The rapid response border commandant's office is a structural unit of the border detachment, designed to protect and strengthen the protection of a certain section of the state border, and must quickly redeploy its forces and assets. The success of the tasks assigned to the unit depends largely on the timeliness of arrival at the destination. Operational transportation of a significant amount of weapons, personnel and dissimilar cargoes on land is carried out using equipment. At the preparatory stage of the organization of transportation, the problem of forming the optimal composition of the convoy of equipment is solved. The existing road network provides a sufficiently large number of traffic routes between the starting and ending points. Moreover, this takes place even for insignificant distances between points of departure and destination. The specified conditions for multivariance in the selection. In addition, the choice of the route of movement depends on many auxiliary conditions: driver training, technical characteristics and reliability of vehicles, traffic safety, road and environmental conditions, distance and timing of transportation, and the like. Poor accounting of these factors in the aggregate may lead to the choice of an irrational route of movement, will not ensure the timely arrival of the unit at the destination, and may lead to the failure to fulfill certain tasks. Therefore, the task of choosing the optimal route of movement of the column of equipment is relevant. At the substantive level, the task looks like the justification of the mathematical model for choosing the optimal route for the column of equipment, if the criterion of optimality is minimizing the time it takes to move from the starting point to the destination. The authors formed a mathematical model of the given problem, proposed an algorithm for its solution for three cases: discrete-stochastic, discretely-determined and continuously-indefinite, and the corresponding software was developed. The choice of routes is carried out for three options, taking into account the fact that the change in the weights of the ribs can be carried out: at times when the column is at a certain vertex of the graph, and the update of the matrix of weights is carried out precisely at these moments. This is the case when a decision on the further route of movement is formed at the road branching points, taking into account the situation, the status of individual sections changes dynamically and data for which appears periodically; at times when the column is at a certain vertex of the graph, and for these moments, the matrix of weights that will occur when the column hits the vertex are known in advance. This is the case when a decision on the route of movement can be formed at the beginning of the movement, taking into account the known situation on the state of the roads, dynamically change, but data on which can be taken into account in advance; randomly depending on the speed of the column at a fixed point in time for which the column speed function is known.

The article presents the results of the study of the road traffic safety on the automobile roads of the Republic of Kazakhstan. We performed the analysis of the main indicators, specifying the state of the road traffic safety on the automobile roads of the republican significance of the Republic of Kazakhstan. In many regulatory acts, such as “The Priority Action Plan for Improving the Road Traffic Safety of the Republic of Kazakhstan for 2017–2020”, developed with the support of the Asian Development Bank, and in the “National Concept of Road Traffic Safety” project as well , developed by the Interdepartmental Research Institute called “The Academy of Law Enforcement Agencies” of the General Prosecutor’s Office of the Republic of Kazakhstan, the urgent need to improve road traffic safety is clearly pointed. At the same time, it is necessary to have the information about the extent of the existing problem in the field of road traffic safety, which is ensured by the constant consideration and analysis of the statistical indicators, as well as by planning appropriate measures aimed at correcting the situation and achieving planned indicators in the framework of, for example, the national concept of road traffic safety. Currently, statistics on road traffic accidents, occurring in Kazakhstan, are published by the Committee on Statistics of the Republic of Kazakhstan and the Committee on Legal Statistics and Special Accounting. However in the current situation, this is not enough, especially since the ARC MIID of the Republic of Kazakhstan outlined the program of actions aimed at eliminating the existing shortcomings in the field of the road traffic safety and significant improving its indicators. The analytical investigation of the status of the road traffic safety on the roads of the Republic of Kazakhstan was carried out. This will become a kind of starting point in the consistent work in this direction, which will provide the interested parties, first of all the experts, with the high-quality and reliable information about the main figures, characterizing the state of safety of the road users. Based on objective accident data, it is possible to take the effective measures aimed at improving the situation on the roads of the Republic of Kazakhstan.

The research subject is social relations in the field of public order protection. The article focuses on the interaction between the Ministry of Internal Affairs of the Russian Federation represented by patrol and point duty officers and the Ministry of Healthcare of the Russian Federation represented by healthcare workers, in detecting people in the state of alcoholic intoxication, often unconscious or unable to walk, in public places. This category of citizens should be removed from public places and provided with medical aid. The author studies historical materials of the Soviet period, analyzes the current legislation issued by the Ministry of Internal Affairs and the Ministry of Healthcare related to public order protection and its comparison with the practical activities of internal affairs bodies. Based on the analysis, the author suggests renewing the work of special medical sobering stations which will undoubtedly have a positive effect on the work of internal affairs officers, provide citizens in the state of alcoholic intoxication with professional medical assistance, and harmonize the actions of police officers and healthcare workers.

