Several academic studies have already been conducted to investigate the reasons influencing the adoption of open source desktop software such as Linux and OpenOffice.org. However, few studies have been devoted to determine the reasons for not adopting open source desktop software. In order to address this issue, we present a case study on the Belgian Federal Public Service (FPS) Economy which considered the use of OpenOffice.org, but eventually decided not to adopt OpenOffice.org as their primary office suite. This decision was to a large degree influenced by the fact that a large number of users within the FPS Economy perform data-intensive tasks such as statistical data analysis and reporting on a daily basis. Notwithstanding the fact that several reasons were actually in favor of the migration, we have identified several barriers that may discourage the use of OpenOffice.org in similar environments.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

The Effect of Product Quality and Price on Purchase Intention for Selancar Rice (Case Study on Housewives in Kota Baru Jalan Kapten Satar RT. 10 RW. 03 Lahat). This research was conducted on housewives located at Jalan Kapten Satar RT 10 RW 03 No. 25 Kelurahan Kota Baru, Lahat District. The research objective was to see the effect of the product and price on buying interest in surfing rice. The regression equation Y = 10.588 + 0.453 X1 + 0.339 X2 + e. Based on statistical data analysis, the indicators in this study are valid and reliable. The individual order of each variable with the most influence is the product quality variable with a regression coefficient of 0.453 then the price variable with a regression coefficient of 0.339. Obtained t count variable product quality (X1) of 2.658> 2.011 and variable price (X2) obtained at 2.905> 2.011. This means that t is greater than t table, then H_0 is rejected and H1 is accepted. Obtained an F calculated value of 7.009> 3.20 so that it can be ignored that there is a simultaneous (joint) influence between product quality (X1) and price (X2) on buying interest (Y) of surfing rice. Analysis of the coefficient of determination of 23% means that there is a very weak relationship between the independent variables and the related variables and the rest is 77%. By other factors that are not discussed in this study.

This article investigates the unique role of applied public service colleges in engaging with communities through economic development and entrepreneurship-related activities. Schools of public administration, affairs, and service are often distinctively tasked with being public facing, connecting and working with outside agencies, nonprofits, and other stakeholders. Using a case study of Ohio University’s Voinovich School of Leadership and Public Affairs, which employs a public-private partnership model to find solutions to challenges facing communities, the economy, and the environment, the authors discuss the emerging engagement role of these schools using a typology of strategies brought forth by the Association of Public and Land Grant Universities. The authors outline seven specific programs run by the Voinovich School and discuss the activities, services, and intensity of each. As opposed to other forms of civic or community engagement, this article focuses primarily on economic engagement, such as technical assistance, business development, and related activities that drive regional and rural economic growth. Having a deeper comprehension of how such programs operate to enhance engagement and interaction between academics and outside stakeholders can be an important aspect of growing similar connections in other schools to further pursue regional connectivity and development.

PurposeThe public administration literature on representative bureaucracy identifies several advantages from having a diverse public service workforce, but it has not explicitly focused on leadership. For its part, the public sector leadership literature has largely ignored the issue of gender. The purpose of this paper is to rectify these limitations by advancing the argument that having a representative bureaucracy is fundamentally a leadership issue. Moreover, it assesses the extent to which representativeness has been achieved in the Canadian federal public service.Design/methodology/approachThe paper begins with a discussion of the importance of a representative bureaucracy for democratic governance. In the next section, the case is made that representativeness is fundamentally intertwined with the concept of administrative leadership. Then, the article provides an interpretive case study analysis of the federal public service in Canada, which is the global leader in terms of women's representation in public service leadership positions.FindingsThe initial breakthrough for gender representation in the Canadian federal public service was 1995. From that point onward, the proportion of women in the core public administration exceeded workforce availability. However, women continued to be modestly under-represented among the senior leadership cadre throughout the early 2000s. The watershed moment for gender representation in the federal public service was 2011 when the number of women in the executive group exceeded workforce availability for the first time. Significant progress toward greater representativeness in the other target groups has also been made but ongoing vigilance is required.Research limitations/implicationsThe study only determines the passive representation of women in the Public Service of Canada and is not able to comment on the extent to which women are substantively represented in federal policy outcomes.Originality/valueThe paper traces the Canadian federal government's progress toward achieving gender representation over time, while commenting on the extent to which the public service reflects broader diversity. In doing so, it explicitly links representation to leadership, which the existing literature fails to do, by arguing that effective administrative leadership is contingent upon having a diverse public service. Moreover, it highlights the importance of gender for public sector leadership, which hitherto has been neglected.

It has been observed that the Nigerian Federal Public Service has been bedeviled by over blotedness, low productivity, ineffectiveness, cronism and manpower lopsidedness. These challenges have been traced to the flawed recruitment into the service. This research work investigated the recruitment process into the Nigerian public service using primary and secondary sources of data and the Federal public service as a case study and discovered that, both exogenous and endogenous social pressures have been the banes of recruitment into the Nigerian Federal Public Service. The study therefore proposed an agenda for reform which among others include: re-orientation of public officials handling recruitment process; establishment of Bureau of Employment Monitoring (BEMO) to perform oversight function over recruitment process; sanctioning of erring government officials handling recruitment into the service and reforming the Nigerian economy with a view to stimulating more jobs in the private sector and thereby reducing the social pressures on public service jobs.

Using data from a case study exploring a family psychoeducation recovery course, this article provides users a tutorial on how to perform a qualitative analysis and data visualization using R.

Organization intelligence and bureaucracy reform are important part of public administration. It is values and credibility agreed (the shared value and beliefs) which is learnt, applied continuity becoming main characteristic as guidance for organization members have behaviors, concurrently increasing its performance. It achieved through bureaucracy reform. In taking an easy way of explaining and more operational bureaucracy reform, thus government proclaims nine programs of acceleration bureaucracy reform. Illustrating paradigm changing, organization structure, management, policy, framework term and human resource intelligence work that are guided to budget conserving, rectifying public service quality, stimulating government performance mechanism efficiently and effectively. Tidying up of organization intelligence by one of its dimension is the difficult act into bureaucracy reform implementation while compared with intelligence process, structure and procedure. This research is done by applying descriptive methods of qualitative analysis include in a case study research. The result shows that one of public organization has implemented integrity values, professional and accountable in an internal area of nine programs on bureaucracy reform acceleration. There are nineteen activities becoming part of following up of these programs that totally reflect on an organization intelligence dimension, the suggestion of this model and able to overcome obstacle factor. In accelerating realize apparatus whose have integrity, professional and accountable need a lot of activities as following up of survey result of nine programs on bureaucracy reform acceleration program both of internal or external areas cooperate with independent institution.

This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public.
