Effective management of any system is impossible without a clear definition of its elements, hierarchical levels, and desired performance indicators. Considering this problem in the context of food security management, the authors set out to create a system of food security indicators at different hierarchical levels. The purpose of the article is to deepen theoretical and methodological provisions and develop a system of indicators as a component of food security management at different levels, which should meet the criteria and dimensions of the SDGs-2030. The methodological basis of the research is the dialectical method and general scientific and special methods of scientific knowledge. The results obtained are of great practical importance in shaping national and regional food security policies (programs) on a sustainable development basis. Proceeding from the results of the research and the scientific and theoretical positions of the epistemological content of the category of the concept “food security”, taking into account the criteria of food security of formation at different hierarchical levels and methodological aspects of its monitoring, it is proposed 54 indicators.

A critical review of the definition of “food security” (FS) in the context of the views of economists was conducted. The main indicators were analysed that make it possible to determine the actual food security level of the country and the region. Justified the necessity of establishing food security as a priority goal of state policy. The food security of Ukraine was considered as a derivative of anthropogenic loading on the natural environment. The aim of the article. The purpose of this study is a critical review of scientific works on the problems of assessing the food security level, calculation of food security indicators with the established rational norms of food consumption in order to analyse the existing food security system of the Ukrainian Black Sea region and the peculiarities of its development. The subject of the study is theoretical bases, methodological approaches and practical recommendations for the definition of the existing system of indicators of food security and their thresholds for foreign values. Methodology. The methodological and theoretical foundations of the research are the scientific positions of economic theory, agro-food complex, planning and forecasting, scientific publications of domestic and foreign scientists in various spheres of economic science. In order to achieve the conceptual integrity of the work, general scientific and special methods were used: analysis and synthesis – for the comprehensive study of food safety processes; systematization – to identify the conditions, factors of providing food security; statistical – for generalization, systematization, and revealing of development tendencies of phenomena and processes connected with food safety of the region; graphic – for the visual display of the regularities of the change of food security indicators. Results. The conducted research indicates an improvement of the status of food safety indicators. The negative aspect is the ineffective state regulation of foreign trade, the conditions for the effective development of the food market are not created, and there are no favourable conditions for increasing the production volumes of the main agricultural products types. Value/originality. The methodology for determining the indicators for assessing the state of food security, which exist at present, requires new approaches and improvements. The conducted research allowed the authors to combine indicators into groups. The research has shown that for the sake of a comprehensive, complete analysis of the state of food security, it is necessary to take into account the indicators: socio-economic, which take into account such components as level and quality of life, solvency of the population, demographic factor; macroeconomic, such as gross aggregate product, gross domestic product, personal income, because the problem is systemic and related to the development of the country and its individual regions. From the author’s point of view, from the strategic perspective, Ukraine should make the transition to the food safety indicators proposed by the Committee on World Food Security (CFS). This will allow an assessment of the real state of food security, which was formed in the regions and in the country as a whole, and urgently take appropriate action to improve it.

The authors assess the prospects for solving the global food problem based on an analysis of the dynamics of food security indicators at the global and regional levels. The global food problem at work refers to the growing population of a planet affected by hunger and other forms of malnutrition. The food security situation has worsened for five years - in 2015–2019, and the COVID-19 pandemic has further exacerbated the food supply problem. The prevalence of moderate to severe food insecurity has affected more than 25% of the world's population. In lowincome countries, malnutrition affects more than 58% of the population. Food security is threatened by the consequences of the spread of coronavirus infection in the short term. In the medium and long term, climate change and the crisis in the governance of the world economy are the greatest threats. Modern international economic institutions are unable to withstand the prospect of declining global food security.

This paper examines the problem of food security in the Republic of Kazakhstan over the past 10 years. Based on statistical data, an assessment was made of the prevalence of malnutrition among the population of the country, including children under 5 years of age. There has been a trend towards for an improvement in the nutrition of the population for a few indicators; however, further optimization of food security indicators is required to achieve the goals of sustainable development (SDGs) of the FAO WHO Agenda for the period up to 2050 in Kazakhstan and in its individual regions. The paper reflects data on demographic changes over the past 10 years and its self-sufficiency in basic foods for 2019. A high degree of self-sufficiency in meat products (117.6%) is revealed in the population of the Republic of Kazakhstan. However, self-sufficiency in dairy products is at an extremely low level (0.1%). Camel breeding has been successfully developing in the country over the past 10 years. However, the number of camels in the country is still at a low level. Camel milk can be considered as a great source of macronutrients, its daily consumption partially facilitates the problem of Food Security in Kazakhstan.

Purpose. The aim of the article is to analyse and evaluate divergent changes in the food sector of Ukraine and other countries, taking into account the challenges of the environmental environment. Methodology of research. The following research methods are used to achieve this goal: theoretical synthesis, analysis, abstract and logical – to reveal the relationship of the global food crisis in the context of achieving food security goals; interpretation and comparison – to determine the prospects for improving food security; tabular and graphical – for a visual representation of food security in the world. Finding. It has been established that food security is an objective necessity for human development. Its provision is a guarantee of regular access of the population to high-quality food necessary for leading an active and healthy life. There has been an increase in food insecurity in many countries around the world, which was especially acute during the COVID-19 pandemic. Taking into account the analysed indicators of food security, reserves have been identified for improving the growth of food security in the strategy of sustainable development of Ukraine and the world. Originality. A cumulative interrelated analysis of pandemic and post-pandemic poverty growth, declining profitability, and price differentiation in food security has been conducted. The assessment of divergent changes in the food sector of Ukraine and other countries is carried out taking into account the challenges of the environmental environment. Practical value. The results of the study on food security can be used in the management of the economy and the agro-industrial sector as one of the goals of sustainable development. Subject. This article discusses the issues related to information support for the Sustainable Development Goals (SDGs) and food security indicators. Objectives. The article aims to determine ways to improve Russia's food security policy. Methods. For the study, we used the methods of analysis and synthesis, and statistical techniques. Results. The article describes the stages of the SDGs information support system formation and determines areas to improve the country's food security. Conclusions. The article concludes that further ensuring and improving the country's food security requires taking into account current global influences, namely the COVID-19 pandemic and climate change.