BETWEEN THE NECESSITY AND CAPABILITIES – TRANSFORMATIONS IN THE INTERNAL AFFAIRS DEPARTMENT DURING THE POLITICAL TRANSFORMATION; THE ORGANIZATIONAL AND LEGISLATIVE ASPECTS Summary The reconstruction of the Ministry of Internal Affairs was a very important task in the process of political transformations initiated in Poland in 1989. This postulate, made under the provisions of the statutory law, was materialised in 3 resolutions adopted by the Parliament on 6 April 1990. Pursuant to the provisions of those resolutions , the internal affairs minister was deprived of his law enforcement powers, becoming solely the supreme body of state administration implementing national policies in the area of state protection, security and public order. The above functions were transferred to the respective agencies reporting to the minister. In the successive resolutions adopted on 6 April 1990, the Parliament set forth the powers and organisational principles of two such agencies – the Police and the State Protection Office. The above began operations on 10 May 1990 when the said resolutions came into force. In the final part of the article, the author discusses the controversy surrounding the drafting of the above resolutions, including staff affairs relating to the winding up of the Security Service and the Citizens’ Militia.

The key role in the implementation of the state transport strategy is played by the development of transport infrastructure, the most important component of which is the road network. The compliance of highways with the requirements of modern traffic flows determines not only the efficiency of industry and agriculture, but also ensuring the proper standard of living of people and the state defense capability. Problems of efficient functioning of public roads, urban roads and streets of Ukraine are outlined. The main provisions for the road safety audit are outlined. Road safety audits are proven to be one of the most effective engineering tools that affect road safety. The main benefit of road safety audit is the detailed assessment of the road safety design solutions at all stages of design. The purpose of a road safety audit is to answer the following questions: - what road elements could pose a threat to road users: to what extent, to what road users and under what circumstances; - what opportunities exist to eliminate or reduce the impact of identified threats on traffic safety. The earlier an audit is carried out in the design and construction processes, the better and more useful the results are. Carrying out an audit in the early stages can help eliminate problems early and, as a consequence, minimize the time and cost of redesigning in the subsequent stages. In addition, it should be noted that conducting an audit leads to intensive negotiations between the auditors, the customer and the designer. Such negotiations are useful for raising awareness of all stakeholders, as well as for improving day-to-day work, design procedures and will be useful for updating building standards or norms. The questions of improvement of methods of calculation of safe speed of movement, development of algorithms of multivariate analysis of conditions of movement, identification of potentially dangerous sites and identification of causes of danger are considered. A mechanism is provided that can significantly accelerate such an audit, effectively utilize human, time and financial resources. ABSTRACT The use of studded tires has been a subject of controversy from the time they came into market. While studded tires contribute to traffic safety under severe winter conditions by increasing tire friction on icy roads, they also cause damage to the road surface when running on bare roads. Consequently, one of the main challenges in studded tire development is to reduce road wear while still ensuring a good grip on ice. Therefore, a research project was initiated to gain understanding about the mechanisms and influencing parameters involved in road wear by studded tires. A test method using the institute's internal drum test bench was developed. Furthermore, mechanisms causing road wear by studded tires were derived from basic analytical models. These mechanisms were used to identify the main parameters influencing road wear by studded tires. Using experimental results obtained with the test method developed, the expected influences were verified. Vehicle driving speed and stud mass were found to be major factors influencing road wear. This can be explained by the stud impact as a dominant mechanism. By means of the test method presented, quantified and comparable data for road wear caused by studded tires under controllable conditions can be obtained. The mechanisms allow predicting the influence of tire construction and variable operating conditions on road wear.

Drawing on unique documents that have not yet been introduced into scientific use, the article reviews the activities of the USSR Ministry of Internal Affairs in training its agencies for probable border war with China. A series of events was conducted by Shchelokov, Minister of the Internal Affairs of the USSR, in order to strengthen the regional internal affairs agencies. It included introduction of a list of ‘advanced alert,’ ‘special period,’ and ‘covert mobilization’ signals, accompanied by a list of mandatory positions. The article focuses on the work of internal affairs agencies in the Far East border areas and the Khabarovsk special secondary school of militia of the Ministry of Internal Affairs of the USSR in particular, all of which hurried to fine-tune public order and state security maintenance, evacuation of the population and the internal affairs bodies in case of onset of the Special Period. Significantly, the Khabarovsk special secondary school of militia of the Ministry of Internal Affairs of the USSR was to become not just a base for accelerated training of officers, but also a military reserve in case of enemy assault. It also was to enforce public order in case of mass riots. The manpower strength of the school allowed to form a battalion of 3 rifle companies. The author underscores that all measures implemented by the Ministry of Internal Affairs of the USSR were carried out in close cooperation with the KGB under the Council of Ministers of the USSR and its regional agencies. Training for Special Period was multifaceted, it included propaganda support via mass media, control over radio-broadcasting in the territories bordering China, camouflage of installations at the expense of the forest fund, mobilization by rail and road transport, etc.
