Skill can be related to the work performed by the people. If a unit of work is performed by an unskilled person, the actual output would not match the expected output. Thus, skills and competencies play an important role in a person’s life. The projection of the skills and competencies helps him to achieve the employability status. The person has to sustain his employability by the process of continuous enhancement of his skills by way of various trainings and workshops. So, skills are essential for the development of a person and the country’s economy. This paper deals with the study of the current skill gap scenario prevailing in India and various schemes and programmes propelled by the Government of India to bridge the gap. The paper also discusses the National Policy on Skill Development and Entrepreneurship 2015.

Agriculture in Indian, economy shares around 50 per cent of the workforce. Farmers, who are considered as the backbone of our national economy, were sternly affected by the currency note demonetization of Indian economy. Most of the farmers who are availing loans from cooperative banks have no cash reserves to supply them. With this effect farmers were not able to buy seeds, fertilizers and other required things for farming on time. It took almost 8 weeks to resolve this issue. Till that time, farmers found it very difficult, they normally deal their transactions in cash. The cash transactions in our economy are extremely high when compared with the total number of electronic transactions carried on a daily basis. Most of the earlier studies emphasizes more about cashless payments and its advantages, Debit and Credit Cards using in retail sector, epayments and their problems faced by the public in using plastic cards for payments etc., all these could not solve the shortage of currency in the country at a time. Eventhough there is no much difference in value and volume of currency i.e., the calculated values for the hypotheses formulated are 0.148 and 0.075 respectively, but the people were much more suffered due to the demonetization of currency by the Government due to that agriculture sector severely affected. The previous studies could not much focused on agriculture sector. Hence, this kind of specific study is highly needed in the context of demonetization. By using multi-stage random sampling technique 330 sample respondents were selected.

Entrepreneurship correlates to the entrepreneur who is creative, has risk taking capability, promotes capital formation, and seeks out investment opportunities in the market. In the National Institute for Transforming India Aayog's 5th Governing Council, the Government of India (GoI) aims to take the Indian economy to USD 5 trillion by 2024. Thus, India needs to significantly increase employment opportunities for which GoI is promoting skill development through biotechnology entrepreneurship and investing appreciably with a special focus on R&D to develop India into a world class bio-manufacturing hub. The DBT in collaboration with BIRAC has implemented flagship schemes such as ‘Make in India' and ‘Start up India'. The major objectives of this chapter are to lay out (1) the role of GoI to empower startups for growth through innovation and design, (2) a detailed overview of the various schemes offered by GoI for promoting skill development and innovation through bio-entrepreneurship, (3) major challenges faced by the government for implementation of schemes.

There is no question of national policy so firmly established as the merit system, and on it must finally rest our political and administrative fabric. The system is fundamental, as it underlies all other political reforms. Its processes, therefore, should be adequate and be made to ensure results which will keep pace with the ever increasing functions of government. These processes are especially important in supplying the needs of appointment to the higher technical and administrative positions. The extension of the merit system to higher positions is a logical development of its application to lower positions. The same reasons which require tests of fitness in the latter apply even more strongly to such of the higher positions as have nothing to do with the policies of the administration. Such an extension would have the additional and great advantage that the more important the office affected the more effective must the extension necessarily be in divorcing the office from politics. Character and capacity are being secured in the great body of public employment, and it only remains to take the higher officials whose duties are purely administrative, federal, state and municipal, out of politics, to establish finally in the minds of the people the fundamental truth that positions under a democratic government belong to the people and not to the political party temporarily in power. The higher subordinates in the government employ have administrative control of the work on which our economic structure and our industrial success largely depend; and it must follow that their selection should be made upon proved merit, if that degree of administrative success is to be obtained which the people of this country have a right to expect. It is through the highest officials down to the humblest employees that the government serves the people.

The issues of Papua (Both Papua and West Papua Provinces) have been reached by international communities even though the government regulation; Law of the Republic of Indonesia Number 21, Year 2001, concerning Special Autonomy for Papua Province becoming a central issue as a problem solving to make a special treat for people in Papua internally. Whereas, the regulation is expected to make people in Papua develop political, economic, and cultural also resolving the insurgency problems among them. The arrangements of social and political, economy and budget are as a special treatment, only develop economy and infrastructure but it does not solve the conflicts until today. In this case, the Counterinsurgency (COIN) strategic model needs to be implemented following the appropriateness of national policy and the condition in Papua. This research used a content analysis method to reveal the causes of an un-optimal policy in solving the insurgency. Based on the four elements of COIN, only two elements exist; community and state elements. While the international community element and private sectors do not appear on the special autonomy legislation for Papua. As a reason, the COIN model appropriates with the condition of the people that include some elements; government, local community, the non-state, international community, and private sectors. Comparing to the United States of America (USA) model where the community is not included in the COIN element since the community as an object. On the other hand, it is different from China where military and political parties as important elements since the government decisions are supported by military force to solve the insurgency problem. This research found that civil and military cooperation in the model of COIN Papua after special autonomy is reflected by the existence of Local Government Leaders Communication Forum of Papua to face all situations that happened in Papua, both in security and emergency. Active coordination among governors, local legislators, Adat communities (customary), police, and army for COIN strategy needs special coordination to global communities openly that affect opinions on the people and private sector interests in Papua.


The growth of Indian Economy is a combination of contribution of different sectors. The banking industry is the back bone of Indian Economy and its growing role in the Global Economy. Since, nationalization banking industry has witnessed many ups and downs in its sustainability. Though the banking industry is regulated by the Reserve Bank of India and policies of the Government from time to time towards its sustainability it needs to bring reforms in the strict implementation of Banking Regulation Act. During last two decades, banking industry has been reeling under financial crisis, losses and debts due to liberal loan sanction policies and poor recovery rate. This was due to frauds and corrupt practices due to some or other reason. This leads to financial burden not only on the Government but also on the people of the country. The present research paper examines the reasons for financial frauds and necessary suggestions are being made to mitigate the frauds and to develop strong and efficient control mechanism.

The need of the hour is to capitalize the opportunities available to India in COVID-19 phase and help the nation to become ‘Atmanirbhar’. The article accompanies the key contribution of the professionals in fabricating Self- Reliant India. It also contains the challenges faced by MSME sector and the policy reforms taken up by government of India to accelerate the pace of growth and investment in micro and small enterprises and some instances of how investment in MSME sector will help India in fueling the engine of growth and development amid COVID-19 financial and economic distress phase. The professional is the helping hand in the period of disguise their support will help the nation in the field of innovation and how to sustain life in this new normal. The government of India should focus on holistic growth of nation by ensuring that business is shared with SMEs and MSMEs to build a robust ecosystem.

Advances in technology have changed the habits of the people to use online transfortation In fact despite legal protection in the service based services transfortation technological sophistication has not been formed and it became warm conversation among jurists. This study uses normative juridical research. This study found that the first, the Government must accommodate transfotation online phenomenon in the form of rules that provide legal certainty; second, transfortation online as part of the demands of the times based on technology; third, transfortation online as part of the creative economy for economic growth .
