over a number of cases of industrial policies in East Asia, this article argues that a national interest-based industrial policy can be seen as an implementation of the so-called state defense. This is because industrial policy is the product of the thoughts of individual policy-makers who are also the citizens to whom the obligation of state defense applies. Thus, rather than simply asking the general individual citizens to do state defense, the state, represented by the individual policy-makers should also think of their policy in terms of state defense, that is the defense of public interest. ABSTRACTAs the debate throughout the eighties has concluded, the efforts of governments to intervene at the firm level has largely been disappointing. Using two examples drawn from the British experience, Rover and Inmos, this paper offers an analysis as to why the Government has encountered difficulties when it has sought to intervene in a strategic fashion. Essentially, public policy makers lack adequate mechanisms to intervene effectively in technology-based companies. Locked out of the knowledge base of the firm, inappropriate financial control is imposed which reinforces the ‘outsider’ status of the Government. Having addressed the limitations of strategic intervention, the paper, drawing on the comparative experience of other countries, then goes on to address how this policy boundary might be pushed back in the long term.

This chapter describes how Tourism 4.0 is a concept that combines tourism and the fourth industrial revolution, and although the literature in this field is very scarce, this concept has been explored in some research projects, such as the government-sponsored research project in Slovenian tourism. People with various kinds of access requirements represent a combination of challenges and opportunities for the tourism industry. Tourism 4.0 set up the main goals of making tourism accessible to everyone at any time. Therefore, this new phenomenon may have an essential role in the development of accessible tourism. The adoption of technological components in accessible tourism enables the development of a new technological solution that can facilitate access to tourism products for disabled people, contributing to the development of accessible tourism. The new term Accessible@Tourism 4.0 is the answer to the role of the fourth industrial revolution in accessible tourism, emphasizing the effect of Industry 4.0 components in the tourism sector.

The defining trend of the ongoing Fourth industrial revolution based on Industry 4.0 is the digitalization of technological processes for creating new value in material production. The introduction of global trends of the "Industry 4.0" concept into the practice of functioning of domestic enterprises, the importance of global trends for the domestic industry require the search for new scientific approaches to research and systematize the manifestations of digitalization, taking into account risks and dangers, and developing appropriate industrial policy measures. The study analyzes the main technologies and tools of the Industry 4.0 concept, as well as the possibilities of its use for the progressive transformation of the Russian industrial complex. Modern trends and promising directions of innovative transformation of the industrial sector of the Russian economy are identified, taking into account the identified specific features of Industry 4.0.

This chapter discusses industrial policy in the BRICS. It contributes to the literature in three ways. First, by approaching the BRICS as a single entity, it documents the gradual buy-in to the concept of BRICS by the participating countries, and their efforts at strengthening collaboration, including on industrial development matters. Second, it corroborates that differences in individual development paths influence the expected contribution of each member to advancing a joint industrial development agenda, while it is early to dismiss their ability to consolidate as a major player in global economic dynamics. Third, the BRICS response to the Fourth Industrial Revolution builds on their traditional proactive stance around industrial policy, while their expected collective collaboration with third-party regions, particularly Africa, reflects cumulative interests at the individual country level.

The fourth industrial revolution is about the development of Industry 4.0, the changing of the production paradigm and economic digitalization. The research subject are the development conditions of Industry 4.0 in the Republic of Serbia. The main research objective is to point out the importance of the efficient development of Industry 4.0 and the implementation of structural changes through the process of digitalization and application of technological innovation in the manufacturing industry. The method of analysis is used to identify the concepts of Industry 4.0 and the new industrial paradigm. The comparative method is used to compare technological criteria and changes. The development conditions of Industry 4.0 are analyzed indirectly through technological criteria and innovation, i.e. data obtained from survey on innovation, individual innovation and technology indicators and composite indicators. Industry 4.0 is an important factor in technological and structural change, economic growth and competitiveness. The research results show that the Republic of Serbia lacks incentives for the development of Industry 4.0. The research results are useful to industrial policy makers as they point to some of the key factors and directions of change to create the conditions for the development of Industry 4.0, the manufacturing industry and the digital transformation of the economy.

Urgency of the research. New modern trends in the cable industrial communication and exchange of data focus on implementation of new communication standards, protocols and reduced costs. Communication in every automation systems is crucial. Functions of these systems is very important for the correct function of automation system. Target setting. For designing sensor and actuator systems for automation and solving connection between different devices, developers solved this problem with standardized communication like technology IO-Link. This communication technology together with industrial bus create solution for modern communication with quantity of benefits like quick design and diagnostic, unified interface, cost and work reduction. Actual scientific researches and issues analysis. To prepare this paper, we analyzed different solutions for communication between sensors and actuators, different control systems and mechanical solutions. We used knowledge from our previous experiments and choose optimal components and systems for our project. Uninvestigated parts of general matters defining. There are many different types of sensors, actuators, communication interfaces and industrial busses. This paper is insufficient to describe them all. That’s why we’ve only described those, which will be used. The research objective. This article describe the design of a machining module for the FESTO FMS 500 Modular Laboratory System. This module will be physically implemented as part of the revitalization and modernization of the FMS 500 laboratory system at the Department of Automation, Control and Human-Machine Interactions. The statement of basic materials. We follow the trends in industrial automation and the requirements of the 4th Industrial Revolution. This is reason why we use IO-Link technology in combination with Profinet bus for communication with sensors and actuators. Conclusions. The main objective of this article is to approach the design of the Machining Module with Industry 4.0 elements for the Modular Production System FMS 500. This design describe the individual components which will be used. The functions and purpose of the module are also describe, as well as its functional capabilities in terms of diagnostics.

The solved tasks are to develop recommendations for combining industry 4.0 technologies with the reduction of less qualified personnel due to their use while maximizing (keeping) of the efficiency of the organization’s activities. The novelty is the justification for the need to use strategic methodological approaches for design and development of new value proposals and business models in the organization for the strategically effective use of Industry 4.0 technologies and management of highly qualified personnel. The main characteristics, basic technologies and the strategic role of Industry 4.0, as well as its impact on business and working conditions of employees and the state as a whole, are analyzed. The model of changes in the role of labor when using “digital” capital is analyzed. A full-fledged entry into Industry 4.0 will contribute to various structural and balance changes in the socio-economic sphere, while the main transformations will be subject to the traditional life of a person, his values, beliefs and, ultimately, the conditions of existence. Despite the fact that robotics in the course of Industry 4.0 to replace the individual, the human labour in specific segments will be necessary. Work is also necessary for the development of the individual, both culturally and psychologically.

The food industry has recently faced rapid and constant changes due to the current industrial revolution, Industry 4.0, which has also profoundly altered the dynamics of the industry overall. Due to the emerging digitalisation, manufacturing models are changing through the use of smart technologies, such as robotics, Artificial Intelligence (AI), Internet of Things (IoT), machine learning, etc. They are experiencing a new phase of automation that enables innovative and more efficient processes, products and services. The introduction of these novel business models demands new professional skills requirements in the workforce of the food industry. In this work, we introduce an industry-driven proactive strategy to achieve a successful digital transformation in the food sector. For that purpose, we focus on defining the current and near-future key skills and competencies demanded by each of the professional profiles related to the food industry. To achieve this, we generated an automated database of current and future professions and competencies and skills. This database can be used as a fundamental roadmap guiding the sector through future changes caused by Industry 4.0. The interest shown by the local sectorial cluster and related entities reinforce the idea. This research will be a key tool for both academics and policy-makers to provide well-developed and better-oriented continuous training programs in order to reduce the skill mismatch between the workforce and the jobs.

The onset of Industry 4.0 assumes a change in the nature and structure of the labor market. An unintended consequence of macro-structural social changes is the production of actors for whom it is difficult to adapt to the new conditions and who can thus join the socially redundant category. The development of Industry 4.0 threatens particularly low skilled individuals (according to the Czech and Moravian Confederation of Trade Unions, 2017, Industry 4.0 represents a threat to 40% of jobs). The lack of social positions associated with usefulness and recognition, along with the attributes of the contemporary society (social atomization, individualization, and the decline of solidarity within society) and the tendency to psychologization of phenomena caused by structural causation (the individual as the only “party at fault” in his/her life situation) can contribute to social conflicts and the emergence of social pathological phenomena. The simultaneous activity of representatives of generation X, Y and Z with a different character of knowledge and skills, expectations and demands for work-life balance will also be specificity and challenge for the labor market. The aim of the paper is to draw attention to the transformation of labor market requirements not only for graduates of technical universities within the transformation of the structure of job positions. Through data description and analysis, the contribution reflects the change in current theories and trends in education, and focuses on effective methods of interconnecting social sciences and engineering to reduce the risk of social deconversion.
